THE TECHNOLOGY STUDENT ASSOCIATION STATE CONFERENCE IS A DYNAMIC EVENT FOR THE BEST STUDENT TECHNOLOGY STUDENTS ACROSS THE STATE.

THESE COMPETITIONS ENCOURAGE PROBLEM SOLVING, CRITICAL THINKING, CREATIVITY, AND ALLOW STUDENTS TO APPLY THEORETICAL KNOWLEDGE IN PRACTICAL, REAL WORLD SCENARIOS.

THE LOCKHART JUNIOR HIGH COLOR GUARD HAS HAD AN AMAZING 2024 WINTER SEASON.

FIRST, WE WILL RECOGNIZE THE JUNIOR VARSITY CADETS AND THEN WE WILL RECOGNIZE THE VARSITY CADETS.

THE LOCKHART JV CADETS HAD A TRULY OUTSTANDING SEASON THIS YEAR.

THEY ATTENDED MULTIPLE COMPETITIONS AND AT THE JUNIOR HIGH CHAMPIONSHIP, THEY BROUGHT HOME THE 2024 TEXAS COLOR GUARD CIRCUIT CADET NOVICE CLASS BRONZE MEDALIST AWARD.

THIS IS AN INCREDIBLE HONOR FOR THE TEAM AS IT IS THEIR VERY FIRST YEAR OF COMPETITION.

GOAL OF PROVIDING A SAFE, ALCOHOL FREE, ADULT SUPERVISED POST GRADUATION PARTY IS COMMENDABLE.

IT'S WONDERFUL. MY HUSBAND AND I HELPED RAISE FUNDS FOR THE PROJECT GRADUATION PARTIES MY CHILDREN ATTENDED HERE IN '05 AND '08, SO I'M GLAD TO SEE THAT IT'S STILL GOING ON.

HOWEVER, WE WERE BOTH SHOCKED AND SADDENED TO SEE THAT PROJECT GRADUATION 2024 IS RAISING FUNDS BY RAFFLING GUNS, AND I JUST FOUND OUT THAT THIS IS NOT THE ONLY BOOSTER CLUB DOING THAT HERE.

HOW MANY CHILDREN ACROSS OUR COUNTRY WILL NOT BE GRADUATING THIS YEAR DUE TO GUN VIOLENCE? HOW MANY FAMILIES WILL BE GRIEVING INSTEAD OF CELEBRATING DUE TO GUN VIOLENCE? THE PICTURE I SAW SHOWED ASSAULT RIFLES AMONG THE WEAPONS BEING RAFFLED.

SO LOCKHART ISD LOCKHART HIGH SCHOOL PARENTS ARE OKAY WITH THIS.

IT HASN'T BEEN THAT LONG SINCE THE ROBB ELEMENTARY MASS SHOOTING, IN WHICH 19 CHILDREN AND TWO TEACHERS LOST THEIR LIVES.

THERE HAVE BEEN 119 MASS SHOOTINGS THIS YEAR, ACCORDING TO THE GUN VIOLENCE ARCHIVE AND JUST ANOTHER COUPLE OF FACTS, MORE THAN 700 CHILDREN DIE BY GUN SUICIDE EACH YEAR, MOST OFTEN USING GUNS BELONGING TO A FAMILY MEMBER.

350 CHILDREN UNDER THE AGE OF 18 UNINTENTIONALLY SHOOT THEMSELVES OR SOMEONE ELSE EACH YEAR.

LAST YEAR, I ATTENDED AN EVENT IN AUSTIN WHERE ROBB ELEMENTARY PARENTS HELD PHOTOS OF THE CHILDREN THEY LOST ON MAY 24TH, 2022.

A FOURTH GRADE TEACHER WHO HAD BEEN WOUNDED AND A FOURTH GRADE STUDENT FROM ROBB SPOKE.

THERE WERE FEW DRY EYES IN THE AUDIENCE.

THIS PAST SATURDAY WAS THE 25TH ANNIVERSARY OF THE COLUMBINE SHOOTING.

I REMEMBER HOW SHOCKED WE TEACHERS WERE.

LITTLE DID WE KNOW HOW MUCH THIS WOULD CHANGE EDUCATION.

THIS RAFFLE, AND THE OTHER RAFFLES THAT ARE EVIDENTLY BEING CONDUCTED HERE COMES ACROSS NOT ONLY AS INSENSITIVE, BUT TONE DEAF.

SADLY, TEXAS HAS FEW LAWS ON SAFE STORAGE OF WEAPONS.

GUN FATALITIES ARE NOW THE LEADING CAUSE OF DEATH FOR TEXAS YOUTHS, AND THAT CAN BE FACT CHECKED, I PROMISE YOU.

WHAT IS THE GUARANTEE THAT THESE WEAPONS WILL NOT GET IN THE HANDS OF A YOUNG PERSON, OR A MENTALLY UNSTABLE PERSON, OR IN A HOME THAT DOES NOT PRACTICE SAFE STORAGE? RIGHT NOW, THERE IS VERY LITTLE CONTROL OVER ONLINE GUN SALES.

EACH YEAR, THE CITY READS A PROCLAMATION ABOUT DOMESTIC VIOLENCE PREVENTION WEEK.

GUNS, ESPECIALLY HANDGUNS AND DOMESTIC VIOLENCE, SADLY GO HAND IN HAND.

AS A TEXAS GUN SENSE MEMBER, I'VE HEARD MANY ACCOUNTS FROM PEOPLE WHO LOST A FAMILY MEMBER DUE TO GUNS AND DOMESTIC VIOLENCE.

ALTHOUGH PROJECT GRADUATION MAY NOT BE AN OFFICIAL SCHOOL SPONSORED EVENT, THE DISTRICT ALLOWS ANNOUNCEMENTS, I'M SURE, AND YOU'RE GETTING READY TO GIVE THEM A BIG DONATION THAT SEEMS TO MAKE THE DISTRICT COMPLICIT.

OUR DATA MONITORING CONTINUES TO SUPPORT STUDENT AND PARENT COMMUNICATION.

SO BESIDES THE NORMAL REPORT CARDS THAT GO HOME AND PROGRESS REPORTS CAMPUSES HAVE REALLY HIGHLIGHTED CORE

THE TEXAS EDUCATION AGENCY RECENTLY CONDUCTED AN INTRUDER AUDIT DETECTION AT ONE OF OUR MORE OF OUR CAMPUSES.

THE AUDIT TESTS WHETHER A CAMPUS IS ACCESSIBLE TO AN UNAUTHORIZED INDIVIDUAL.

THIS AUDIT SEEKS TO HELP DISTRICTS IDENTIFY HOW CAMPUSES CAN IMPROVE SAFETY FOR STUDENTS, SUCH AS ENSURING EXTERIOR DOORS ARE LOCKED AND PROVIDES AN OPPORTUNITY TO CREATE A SAFER LEARNING ENVIRONMENT FOR OUR STUDENTS AND STAFF.

WE ARE WORKING CLOSELY WITH OUR SCHOOL SAFETY AND SECURITY COMMITTEE TO ENSURE THAT WE ARE TRAINING ALL OF OUR STAFF AND SECURING OUR DOORS FOR THE PROTECTION OF EVERYONE ON OUR CAMPUSES.

SO THERE IS A COORDINATOR FOR THAT PROGRAM A HIGH SCHOOL, AN ADDITIONAL HIGH SCHOOL STUDENT ADVOCATE TO ASSIST THE CAMPUS, AN LDMC SPECIAL EDUCATION TEACHER AND TWO LDMC COURT TEACHERS.

THIS IS SOMETHING THAT WAS REALLY POPULAR YEARS AND YEARS AGO FOR REALLY SMALL DISTRICTS.

BECAUSE MAYBE IT WASN'T NEEDED IN A SMALLER DISTRICT.

BUT AS WE GROW, WE DEFINITELY WANT TO BE ABLE TO RETAIN OUR EMPLOYEES SO THAT WE CAN ALLOW THEM A 40 HOUR WORKWEEK, BUT WE ALSO REALLY NEED THEM FOR 40 HOURS A WEEK VERSUS THE 37.5.

SO WE WOULD LIKE TO MAKE THAT TRANSITION FROM THE SMALL DISTRICT 37.5 HOURS TO THE FULL 40 HOUR WEEK FOR ALL OF OUR EMPLOYEES. THIS IS THE LAST GROUP.

WE'VE KIND OF DONE THIS A LITTLE BIT OVER THE PAST 5 OR 6 YEARS, DOING GROUPS AT A TIME FROM 37.5 TO 8 AND THIS WOULD BE THE FINAL MOVE EVERYBODY AND NOW EVERYBODY IN THE DISTRICT IS ON A 40 HOUR WEEK FOR FULL TIME STAFF.

THIS IS THE SUMMARY, SO THAT YOU CAN SEE WITH ALL OF THE STAFFING THAT WE'RE REQUESTING THIS EVENING, WHAT IT LOOKS LIKE FOR THE BUDGET.

SO AT OUR LAST BUDGET WORKSHOP TWO WEEKS AGO, WE LOOKED AT THE SUMMARY.

THIS SUMMARY BUDGET, IT WASTHE LAST THING WE LOOKED AT.

THE ONLY THING THAT HAS CHANGED SINCE THAT DAY, ALL OF THE POSITIONS THAT WE THAT I AM ASKING FOR THIS EVENING, THAT WE'RE ASKING FOR THIS EVENING, WERE ALREADY INCLUDED IN THE NUMBER.

THE ONLY THING THAT HAS CHANGED IS ON THE REVENUE SIDE ON THAT FEDERAL REVENUE.

WE TALKED ABOUT THE ESSER UNRESTRICTED INDIRECT COST.

SINCE THEN, I'VE COMPLETED AN APPLICATION AMENDMENT FOR THE ESSER APPLICATION AND IT WAS APPROVED.

SO BECAUSE IT WAS APPROVED BY THE TEXAS EDUCATION AGENCY, I FEEL COMFORTABLE TO PUT THAT IN THE FEDERAL REVENUE.

AND THAT'S THE ONLY THING THAT HAS CHANGED.

SO ALL OF THESE POSITIONS WERE ALREADY IN THERE.

WE HAD DISCUSSED THE UNRESTRICTED, UNRESTRICTED INDIRECT COST.

AND SO THIS IS NOW THE RESULT OF PUTTING THAT UNRESTRICTED INDIRECT COST IN THERE.

SO AS YOU GO ACROSS THE PROPOSED BUDGET INCLUDES ALL OF THE POSITIONS FOR THIS EVENING, THAT NEW FEDERAL REVENUE.

AND THEN WE HAVE OUR MODELS ONE, TWO AND THREE THAT WILL STILL TALK ABOUT TWO WEEKS FROM TONIGHT AT OUR BUDGET WORKSHOP.

SO YOU CAN SEE THAT WITH THAT REVENUE, EVEN WITH THE HIGHEST COST.

YOU KNOW, WHEN I READ THE NEWSPAPER, WHEN I TURN ON THE NEWS EVERY MORNING, I'M CONSTANTLY SEEING SCHOOL DISTRICTS AROUND US AND ACROSS THE STATE.

LOOKING AT DEFICIT BUDGETS, NOT GIVING PAY RAISES AND HIRING FREEZES, YOU KNOW LAYING OFF PEOPLE FROM ESSER POSITIONS AND WE ARE NOT IN THAT SITUATION, YOU KNOW, WE ARE.

YOU KNOW, TO NOT BE IN THAT SITUATION TO WHERE, YOU KNOW, WE'RE LOOKING AT RAISE RAISES TO OUR STAFF OF UP TO 5% AND STILL HAVING FUNDS TO WHERE, YOU KNOW, WE CAN EVALUATE THE GROWTH OF THE DISTRICT AND POSITIONS OUT THERE.

I THINK THAT JUST SPEAKS TO THE HARD WORK OF THIS BOARD AND HOW YOU KNOW, THE CONSERVATIVE BUDGETING THAT WE'VE BEEN ABLE.

TO WORK ON IS PAYING OFF NOW THAT WE'RE IN THIS BUDGET SEASON.

SO I THINK THAT'S SOMETHING THAT YOU GUYS SHOULD GET A LOT OF RECOGNITION AND THANK YOU FOR IT'S BECAUSE OF YOUR MANAGEMENT.

SO THAT'S IMPRESSIVE AND THAT'S INCREDIBLE.

PEOPLE TALK ABOUT HIM ALL THROUGHOUT THE BAND WORLD AND WHAT HE'S DOING HERE IN LOCKHART.

SO I JUST WANT TO GIVE KUDOS TO HIM.
