OUR CTE HEART OF TEXAS 24 COUNTY AREA, WHICH EXTENDS FROM LOCKHART TO WACO, IS PLEASED TO ANNOUNCE THIS YEAR'S RECIPIENT OF THE ACTE CHAMPION FOR CTE AWARD CALIBER COLLISION.

ACTES CHAMPION FOR CTE AWARDS WERE CREATED TO RECOGNIZE EDUCATION LEADERS, BUSINESS AND INDUSTRY EXECUTIVES, AND THOUGHT LEADERS WHO SUPPORT AND CHAMPION CTE PROGRAMS AS A VITAL PART OF DEVELOPING A PREPARED, ADAPTABLE, AND CREATIVE WORKFORCE.

THESE AWARDS SHOWCASE OUTSTANDING CHAMPIONS FROM LOCAL LEADERS TO NATIONAL FIGUREHEADS WHO HAVE LEVERAGED THEIR INFLUENCE TO EXPAND, IMPROVE, AND PROMOTE CTE.

MY SISTER WORKED FOR THE DISTRICT 35 YEARS AS AN INSTRUCTIONAL AIDE.

I MYSELF WAS WITH THE DISTRICT 52 YEARS, STARTING AS THE FIRST BILINGUAL PROGRAM TEACHER, THE FIRST BILINGUAL PROGRAM IN LOCKHART.

HER OTHER GRANDDAUGHTER, MY NIECE, WAS WITH THE DISTRICT 35 YEARS.

MY OWN DAUGHTER BEGAN HER INSTRUCTIONAL YEARS HERE IN LOCKHART AND SHE IS NOW THE PRINCIPAL OF HAYES HIGH SCHOOL, VERY CLOSE RIVAL.

YOU CAN SEE THE INFLUENCE SHE HAD NOT ONLY ON OUR IMMEDIATE FAMILY, BUT FROM OTHERS IN THE DISTRICT.

SHE HERSELF WAS NOT ALLOWED TO GRADUATE FROM SCHOOL.

SHE STAYED ON WHEN SHE REACHED 11TH GRADE TO HELP OTHER STUDENTS IN THAT SCHOOL.

HER PARENTS AND MY MOTHER FOUGHT SO THAT THEIR CHILDREN COULD ATTEND LOCKHART ISD ANGLO SCHOOLS, WHICH WAS SUPERIOR TO THE MEXICAN SCHOOL PROVIDED FOR THOSE OF AMERICAN HERITAGE.

IT WAS THROUGH HER EFFORTS THAT HELPED PAVE THE WAY FOR SO MANY OTHERS IN OUR COMMUNITY.

MY OWN BROTHER AND SISTER WERE SOME OF THE FIRST TO GRADUATE FROM LOCKHART ISD, ALONG WITH THE NAMESAKE OF THIS BUILDING, MONICO LUIS CISNEROS.

HE WAS KNOWN TO US AS LUIS, WE KNEW HIM WELL.

ALONG WITH GRADUATING WITH THEM WAS JIMMY HERNANDEZ, WELL-KNOWN PHARMACIST AND ACTIVIST OF EQUAL RIGHTS.

SHE WAS VERY ACTIVE IN THE COMMUNITY, IN THE SCHOOLS, AND HER CHURCH.

YOU HAVE ALL RECEIVED A VERY WELL-WRITTEN LETTER BY HER GREAT NIECE, MALORY DEBOLD.

YOU HAVE READ WHERE SHE TAUGHT KINDERGARTEN FOR HISPANIC STUDENTS SPONSORED BY THE LOCKHART GI FORUM, WHICH THEY ASKED HER TO DO.

SHE TAUGHT ENGLISH TO MINORITY STUDENTS WHO WERE LIMITED ENGLISH.

I ALWAYS FEEL SO PROUD WHEN I MEET YOUNG PEOPLE, YOUNG ADULTS WHO ARE NOW SENIOR CITIZENS WHO WILL TELL ME HOW MUCH THEY WERE AFFECTED BY MY MOTHER TEACHING IN THOSE TIMES.

MR. MIFFLIN ELLISON HAS BEEN A PILLAR OF HIS COMMUNITY, SERVING AS THE PRINCIPAL OF CARVER HIGH SCHOOL IN 1959 AND THE FIRST AFRICAN AMERICAN PRINCIPAL AT LOCKHART JUNIOR HIGH.

MR. MIFFLIN ELLISON IS A PERSON WHO TRULY STOOD OUT FOR HIS CHARACTER AND THE POSITIVE IMAGE THAT HE PROJECTED.

MR. ELLISON, HE GREW UP IN LOCKHART ON COMMERCE STREET.

HIS DAD DROVE A DELIVERY TRUCK TO AUSTIN TO DELIVER TO GROCERY STORES, AND HIS MOTHER WORKED HERE IN TOWN.

WHEN HE GRADUATED HERE FROM HIGH SCHOOL, HE WENT ON TO THE ARMY.

AFTERWARDS, HE WENT TO TILSON UNIVERSITY WHERE HE RECEIVED HIS UNDERGRAD.

HE CAME BACK TO RIGHT HERE, LOCKHART, TEXAS, AND STARTED TEACHING AND COACHING AT THE OLD HISTORIC CARVER.

HE WANTED TO GET INVOLVED IN ADMINISTRATION.

AFTER SPEAKING TO HIS DAUGHTER, RHONDA, SHE TOLD ME THAT SHE COULD REMEMBER HIM GOING TO SCHOOL, DRIVING TO PRAIRIE VIEW UNIVERSITY ON SATURDAY MORNINGS TO GET HIS EDUCATION AS AN ADMINISTRATOR.

MR. ELLISON WAS ALSO A PART OF THE LOCKHART LIONS CLUB.

HE SERVED ON A LOT OF COMMITTEES AND WAS ACTIVE IN THE POLITICAL ARENA AS WELL.

HE WAS ACTIVE IN COMMUNITY AND ACTIVE IN CHURCH, AND HE EVEN HELPED REPRESENTATIVE LLOYD DOGE.

WHEN TALKING TO RHONDA HIS DAUGHTER I GOT TO KNOW HER VERY WELL OVER THE LAST FEW WEEKS.

ALSO, THANKS TO COMMISSIONER THOMAS FOR THE INTRODUCTION.

PEOPLE ASKED HER, WHO IS THE SMARTEST PERSON THAT SHE KNOWS? GUESS WHAT SHE SAID. HER FATHER.

HE DID NOT TEACH THE TRADITIONAL WAY.

HE TAUGHT WITH FORMULAS AND THE ABCS.

THE SHORTEST DISTANCE BETWEEN TWO POINTS, HE WOULD SAY, IS A STRAIGHT LINE.

HE TAUGHT SO THAT STUDENTS REALLY UNDERSTOOD THE CONTENT BEING TAUGHT.

MISS RHONDA ALSO MENTIONED THAT HER FATHER, MR. MIFFLIN ELLISON NEVER MET A STRANGER.

WHITE, BLACK, HISPANIC, IT DID NOT MATTER.

HE SPOKE SPANISH FLUENTLY AND PEOPLE WOULD OFTEN COME TO HIS HOUSE JUST TO TRANSLATE AND HAVE HIM INTERPRET WHAT WAS TO BE SAID.

ONE STORY THAT STRUCK OUT TO ME WAS FROM A COACH IN DEL RIO, TEXAS.

MISS RHONDA WAS DOWN THERE FOR HER JOB, AND SHE HAPPENED TO BE TALKING WITH A LOT OF COACHES.

SO I SAID, HEY, YOU'RE FROM LOCKHART, SHE SAYS, YES.

HE SAYS, "DO YOU KNOW MR. ELLISON? HE WAS THE ASSISTANT PRINCIPAL.

HE WAS SO NICE." THE COACH TOLD THE DAUGHTER.

HE SAID, MR. ELLISON WILL TAKE US GO HUNTING, AND THERE'S A TIME THAT ME AND MY WIFE, AS I WAS DOING MY STUDENT TEACHING DOWN THERE IN LOCKHART, THAT I COULDN'T AFFORD TO GO HUNTING.

HE ASKED ME, HEY, DO YOU WANT TO GO HUNTING? I DO, BUT I CAN'T AFFORD IT.

HE SAID, HERE, TAKE MY TICKET. YOU CAN GO NOW.

THAT'S THE KIND OF PERSON THAT MR. ELLISON WAS.

A FORMER STUDENT SAID THIS.

THE LAST COUPLE OF YEARS OF HIS LIFE, THE LOCKHART POST REGISTER INTERVIEWED MR. ELLISON FOR FATHER'S DAY.

THE ARTICLE TALKED ABOUT THE IMPACT THAT HE HAD ON STUDENTS.

HE NEVER WANTED THE CHILD TO GO WITHOUT OR HUNGRY AND MANY TIMES HE WOULD COME OUT OF HIS POCKET TO MAKE SURE THAT CHILDREN HAD SOMETHING TO EAT.

I WANTED TO TAKE TIME TO THIS IMPACTS MY LIFE AND MY STUDENT HERE GOES TO LOCKHART BECAUSE A LOT OF TIMES, IT'S IMPORTANT.

I BELIEVE IT'S IMPORTANT THAT CHILDREN SEE PEOPLE, LOCAL HEROES WHO LOOK LIKE THEM.

IT'S SO IMPORTANT THAT, ON TV, YOU HAVE THIS AND YOU HAVE THAT.

IN REFLECTING ON HIS LIFE, I HAD TO GO BACK AND LOOK TO SEE WHAT IT WAS THAT HE HAD DONE AND WHERE HE STOOD BEFORE I EVEN PUT MY NAME TO HIS NOMINATION TO BE ABLE TO DESCRIBE IT FOR YOU ALL.

I FOUND THAT IN THIS REFLECTION THAT HE ENCOMPASSED THIS LEGACY OF KNOWLEDGE, THIS EXCELLENCE THAT YOU'LL PROMOTE.

HE ENCOMPASSED THE THREE CORE VALUES THAT YOU'LL ARE EXPOSING ON YOUR WEBSITE.

IN TERMS OF HIM HAVING A HEART FOR LOCKHART, YOU CAN'T DESCRIBE ANY MAN BETTER THAN THAT BECAUSE NOT ONLY DID HE CONTINUE TO PROVIDE SERVICES UP UNTIL THE TIME THAT HE RETIRED.

HE PROVIDED TUTORING FOR THE KIDS IN THE ELEMENTARY SCHOOLS.

HE PROVIDED FOLLOW UP WITH THE TEACHERS WHENEVER THEY CALLED HIM AND THEY NEEDED SOME KIND OF ASSISTANCE.

HE WOULD GLADLY GO SHOW UP.

HE RAN FOR SCHOOL BOARD, AND EVEN THOUGH UNFORTUNATELY HE DIDN'T WIN, IT DIDN'T KEEP HIM FROM ATTENDING THE SCHOOL BOARD MEETINGS.

ONE OF THE THINGS THAT WAS UNIQUE FOR ME WAS THAT HE IS ONE OF THE FIRST GENERATION IN MY FAMILY TO PURSUE AN EDUCATION.

IN SPITE OF THE DIFFICULTIES OF HAVING FACE NOT ONLY FINANCIAL ISSUES, BUT ALSO BECAUSE OF THE KOREAN WAR CAME IN RIGHT AROUND THE TIME THAT HE HAD STARTED SCHOOL TO BECOME A PHARMACIST.

IN HIS GOING TO THE KOREAN WAR, HE HAD UNFORTUNATELY INTERRUPTED HIS EDUCATION.

BUT ON HIS RETURN, HE CONTINUED HIS EDUCATION.

NOW, A LOT OF THE THINGS THAT HE DID, HE COULD NOT HAVE DONE WITHOUT THE MENTORSHIP AND THE ENCOURAGEMENT OF COMMUNITY MEMBERS.

THERE WERE SOME SIGNIFICANT COMMUNITY MEMBERS IN THE COMMUNITY WHO ENCOURAGED HIM TO CONTINUE TO HIS EDUCATION.

HE COMPLETED HIS EDUCATION.

AS I WAS SAYING, HE WAS THE FIRST GENERATION AS I'VE COUNTED FORWARD NOW,

IT'S THREE GENERATIONS THAT HE HAS INFLUENCE.

IN THAT THREE GENERATIONS, WE HAVE HAD EVERYTHING FROM TEACHERS, PRINCIPALS, NOT SUPERINTENDENTS YET, BUT WE'RE GETTING THERE.

CONSULTANTS WITH NATIONAL EDUCATIONAL FOUNDATIONS.

BUT IT'S NOT JUST AN EDUCATION.

HE HAS OTHER FAMILY MEMBERS THAT ALSO PART CONTINUED THEIR EDUCATION, AND IT'S A HUGE LIST AT THIS POINT.

IN FACT, THE MOST RECENT IS A GRADUATE OUT OF LAW SCHOOL.

HOPEFULLY IN A FEW WEEKS, WE'RE GOING TO HAVE A LOCKHART HIGH SCHOOL GRADUATE.

IT CONTINUES ON, AND IT'S A LEGACY THAT HE HAS PROVIDED THROUGHOUT HIS WHOLE ENTIRE LIFE.

IN TERMS OF EXCELLENCE, HE WAS A CHANGE ACTIVIST.

HE WAS A PART OF NATIONAL ORGANIZATIONS.

HE WAS A PART OF LOCAL ORGANIZATIONS, PROMOTING CIVIL RIGHTS, SUPPORTING EVERYBODY HAD AN EQUITABLE ADVANTAGE TO BE ABLE TO COMPLETE THEIR EDUCATION.

HE PROMOTED THAT.

HE HAD HIGH EXPECTATIONS FOR ANYBODY THAT HE PURSUED.

I'M GOING TO SHARE SOME OF THIS WITH MY NIECE WHO WAS GOING TO SHARE SOME OF THE COMMENTS THAT SHE GOT BECAUSE ONE OF THE THINGS WE NOTICED WAS WHEN WE STARTED TO APPLY OR SUBMIT HIS NAME, THE POPULATION IN GENERAL OF THE COMMUNITY HAD A HARD TIME ANSWERING THE QUESTIONS.

WHEN WE WOULD ASK, WOULD YOU PLEASE YOU ACKNOWLEDGE HIM? THEY SAID, NO, I CAN'T FILL THAT OUT, BUT THIS IS WHAT I KNOW ABOUT HIM.

MY NIECE WILL PROVIDE SOME OF THAT INFORMATION FOR YOU.

HE WAS VERY INTERESTED IN MAKING SURE THAT ANY CHILD THAT THAT WAS IN THE LOCKHART SCHOOL DISTRICT AND/OR THE COMMUNITY IN GENERAL, MADE SURE THAT THEY GOT THE BEST EDUCATION POSSIBLE.

HE WAS A FIRST GENERATION COLLEGE GRADUATE, A KOREAN WAR VETERAN, AND THE FIRST HISPANIC PHARMACIST IN CALDWELL COUNTY.

HERNANDEZ WENT ON TO BECOME A PIONEERING FOUNDER OF THE HISPANIC CHAMBER OF COMMERCE, GI FORUM, AND THE LEAGUE OF UNITED LATIN-AMERICAN CITIZENS, ALSO KNOWN AS LULAC.

WHILE MY GREAT UNCLE WAS CELEBRATED FOR HIS NUMEROUS ACHIEVEMENTS AND HIS DEDICATION TO SERVING THE LOCKHART TEXAS COMMUNITY, TO ME, HE WAS SIMPLY UNCLE JIMMY.

THE MAN WHO WOULD SERENADE MY SIBLINGS AND ME WITH HIS PIANO MELODIES.

I WAS FAR TOO YOUNG TO HAVE BEEN AWARE OF HIS REMARKABLE LEGACY, BUT IN MY QUEST TO UNDERSTAND HIS IMPACT, I HAD THE PRIVILEGE OF CONVERSING WITH SEVERAL INDIVIDUALS WHO WERE ACQUAINTED WITH MY UNCLE.

WITH THEIR GRACIOUS CONSENT, I'M HONORED TO SHARE THEIR HEARTFELT TESTIMONIALS WITH ALL OF YOU.

WE DID COMMUNICATE OUR BEST TO ENSURE THAT IT WAS OUT IN THE COMMUNITY OVER THE LAST NUMBER OF DAYS THROUGH OUR LION LIST, SOCIAL MEDIA, POST-REGISTER.

WE DID HAVE A BOARD MEETING IN MARCH 25 TO REVIEW ALL THE INFORMATION IN THOSE NOMINATIONS.

WE HAD 199 NOMINATIONS.

SOME OF THOSE WERE DUPLICATE, SO THERE WEREN'T 199 NAMES.

BUT 199 PEOPLE TOOK THE TIME TO MAKE THESE NOMINATIONS, WHICH I THINK IS A POWERFUL TESTAMENT OF OUR COMMUNITY AND HOW IMPORTANT THIS DECISION IS FOR THIS BOARD, ESPECIALLY GOING FORWARD, KNOWING THAT IT'S A GROWING SCHOOL DISTRICT.

THIS IS NOT THE LAST TIME WE'RE GOING TO BE HERE MAKING A SIMILAR DECISION.

WE KNOW THAT THIS IS THE PHASE 1 BOND.

WE HAVE A PHASE 2 AND PHASE 3 COMING.

THEN MORE AND MORE WE LEARN ABOUT OUR DEMOGRAPHIC REPORT AND THE HOUSES GOING UP, THAT'S AT MINIMUM.

I THINK THAT'S IMPORTANT TO REMEMBER.

WHEN WE LOOK AT THE TYPES, OUR BOARD POLICY ESSENTIALLY LISTS FOUR DIFFERENT CATEGORIES OR CRITERIA FOR NOMINATIONS.

OF THOSE, WE SAW 78% WERE FOR A PROMINENT PERSON IN THE COMMUNITY.

I CAN TELL YOU THAT READING ALL OF THOSE 199 AS WELL AS THE BOARD, YOU'VE HAD THOSE FOR SOME TIME NOW.

WE'VE HAD VERY WORTHY, ALL OF THEM, NOMINATIONS.

THEN WE SAW, 8.5% FOR A GEOGRAPHIC FEATURE OR LOCAL MUNICIPALITIES.

THEN A LOCAL STATE OR NATIONAL HISTORIC EVENT OR A PLACE WAS THE GREEN ONE THAT WAS ABOUT 5%.

YOU SEE THERE, THE VAST MAJORITY WE WERE THE NAMES OF FOLKS.

THESE WERE THE NAMES AGAIN, ALMOST 200, BUT WE SAW THESE NAMES WERE THE ONES THAT CAME UP AND YOU SAW A LOT OF VERY DESERVING NAMES OF COMMUNITY MEMBERS, WHO ALL HAVE DONE OUTSTANDING WORK.

ALL ARE VERY WORTHY INDIVIDUALS FOR AN HONOR SUCH AS THIS.

I DON'T KNOW ALL OF THEM, SO I CAN'T SAY THEY ALL ARE.

BUT IF WE STICK TO GEOGRAPHICAL LOCATIONS AS THE COMMUNITY GROWS, THEN PEOPLE WILL KNOW EXACTLY WHERE WE'RE TALKING ABOUT AND WHAT WE'RE SAYING.

THAT'S WHY I FEEL REALLY STRONG WITH THE RECOMMENDATION BY THE DISTRICT, BECAUSE THEN EVERYONE WILL KNOW WHERE IT'S LOCATED.

I KNOW WHEN I GO INTO A COMMUNITY AND IT'S THE NAME OF A SCHOOL AND THE NAME OF A PERSON, I HAVE A HARD TIME FINDING IT.

KNOWING EXACTLY WHERE GEOGRAPHICAL IT IS, THIS SCHOOL IS HERE.

IT'S A LOT EASIER ON THE COMMUNITY TO FIND THINGS AND STUFF LIKE THAT.

IT ALSO CUTS DOWN ON STRIFE WITHIN THE COMMUNITY IF ONE PERSON IS SHOWING OVER SOMETHING ELSE. THAT'S MY OPINION.

THERE'S SO MANY WORTHY INDIVIDUALS BEING NAMED.

THERE ARE SEVERAL WORTHY INDIVIDUALS BASED ON THE DEMOGRAPHIC OF THE STUDENTS THAT WE ARE.

THAT WE HAVE TO MAKE SURE THAT WE PROVIDE A QUALITY EDUCATION.

I DON'T THINK MAY HAVE MENTIONED MS. CARRS.

I THINK MS. CARRS IS A GREAT CANDIDATE, BUT I ALSO BELIEVE MR. ELLISON IS A GREAT CANDIDATE AS OTHER PEOPLE MAY, AND OF COURSE, I TRULY BELIEVE THAT MR. ADMOND TOO DID SO MUCH FOR THE COMMUNITY AS FAR AS BEING AN EXAMPLE FOR KIDS THAT ARE IMMIGRANT BACKGROUND, AND TO ME, AS I WELL KNOW THAT HE WAS ONE OF THE FIRST GRADUATES OF THE UNIVERSITY OF TEXAS AT AUSTIN.

I KNOW THERE ARE SO MANY STORIES THAT KIDS NEED TO KNOW.

FOR ME, IT'S A VERY DIFFICULT DECISION, BUT I WOULD HOPE THAT ONE DAY, IF NOT TODAY THAT WE WOULD RECOGNIZE THOSE INDIVIDUALS THAT HAVE BEEN SHARED TODAY.

OF COURSE, SINCE DEMOGRAPHICS, I WOULD LOOK AT DEMOGRAPHICS, AND WE HAVE 80% HISPANICS, SO I WOULD HOPE THAT ONE DAY, IF NOT TODAY, WE WOULD HAVE AN ELEMENTARY SCHOOL NAMED SANTIAGO HS AS A NON-ELEMENTARY SCHOOL.

THE BOARD APPROVED A CONTRACT WITH SSC FOR ONE YEAR THROUGH A PURCHASING CO-OP FOR THIS SCHOOL YEAR.

RIGHT NOW, WE ARE CONSIDERING A THREE YEAR CONTRACT WITH TWO OR ONE YEAR OPTIONS.

AGAIN, OUR PAY RAISE GOAL IS 3% NOT MORE.

WITH THAT BEING SAID, WE ARE PROPOSING A TEACHER PAY SCALE AND I HAVE IT IN YOUR PACKET, OF OUR WHOLE COMPENSATION PLAN.

BUT WE'RE PROPOSING A TEACHER PAY SCALE THAT WE HAVE TALKED ABOUT AT THE PAST SEVERAL MONTHS.

IT HAS A STARTING PAY OF 53,600, WHICH IS UP FROM 52,400.

ALL STEPS WOULD RECEIVE A GENERAL PAY INCREASE, A GPI OF $1,475, WHICH IS A 2.5% GENERAL PAY INCREASE.

OUR CURRENT FIVE-YEAR TEACHERS WOULD RECEIVE AN ADDITIONAL ADJUSTMENT OF $1,000 WHEN THEY'VE REACHED THAT 10-YEAR MARK OF FIVE YEARS OF EXPERIENCE, AND THEN STARTING AT YEAR 10, EVERY YEAR WILL RECEIVE $150 MORE FOR EACH YEARS OF SERVICE.

TWO THINGS HAPPEN WITH THIS PAY SCALE.

THE PAY SCALE GETS MOVED OVER SO THAT WE CAN HAVE A NEW HIRING RATE THAT WOULD BE SET WITH THE MARKET, AND THEN WITH THAT NEW HIRING RATE, A RAISE IS GIVEN OFF THE NEW MIDPOINTS.

EVERYBODY ON THESE PAY SCALES, THE PROPOSAL IS A 3% GENERAL PAY INCREASE OF THE NEW MIDPOINTS FOR EACH OF THE PAY GRADES.

THE OTHER TWO SCALES THAT LOOK JUST LIKE IT WILL BE THE CLERICAL PARAPROFESSIONAL SCALE.

THE ONLY DIFFERENCES IS THESE ARE DAILY RATES, NOT HOURLY RATES.

THIS IS A DAILY RATE, AND WHEN WE GET TO THE CLERICAL PARAPROFESSIONAL SCALE, THOSE ARE HOURLY RATES.

WE MOVE THE SCALE OVER FOR STARTING PAY, A 3% GENERAL PAY INCREASE IS PROPOSED.

ON THE AUXILIARY SCALE, SAME THING.

WE WOULD MOVE THE SCALES OVER TO COMPETE WITH THE MARKET AND THEN A 3% GENERAL PAY INCREASE ON THE NEW PROPOSED MIDPOINT.

JUST A REMINDER, OUR CUSTODIAL AND TRANSPORTATION SERVICES, THEY'RE NOT ON OUR PAY SCALE BECAUSE WE DO CONTRACT THOSE SERVICES OUT, BUT THE GOAL IS STILL 3% FOR THESE CONTRACTED EMPLOYEES.

THE STIPEND CHANGES THAT WE HAVE THIS YEAR ARE SPED STIPEND THAT WE DID APPROVE AT THE APRIL 8TH MEETING OF $500.

THERE'S TWO DIFFERENT SPED STIPENDS, SO THAT WOULD BE FOR ALL SPED TEACHERS.

THEN THE PROPOSED HIGH SCHOOL COACHING STIPENDS, WHICH IS PHASE 1 OF THE COACHING STIPEND INCREASE PROPOSAL THAT WE TALKED ABOUT LAST WEEK AT THE BUDGET WORKSHOP.

THE TEACHER SUBSTITUTE DAILY RATES.

THIS IS A WHOLE NEW REVAMP OF OUR SUBSTITUTE PAY SCALE TO MAYBE TRY SOMETHING NEW.

SINCE THE PAST FEW YEARS, WE'VE HAD SOME DIFFICULTY FILLING THESE POSITIONS AND JUST MAKING A SIMPLICITY OF THAT PAY.

MAKING IT VERY COMPETITIVE AT $120 PER DAY AND THEN HAVING A COMPETITIVE $30 PER DAY INCREASE IN A CERTIFIED TEACHER THAT IS IN A LONG TERM ASSIGNMENT.

THE NURSE SUBSTITUTE DAILY RATES, ALSO WANTING TO INCREASE THIS TO REMAIN COMPETITIVE, SO WE CAN HAVE SOME NURSE SUBSTITUTES ON DAYS THAT WE'RE NOT ABLE TO HAVE A NURSE ON A CAMPUS, AND SOME OF THOSE INCREASES, THE INCREASE HERE IS UP TO 50%, AND THAT IS, AGAIN, SO WE CAN REMAIN COMPETITIVE BUT REMAIN ATTRACTIVE SO THAT WE CAN HAVE NURSES COME AND HELP US OUT ON THOSE DAYS THAT WE NEED THEM.

THEN OUR HEALTH INSURANCE CONTRIBUTION, WHICH IS ALSO PART OF OUR COMPENSATION PLAN.

THE PROPOSAL IS TO INCREASE IT FROM $396 A MONTH PER EMPLOYEE TO $427 PER MONTH.

EMPLOYEES WILL HAVE NO INCREASE TO THEIR MONTHLY PREMIUM.

I AM COMING TO TALK TO YOU ABOUT HAVING THE PRIVILEGE OF ZONING FOR A NEW SCHOOL WE'RE OPENING WHILE OTHER DISTRICTS IN THE STATE ARE CLOSING SCHOOLS. I'M SORRY.

YOU HAVE IT IN FRONT OF YOU, SO IT'S ONLY SEVEN SLIDES.

THE FIRST ONE IS JUST WHEN WE STARTED THINKING ABOUT HOW WE WERE GOING TO ZONE, I MET WITH EACH ONE OF YOU INDIVIDUALLY AND SUPERINTENDENT ESTRADA.

I DID HAVE THREE GUIDING PRINCIPLES THAT SURFACED UP WITH YOU AND THEY WERE ALL TIED INTO OUR THREE DISTRICT VALUES.

ONE IS MAKING SURE THAT WE HAD MINIMAL DISRUPTIONS AS WE ZONE FOR THIS BORTARD LOOP ELEMENTARY, THAT BASED ON OUR LOCKHART FOR PEOPLE VALUE.

ALLOWING FOR GROWTH IS OUR UNLOCKING POTENTIAL.

WE WANT TO ALLOW THAT GROWTH THAT WE'RE GOING TO SEE OVER THE NEXT 10 YEARS AND MAKING SURE THAT WE'RE ZONING FOR THAT.

THEN I LOCKED ON EXCELLENCE VALUE IS ENSURING THAT ALL STUDENTS WILL HAVE ACCESS TO A QUALITY EDUCATION ON ALL CAMPUSES.

THOSE ARE THE THREE GUIDING PRINCIPLES AS WE ZONE.

THE PURPOSE OF OUR COMMITTEE WILL BE TO ASSIST IN DEVELOPING RECOMMENDATIONS FOR THE DISTRICT WHEN WE ADJUST OR CREATE BOUNDARIES.

WE'LL ADVISE THE SUPERINTENDENT WHO WILL DEVELOP A RECOMMENDATION FOR YOU ALL.

THAT WILL BE AROUND ADJUSTING THOSE BOUNDARIES, BUT ALSO PLANNING AND CONDUCTING STAKEHOLDER MEETINGS AND GATHERING THE PEOPLE TO GIVE US SOME INPUT ON THAT.

WE ALSO THOUGHT REALLY CLEARLY ABOUT AS WE CONTINUE, LIKE WE SAID THIS EVENING, THIS IS NOT THE LAST TIME WE'RE GOING TO DO THIS, AND SO REALLY THINKING THROUGH A PROTOCOL FOR HOW WE CAN HAVE THAT COLLECTIVE VOICE IN THE ZONING.

IF YOU LOOK ON THAT SLIDE THAT TALKS ABOUT THE DIFFERENT VOICES WE WANT TO HAVE ON THIS COMMITTEE.

WE DECIDED FOR TEACHER VOICE, WE WANTED TO HAVE THE ELEMENTARY TEACHERS OF THE YEAR TO BE ON THIS COMMITTEE, THEY ARE VOTED ON BY THEIR PEERS, THEY'RE NOMINATED BY THEM, AND SO WE THOUGHT THAT WOULD BE A GREAT TEACHER INPUT FROM EACH OF THE CAMPUSES.

FOR PRINCIPAL VOICE, WE INVITED THE ELEMENTARY CAMPUS PRINCIPALS WHO ARE GOING TO BE ON THIS COMMITTEE, THE RECOMMENDATION FOR THAT.

FOR PARENT VOICE, WE WANT TO CONTINUE OUR PTA AND PTO ORGANIZATIONS AND PARENTS JOINING THAT.

WE WOULD LIKE THE PRESIDENTS OF EACH OF THOSE ORGANIZATIONS IN THE ELEMENTARY CAMPUSES BE A VOICE FOR PARENTS ON THIS COMMITTEE.

FOR THE BUSINESS VOICE, WE WANT THE CHAMBER PRESIDENTS, THE GREATER CHAMBER, AND THE HISPANIC CHAMBER OF COMMERCE.

FOR THE CITY INPUT, WE WANT A CITY COUNCIL MEMBER IN THAT AREA THAT'S REPRESENTATIVE OF THAT AREA, AS WELL AS THE COUNTY VOICE AND THE PRECINCT COMMISSIONER FOR BORTARD LOOP ELEMENTARY TO BE ON THIS COMMITTEE.

WE'LL HAVE EX OFFICIO MEMBERS WHO WILL BRING IN AS NEEDED IF THERE'S QUESTIONS AROUND SPECIAL PROGRAMMING OR THINGS LIKE THAT, AND THEN WE WILL HAVE OUR LISD BOND CONSTRUCTION MANAGER ON THAT COMMITTEE AS WELL.

WE FIGURED ANYTIME THAT WE'RE ZONING, THESE WOULD BE THE SAME REPRESENTATIVES AT THAT TIME. ANY QUESTIONS ON THAT? THIS WILL NOT BE THE ONLY SPACE FOR PEOPLE TO PROVIDE INPUT.

WE WILL HAVE COMMUNITY FORUMS, TWO OR THREE OF THEM IN THE FALL, AND WE WILL HAVE A SURVEY AS WELL FOR INPUT.

THE NEXT STEPS, I WILL BE MEETING WITH THE DEMOGRAPHER.

WE ALREADY HAD OUR FIRST MEETING, AND WE WILL HAVE TWO MORE MEETINGS THIS SUMMER TO SET UP FOR THAT COMMITTEE.

THE COMMITTEE MEETINGS WILL HAVE THREE IN THE SUMMER THAT WILL START IN AUGUST.

WE'LL HAVE TWO PUBLIC FORUMS, AND THEN WE'LL COMPLETE THAT SURVEY AND PUT IT OUT THERE FOR THE COMMUNITY, SO THAT BY DECEMBER, WE WILL BRING A ZONING PLAN RECOMMENDATION AT THAT TIME. ANY QUESTIONS?

THIS LAST WEEK, THEY AWARDED OUT OVER $200,000 WORTH OF GRANTS FOR TEACHERS.

THAT IS ALWAYS MY FAVORITE DAY OF THE YEAR IS TO BE ABLE TO GO TO EACH SCHOOL AND GIVE OUT THOSE GRANTS, SO IT'S SOMETHING THAT'S REALLY REWARDING.

IT'S FUNNY TO SEE THE PROGRESSION FROM AN ELEMENTARY SCHOOL EXCITEMENT TO JUNIOR HIGH EXCITEMENT, AND THEN THE HIGH SCHOOL EXCITEMENT FROM THE KIDS.

I WILL SAY THE HIGH SCHOOL KIDS WERE REALLY EXCITED THIS YEAR, SO IT WAS FUN TO WATCH THEM.

THEN LASTLY, JUST EVERYBODY CONCLUDING THEIR END OF YEAR AND GRADUATION, JUST THINKING ABOUT ALL THOSE PARENTS TO SENIORS.

I KNOW IT'S A HARD TIME FOR THEM.

I'M WRAPPING UP EVERYTHING SO THINKING ABOUT YOU.

I'M HAPPY THAT WE'RE ABLE TO PROVIDE THIS RACE FOR THEM AT A DIFFICULT TIME IN PUBLIC EDUCATION WHEN IT COMES TO SCHOOL FUNDING IN THE STATE OF TEXAS.
