ONE OF THE THINGS YOU'LL SEE THROUGHOUT THE REPORT IS THAT THE DISTRICT KIND OF BEING IN THAT 2 TO 3% GROWTH RATE FOR THE OVERALL POPULATION, AS WELL AS THIS, THE STUDENT POPULATION. SO, THE KEY TAKEAWAY HERE IS JUST THAT WE'RE THE NUMBERS FROM ESRI ARE NATIONAL DATA SOURCE FOR 23 SHOW THE DISTRICT CONTINUING ON THAT PATH OF ABOUT 3%, 2 TO 3% PER YEAR. WE'VE SEEN MANY OF THE SCHOOL DISTRICTS RECOVER FROM THE PANDEMIC. REMEMBER OR RECALL THAT I TALKED ABOUT THE STATE LOST ABOUT 2.5% OF ITS ENROLLMENT. YOU CAN SEE THE CHART THERE ON THE LEFT THAT THE ENROLLMENT TOTALS FOR THE STATE HAVE RECOVERED SINCE THE PANDEMIC. BUT WHAT'S INTERESTING IS MOST REGIONS HAVE RECOVERED, BUT REGION 13 NUMBERS ARE ACTUALLY FLAT. SO THAT'S A DIFFERENT CHART THAN WHAT WE SEE IN MOST AREAS. SO, YOU MIGHT WONDER WHY THAT IS. BUT THIS CHART RIGHT HERE GIVES YOU A GOOD SENSE OF WHAT'S HAPPENED. MANY OF THE LARGER DISTRICTS IN THE CENTER OF THE REGION HAVE SEEN DECLINING ENROLLMENT OVER THE LAST FIVE YEARS. SO THAT'S WHY YOU SEE THAT REGION 13 NUMBER. BUT WHAT'S REALLY INTERESTING HERE IS TO TAKE A LOOK AT THE OUTER RING. AS YOU LOOK AT THAT, THE PINK AREAS ARE AREAS OF GROWTH. YOU CAN SEE AS THE HOME BUILDING INDUSTRY HAS SPREAD FURTHER OUT IN THE REGION; YOU CAN SEE THE GROWTH THAT'S BEEN THE RESULT OF ALL OF THE CONSTRUCTION IN THE DISTRICTS AROUND THE GREATER AUSTIN AREA. SO, YOU CAN SEE LOCKHART RIGHT THERE IN THOSE DISTRICTS THAT HAVE GROWN 8 TO 15% OR SO. ALL RIGHT. SO, THESE ARE THE SNAPSHOT NUMBERS FOR THE LAST 15 YEARS. SO, WHEN YOU LOOK AT THOSE NUMBERS YEAR OVER YEAR BASIS, YOU CAN SEE THIS PAST YEAR WAS A 2.4% INCREASE. THAT'S COMING OFF THE TEN-YEAR HIGH THAT WE SAW A YEAR AGO. BUT AGAIN, STRONG NUMBERS WHEN YOU LOOK BACK OVER THE LAST TEN YEARS. SO, THE AVERAGE RATE FOR THE LAST FIVE YEARS AND IT FACTORS IN THE PANDEMIC LOSSES IS RIGHT ABOUT 1.6. BUT IF YOU LOOK AT THE LAST TEN YEARS, THAT AVERAGE IS ABOUT TWO POINT -- EXCUSE ME, 1.6 FOR THE FIVE YEAR AND 2.6 FOR THE TEN YEAR. AND THIS IS WHERE WE THOUGHT WE WOULD BE A YEAR AGO. AND THEN THAT NUMBER WILL CONTINUE TO GROW, BECAUSE CENTER POINT MEADOWS IS BEGINNING TO FINISH HOMES IN THAT AREA AS WELL. THE HOUSING MARKET HAS BEEN IMPORTANT TO THE DISTRICT, AND IT'S GOING TO BE EXTREMELY IMPORTANT TO THE DISTRICT'S GROWTH AND IT'S GOING TO BE EXTREMELY IMPORTANT GOING FORWARD. THERE'S PROBABLY ABOUT FIVE BOARD MEMBERS AT THE PFC LEVEL AND FIVE BOARD MEMBERS AT THE MMD LEVEL, WHERE WE RECEIVED OUR PFC SPONSORSHIP FROM. NOW, NOT TO GET TOO POLITICAL, BUT OUR STATE ISN'T PROVIDING US THE NECESSARY FUNDING AND TOOLS THAT WE NEED TO BE COMPETITIVE TO ATTRACT THE TALENTED STAFF THAT THAT WE NEED. AND SO, WE HAD TO COME UP WITH SOMETHING CREATIVE, SOMETHING DIFFERENT. NO ONE IN THE STATE IS DOING WHAT WE'RE DOING. AND IT WAS CREATED BY MYSELF AND MY PARTNER LAWYER. AND IT'S LIKE IT'S GETTING TOO EXPENSIVE FOR OUR TEACHERS AND STAFF TO LIVE IN THE COMMUNITIES THAT THEY TEACH. RIGHT. SO, I STARTED THINKING ABOUT MY OWN CHILDREN, AND YOU KNOW, WHAT THEIR EXPERIENCE IS LIKE IN A CLASSROOM. AND I THINK, WHAT IF MY KID'S TEACHER HAD TO DRIVE IN AN HOUR BATTLING TRAFFIC IN AND OUT OF AUSTIN? [01:30:06] THEY SHOW UP TO THE CLASSROOM UPSET OR FRUSTRATED BECAUSE OF THE TRAFFIC OR THE WEATHER. WHAT IF THERE IS A WAY WE COULD GET THEM CLOSER TO THE SCHOOLS THAT THEY TEACH? RIGHT. SO THAT'S REALLY THE UNDERLYING FOCUS THAT WE HAVE AS A FOUNDATION AND WHAT DRIVES OUR MISSION. AND SO HERE'S KIND OF THE PROGRAM, HOW IT WORKS VERY BRIEFLY. THE FOUNDATION WANTS TO PARTNER WITH SCHOOL DISTRICTS THAT HAVE A NEED TO ATTRACT AND RETAIN TALENT. WE WANT TO BE ABLE TO HELP AS MANY TEACHERS AND DISTRICT EMPLOYEES AS WE POSSIBLY CAN THROUGHOUT THE STATE, AND SO THROUGH WHAT WE CALL AN INTERLOCAL AGREEMENT OR MEMORANDUM OF UNDERSTANDING, THE FOUNDATION WILL ASK THE SCHOOL DISTRICT AT SOME POINT TO ENTER INTO A PARTNERSHIP, SOME TYPE OF AN AGREEMENT WHERE THE BOARD SAYS, HEY, LOOK, TEXAS WORKFORCE HOUSING FOUNDATION, WE DON'T WANT TO BE IN THE LANDLORD BUSINESS, BUT WE WANT TO BE ABLE TO PROVIDE AFFORDABLE HOUSING TO OUR DISTRICT EMPLOYEES, GO OUT AND FIND AN APARTMENT COMPLEX THAT YOU CAN PURCHASE AND TAKE IT OFF THE TAX ROLLS, USE THE SAVINGS TO PAY DOWN TEACHER RENT. SO THAT'S THE KIND OF PARTNERSHIP. INITIALLY. A COUPLE OF YEARS AGO, I WAS GOING AROUND THE STATE PITCHING THESE. PUBLIC FACILITY CORPORATIONS, LIKE OTHER NONPROFITS, WHERE THE SCHOOL BOARD WOULD ACTUALLY GO OUT AND PURCHASE AN APARTMENT COMPLEX AND TAKES IT OFF THE TAX ROLLS AND PAY THE SUBSIDIZED RENT. THE ISSUE THERE, THOUGH, IS. SCHOOL BOARDS DIDN'T SIGN UP TO BE ON PUBLIC FACILITY BOARDS. WRITE YOUR SUPERINTENDENT. AS GREAT AS HE IS, HE'S PROBABLY NOT GOING TO MAKE THE BEST LANDLORD. RIGHT? AND THEN THE DISTRICT PROBABLY DOESN'T WANT TO TAKE ON THE RISK. SO. I'M SURE THERE'S NOTHING HE CANNOT DO. BUT, YOU KNOW, THE DISTRICT DOESN'T WANT TO GET INVOLVED WITH THE RISKS ASSOCIATED WITH RUNNING AN APARTMENT COMPLEX. SO THAT'S WHERE THE PARTNERSHIP COMES IN AND WHERE WE CAN KIND OF TAKE OFF THE RISK OF THE DISTRICT AND PROVIDE A VERY VALUABLE PROGRAM FOR YOUR EMPLOYEES. AND THEN WHAT THE FOUNDATION DOES. SO, THEY TAKE A PROPERTY OFF THE TAX ROLLS, RIGHT? SO, THE NET OPERATING INCOME WILL AUTOMATICALLY GO UP. RIGHT? BECAUSE THERE'S ONE LINE ITEM THAT WE DON'T HAVE TO PAY ANYMORE. WHAT WE DO IS WE TAKE A PORTION OF THAT MONEY. AND IN THIS CASE FOR LOCKHART ISD, I KNOW IT SAYS 250,000, BUT THAT'S FROM AN EXISTING OLD PROGRAM TODAY. THE NUMBER IS 500,000. SO, WHAT THEY'LL DO IS THEY'LL TAKE $500,000 OF THAT SAVINGS AND PUT IT INTO AN AFFORDABILITY FUND THAT'S UTILIZED AT THE DISTRICT'S DISCRETION TO PAY DOWN RENT. SO, I'LL GIVE YOU AN EXAMPLE AT ROUND ROCK ISD. THERE WERE FOUR PROPERTIES IN THAT SCHOOL DISTRICT. THE AFFORDABILITY FUND WAS FUNDED WITH $1 MILLION, AND RIGHT NOW EACH EMPLOYEE IS GETTING $500 OFF OF RENT A MONTH. SO, WHEN YOU DO THE MATH, THAT'S $6,000 A YEAR OFF OF RENT. SO THAT'S TAX-EXEMPT MONEY THAT'S GOING DIRECTLY TO YOUR TEACHER'S POCKET AND NOT BEING COUNTED TOWARDS YOUR TAXABLE INCOME. RIGHT. YES, SIR. WHY IS IT NOT BEING COUNTED AS TAXABLE INCOME BUT NET SAVINGS. THAT'S A GREAT QUESTION. SO, THE AFFORDABILITY FUND IS ITS OWN SEPARATE NONPROFIT AS WELL. AND SO, THE WAY WE CHANNEL THE MONEY IS FROM THE FOUNDATION TO THE AFFORDABILITY FUND, FROM THE AFFORDABILITY FUND DIRECTLY TO THE APARTMENT COMPLEX. IF THE MONEY WOULD GO TO THE DISTRICT OR IT WOULD GO TO THE EMPLOYEE, THEN THAT WOULD TRIGGER A TAXABLE EVENT FOR THE EMPLOYEE. SO, THE WAY AROUND THAT IS TO CREATE A NONPROFIT AFFORDABILITY FUND THAT PAYS THE APARTMENT COMPLEXES DIRECTLY. ON BEHALF OF THE DISTRICT EMPLOYEE. AND, YOU KNOW, WE'RE SEEING WE'RE SEEING SOME PRETTY SIGNIFICANT SAVINGS GOING BACK TO ROUND ROCK. THERE'S ONE INDIVIDUAL WHO IS RENTING A TWO-BEDROOM APARTMENT THAT TYPICALLY GOES FOR $1,800 A MONTH. HE'S PAYING $750. SO, THE SAVINGS CAN DEFINITELY BE SUBSTANTIAL. AND THEN WHEN THE FOUNDATION ACQUIRES A PROPERTY. THE DISTRICT WOULD HAVE PRIORITY ACCESS TO THE AVAILABLE UNITS. LET'S SAY WE FIND AN APARTMENT COMPLEX THAT HAS 300 UNITS. 150 OF THOSE UNITS ARE GOING TO BE AT MARKET RENT. THE OTHER 150 ARE GOING TO BE AT A REDUCED RENT. AFFORDABLE HOUSING. THE AFFORDABLE HOUSING RATE IS BASED ON THE AREA MEDIAN INCOME. SO YOUR NURSES, YOUR FIREFIGHTERS, YOUR POLICE OFFICERS, THEY CAN ALSO TAKE ADVANTAGE OF THOSE AFFORDABLE UNITS. THE AFFORDABILITY FUND SPECIFICALLY SET UP FOR LOCKHART ISD IS ONLY FOR DISTRICT EMPLOYEES, BUT THERE IS SOME SAVINGS TO BE HAD BY YOUR POLICE OFFICERS, FIREFIGHTERS AND CITY EMPLOYEES AS WELL. WELL, IT'S KIND OF A SLOW BURN. WE'RE ADDRESSING IT THROUGH INITIAL EVALUATIONS FOR THESE KIDDOS. WE'RE ADDRESSING IT JUST KIND OF AS THE YEAR GOES ON, RIGHT WHEN WE THOUGHT WE HAD IT DOWN, YOU KNOW, TO THE DAY THAT WE ROLLED OUT THE DYSLEXIA INFORMATION TO THE DISTRICT, THE VERY NEXT DAY, THEY ADDED SOME THINGS. AND YOU CAN SEE A SIGNIFICANT NEED IN THE AREA OF LOCKHART JUNIOR HIGH AND LOCKHART HIGH SCHOOL. SO, WE KNOW OUR BUDGETARY CONSTRAINTS RIGHT. THEY DIDN'T CHANGE FROM ATTENDANCE TO ENROLLMENT FOR FUNDING. ALL THE THINGS GOING ON. WELL, WHAT CAN WE DO RIGHT NOW. SO THAT'S REALLY WHAT THE DEPARTMENT LOOKS AT IS WHAT CAN WE DO TO SUPPORT THESE TEACHERS THAT ARE THERE RIGHT NOW? BECAUSE ALTHOUGH IT WAS A 36% RETENTION RATE AT THE JUNIOR HIGH, WE DO HAVE NEW TEACHERS, LIKE I SAID, 53% RETENTION AT THE HIGH SCHOOL. BUT THERE'S ONLY ONE VACANCY RIGHT NOW. SO, ONE IMMEDIATE STRATEGY. MISS SMITH, OUR COMPLIANCE COORDINATOR, HAS LITERALLY BEEN WORKING OUT OF THE HIGH SCHOOL ONE DAY A WEEK FOR THE PAST SIX WEEKS. WHAT DOES THAT LOOK LIKE? MS. SMITH IS IN THE SPECIAL ED OFFICE WHERE ALL OF THE TEACHERS HAVE DESKS, AND SHE'S JUST WORKING THERE. I JOINED HER LAST WEEK. IT WAS PHENOMENAL TO WATCH IN REAL TIME TEACHERS BEING ABLE TO ASK QUESTIONS AND GET THAT SUPPORT THEY NEEDED, EITHER FOR THE ART THAT WAS COMING UP THAT WEEK OR MAYBE A PARENT EMAIL OR WHATNOT. IT DOESN'T CHANGE NECESSARILY WHAT HAS HAPPENED, BUT THE PRESENCE OF OUR STAFF, MAKING SURE THAT WE ARE ACCESSIBLE, THAT'S GOING TO HELP OUR TEACHERS STAY THIS YEAR.
