SO, YOU HAVE A YOUNG STAFF AND THAT CAN BE A BENEFIT IF YOU CAN MAINTAIN THEM AND RETAIN THEM AND GROW THEM INTO THE TEACHERS YOU WANT. YOU KNOW, STUDENTS COMING OUT OF UNIVERSITIES WITHIN THE BIG METROPLEX ARE LOOKING FOR FOR JOBS. THEY WANT TO TRY TO STAY CLOSE TO WHERE THEY GRADUATED FROM IN THOSE BIG DISTRICTS WILL FILL UP AND THEN THEY MOVE OUT TO THE SUBURBS. SO A LOT OF TIMES YOU WILL GET A LOT OF YOUNG STAFF COMING IN TO THOSE SUBURBS. WHAT? WE END UP SEEING IS A LOT OF DISTRICTS DON'T MAINTAIN THOSE STAFF. THEY END UP LEAVING AND GOING BACK TO THE BIGGER DISTRICTS WHEN THE OPPORTUNITY PRESENTS ITSELF. SO YOU END UP HAVING A TURNOVER IN THESE EARLY YEARS. AND YOU END UP WITH YOUNG STAFF COMING BACK IN OVER AND OVER AND OVER, AND THEY LEAVE AND GO TO THE BIGGER DISTRICTS AND NEW STAFF COME IN THAT ARE BRAND NEW. SO THIS IS NOT UNUSUAL. WHAT YOU WANT TO TRY TO DO OVER TIME IS MOVE THOSE 1 TO 5 YEARS TO THAT 6 TO 10 AND TRY TO SHRINK THAT 1 TO 5. THAT'S WHAT YOU OUGHT TO SEE HAPPEN OVER TIME. THAT MEANS YOU'RE HAVING SOME OF THAT RETENTION AND THEY'RE NOT LEAVING TO GO BACK TO THE METROPLEX, TO THE CITY. BUT THAT'S WHAT YOU WANT TO TRY TO ACCOMPLISH. YOU KNOW, WE'RE GOING TO BE MUCH MORE COMPETITIVE WITH THOSE LARGER DISTRICTS. IT GIVES US A BETTER CHANCE TO KEEP THEM IN THOSE YEARS, 6 TO 30, BECAUSE, YOU KNOW, IN THE PAST THEY COULD GET PAID A LOT MORE IN BIGGER DISTRICTS BECAUSE OF THE PAY STRUCTURE. SO THAT'S WHY WE KIND OF SHIFTED THAT. AND WE'LL HAVE SOME DATA HERE COMING THAT I THINK WILL SHOW THAT THAT'S KIND OF WORKING. OKAY. YEAH. A GOOD POINT, MARK. AND YOU'LL SEE THAT HERE IN A MINUTE. AND YOU CAN SEE HOW THAT WORKED IN THIS SITUATION. SO, IN 22-23, YOUR SALARIES WERE STILL A LITTLE BELOW MARKET MEDIAN AT 0 TO 5 YEARS. YOU'RE SLIGHTLY BELOW THE BLUE LINE THERE. BUT THEN STARTING AT YEAR TEN, YOU'RE ABOVE MARKET MEDIAN BY QUITE A BIT. AND YOU STAYED ABOVE MARKET MEDIAN AT YEAR 15 AND UP TO YEAR 20. SO THAT WAS A STRATEGIC EFFORT BY THE DISTRICT TO DO THAT. AND I THINK IT'S WORKING. IF WE START LOOKING AT THE DATA, I THINK IT'S WORKING. BUT YOU GUYS ARE VERY COMPETITIVE. WHEN YOU START CROSSING ABOUT THE EIGHT-YEAR MARK, YOU START BECOMING VERY COMPETITIVE IN YOUR SALARIES. IF THEY IF WE CAN GET THEM HERE, YOU KNOW, THEY LIKE THE CULTURE, LIKE THE, THE SCHOOL YOU KNOW, THEY WILL THEY, THEY WILL, THEY WILL WORK HERE. BUT WE'RE SEEING THAT THE LARGEST PERCENTAGE OF TEACHERS BEING HIRED RIGHT NOW ARE ACTUALLY RETURNING TEACHERS THEY HAD TAUGHT PREVIOUSLY. GOTTEN OUT OF THE PROFESSION FOR WHATEVER REASON. DON'T KNOW WHY, BUT THEY'RE COMING BACK. AND I JUST THOUGHT THAT WAS INTERESTING. SO, IF YOU KNOW OF ANY TEACHERS THAT HAVE LEFT AND ARE NOT IN THE WORKFORCE, THAT MIGHT BE A GOOD RECRUITING TOOL. SO, SOMETHING TO THINK ABOUT THERE. DO WE KNOW WHAT YEARS OF EXPERIENCE THEY TYPICALLY HAVE? THESE RETURNING TEACHERS LIKE THE AVERAGE I DO NOT KNOW THE ANSWER TO THAT ONE. NO. MR. ESTRADA DO OTHER DISTRICTS LIKE US THAT DON'T HAVE THE RESOURCES TO GIVE THE SALARY FROM YEARS 1 TO 5? DO THEY GIVE LIKE EXTRA PERKS TO HELP THEM? WHAT DOES THAT? HOW DOES THAT WORK? WELL, I THINK OUR TOTAL COMPENSATION IS MUCH BETTER. I MEAN, OUR INSURANCES ARE BETTER. YOU KNOW, WHEN YOU LOOK AT CLIMATE AND CULTURE, I THINK IT'S BETTER YOU KNOW, AND, AND AGAIN, WE'RE STILL 95% OF THE MARKET. I MEAN, I THINK THAT THAT LAST SLIDE WHERE YOU KNOW, WE ARE STILL 95% OF THE MARKET AND WHICH MEANS THAT THERE ARE A LOT OF PLACES WHO PAY LESS THAN US, YOU KNOW. BUT WHEN WE'RE LOOKING AT, YOU KNOW, THE SCHOOLS THAT WE'RE COMPARING, I MEAN, IT'S ALL LARGER. WE'RE THE SECOND SMALLEST DISTRICT, I THINK, IN THE COMPARISON GROUP. AND THAT MAKES A DIFFERENCE. YOU KIND OF SEE IT SOMEWHAT RIGHT HERE, AND IT'S WORSE IN SOME AREAS OF THE STATE. BUT A FEW YEARS BACK THERE WAS THIS RACE TO TRY TO GET STARTING SALARIES UP. IT WAS REALLY BAD IN THE HOUSTON AREA AND THE DFW METROPLEX, AND IT ENDED UP CREATING A VERY FLAT TEACHER SALARY SCHEDULE WHERE THERE WASN'T MUCH DIFFERENCE BETWEEN A STARTING TEACHER AND A 20-YEAR TEACHER. AND SO, I HONESTLY. LIKE WHERE YOU GUYS ARE GOING A LITTLE BIT, YOU KNOW, IT'S VALUING THE EXPERIENCE AND CREATING MORE OF A, YOU KNOW, A CAREER GROWTH FOR TEACHERS THAT STAY IN THE CLASSROOM. YOU KNOW, BEFORE AND WE'RE CREATING THIS FLAT SALARY SCHEDULE, THE ONLY WAY TO GET YOUR SALARY UP WOULD BE TO MOVE INTO ANOTHER ROLE. COUNSELOR. ASSISTANT. PRINCIPAL. PRINCIPAL. OH. THAT COULD PREVENT SOME GOOD TEACHERS FROM STAYING IN THE CLASSROOM. SO, I THINK THIS IS A GOOD STRATEGY FOR THAT SENSE, TOO. SO, SOMETHING TO THINK ABOUT THERE. WELL, I THINK WE HEARD FROM A LOT OF TEACHERS THAT WERE EXPERIENCED, THAT THEY WERE LOOKING AROUND. AND THE FACT THAT WHEN YOU'RE VALUED AND YOU'RE VALUED BY AN INCREASE, THEY REALLY FELT THAT THAT THAT SAID A LOT BECAUSE WE GOT A LOT OF PEOPLE, YOU KNOW, OUT ON THE STREET TELLING US, GREAT THAT YOU ALL THOUGHT ABOUT OUR EXPERIENCE BECAUSE, YOU KNOW, IN SOME AREAS. INEXPERIENCED TEACHERS ARE GETTING MORE RECOGNITION THAN US. WE'RE NOT BEING VALUED, SO WHY SHOULD WE STAY? SO, I THINK THAT'S SHOWING UP THOUGH, TOO, THAT THEY SEE THAT THEY'RE BEING VALUED. AND THEN EARLIER, I MEAN INEXPERIENCED TEACHERS, THEY VALUE THE CULTURE, THE FACT THAT PEOPLE ARE SUPPORTING THEM, THE FACT THAT THEY'RE YOUNG AND INEXPERIENCED AND THEY'RE PEOPLE AT CENTRAL OFFICE THAT ARE ACTUALLY REACHING OUT TO THEM, AND THAT MAKES A BIG DIFFERENCE TO INEXPERIENCED TEACHERS, I AGREE. THEY SAY PAY IS IMPORTANT, BUT REALLY, THE NUMBER ONE REASON THAT TEACHERS LEAVE IS BECAUSE OF LACK OF SUPPORT. YOU KNOW, YOU KNOW, OR POOR LEADERSHIP OR HOWEVER YOU WANT TO CALL THAT. BUT YES. SO, YOU THINK BACK, WE'VE DONE A LOT OF WORK TO VALUE THEIR EXPERIENCE ALREADY. WE'VE SPREAD THAT OUT TO VALUE THEIR EXPERIENCE. YOUR EXPERIENCED TEACHERS ARE GETTING MUCH HIGHER SALARIES. SO NOW WE'RE JUST GIVING A PAY INCREASE FOR THE ONE YEAR OF WORK THAT THEY GAVE TO THE DISTRICT. THEY'RE ALL GOING TO GET THAT SAME INCREASE. WHAT THAT DOES IS IT MOVES THE SALARIES UP IN UNISON TOGETHER INSTEAD OF ESCALATING YOUR SALARIES ON THE UPPER END SIGNIFICANTLY AND GETTING A SMALLER INCREASE FOR YOUR YOUNGER STAFF, IT'S MOVING EVERYBODY UP TOGETHER. AND SO, IT KEEPS THAT STRUCTURE IN SYNC THAT WE'VE CREATED. BY VALUING THOSE EXPERIENCED TEACHERS. IT ALLOWS YOU TO CONTROL THAT STRUCTURE A LITTLE BIT BETTER BY GIVING THAT FLAT DOLLAR AMOUNT. OKAY, THAT THE ADJUSTMENTS ALLOW US TO INCREASE THAT STARTING SALARY A LITTLE BIT, AND THEN SPREAD THOSE DIFFERENTIALS BACK OUT. WITHOUT THE ADJUSTMENTS, YOUR YEAR ONE WOULD BE VERY CLOSE TO YEAR ZERO. THERE WOULDN'T BE MUCH DIFFERENCE BETWEEN THOSE TWO SALARIES. AND IT STARTS ON THE LOW END WITH YOUR INEXPERIENCED TEACHERS AND THEN GROWS UP TO 5%. AND SO JUST TO KIND OF GIVE YOU AN IDEA, SOMEWHERE AROUND THE 12-YEAR MARK WE START INCREASING THAT THE PAY INCREASE FOR THOSE TEACHERS BY $150, AND IT GROWS UP TO YEAR 22 AND IT MAXES OUT AT $3,000. INCREASE TO $3,000 IS ROUGHLY 5% OF THE MARKET MEDIAN SALARY. SO, YEAR 22, IT WOULD BE A $3,000 INCREASE. AND THEN BEYOND EVERYONE BEYOND YEAR 22 WOULD BE $3,000. SO, IT'S VERY SIMILAR TO WHAT WE'VE DONE IN THE PAST COUPLE OF YEARS. SMALLER INCREASES DOWN BELOW. AND THEN THOSE INCREASES START TO GROW WITH THE EXPERIENCE LEVEL. RECOMMENDATION THREE IS TO ADDRESS ANY INEQUITIES THAT WE SEE AFTER WE PROVIDE THE GENERAL PAY INCREASE. ESTRADA. AS I CAME LAST MONTH, WE TALKED ABOUT REPLACING COMPUTERS, INCLUDING STUDENT CHROMEBOOKS AND IPADS, ALONG WITH STAFF, LAPTOPS AND ACCESSORIES. WE DID RELEASE AN RFP, AN RFP FOR THE REPLACEMENT COMPUTERS. AND AS YOU CAN SEE WE DID REQUEST A PROPOSAL INCLUDING THESE ITEMS THE LAPTOPS, CHROMEBOOKS, CHROMEBOOK CARTS, IPADS AND CASES AND ACCESSORIES. WE HAD 12 VENDORS ACTUALLY SUBMIT PROPOSALS. AFTER EVALUATING THE BIDS FROM THE TECHNOLOGY DEPARTMENT AND THE PURCHASING DEPARTMENT, WE RECOMMEND ACTUALLY AWARDING MULTIPLE VENDORS IN THE BID TABULATION THAT YOU ALL HAD IN YOUR BOARD BOOK. THE THE ITEMS THAT WERE HIGHLIGHTED IN GREEN WERE WHAT WE WOULD LIKE TO AWARD. I HAD THE LIST DOWN HERE TO BY VENDOR AND THE COST THAT THEY WOULD BE AWARDED AWARDING THE MULTIPLE AWARDING THE BID TO MULTIPLE VENDORS ALLOWS THE DISTRICT TO WORK WITH NEW AND CURRENT VENDORS. THAT CAN PROVIDE THE PRODUCTS THAT WE NEED THAT MEET OUR SPECIFICATIONS AND HAVE LOWER PRICES. SO THAT WAS THE THE IDEA OF DOING THE MIX VERSUS ACTUALLY AWARDING TO ONE VENDOR. SO OUR TOTAL COST FOR THE REPLACEMENT COMPUTERS, ALL THE THINGS INCLUDED, ALONG WITH THE IPADS FROM APPLE, WHICH WILL WE WOULD BE PURCHASING THROUGH A PURCHASING COOPERATIVE. THEY WEREN'T ON THE BID SINCE APPLE PRETTY MUCH CAN GIVE US THE LOWEST PRICE EVER. SO OUR TOTAL COST WOULD BE ABOUT TWO $2,250,000. THIS IS ALSO IN Y'ALL'S BOARD BOOK AS WELL. SO IN THIS LAST COLUMN IS THE 48 MONTH ANNUAL PAYMENT FOR THE FOUR YEAR LEASE. AND THE ITEMS IN BLUE ARE WHAT WE WOULD LIKE TO ACTUALLY PUT ON THE LEASING PROGRAM. THE ITEMS IN YELLOW.
