LET THE RECORD SHOW THAT A QUORUM OF BOARD MEMBERS IS PRESENT, THAT THIS MEETING HAS BEEN DULY CALLED AND THAT NOTICE OF THIS MEETING HAS BEEN POSTED IN ACCORDANCE WITH THE TEXAS OPEN MEETINGS ACT. TEXAS GOVERNMENT CODE CHAPTER 551.

LET THE RECORD SHOW THAT TRUSTEES PULLIAM, BURNETT, WRIGHT, GUYTON, LOCKHART AND RAYOS ARE PRESENT.

THIS MAY LOCKHART ISD ANNOUNCED THE SELECTION OF EMILY MARSHALL AS THE NEW PRINCIPAL OF BLUEBONNET ELEMENTARY SCHOOL.

MARSHALL JOINS LOCKHART ISD WITH 18 YEARS OF EDUCATIONAL EXPERIENCE.

MOST RECENTLY, SHE SERVED AS THE ASSISTANT PRINCIPAL AT FUENTES ELEMENTARY IN HAYS CONSOLIDATED INDEPENDENT SCHOOL DISTRICT.

PRIOR TO JOINING THE FUENTES ELEMENTARY ADMINISTRATION TEAM, MARSHALL SERVED AS ASSISTANT PRINCIPAL OF PFLUGER ELEMENTARY IN HAYS CISD, WHERE SHE LED HER CAMPUS TO A B RATING WITH THE TEXAS EDUCATION AGENCY.

UNDER HER LEADERSHIP, PFLUEGER'S DISCIPLINE REFERRALS WERE REDUCED AFTER SHE LED THE IMPLEMENTATION OF POSITIVE BEHAVIORAL INTERVENTIONS AND SUPPORTS AND A RESTORATIVE DISCIPLINE PROGRAM ON THE CAMPUS.

MARSHALL ALSO BRINGS VALUABLE EXPERIENCE IN GUIDING EMERGENT BILINGUAL STUDENTS TOWARDS SUCCESS.

IN 2020 SHE ORGANIZED AND DEVELOPED PFLUGER'S TELPAS TESTING TO ACHIEVE THE MOST TELPAS GROWTH IN ALL OF HAYS CISD.

MARSHALL ALSO SERVED AS PRINCIPAL OF HAYS CISD'S ELEMENTARY SUMMER SCHOOL IN JUNE 2022.

SHE BEGAN HER CAREER IN EDUCATION AS A TEACHER AT DEL VALLE ELEMENTARY IN DEL VALLE INDEPENDENT SCHOOL DISTRICT IN 2005.

IN THE 2010-11 SCHOOL YEAR, HER COMMITMENT TO EXCELLENCE EARNED HER THE TITLE OF DEL VALLE ELEMENTARY TEACHER OF THE YEAR.

IN THE 19-20 SCHOOL YEAR, SHE PARTICIPATED IN THE HAYS CISD ASPIRING PRINCIPALS ACADEMY, WHERE SHE PREPARED FOR PRINCIPALSHIP AND HONED HER LEADERSHIP SKILLS.

SHE IS ALSO A MEMBER OF THE E-3 ALLIANCE'S PEER LEARNING NETWORK AND THE TEXAS ELEMENTARY PRINCIPALS AND SUPERVISORS ASSOCIATION.

IN 2022, SHE WAS NAMED REGION 13 [INAUDIBLE] OF THE YEAR.

MARSHALL EARNED A BACHELOR OF SCIENCE IN INTERDISCIPLINARY STUDIES FROM TEXAS STATE UNIVERSITY IN 2004 AND A MASTER OF EDUCATION IN EDUCATIONAL LEADERSHIP FROM TEXAS STATE UNIVERSITY IN 2016.

VASQUEZ JOINED LOCKHART ISD IN JULY 2021 AS THE DIRECTOR OF BILINGUAL AND ESL PROGRAMS.

AS A MEMBER OF THE DISTRICT LEADERSHIP TEAM, SHE FOCUSED ON UNLOCKING THE POTENTIAL OF TEACHERS AND LEADERS.

SHE HAS COACHED PRINCIPALS AS WELL AS FACILITATED THE NEW PROFESSION ACADEMY, THE NEW TEACHER MENTOR PROGRAM AND THE INSTRUCTIONAL LEADERSHIP ACADEMY.

VASQUEZ LAUNCHED THE FIRST SOMOS EDCAMP IN THE STATE LAST YEAR FOR BILINGUAL AND ESL INSTRUCTIONAL BEST PRACTICES, ATTRACTING TEACHERS FROM ALL OVER THE STATE TO LEARN FROM OUR TEACHERS. BECAUSE OF HER LEADERSHIP IN THE BILINGUAL DEPARTMENT, LISD IS NOW A 2022-23 TEXAS TOP 10 ESL DISTRICT OF THE YEAR.

SHE AND LISD BILINGUAL TEACHERS HAVE PRESENTED AT THE ADELANTE CONFERENCE, SHARING HOW LOCKHART ISD IS LEADING AND SERVING OUR BILINGUAL STUDENTS.

PRIOR TO JOINING OUR TEAM, VASQUEZ SERVED AS THE PRINCIPAL OF UHLAND ELEMENTARY SCHOOL IN HAYS CISD.

IN HER 25 YEARS OF EDUCATIONAL EXPERIENCE, SHE HAS SERVED AS A CLASSROOM BILINGUAL TEACHER, BILINGUAL MATH INTERVENTIONIST, TEACHER ADVANCEMENT PROGRAM MENTOR, ASSISTANT PRINCIPAL, PRINCIPAL, MENTOR AND PRINCIPAL.

BECAUSE OF HER EFFECTIVE LEADERSHIP, SHE WAS TAPPED BY HAYS CISD AS A TURNAROUND PRINCIPAL AT TWO CAMPUSES, WHERE SHE DECREASED DISCIPLINARY RATES TO SINGLE DIGITS AND INCREASED STUDENT GROWTH AND ACHIEVEMENT.

WHILE PRINCIPAL OF HEMPHILL ELEMENTARY, SHE LED THE CAMPUS FROM ITS SECOND YEAR OF IMPROVEMENT, REQUIRED STATUS TO MET STANDARD WITHIN ONE YEAR OF ASSUMING LEADERSHIP.

AS PRINCIPAL OF TOM GREEN ELEMENTARY, SHE LED THE CAMPUS TO EARN STAAR DISTINCTION IN SCIENCE AND TOP 25 IN STUDENT PROGRESS.

AS A RESULT OF HER IMPACT ON STUDENT OUTCOMES, SHE WAS ASKED TO OPEN UHLAND ELEMENTARY SCHOOL, A BRAND NEW TITLE ONE CAMPUS SERVING 850 STUDENTS, OF WHICH 87% WERE ENGLISH LANGUAGE LEARNERS AND 96% WERE CONSIDERED ECONOMICALLY DISADVANTAGED.

THERE SHE IMPLEMENTED A ONE WAY DUAL LANGUAGE BILINGUAL PROGRAM, LAUNCHED AN EARLY EXIT BILINGUAL PROGRAM, EARNED A B CAMPUS RATING, EARNED A STAR DISTINCTION IN COMPARATIVE ACADEMIC GROWTH, AND STARTED A NEW PARENT TEACHER ASSOCIATION WITH OVER 90% PARENT PARTICIPATION.

HER IMPACT ON STAFF WAS ALSO EVIDENT WITH THE STAFF TURNOVER RATE OF LESS THAN 1% IN THREE YEARS.

AS THE PRINCIPAL OF UHLAND, SHE PRESENTED AT REGION 13 ON CAMPUS TURNAROUND PROCESSES.

IN 2017, SHE EARNED THE HAYS CISD AMBASSADOR AWARD FOR PRINCIPAL OF THE YEAR, AS WELL AS THE DISTRICT'S OVERALL TOP AWARD FOR EXCELLENCE AS THE AMBASSADOR OF THE YEAR.

ADDITIONALLY, SHE WAS SELECTED AS SEMIFINALIST FOR THE PRINCIPAL HEB EXCELLENCE IN EDUCATION AWARD IN BOTH 2018 AND 2019.

SHE EARNED A BACHELOR OF SCIENCE IN INTERDISCIPLINARY STUDIES FROM SOUTHWEST TEXAS STATE UNIVERSITY AND A MASTER OF EDUCATION IN EDUCATIONAL ADMINISTRATION FROM CONCORDIA UNIVERSITY. SHE IS CURRENTLY ENROLLED IN THE SUPERINTENDENCY PROGRAM THROUGH REGION 13 EDUCATION SERVICE CENTER TO EARN HER SUPERINTENDENT CERTIFICATION.

WHAT WE HAVE HERE IS IT'S FOR STUDENTS AT RISK OF DROPPING OUT.

IT PROVIDES FLEXIBLE HOURS AS WELL AS FLEXIBLE DAYS DURING THE WEEK WHEN THEY SHOW UP, THEY EARN MINUTES.

THERE IS NO PRESENT OR ABSENT.

FUNDING IS THE SAME AND THE AVERAGE IS FOUR HOURS PER DAY.

AND YOU'LL SEE THROUGH SOME OF THE PERCENTAGES MR. PETERS HAS PRESENTED THAT WE'VE SEEN IMPROVED GRADUATION RATES SINCE WE HAVE DONE IT.

SO HERE'S THE DATA OF NOT ONLY THE STUDENTS WHO HAVE PARTICIPATED IN OFSDP, BUT THE GRADUATION RATES AND HOW THEY'VE IMPROVED OVER THE YEARS.

TWO OF THE MAIN REASONS WHY WE DO THIS ARE OUR WORK SCHEDULES FOR STUDENTS AS WELL AS CHILDCARE RESPONSIBILITIES IS NOT THE ONLY TWO REASONS.

SO THOSE ARE JUST TWO OF THE MAIN REASONS WHY WE DO SO.

HERE ARE THE TWO BLOCKS THAT THE STUDENTS CAN USE.

100% OF THE SAVINGS COMES BACK TO THE DISTRICT RIGHT OFF THE BAT.

AND WE HAD A TURNKEY FULL SERVICE PROVIDER AND HUTTON SO THEY WERE THE ONLY ONES THAT HAD ALL THOSE BOXES CHECKED OUT OF FOUR COMPANIES, FOUR VENDORS.

VENDOR FOUR IS THE VENDOR THAT CAME BACK IN JANUARY.

AND ALSO WE WERE ALSO LOOKING FOR A PARTNER FOR THE DISTRICT FOR A LONG TERM PLAN TO ADDRESS MAJOR NEEDS, INCLUDING AGED ROOFS, AGED HVAC EQUIPMENT AND BUILDING ENVELOPES.

RECOMMENDATION OF THE ADMINISTRATION IS HUTTON SERVICES.

HUTTON IS A FULL SERVICE PROVIDER, INCLUDING TURNKEY ENERGY DESIGN SERVICE CONTRACTORS AND WITH ENGINEERS AND CONTRACTOR TEAM PROVIDE PROJECT BASED GRANT WRITING FOR SECO LONE STAR AND FEDERAL GRANTS TO SAVE DISTRICT FUNDS.

FUNDING PROVIDED FOR PROJECTS THAT HAVE PROVEN SAVINGS PROVIDE A LONG TERM PLAN FOR THE DISTRICT TO PROACTIVELY IDENTIFY DEFICIENCIES, REPAIR ISSUES, OPTIMIZE SYSTEMS AND MAINTAIN BUILDING FACILITIES THAT REDUCE THE TOTAL COST AND CREATE SAVINGS.

THEY ARE A DESIGN BUILD CONTRACTING COMPANY WITH 500 TEXAS EMPLOYEES.

THEY'RE DOING AN OPTIMIZING SYSTEM.

ALL THEY DO IS PUT SOMETHING IN THE UNITS TO OPTIMIZE IT.

THAT'S IT. THERE'S NO FIXING OF UNITS.

THERE'S NO HELPING US REDO ROOFS, AS YOU CAN SEE ON THE COLORED CHART THERE.

THEY ONLY HAVE ONE THING THAT THEY DO FOR THE DISTRICT.

AND IT'S THEY DON'T HAVE A TEAM THAT COMES IN TO HELP US FIX ANYTHING.

THEY DON'T HELP US WITH UNITS.

THEY DON'T HELP US WITH ROOFS OR WINDOWS OR ELECTRICAL OR LIGHTING OR ANY OF THAT.

IT'S JUST ONE THING THEY COME IN AND DO.

SO CONSIDERING OUR CURRENT BUDGET SITUATION, HOW ARE WE GOING TO PAY FOR ALL THIS? SO THE ACTUAL MONEY WOULD COME FROM THE GRANTS.

THAT'S HOW WE WOULD PAY THEM BACK THROUGH THE GRANTS THAT WE WOULD GET OR EVEN THE FEDERAL FUNDING.

THAT'S HOW WE WOULD FUND THAT.

AND SO THEY WOULD WRITE THE GRANTS.

THEY HAVE A GRANT WRITING TEAM.

AND WHAT KIND OF TURNAROUND TIME IS THAT? I MEAN, YOU WRITE A GRANT AND HOW LONG DOES IT TAKE TO GET APPROVED OR GET THE MONEY? I'LL LET TANYA SHE TALKED TO THEM ABOUT THAT ONE.

SO BASICALLY THE GRANTS ARE PROJECT BASED.

THEY'VE INCLUDED THAT IN MANDATORY PLACEMENTS.

DURING THAT TIME, SPECIAL EDUCATION DEPARTMENT ASKED FOR DIFFERENT POSITIONS AND SOME INCREASES TO CERTAIN PAY.

IN DECEMBER WHEN THE BOARD CAME AROUND, WE TOOK ACTION ON THAT, BUT WE HAD LEFT OUT THIS IMPORTANT PIECE REGARDING SOME OF THE PAY FOR OUTSIDE OF SCHOOL HOUR WORK THAT SOME OF OUR SPECIAL ED STAFF WAS DOING DURING SUMMER TIME THIS LAST MONTH WAS THE FIRST TIME THAT THESE FOLKS HAD AN OPPORTUNITY TO ACTUALLY USE THAT.

AND SO THAT'S WHEN WE FOUND THIS.

SO THIS IS JUST A CLEANUP TO ADDRESS THE INTENT OF THE MOTION IN DECEMBER.

AND WE HAVE A DISTRICT WIDE SUPERVISOR.

WE'RE ASKING FOR YOUR APPROVAL SO WE CAN MOVE FORWARD WITH THIS PROGRAM FOR THIS NEXT SCHOOL YEAR.

SO WHAT I ASK IS, IS THERE ANY SIGNIFICANT CHANGE FROM WHAT WE'VE BEEN DOING THE LAST FEW YEARS OR ANY OTHER.

WE DID PUT OUT A BID FOR PROJECTORS WITH AN ALTERNATE OF INTERACTIVE PANELS.

WE DID ALLOW THE TEACHERS TO ALSO EVALUATE THE INTERACTIVE PANELS.

WITH THAT, WE HAVE DECIDED THAT WE WOULD BE PLACING HIGH SCHOOL OR THE HIGH SCHOOL WOULD GET PROJECTORS IN THE CLASSROOM AND WE WOULD PILOT THE INTERACTIVE PANELS AT STRAWN ELEMENTARY.

THESE PANELS WILL PROVIDE WIRELESS CASTING AND PROJECTION CAPABILITIES.

THEY ALSO HAVE INTERACTIVE RESOURCES FOR THE TEACHERS TO USE THAT ARE BUILT IN ALONG WITH OTHER A LOT OF OTHER APPLICATIONS THAT CAN BE USED FROM OTHER AREAS.

M&A TECHNOLOGY IS THE VENDOR THAT WE WOULD LIKE FOR THE BOARD TO APPROVE THAT HAD THE BEST VALUED PROPOSAL BECAUSE WE ARE ALSO GETTING A FIVE YEAR WARRANTY WITH THE PROJECTORS AND A SEVEN YEAR WARRANTY WITH THE INTERACTIVE PANELS SO.

SO ARE WE GOING WITH PROJECTORS AT THE HIGH SCHOOL FOR COST REASONS, OR WHY? AS OPPOSED TO THE INTERACTIVE PANELS? FOR BOTH. SO SOME OF IT IS COST.

I MEAN, IT'S YOU KNOW, THE PANELS ARE A LITTLE BIT MORE EXPENSIVE UP FRONT, POTENTIALLY LONG TERM.

WE WANT TO SEE IF THEY'RE CHEAPER IN THE LONG RUN.

BUT PART OF IT IS ALSO TRAINING IMPLEMENTATION.

WE DON'T WANT TO MAKE AN INVESTMENT THAT WE'RE NOT PREPARED TO IMPLEMENT CORRECTLY AND PROVIDE THE STAFF WITH ALL THE TRAINING AND SUPPORT THAT'S NEEDED.

SO WITH THE STAFFING WE HAVE, WE FELT LIKE USING GOING TO THE ELEMENTARY SCHOOL AND BUILDING THIS PROGRAM OUT OVER TIME WAS APPROPRIATE.

OKAY. SO WITH THE SMALLER NUMBERS OF ELEMENTARY, COULD GET EVALUATED TO SEE IF YOU WANT TO MOVE IT FORWARD ON A LARGER SCALE.

I SAW PRINTING SOLUTIONS AND AS MR. RAYOS SAID, JUST VERY APPRECIATIVE TO WORK AND LIVE IN A COMMUNITY THAT STEPS UP.
