WE WILL NOW MOVE ON TO ITEM 4, [PUBLIC MEETING] PUBLIC MEETING, A, PUBLIC MEETING FOR 2024-2025 BUDGET AND PROPOSED TAX RATE. THIS INFORMATION HAS BEEN POSTED? WE NOW OPEN THE MEETING UP TO ANYBODY WHO WOULD LIKE TO MAKE. YOU HAVE TO [INAUDIBLE]? >> I'M SORRY. >> MISS NICOLE HAS A PRESENTATION. >> GOOD EVENING. SCHOOL BOARD AND MR. ESTRADA. EVERY YEAR, WE ARE REQUIRED TO HAVE A PUBLIC MEETING ON THE PROPOSED BUDGET AND TAX RATE THAT WE ARE BRINGING THIS EVENING. WE'RE NOT BRINGING THE TAX RATE, BUT WE ARE BRINGING A PROPOSED BUDGET FOR '24-'25 YEAR. AT THIS TIME, I JUST WANT TO TAKE A FEW MINUTES TO GO THROUGH THE BUDGET AND TALK ABOUT HOW WE GOT WHERE WE ARE THIS EVENING TO ADOPT OUR BUDGET FOR THE '24-'25 FISCAL YEAR. THE LEGAL REQUIREMENTS FOR SCHOOL DISTRICTS FOR THEIR BUDGETS IS IN CHAPTER 44 OF THE TEXAS EDUCATION CODE. IN THAT, IT DOES STATE WHERE WE ARE TO HAVE THIS MEETING THIS EVENING. WE ARE A JULY 1ST FISCAL YEAR START DATE, WHICH MEANS THAT WE MUST ADOPT A BUDGET BEFORE JUNE 30TH, WHICH IS WHY WE ARE PROPOSING A BUDGET THIS EVENING. WHAT I LIKE TO DO IS I'D LIKE TO JUST TALK ABOUT A LITTLE BIT OF THE BASICS ON WHAT THE BUDGET CONSISTS OF THAT WE'RE BRINGING THIS EVENING. HOW ARE SCHOOL DISTRICTS FUNDED? THEY'RE FUNDED THROUGH A STATE ALLOCATION, LOCAL TAXES, AND A SMALL FEDERAL ALLOCATION. THEN WE ALSO RECEIVE OTHER SOURCES LIKE COMPETITIVE GRANTS, AND OTHER TYPES OF GRANTS AS WELL. THE SCHOOL BOARD IS REQUIRED TO ADOPT THE BUDGET FOR THE GENERAL FUND, THE DEBT SERVICE FUND, AND THE CHILD NUTRITION FUND. THOSE OTHER SOURCES, THE COMPETITIVE GRANTS AND STUFF, THAT'S NOT REQUIRED TO BE ADOPTED BY THE BOARD. HOWEVER, THOSE OTHER THREE BUDGETS ARE REQUIRED, AND THAT'S WHAT WE'RE BRINGING THIS EVENING. JUST AS AN OVERVIEW OF HOW WE RUN OUR MAINTENANCE AND OPERATIONS BUDGET AT EVERY SCHOOL DISTRICT, REALLY, BUT PARTICULARLY A LOCKHART ISD IS HERE, [00:05:03] THE BUCKET REPRESENTS THE TOTAL COST TO EDUCATE THE STUDENTS THAT ATTEND LOCKHART ISD. WHAT HAPPENS IS THAT THE STATE DETERMINES THE SIZE OF THAT BUCKET, AND THEN WE FILL THAT BUCKET UP TO BE ABLE TO FUND HOW MUCH IT COSTS TO EDUCATE OUR STUDENTS FIRST THROUGH OUR LOCAL COLLECTION, AND THEN THE STATE COMES IN AND THEY'LL FILL UP THE REST OF THAT BUCKET IN ORDER FOR US TO FUND FOR OUR STUDENTS TO BE EDUCATED. AFTER THAT LOCAL TAX COLLECTION, THE STATE REVENUE AMOUNT, THAT'S HOW THE STATE REVENUE AMOUNT IS DETERMINED, AND THEN THAT IS WHAT MAKES UP THE TOTAL COST TO EDUCATE THE STUDENTS AT LOCKHART ISD. WHAT DETERMINES THE SIZE OF THAT BUCKET? EVERY SINGLE DISTRICT HAS A BUCKET. EVERY BUCKET IS A DIFFERENT SIZE. IT DEPENDS ON THE NUMBER OF STUDENTS IN THAT DISTRICT, THE NEEDS OF THOSE STUDENTS, AND THE ATTENDANCE OF THOSE STUDENTS. THE BUCKET CHANGES FOR EACH DISTRICT ACCORDING TO THOSE THINGS. THE STATE OF TEXAS GETS THAT INFORMATION. THEY TELL US HOW BIG OUR BUCKET SHOULD BE, AND THEN WE RECONCILE FROM THERE. HOW CAN LOCKHART ISD'S BUCKET GET BIGGER? IT CAN GET BIGGER THROUGH ENROLLMENT GROWTH, WHICH WE DO HAVE. IT CAN GET BIGGER THROUGH A VATRE, WHICH WE DID PASS, AND IT CAN GET BIGGER THROUGH INCREASED INSTRUCTIONAL TIME THROUGH ATTENDANCE. DON'T THINK THAT THE STATE DOESN'T CHECK AND MAKE SURE THAT THEIR PORTION OF THE BUCKET IS RIGHT AND TRUE. THE WAY THAT THEY DO THAT, THE WAY THAT THEY MAKE SURE THAT OUR LOCAL TAX COLLECTION IS WHAT IT SHOULD BE IS THEY DO AN ANNUAL PROPERTY VALUE STUDY. THAT IS REALLY IMPORTANT IN LOCKHART ISD BECAUSE WE HAVE BEEN IMPACTED BY THE ANNUAL PROPERTY VALUE STUDY IN THE PAST SEVERAL YEARS. WHAT THEY DO IS THE STATE COMPARES OUR LOCAL TAX RULE WITH THEIR PROPERTY VALUE STUDY, WHAT THEY SAY THE VALUE SHOULD BE. WHAT THEY'RE DOING IS THEY'RE WANTING TO MAKE SURE THAT THE COUNTIES ARE COLLECTING ENOUGH FUNDS IN THEIR TAX RULES THAT THEY SHOULD BE ACCORDING TO WHAT THEY SAY THE VALUES OF OUR PROPERTY SHOULD BE IN OUR COUNTY. THE PROPERTY VALUE STUDY ENSURES THAT THOSE APPRAISERS ARE TAXING ACCORDING TO HOW THEY SHOULD BE AND THAT THEY'RE WITHIN RANGE OF THE STATE VALUES. THAT PROPERTY VALUE STUDY IS RELEASED EVERY YEAR AT THE END OF JANUARY BY THE TEXAS CONTROLLER'S OFFICE. THE BUDGET THAT WE ARE PROPOSING THIS EVENING IS BASED ON VALUES IN CALDWELL COUNTY THAT ARE FOR 2024, THAT WILL NOT BE STUDIED BY THE STATE UNTIL JANUARY OF 2025. THAT'S JUST IMPORTANT AS WE ARE PLANNING FOR THE YEAR. YES, SIR. >> I WANT TO MAKE A COMMENT JUST TO ENSURE WE'RE CLEAR, ESPECIALLY TO OUR COMMUNITY MEMBERS WHO ARE HERE AND ALSO WHO MAY BE WATCHING. THE SCHOOL DISTRICT BOARD, AS YOU'RE AWARE, THE SCHOOL DISTRICT HAS NO PART IN THIS IS DONE AT THE COUNTY APPRAISAL DISTRICT, AND THE SCHOOL DISTRICT HAS NO SAY AND HOW THE PROPERTIES ARE APPRAISED. CERTAINLY AS THE SUPERINTENDENT, I DON'T HAVE ANY AUTHORITY OVER THAT, EITHER, BUT THAT'S DONE AT THE COUNTY APPRAISAL DISTRICT. THEY DO THE SAME FOR EVERYONE IN THE COUNTY, INCLUDING LOCKHART ISD AND PAR LE ISD. >> I THINK IT'S IMPORTANT THAT YOU CLARIFY THAT BECAUSE I THINK THERE IS MISCOMMUNICATION OUT IN THE COMMUNITY ABOUT THE INVOLVEMENT THAT THE DISTRICT HAS IN ACTUALLY HAVING A PART IN HAVING THEIR VALUE. >> ABSOLUTELY. IT'S SOMETHING THAT I LIKE TO TEACH OFTEN. THE LOCAL PROPERTY VALUES MUST BE WITHIN 95% IN SOME OF THE AREAS OF THE STATE PROPERTY VALUE IN ORDER TO BE A PAST PROPERTY VALUE STUDY. IF THE LOCAL PROPERTY VALUES ARE LOWER THAN THAT AND EVEN HIGHER, IF THEY'RE TOO FAR OVER, A DISTRICT GOES INTO WHAT'S CALLED A GRACE PERIOD. A SCHOOL DISTRICT IS ALLOWED THREE YEARS OF GRACE. AFTER THOSE THREE YEARS, THERE'S WHAT'S CALLED A FAILED PROPERTY STUDY VALUE AGAIN. AT THAT POINT, THE DISTRICT IS ASSIGNED STATE PROPERTY VALUES. WHEN I SAY THAT THE DISTRICT FAILED, IT DOESN'T MEAN THAT THE DISTRICT FAILED, IT MEANS THAT THE PROPERTY VALUE STUDY OF THE APPRAISED VALUES THAT THE COUNTY DOES WITH THE STATE VALUES. THAT'S REALLY WHAT FAILED, BUT THIS IS WHAT THEY USED TO RECONCILE OUR PAYMENT. THAT'S WHY THE SCHOOL DISTRICT THAT'S EITHER IN A GRACE OR FAILED STATUS. LOCKHART ISD WENT OUT OF A GRACE PERIOD AFTER THREE FAILED PROPERTY VALUE STUDIES IN TAX YEAR OF 2020 AND WAS ASSIGNED STATE PROPERTY VALUES IN JANUARY OF 2021. [00:10:03] THAT WAS THE FIRST YEAR THAT THE DISTRICT WENT OUT OF GRACE. ONCE A SCHOOL DISTRICT IS OUT OF GRACE, THERE HAS TO BE THREE PAST PROPERTY VALUE STUDIES IN A ROW BEFORE A DISTRICT CAN GAIN BACK THREE MORE YEARS OF GRACE. IN 2021 PROPERTY VALUES STUDY. IT WAS A PAST PROPERTY VALUE STUDY. IN JANUARY OF 2022, WE LEARNED THAT THAT WAS A PAST PROPERTY VALUE STUDY OF 2021, WHICH IF YOU REMEMBER, THERE WAS SOME MAJOR INCREASES IN PROPERTY VALUES THAT YEAR. THE PAST PROPERTY VALUE STUDY WAS QUITE SIGNIFICANT. WE HAD A 40% INCREASE THAT YEAR IN OVERALL PROPERTY VALUES. LOCKHART ISD CALDWELL COUNTY APPRAISAL DISTRICT, PROPERTY VALUES FAILED SURPRISINGLY IN 2022 AFTER THAT LARGE JUMP IN 2021, WHICH RESULTED IN ESTATE PROPERTY VALUE ASSIGNMENT, AND I'M GOING TO GO OVER THE DETAILS OF WHAT HAPPENED AS QUICKLY AS I CAN JUST TO REVIEW WHAT HAPPENED AS A RESULT OF THAT. WE FOUND THAT OUT IN JANUARY OF 2023. ABOUT A YEAR AND A HALF AGO FROM NOW, LOCKHART ISD HAD A PAST PROPERTY VALUE STUDY IN 2023, WHICH RESULTED IN A LOCAL PROPERTY VALUE ASSIGNMENT FOR THIS '23-'24 CURRENT FISCAL YEAR THAT WE'RE IN RIGHT NOW THAT CLOSES IN JUST A FEW DAYS AT THE END OF THIS MONTH. WE DID HAVE A PAST PROPERTY VALUE STUDY WITH TWO MORE OF THOSE, THEN WE'LL BE BACK IN THE ABILITY TO GO INTO GRACE AGAIN. I WANT TO HAVE A REFRESHER ON THE 2022 PROPERTY VALUE STUDY, AND THE REASON FOR THAT IS BECAUSE I JUST WANT TO SHOW THE IMPACT OF WHAT HAPPENS WHEN WE DO HAVE STATE PROPERTY VALUE ASSIGNMENTS. WHAT HAPPENS IS, THIS IS RIGHT OFF THE PROPERTY STUDY VALUE FROM THE COMPTROLLER'S OFFICE IS OUR LOCAL TAX ALL VALUE THAT YEAR WAS ALMOST $2.8 BILLION. THE STATE SAID THAT THEIR VALUES WERE 3.1 BILLION, THAT THEY SAID THAT THE PROPERTIES IN LOCKHART ISD OF CALDWELL COUNTY WERE APPRAISED AT. AS YOU CAN SEE IN THAT FAR RIGHT COLUMN, IT SAYS THE 2022 VALUE ASSIGNED WAS 3.1 BILLION, WHICH MEANS THAT THE STATE WE DID RECEIVE STATE PROPERTY VALUE ASSIGNMENT THAT YEAR. WHEN THAT HAPPENS, THEY SAY, WELL, YOU FILLED YOUR BUCKET UP TO HERE THROUGH YOUR LOCAL TAX COLLECTION ON THE 2.7 BILLION THAT YOU ACTUALLY COLLECTED ON BECAUSE THAT'S WHAT OUR LOCAL VALUES ARE. THEN THEY SAY, BUT WE'RE ONLY GOING TO FILL YOUR BUCKET UP TO HERE BECAUSE YOU SHOULD HAVE COLLECTED ON WHAT WE BELIEVE THE VALUE OF 3.1 BILLION MEANING THE STATE. WE'RE GOING TO REDUCE YOUR STATE AMOUNT THAT WE'RE GOING TO FILL THE REST OF YOUR BUCKET UP BY $3.1 MILLION. WE HAD A $3.1 MILLION STATE REVENUE LOSS THAT YEAR DUE TO THE DIFFERENCE IN THE PROPERTY VALUES FROM OUR LOCAL CARD AND THE STATE PROPERTY VALUES. YES, SIR. >> [NOISE] QUESTION. >> YES. >> [NOISE] THE STATE PROPERTY VALUES. WHEN DO THEY DO? >> THEY DO THAT EVERY YEAR AND IT COMES OUT IN THE FOLLOWING JANUARY. WE RECEIVE CERTIFIED VALUES IN JULY OF THE YEAR. WE'LL GET IT NEXT MONTH. JULY 25TH IS THE DEADLINE THAT WE GET CERTIFIED VALUES. THE STATE TAKES ALL THAT TIME TO COMPARE THOSE VALUES TO WHAT THEY SHOULD BE AND THEN THE STUDY COMES OUT IN JANUARY. >> WE DON'T KNOW WHAT THE STATE VALUE IS GOING TO BE WHEN WE DO ALL OF THIS PLANNING BUSINESS AND EVERYTHING ELSE THAT WE HAVE TO DO. >> THAT IS CORRECT. >> WE DON'T KNOW WHAT THEY'RE GOING TO COME UP WITH. >> CORRECT. >> DURING THE TIME FROM JULY UNTIL JANUARY, SOMETHING CHANGES AS FAR AS VALUES OF A PROPERTY, WHAT DOES THAT DO TO US? >> THAT DEPENDS, BUT IT COULD IT COULD AFFECT THE PROPERTY VALUE STUDY. >> SOUND LIKE A STATE ANSWER. [LAUGHTER] WHAT DOES IT PEND ON? >> I'M SORRY. >> WHAT DOES THAT DEPEND ON? >> IF SOMEBODY PROTESTS THEIR PROPERTY, OR DO YOU MEAN. >> WELL, FOR A GREAT EXAMPLE IS, WE HAVE FARM LAND. FARM LAND GETS SOLD TO A REALT OR A BUILDER OR WHATEVER. THEY COME IN AND PUT DUPLEXES, SINGLE FAMILY DWELLINGS ON IT. DOES THAT AFFECT, LET'S SAY THEY STARTED THAT AFTER WE HAD DONE IT, PROPERTY WASN'T SOLD AND IN SIX MONTHS, THEY CAN COMPLETE A PROJECT IF THEY WANT TO. [00:15:02] WHEN DOES THE STATE COME OUT AND LOOK AT THE VALUES, OR DO THEY JUST WHAT DO THEY DO HOW DO THEY DO THAT? >> THE VALUE IS ON JANUARY 1ST OF THIS YEAR WOULD BE JANUARY 1ST OF 2024. WHAT THE PROPERTY WAS ON THAT DATE. IF THE STATE HAS MORE INFORMATION THAN THE COUNTY MIGHT HAVE, THAT'S WHERE THERE MIGHT BE A DIFFERENCE. IF THE STATE, IN THEIR POOL THAT THEY'RE CHECKING IN A CERTAIN CATEGORY, IF THEY PULL CERTAIN THINGS THAT EITHER INVOLVE THAT TYPE OF TRANSACTION OR DON'T AND THEY KNOW MORE INFORMATION THAN THE CAT, THEN THAT CAN CREATE A DISCREPANCY. WE DO HAVE ATTORNEYS THAT HELP IN THOSE SITUATIONS WHEN THERE IS A DISCREPANCY, AND THEY'LL TRY TO BRING THOSE STATE VALUES DOWN, EVEN IN A YEAR THAT WE POTENTIALLY HAVE A PASS. VALUE STUDY. THEY STILL ARE GOING AND HELPING WITH THOSE SITUATIONS. DOES THAT HELP YOUR QUESTION? >> I EXCEPT IT'S ALL A CRAP SET. BUT AS [LAUGHTER], AS THE SUPERINTENDENT SAID, YOU KNOW, WE KIND OF DO THE BEST WE CAN, BUT WE ARE NOT THE ONES THAT SET THE VALUES. >> CORRECT. >> NOBODY EXCEPT APPRAISAL DISTRICT AND THE STATE ARE THE ONES THAT ARE INVOLVED IN THAT BECAUSE UNDER THE COMPTROLLER'S OFFICE PROBABLY GET ORDERS FROM THE GOVERNOR ABOUT WHAT TO DO WITH APPRAISALS, AND THEY ALWAYS GO UP. [NOISE] BUT WHAT I'M TRYING TO SAY IS THE SCHOOL DISTRICT GETS PUNISHED IF SOMETHING'S NOT RIGHT, EVEN THOUGH WE HAVE NOTHING TO DO WITH ANY OF THAT. >> YES. THAT IS CORRECT. WE ARE FINANCIALLY. >> WE'RE BASICALLY THE ONLY ENTITY THAT GETS PUNISHED IN THE COUNTY, RIGHT? >> YES. >> YES, SIR. >> THE CITY DOESN'T GET PUNISHED, THE COUNTY DOESN'T GET PUNISHED. THE APPRAISAL DISTRICT REALLY DOESN'T GET PUNISHED. I MEAN, THEY KEEP RUNNING BUSINESS AS USUAL, AS FAR AS I UNDERSTAND. >> YOU ARE CORRECT, TRUSTEE LOCKHART. I THINK THE REASON WHY WE THINK IT'S IMPORTANT TO ALWAYS REVIEW THIS, IS BECAUSE, WHAT MS. WEISER WAS MENTIONING, WE HAVE TO BY LAW APPROVE A BUDGET THIS MONTH. BUT WE WILL NEVER FIND OUT HOW THE APPRAISAL STUDY CAME BACK UNTIL THE END OF JANUARY. ALL OF THESE NUMBERS ARE ATTEMPTS TO ESTIMATE WHAT'S GOING TO HAPPEN AND PROJECT CONSERVATIVELY, WHAT WE THINK IS A RESPONSIBLE BUDGET. TONIGHT WE HAVE A BALANCED BUDGET, BUT YOU ARE RIGHT THAT, JANUARY NEXT YEAR, IT COULD COME BACK AND THE STATE COULD TAKE AWAY MONEY FROM US. THAT'S SOMETHING THAT WE ALWAYS HAVE TO CONSIDER AND THE REASON WHY WE THINK IT'S SO IMPORTANT TO GO THROUGH THIS PROCESS BECAUSE IT IS SO IMPORTANT AND IS A BIG PART OF OUR BUDGET PLANNING PROCESS. >> THAT'S WHY BOARD MEMBERS SPEND TIME AT EXTRA BOARD MEETINGS EVERY MONTH PRIOR TO THE BUDGET SO THAT WE CAN UNDERSTAND THIS AS BEST WE CAN. IF WE HAVE TROUBLE, SOMETIMES GETTING A GRASP ON THIS, I CAN JUST IMAGINE SOMEBODY THAT NEVER DEALS WITH IT HAS AN ISSUE WITH IT. >> ABSOLUTELY. >> ANYWAY, I JUST WANTED TO CLARIFY THAT THERE'S A LOT OF THINGS WE DON'T HAVE CONTROL OVER HERE, AND IT IS ESTIMATE WHAT WE NEED TO DO. >> YOU'RE EXACTLY RIGHT. WE DON'T HAVE ANY CONTROL OVER IT, BUT WE DO HAVE TO TRY TO PREDICT WHAT MIGHT, COULD HAPPEN IN SEVEN MONTHS FROM NOW. >> I JUST WANTED TO BRING THAT OUT. >> [OVERLAPPING] I WOULD LIKE TO MAKE CLEAR THAT LIKE THIS $3.1 MILLION REDUCTION, WE WERE MORE THAN HALFWAY THROUGH THE BUDGET CYCLE BEFORE WE KNEW THE STATE WAS TAKING THAT MONEY AWAY FROM US SO, IT'S HARD WHEN YOU HAVE TO PULL IN THE REINS TO TRY TO MAKE UP, CUT COSTS, REDUCE COST. >> THE PREVIOUS YEAR PROPERTY VALUE STUDY THAT WE DID THAT THE DISTRICT DID PASS WAS SUCH AN INCREASE AND THE VALUES WERE SO CLOSE THAT THERE WAS NO INDICATION THAT WE THAT WE WOULD RUN BACK INTO WHAT HAD BEEN IN THE PREVIOUS YEARS WHEN WE FELL OUT OF GRACE, THE THREE YEARS THAT WE WERE IN GRACE. THEY HAD REALLY CAUGHT THOSE VALUES BACK UP, SO THERE REALLY WAS NO INDICATION OF THAT. THAT WAS QUITE SHOCKING. THAT WAS WHEN THOSE SALES WERE COMING UP THAT YOU WERE MENTIONING. >> I THINK THEY CALL THAT A GUT PUNCH. >> [LAUGHTER] DO YOU KNOW IF THERE'S ANY LEGISLATION OUT THERE THAT MIGHT TRY TO BRING THE COMPTROLLER'S OFFICE CYCLE MORE IN LINE WITH OUR CYCLE SO THAT WE. [LAUGHTER] >> I DON'T KNOW ABOUT THE CHANGING OF THE CYCLE, BUT I DO KNOW THAT I HAVE A GOAL TO BE [00:20:01] ACTIVE IN THE NEXT SESSION AS THIS BEING AN ITEM THAT IS. >> WOULDN'T THAT MAKE SENSE THOUGH THAT THEY WOULD ISSUE THEIR PROPERTY VALUE STUDY ABOUT THE SAME TIME WE'RE GETTING READY TO CONFIRM OUR BUDGET? >> I THINK RIGHT NOW EVERYTHING THAT I'VE HEARD, I THINK THAT WOULD BE A STRETCH TO GET THAT ACCOMPLISHED, BUT I DO THINK THAT IT'S REALISTIC THAT THE LEGISLATURE IS CONSIDERING NOT PENALIZING SCHOOL DISTRICTS FOR THESE TYPES OF DISPUTES THAT ARE REALLY A COMPTROLLER'S OFFICE AND COUNTY APPRAISAL DISTRICT OFFICE AND SCHOOL DISTRICTS GET CAUGHT. ALSO, I THINK THAT SEEMS TO HAVE SOME TRACTION FROM SOME OF THE LEGISLATORS AND SOME OF THE DISTRICTS OUT THERE. IT CONTINUES TO GROW. THERE ARE OVER 150 SCHOOL DISTRICTS IN THE STATE. JUST A FEW YEARS AGO IT WAS LESS THAN 50. THEY ARE SEEING MORE AND MORE DISTRICTS BEING AFFECTED. OBVIOUSLY, THE MORE SCHOOL DISTRICTS AFFECTED, THE MORE LOCAL, ESPECIALLY ON THE HOUSE OF REPRESENTATIVES SIDE, THERE SEEMS TO BE MORE ATTENTION TO THIS ISSUE. >> MY POINT THOUGH, THIS DISCUSSION IS IMPORTANT BECAUSE, THERE ARE COMMUNITY MEMBERS OUT THERE THAT ARE VERY CONFUSED AND REALLY BLAME THE SCHOOL DISTRICT, AND WHEN A BOND COMES AROUND, THEY ARE ADAMANT ABOUT THE FACT THAT THE DISTRICT IS CONTINUING TO WANT TO RAISE THEIR TAXES, WHEN THE DISTRICT HAS NOTHING TO DO WITH RAISING THEIR PROPERTY VALUES. BUT THERE ARE INDIVIDUALS OUT THERE THAT TRULY BELIEVE THAT, SO THEREFORE, THEY ARE ADAMANT ABOUT SAYING, YOU ALL WANT TO HAVE ANOTHER BOND. WELL, IF YOU LOOK AT THE COMMUNITY, THERE ARE NUMEROUS RESIDENTIAL AREAS, HOMES BEING BUILT, AND YET WE HAVE MORE AND MORE STUDENTS AND THERE IS A NEED FOR MORE AND MORE SCHOOLS. AS MR. ESTRADA HAD LAID OUT A PROPOSAL FOR IN THE NEXT COUPLE OF YEARS, WE'RE GOING TO HAVE TO COME BACK WITH ANOTHER BOND, BUT THIS IS CRITICAL FOR PEOPLE TO HEAR WHAT IS REALLY THE NECESSARY INFORMATION ABOUT WHO IS RESPONSIBLE FOR PUTTING US IN THIS SITUATION, THE DISTRICT IS NOT. THE DISTRICT HAS NOTHING TO DO WITH THE VALUE AND THE APPRAISALS. >> I KNOW THE DISTRICT HAS DONE A GREAT JOB GETTING THE WORD OUT OF HOW IT'S NOT OUR MESS UP. I JUST THINK THAT WE JUST NEED TO TRY HARDER TO GET ACROSS TO THE COMMUNITY. >> WELL, THIS IS AN IMPORTANT DISCUSSION IS MY POINT BECAUSE PEOPLE OUT THERE NEED TO UNDERSTAND SO PEOPLE CAN HAVE MORE INFORMATION. >> BUT YOU'RE RIGHT, WE NEED TO GET ACROSS MORE TO PEOPLE ALSO. >> THERE'S NOTHING THAT WE CAN DO ABOUT HOW THE STATE FUNDING SYSTEM WORKS IN TEXAS, BUT WE DID FEEL THAT IT'S IMPORTANT TO DISCUSS THIS WITH THE BOARD. I THINK WE'LL MOVE ON TO THE ASSUMPTIONS, OR MAYBE THE NEXT SLIDE. THAT'S JUST A SHORT HISTORY LESSON, BECAUSE WE LIVED THROUGH IT. IT CONTINUES TO BE A THREAT AND SOMETHING AT THE END OF JANUARY EVERY YEAR MOVING FORWARD IN A DISTRICT THAT CONTINUES TO GROW. AN EXAMPLE OF THAT TRUSTEE LOCKHART MENTIONED, WE HAVE A LOT OF ARG LAND BEING TURNED INTO DEVELOPMENT, AND THAT'S WHERE YOU SEE THESE MASSIVE SPIKES THAT MAKES IT DIFFICULT. BUT RIGHT NOW, WE'RE IN A GOOD SITUATION, SO WE'LL GO AND TRANSITION TO PRESENTATION. >> THIS IS THE 2023 PROPERTY VALUE STUDY THAT WE JUST GOT IN JANUARY, AND IT WAS A LOCAL VALUE ASSIGNMENT OF $3.1. YOU CAN SEE HOW CLOSE OUR VALUES WERE TO THE STATE VALUES. THE PROPERTY VALUE STUDY WAS FOUND TO BE VALID, AND LOCAL VALUES WERE CERTIFIED. WE DID RECEIVE LOCAL VALUE ASSIGNMENT ON THAT. WHAT HAPPENS IS, THAT THE BUCKET IS FILLED UP WITH OUR LOCAL TAX COLLECTION AND THE STATE COMES IN AND FILLS THE BUCKET UP WITH THE REST. THE BUDGET ASSUMPTIONS FOR 24, 25 ARE THAT WE WILL HAVE AN ENROLLMENT OF 6,845 STUDENTS WITH A 93% ATTENDANCE RATE. OUR ESTIMATED TAXABLE VALUE RIGHT NOW IS $3.6 BILLION AND WE'LL GET A FINAL CERTIFIED VALUE OF THAT FROM THE CAD NO LATER THAN JULY 25TH. WE ARE ASSUMING LOCAL PROPERTY VALUE ASSIGNMENT WITH THAT LOCAL ASSIGNMENT IN 2023 AND WHERE THE PERCENTAGES OF VALUE AGAINST THE STATE WE FEEL CONFIDENT ENOUGH THAT WE CAN PLAN FOR A LOCAL PROPERTY VALUE ASSIGNMENT. THEN IN OUR M&O TAX RATE, IS PROPOSED TO BE 0.6969 PENNIES, AND AGAIN, WE WON'T GET THAT RATE FROM TEA UNTIL AUGUST 5TH. OUR I&S RATE WILL BE HELD THE SAME AT 25.77 PENNIES. THEN WE ALSO REALLY HAVE TO TAKE IN OUR TAX COLLECTION RATE WHEN WE'RE LOOKING INTO THIS FOR MULTIPLE REASONS. ONE IS CASH FLOW, BUT ONE IS ALSO TO MAKE SURE THAT THIS COLLECTION ON THE [00:25:03] $3.6 BILLION IS HAPPENING IN THE FISCAL YEAR THAT WE'RE PLANNING FOR. THIS YEAR, ALL CADS SAW A SLOWDOWN IN COLLECTION RATE, AND THAT COULD BE DUE TO STATEMENTS GOING OUT LATE BECAUSE OF THE LEGISLATURE AND THEN THE ELECTION IN NOVEMBER. THAT DEFINITELY WENT INTO PLAY WITH OUR COLLECTION THIS YEAR. THESE ARE OUR PROPOSED. >> MS. WEISER. JUST WANTED TO EMPHASIZE TO OUR COMMUNITY, ESPECIALLY THOSE WHO ARE WATCHING. WE HAVE MEMBERS OF OUR BOND OVERSIGHT COMMITTEE HERE, WHICH I'M THANKFUL FOR AND EXCITED TO HEAR THAT PRESENTATION. BUT WE HAVE MADE A COMMITMENT TO OUR COMMUNITY WHEN WE WENT FOR THE BONDS A COUPLE OF YEARS AGO TO KEEP THAT RATE AT 2577 AND ANOTHER YEAR OF KEEPING THAT SAME RATE THAT WE PROMISED OUR COMMUNITY. >> THIS IS JUST A SUMMARY OF THE PROPOSED BUDGETS THAT ARE COMING TONIGHT. AGAIN, WE HAVE TO ADOPT THE M&O BUDGET, OUR DEBT SERVICE BUDGET, AND THE SCHOOL NUTRITION BUDGET, SO YOU CAN SEE EACH BUDGET COLUMN HERE. THEN WE HAVE A TOTAL PROPOSED BUDGET WITH ALL THREE OF $85.9 MILLION. THIS IS BROKEN UP INTO THE MAJOR SPENDING AND MAJOR REVENUE CATEGORIES THAT WE DO GET FROM THE TEXAS EDUCATION AGENCY, AND THEN HERE IS JUST BASED ON PROGRAM. WE HAVE TO ALSO ADOPT THE BUDGET BY FUNCTION. THIS IS OUR PROPOSED BUDGET BY FUNCTION. AT THIS TIME, I WILL OPEN IT UP FOR ANY COMMENTS, QUESTIONS, OR CONCERNS FURTHER THAN WE'VE ALREADY. >> CAN YOU GO BACK ONE SLIDE? >> YES. >> [INAUDIBLE] LAST SLIDE. >> THIS ONE? IF THERE'S ANY QUESTIONS. >> PREVIOUS ONE. I THINK WE HAD SOMETHING [INAUDIBLE]. >> RIGHT HERE? SORRY. [LAUGHTER] SAME BUDGET, JUST DIFFERENT WAY TO LOOK AT IT. >> AT THIS TIME, BASED ON THE INFORMATION THAT MS. WEISER HAS PRESENTED ON THE BUDGET AND THE ASSUMPTIONS THAT WE MADE TO REACH THIS BUDGET, WE'RE OPENING IT UP TO THE PUBLIC COMMENTS. IF ANYBODY IN THE AUDIENCE WOULD LIKE TO COME UP AND COMMENT ON THE BUDGET, YOU'RE WELCOME TO DO SO. SEEING NONE, DOES THE BOARD HAVE ANY OTHER QUESTIONS? THEN I CONSIDER IT AS PUBLIC MEETING ADJOURNED. THANK YOU, MS. WEISER. >> THANK YOU. >> WE'LL NOW MOVE ON TO RECOGNITIONS, MR. MILLER. [Recognitions] >> GOOD EVENING, MR. PRESIDENT, MEMBERS OF THE BOARD, AND SUPERINTENDENT ESTRADA. TO COMMUNITY MEMBERS WHO I HAVE NOT MET YET, MY NAME IS ADAM MILLER. THEY ALSO GUIDED FAMILIES AROUND ANY FUTURE POTENTIAL DENTAL NEEDS. THANK YOU SO MUCH, KISS TOOTH TEAM FOR HAVING A LOCK HEART FOR PEOPLE AND HELPING ENSURE THAT OUR STUDENTS HAVE THESE VALUABLE AND MUCH NEEDED SERVICES. TONIGHT, WE'RE GOING TO RECOGNIZE DR. ALEX AND TIM OTTO. THANK YOU. THAT CONCLUDES TONIGHT'S RECONDITIONS. >> WE WILL NOW MOVE ON TO ITEM 6, PUBLIC COMMENTS. [00:35:03] WE HAD NOBODY SIGNED UP FOR PUBLIC COMMENTS. SO WE'LL MOVE ON. WE'RE GOING TO CALL AN AUDITABLE HERE. WE'RE GOING TO GO JUMP TO ITEM 9A, [Bond Projects Update] BOND PROJECT UPDATE, MR. CHAPMAN. VOLUNTEERS WANTED TO WAIT AND DO THIS A VERY LAST PART OF THE MEETING, BUT WE DECIDED TO MOVE IT UP EARLY. >> GOOD EVENING, BOARD PRESIDENT WRIGHT AND SUPERINTENDENT ESTRADA, BOARD MEMBERS. FIRST, I WANT TO INTRODUCE OUR OVERSIGHT COMMITTEE. WE'RE GOING TO HAVE MR. MUNOZ AND MISS CASEY COME UP, AND THEY'RE GOING TO DO A LITTLE TALK AND INTRODUCE EACH MEMBER OF THE ACTUAL COMMITTEE AS WELL. >> GOOD EVENING, BOARD OF TRUSTEES, AND SUPERINTENDENT ESTRADA. MY NAME IS ALFREDA MUNOZ. I AM THE CHAIR OF THE BOND OVERSIGHT COMMITTEE. OUR MOST IMPORTANT TASK IS TO KEEP YOU INFORMED HOW THE BOND MONEY IS BEING SPENT. OUR NEXT IMPORTANT TASK IS TO INFORM YOU AND THE PUBLIC ON THE PROGRESS OF THE CONSTRUCTION OF THE ADDITION TO THE LOCKHART HIGH SCHOOL AND ON THE PROGRESS OF THE NEW BORCHERT LOOP ELEMENTARY. BE ASSURED THAT WE ARE COMMITTED TO ACTIVELY PARTICIPATE IN ASKING QUESTIONS, SEEKING ANSWERS, AND MAKING SUGGESTIONS TO CREATE BETTER SCHOOLS FOR OUR STUDENTS, TEACHERS, ADMINISTRATORS, AND PARENTS. THANK YOU TO JEREMY CHAPMAN, OUR PROJECT MANAGER. HE BRINGS GREAT EXPERIENCE AND IMMEASURABLE PATIENCE, AND HAS PROVIDED US WITH DESIGN IDEAS, UPDATED PICTURES, CONSTRUCTION COSTS, AND MOST IMPORTANTLY PROVIDED US WITH ANSWERS TO ALL OF OUR QUESTIONS. HE IS A GREAT ADDITION TO LISD. I WANT TO THANK YOU FOR THE SUPPORT OF THIS COMMITTEE. I WOULD ALSO LIKE TO NOW INTRODUCE OUR VICE CHAIR, CASEY BROWN. >> GOOD EVENING, EVERYBODY. IT HAS BEEN AN HONOR TO SERVE ON THE BOND OVERSIGHT COMMITTEE AND WE HAVE A REALLY DIVERSE, PRETTY SOLID GROUP OF COMMUNITY MEMBERS, AND TO PIGGY BACK OFF OF WHAT MR. MUNOZ SAID. OUR PURPOSE IS TO INFORM THE PUBLIC CONCERNING THE EXPENDITURE OF THE BOND REVENUES. TO FILL THIS RESPONSIBILITY, WE HAVE BEEN MEETING QUARTERLY SINCE THE BOND PASSED, AND OUR FIRST MEETING WAS BACK IN MARCH OF 2023. JEREMY CHAPMAN, HE REALLY HAS BEEN MONUMENTAL IN SHARING REPORTS, UPDATING US ON EVERYTHING FINANCIAL, SHARING PICTURES OF THE PROGRESS, AND PROVIDING INFORMATION RELATED TO MASTER PLANNING, DESIGN, AND CONSTRUCTION. ISSUES OF COMMUNITY CONCERN ABOUT SCHOOL PROJECTS ARE ALSO DISCUSSED DURING OUR MEETINGS, AND WE'VE CREATED A BOND OVERSIGHT FACEBOOK PAGE, TRYING TO SHARE UPDATES THERE, AND JUST EACH OF US INDIVIDUALLY SHARING AND UPDATING THE COMMUNITY AS MUCH AS WE CAN. WE ALSO ADVOCATE FOR COMMUNITY INVOLVEMENT WHILE ASSURING THE BOND PROJECTS ARE COMPLETED ON TIME WITH QUALITY AND WITHIN BUDGET. I DO FEEL PERSONALLY IT IS APPARENT THAT LISD HAS ASSEMBLED A WELL EXPERIENCED TEAM OF QUALIFIED PROGRAM AND PROJECT MANAGERS, ALONG WITH PROPER SYSTEMS TO ENSURE THAT THE PROJECTS ARE ADEQUATELY MANAGED, REPORTED ON, AND OVERSEEN. I AM CONFIDENT THAT LISD HAS BEEN RESPONSIBLE AND THE PROPER EXPENDITURE OF TAXPAYERS MONEY FOR SCHOOL CONSTRUCTION, ENSURING THAT FUNDS ARE SPENT FOR ONLY AUTHORIZED PURPOSES. I THANK YOU ALL FOR ALLOWING ME TO SERVE ON THIS COMMITTEE. I HAVE REALLY LEARNED SO MUCH. THE OTHER COMMITTEE MEMBERS THAT ARE HERE, IS PRETTY MUCH THE ONLY PEOPLE LEFT, I THINK. BUT WE GOT TONY ANDRICK, PAUL BUCKNER, AND CHRIS KNUTSON. THAT'S JUST THREE MORE OF OUR COMMITTEE OF 12. THANK YOU ALL FOR LETTING US SERVE. I LOOK FORWARD TO SEEING YOU AT THE RIBBON CUTTING CEREMONIES AT THE LHS EDITION AND THE BORCHERT LOOP ELEMENTARY. NOW I'LL TURN IT BACK OVER TO YOU FOR ANOTHER UPDATE. THANK YOU GUYS. >> VERY SPECIAL THANKS TO OUR VOLUNTEERS FOR DOING THIS WORK AGAIN. >> WE THANK YOU ALL. >> YES. IT'S BEEN HONOR WORKING WITH EACH ONE OF THESE MEMBERS AND SEEING THE CHANGE WITHIN THE COMMITTEE AS WELL AND LEARNING THEIR HISTORY, LIKE WHAT THEY SEE IN LOCKHART, AND WHAT THEY REALLY WANT TO KNOW FROM THE PROJECTS AS WELL. WE'LL GET INTO MY PRESENTATION FOR THE UPDATE FOR THE BONDS. HERE YOU'RE GOING TO SEE, THIS IS THE LOCKHART HIGH SCHOOL HAS A FEW PICTURES SHOWING THE ERECTION OF THE STEEL IN THE CAFETERIA. YOU'LL SEE THE TOP ONE, [00:40:01] WHERE IT'S ABOUT HALFWAY THROUGH, AND WE JUST STARTED MOVING, THAT'S THE CAFETERIA ON THE LEFT HAND BOTTOM SIDE OF THAT PICTURE. WE'LL MOVE ON TO THE LOCKHART SECOND FLOOR CONCRETE POUR AND WE POUR THAT STARTING AT ONE O'CLOCK IN THE MORNING. THE CITY ALLOWED US TO DO THAT SO THAT WAS AN AMAZING FEAT FOR THEM TO LET US DO THAT AND MOVE FORWARD. THE PICTURE ON THE FAR RIGHT, THAT'S ACTUALLY THE NEXT DAY. IT CAME OUT AMAZING. IT LOOKS LIKE IT'S A REALLY GOOD PRODUCT THAT CAME OUT. HERE'S YOUR CAFETERIA INFILL. AS YOU SEE ON THE PICTURE ON THE FAR LEFT, I MEAN, ON THE LEFT HAND SIDE, THAT'S THE ORIGINAL CAFETERIA, THE WAY IT LOOKED, AND THEN ON THE RIGHT HAND SIDE AFTER IT HAS BEEN IN FILLED WITH CONCRETE AND STRUCTURAL FOAM. YOU CAN SEE A BIG DIFFERENCE. THAT ROOM LOOKS SO MUCH BIGGER. >> NOW, WITHOUT THE WALKWAYS AND DIFFERENT LEVELS, HOW MANY ADDITIONAL SEATING DO WE PROJECT? >> IN JUST THAT AREA, WE PROJECT A LITTLE OVER 100 ALMOST 200 SEATS. THAT'S NOT COUNTING THE ADDITION PART. THE ADDITION IS ANOTHER NUMBER. HERE'S THE BUDGET FOR LOCKHART HIGH SCHOOL. WE'RE STILL TRACKING ON BUDGET. YOU SEE THE CURRENT BILLING, AND WE'RE RIGHT THERE BALANCE OF 12,873,672.19. THAT'S WHAT WE PAID CURRENTLY AND WE WERE PROJECTING TO PAY OUT A LITTLE BIT MORE THAN THAT. WE'RE ACTUALLY TRACKING UNDER AND KEEPING OUR CONTRACTORS HELD ACCOUNTABLE. I WAS PROJECTED TO PAY OUT ABOUT 6.5 MILLION AT THIS POINT IN TIME ON THAT PROJECT, AND WE'RE ACTUALLY HOLDING ABOUT 6.1. LOCKHART HIGH SCHOOL SCHEDULE UPDATE, NEW CLASSROOM WING, FIRST AND SECOND FLOOR CONCRETE HAS BEEN POURED. BUILDING EXTERIOR FRAMING HAS STARTED. YOU CAN SEE THAT IN THAT PICTURE ON THE TOP RIGHT, THEY'RE STARTING EXTERIOR WALLS ALREADY. THOSE PICTURES ARE ACTUALLY FROM TODAY. EXTERIOR FRAMING STARTED. CAFETERIA ADDITION, CONCRETE FLOOR PLANKS ARE FINISHED, STRUCTURAL STEEL HAS BEEN INSTALLED. WE WILL BE POURING THE CONCRETE COLUMNS ON JUNE 26TH, WHICH WE WILL BE DOING THAT IN TWO DAYS, I'M GOING TO ADD TO THAT. WE'RE ACTUALLY GOING TO BE POURING THE CONCRETE NEXT MONDAY AS WELL ON THAT FLOOR. FINE ARTS ADDITION, WE'RE INSTALLING THE CONCRETE PLANKS ON THE 12TH. WE'LL START THE STRUCTURAL CONCRETE ON JULY 13TH. MILESTONES, EXTERIOR FRAMING, SHEATHING COMPLETE ON THE 18TH ON THE MAIN BUILDING, CLASSROOM ADDITION DRY IN, 8-26, THAT'S ROOFING, WINDOWS, THAT'S EVERYTHING ON THAT BUILDING. CAFETERIA TEMP DRY IN WILL BE THE 8-1-2024, I PUT TEMP ON THERE BECAUSE WE WILL BE WORKING ON THE EXTERIOR OF THAT BUILDING AS WE'RE OCCUPYING THE INSIDE OF THAT BUILDING SO WE CAN TRY TO FOCUS ON PUSHING TO GET THAT FOR THE START OF SCHOOL AROUND THAT TIMEFRAME. SUBSTANTIAL COMPLETION, WE'RE STILL TRACKING 11-27-2024. BORCHERT LOOP ELEMENTARY SCHOOL, BUILDING THE GRADE BEAMS. ON THE LEFT HAND SIDE IS YOU SEE YOUR VAPOR BARRIER, PLASTIC UNDERNEATH THE GRAY BEAMS. ON THE RIGHT HAND SIDE, YOU'LL SEE ALL THOSE GRATE BEAMS HAVE BEEN POURED ALREADY. THESE PICTURES ARE ACTUALLY FROM TODAY AS WELL, THE ONE ON THE RIGHT. BORCHERT LOOP ELEMENTARY SCHOOL PARKING LOTS. YOU CAN SEE ON BOTH LEFT AND RIGHT HAND SIDE, YOU SEE THE BUS LOOP, AND ON THE RIGHT HAND SIDE, YOU SEE THE QUEUING SPACES AND ALSO THE PARENT DROP OFF AND PARENT PARKING. THOSE ARE ACTUALLY CURBS AND GUTTERS INSTALLED. WE'RE LOOKING AT TRYING TO PAVE THOSE EARLY SO WE DON'T HAVE ANY DAMAGE TO THAT ASPHALT, AND WE CAN ACTUALLY HAVE A CLEAN SITE. WE'LL DO A LITTLE LAYER OF ASPHALT FIRST AND COME BACK INTO A FINAL TOPPING ON THAT. THAT JUST MINIMIZES ANY RISK OF WEATHER. YOU HAVE BORCHERT LOOP ELEMENTARY SCHOOL OVERALL VIEW. THIS IS AN AMAZING LOOK. YOU CAN SEE THE HARTLAND RANCH BEHIND THAT. THAT'S ALL THOSE HOUSES GOING IN. WHAT YOU CAN SEE THE SHADOW IN THE BACK OR ALL THE OTHER HOUSES, THERE'S MORE BEING READY TO BE DEVELOPED BACK THERE AS WELL. AND THEN HERE'S THE PLUMBING AND UNDERGROUND ELECTRICAL BEING INSTALLED. THEY'RE MOVING PRETTY FAST. THEY'VE GOT EVERY DITCH READY FOR ALL THE ELECTRICAL. IT'LL BE DONE BY THE END OF THIS WEEK INSTALLED IN BACKFIELD. SAME THING AS PLUMBING AS WELL. AND HERE'S YOUR BUDGET AT THE ELEMENTARY SCHOOL. WE'RE STILL TRACKING THE SAME WAY WE WERE BASICALLY SETTING NECK AND NECK WITH THE HIGH SCHOOL WITH KEEPING OUR SUBCONTRACTORS HELD ACCOUNTABLE, AND WE'VE ONLY PAID OUT 4,527,402. WE WERE TRACK GOING TO BE ABOUT 4.7 AT THIS TIME, LITTLE OVER THAT. WE'RE RIGHT ON BUDGET RIGHT ON TIME. [00:45:07] HERE'S YOUR BORCHERT LOOP ELEMENTARY SCHOOL, SCHEDULE UPDATE, CURB AND GUTTERS, INSTALLED IN THE PARKING LOTS, UNDERGROUND BUILDING, PLUMBING STARTED. GRADE BEAMS STARTED AND POURED. UNDERGROUND BUILDING, ELECTRICAL STARTED AS WELL. OUR MILESTONE STILL CONCRETE, FOUNDATION COMPLETE 7-19-2024. THAT'S THE WHOLE BUILDING. THAT'S NOT JUST PARTIAL. WE'RE GOING TO TRY TO DO ALL OF IT BY THEN. TOPPING OUT OF THE STRUCTURAL STEEL, WE'RE STILL LOOK A NOVEMBER 18, 2024, BUILDING DRY-INS 12-27-2024, CONDITIONED AIR BY 2-3-2025, AND SUBSTANTIAL COMPLETION IS STILL MAY OF 2025. ANY QUESTIONS? >> YEAH, WHAT DOES PERRY HOMES STAND IN TERMS OF STARTING OUR INFRASTRUCTURE WORK? >> PERRY HOMES HAS ALREADY GOT THEIR PERMITS AND EVERYTHING. THEY ALREADY PUT OUT FOR BID. THEY'RE FINALIZING A COUPLE MORE CONTRACTS. THEY WILL START THEY'VE ALREADY STARTED DOING THEIR LAYOUT AND SURVEYING OUT THERE. THEY'RE SUPPOSED TO BREAK DOWN NEXT WEEK OR WEEK AFTER. >> WE DON'T SEE ANY PROBLEM WITH THEM BEING READY FOR US? >> NO. WE HAVE NO ISSUE WITH THAT BECAUSE THEY'RE GOING TO START FIRST THING TO DO IS GO AND CUT THAT ROAD IN, WE NEED FIRST RIGHT AWAY, AND THEN ALSO BRING THE WATER OVER TO THE SITE. OUR ELECTRIC IS ALREADY THERE, EVERYTHING ELSE IS ALREADY TO THE SITE OTHER THAN WATER THAT THEY NEED TO PROVIDE FOR US. AND THEN THEY WILL START WORKING ON THEIR ACTUAL INFRASTRUCTURE FOR ALL OF THEIR SANITARY WASTE AS WELL RIGHT AWAY. THE FIRST TWO ITEMS THEY'RE GOING TO HIT, MAKE SURE THAT ROAD, SANITARY WASTE, AND WATER. >> ANY OTHER QUESTION FOR HIM? >> NO. >> THANK YOU ALL. WE APPRECIATE IT. >> THANK YOU AGAIN, BOND COMMITTEE. APPRECIATE IT, ALL YOUR HARD WORK. >> MR. ANDRE. I'D INVITE YOU. WOULD YOU MIND JUST FOR THE PUBLIC? >> READ ABOUT THE FOLKS OUT THERE THAT MIGHT LISTEN LATER. HIS JOB IS ONE THAT EVERYONE LIKES TO HATE ON. ACTUALLY, MY BROTHER DOES EXACTLY HIS JOB, HAS BEEN DOING IT FOR DECADES. IT TAKES THICK SKIN BECAUSE EVERYONE'S BRUTAL. EVERY FAULT FALLS ON HIM. HE'S REALLY BEEN A I'M NOT SURE WHAT THE RIGHT WORD IS A REAL CREDIT AND BENEFIT TO THE ENTIRE PROJECT TRYING TO MAKE SENSE OF WHAT ARCHITECTS DRAW WHEN ROBERT MEETS THE ROAD, HE IS THAT FRICTION. INSTEAD OF LIGHTING EVERYTHING UP ON FIRE, AND COMING INTO THE SUICIDE BOMBER, HE'S DOING THE EXACT OPPOSITE OF BRINGING IT TOGETHER SO I JUST WANTED TO THANK HIM FOR DOING A GREAT JOB ON THAT. [APPLAUSE] >> FOR THE RECORD, THAT WAS TONY ANDERS, WHO JUST MADE THAT COMMENT. THANK YOU, SIR. WE WILL NOW MOVE ON TO ITEM 7, CLOSED SESSION. [CLOSED SESSION] THE BOARD OF TRUSTEES ON JUNE 24, 2024, BEGINNING AT 7:18 PM. WE'LL CONVENE IN CLOSED SESSION IN ACCORDANCE WITH THE TEXAS OPEN MEETINGS ACT FOR THE PURPOSE OF DISCUSSING ITEMS LISTED UNDER TEXAS GOVERNMENT CODE SECTION 551.07-551.074. NO FINAL ACTIONS, DECISIONS, OUR VOTES WILL BE TAKEN WHILE THE BOARD IS IN EXECUTIVE SESSION. THE BOARD ENDED ITS CLOSED SESSION AT 7:51 PM ON JUNE 24, 2024. WE WILL NOW MOVE ON TO ITEM 8, [Business: Consent Agenda] CONSENT AGENDA ITEMS A THROUGH H. DOES THE BOARD HAVE ANY QUESTIONS OR WISH TO PULL ANY OF THESE ITEMS? IF NOT, WE'LL ENTERTAIN A MOTION TO APPROVE THEM. >> I MAKE A MOTION WE APPROVE THE CONSENT AGENDA AS LISTED. >> I'LL SECOND. >> WE HAVE A MOTION, WE HAVE A SECOND. ALL THOSE IN FAVOR SAY AYE. >> AYE. >> ANY OPPOSITION? PASSES SIX TO ZERO. NOW MOVE ON TO ITEM 9B. [Review STAAR Preliminary Data] SIR. CAN I HELP YOU? 5,0. >> I DIDN'T WANT THAT TO SHOW, PLEASE. >> MR. DAVISON? GOOD EVENING, BOARD, PRESIDENT, MEMBERS OF THE BOARD. SUPERINTENDENT ESTRADA, I AM HERE TONIGHT TO PRESENT THE PRELIMINARY DATA FOR STAAR FOR THE SCHOOL YEAR 2023/2024. [00:50:06] JUST WANTED TO LET THE GROUP KNOW THAT I'LL BE DISCUSSING THE SECOND YEAR OF STAAR 2.0 AND SHARING DATA THAT BASICALLY ONLY COMPARES TO LAST YEAR, THE FIRST YEAR OF STAAR 2.0. AS A REMINDER TO THE ENTIRE GROUP. THIS IS NOT AN A THROUGH F UPDATE. THERE CURRENTLY IS NO A THROUGH F UPDATE THE STATE IS STILL IN A LAWSUIT, AND WE ASSUME THAT THE UPDATE, IF WHENEVER IT COMES, WILL BE SOME TYPE OF WHAT IF SCENARIO FROM THE STATE. WE WILL START WITH GRADE 3 STAAR. GIVE YOU A MOMENT TO LOOK IT OVER WHILE I PROVIDE SOME HIGHLIGHTS AND SOME AREAS OF GROWTH. WHEN WE LOOK AT ABS, THEY ARE BOTH DOWN IN MATH AND ENGLISH IN ALL CATEGORIES. WHEN WE DID A REVIEW OF THE ENGLISH AND YOU'VE HEARD ME SAY THIS ALL YEAR. WRITING IS EXTREMELY IMPORTANT. WE AIM FOR OUR STUDENTS TO DO THEIR BEST, BUT IN PARTICULAR KIDS WHO GET ZEROS, WE NEED THEM TO GET TO ONES AND TWOS IN ORDER TO INCREASE THE CHANCES THAT THEY GET AT LEAST APPROACHES ON THE STAAR EXAM. ABS SHOWED A 6% INCREASE FOR THIRD GRADERS IN STUDENTS WHO GOT ZERO TO TWO FROM LAST YEAR TO THIS YEAR. FOR BLUE BONNET, WE HAVE THEM UP FOR THE NUMBER OF PASSERS. WHEN YOU PUT ALL THE PASSERS TOGETHER, WHEN YOU DO APPROACHES MEETS AND MASTERS IN MATH, THEY ARE UP. THEY ARE SLIGHTLY DOWN IN ELA. THEY DID NOT SHOW ANY SIGNIFICANT CORRELATION TO HAVING A HIGHER AMOUNT OF STUDENTS IN THAT ZERO TO TWO RANGE IN WRITING. CFE ALL AROUND IS DOWN IN MATH FOR THIRD GRADERS. WHEN YOU LOOK AT ENGLISH, THEIR MASTERS CARRIED THE OVERALL PERCENTAGE. THEY DID AN AMAZING JOB WITH THE STUDENTS HITTING MASTERS. THERE WAS A CORRELATION WITH THE AMOUNT OF KIDS WHO INCREASED FROM SCORES OF FOUR AND FIVE ON THEIR WRITING TO THE 5-10 RANGE. BUT THEY ALSO SAW A LACK OF GROWTH WITH STUDENTS WHO ARE 8, 9, AND 10 LAST YEAR DROP A FEW IN SIX OR SEVEN. THAT APPROACHES AND MEETS WOULD HAVE INCREASED IF THE KIDS IN THE PREVIOUS YEAR HAD SHOWN IN THEIR BENCHMARKS THAT THEY, WERE ABLE TO MAINTAIN THAT HIGH SCORE IN THE WRITING. FOR NAVARRO, THEIR APPROACHES ARE UP IN MATH. THERE WAS A DECREASE IN MEETS AND ABOVE. THEY ARE DOWN IN ELA. THEY ALSO SAW THE SAME CORRELATION AS ABS, WHEN IT COMES TO WRITING, THERE'S ZERO TO TWO AS COMPARED TO LAST YEAR'S STAAR GRADERS INCREASED 3-5% DEPENDING ON THE SCORE. FOR PLUM CREEK, THEIR MEETS WAS ABOVE 50% IN ELA R, SO THAT'S A KUDOS TO PCE, AND THEY ARE UP IN 95% OF THEIR CATEGORIES, WHEN YOU LOOK AT BOTH ENGLISH AND MATH AND APPROACHES MEATS AND MASTERS FOR THE CAMPUS. ALTHOUGH THEIR MATH PROGRESS OR THEIR GROWTH DID GO DOWN FOR THIRD GRADE. IT IS IMPORTANT THAT WE REMEMBER OUR 1.5 MENTALITY AND THINKING ABOUT GROWTH BECAUSE NO MATTER WHERE THE STUDENTS LAND ON THEIR WRITING, WE DO NEED TO SEE THEM INCREASE. WE REALLY WANT TO SEE THE ZEROS BECOME ONES AND TWOS, BUT WE SAW A COUPLE OF CAMPUSES IN THIRD GRADE THAT THOSE THAT WERE GETTING FIVE AND ABOVE DID SHOW SOME DECREASES, IT DECREASED THE AMOUNT OF MASTERS AND IN PARTICULAR, THE KIDS WHO WERE AT MEET. THEY LOST PROGRESS POINTS AND YOU'LL SEE IN THE END THAT IT CAN HURT THE CAMPUS ON DOMAIN TWO. ANY QUESTIONS WITH THIRD GRADE TEAM? I'LL MOVE ON TO FOURTH. FOURTH GRADE IS WHERE WE SAW SOME HUGE INCREASES. EVERY SINGLE SCHOOL, OVERALL, EVERYONE IS UP IN ENGLISH LANGUAGE ARTS AND FOURTH GRADE. WE DID HAVE THREE CAMPUSES SHOW GROWTH IN MATH AND THE TWO THAT DID NOT SHOW SLIGHT DIPS. ABS SHOWED PROGRESS IN BOTH SUBJECTS, AND THEY JUMPED DOUBLE DIGITS IN TELL PASS. BLUE BONNET, THEIR MEATS JUMPED AND ALSO PUSHED PAST THE PROGRESS DOMAIN IN BOTH CONTENTS, CLARE FORK, THEIR MEETS ALSO JUMPED AND WHICH INCREASED THEIR PROGRESS DOMAIN IN READING, NAVARROS TELL PASS WAS ABOVE THE STATE LINE, AND PCES MEETS WAS ALSO ABOVE 50% IN ELAR LIKE THEIR THIRD GRADE, AS WELL AS WHAT THEY SAW IN THIRD GRADE, THEIR MATH IN PROGRESS DID GO DOWN. I AM HAPPY TO SAY THAT WHEN YOU LOOK AT THE COHORT GROUPS, WHEN THESE KIDS WERE THIRD GRADERS, IN ELA, THERE WAS OVER A 5% GAIN, [00:55:06] SAME FOR MATH AT ABS. FOR BBE, THERE WAS AN INCREASE IN ELA ALMOST DOUBLE DIGITS. MATH WAS ALSO UP FOR CLARE FORK, THEIR MATH COHORT WAS DOWN, BUT THEIR ELA COHORT WAS UP ALMOST 7%. FOR NAVARRO, THEIR COHORT FOR ELA STAYED THE SAME, BUT THEIR MATH WENT UP AND FOR PLUM CREEK, THEIR COHORT WENT UP AS WELL AS MATH. THOSE KIDS FROM LAST YEAR DID SHOW SOME GROWTH. WE'D LIKE TO HOPE THAT WE CONTINUE TO SEE THAT AND WE'D SEE LARGER GROWTH, BUT IT'S GOOD TO SEE THAT THE COHORT FROM LAST YEAR AND AS THIRD GRADERS DID IMPROVE. IF YOU LOOK AT THE ENTIRE FOURTH GRADE, THERE WERE ONLY TWO AREAS WHEN LOOKING AT THE COHORT THAT DID NOT SHOW MORE THAN A 5% GAIN. ANY QUESTION ON FOURTH GRADE TEAM? FIFTH GRADE. THE TREND, NOT ONLY IN LOCKHART, BUT ALSO IN THE REGION, AND IF YOU LOOK AT THE STATE IS FIFTH GRADE DECREASED ACROSS THE BOARD, LOCKHART REGION AND THE STATE. SO WE SAW DOUBLE-DIGIT DECREASES IN THE NUMBER OF KIDS WHO GOT ZEROS ON THE WRITING PORTION. THIS IS NOT ONLY A LOCKHART TREND, BUT IT'S A STATE TREND. IT IS SOMETHING THAT WE'RE GOING TO LOOK FURTHER INTO, BUT THE NUMBER OF FIFTH GRADERS, IT WAS A LITTLE SURPRISING BECAUSE FIFTH GRADE IS THE AREA WHERE WE USUALLY SEE SOME EXTREME GROWTH BECAUSE KIDS ARE NOW AT THE UPPER LEVEL OF THE ELEMENTARY LEVEL, AND JUST THE STATE ON AVERAGE SHOWED DIPS A AS WELL AS THE REGION. I AM PROUD TO SAY THAT THE COHORT, THOUGH, THESE FIFTH GRADERS WHEN THEY WERE FOURTH GRADERS AT ABS, BOTH UP AND ELA AND MATH, AT BLUE BONNET THEY WERE EVEN IN ELA, BUT THEY WERE UP IN MATH AT CFE. THEY WERE UP IN BOTH ENGLISH AND MATH AT NAVARRO, EVEN IN ELA, BUT UP IN MATH AND PCE SHOWED GROWTH IN ELA, BUT WAS DOWN A COUPLE OF PERCENT IN MATH. THE COHORTS DOING WELL, WE JUST NEED TO HAVE THEM CONTINUE TO GROW AS THEY GET OLDER AND MAKE SURE THAT THAT COHORT CONTINUES TO SHOW PROGRESS AND GROW THROUGH THESE ASSESSMENTS. I WANT TO SHOW YOU FIFTH-GRADE SCIENCE. I DON'T WANT TO USE THE WORD TYPICALLY, BUT MOST OF THE DATA THAT YOU SHOW IN ELEMENTARY INCLUDES MATH AND ENGLISH. I WANTED TO SHOW SCIENCE TONIGHT BECAUSE FIRST OF ALL, WE HAVE A SHINING STAR AT CLARE FORK. THEY'RE DOING SOME AMAZING WORK AROUND SCIENCE, AND THEY'RE NOT A ONE-HIT WONDER. THEY'VE DONE IT FOR YEARS WHEN WE LOOKED AT SCIENCE. BUT I'M BRINGING IT UP BECAUSE WHAT'S HAPPENING IS WHEN WE DON'T SHOW IMPROVEMENT IN SCIENCE, AND WE'RE NOT GETTING THE OVERALL APPROACHES MEETS AND MASTERS UP. WE'RE PUTTING OURSELVES IN A PLACE WHERE WE CAN ONLY USE DOMAIN 2A AS A WAY TO HIT EITHER DOMAIN ONE OR TWO FOR ACCOUNTABILITY. ONCE AGAIN, DON'T HAVE ALL THE ACCOUNTABILITY. IT'S NOT IN YET. WE'RE HOPING IT COMES IN AUGUST, BUT WHAT WE DO KNOW AT THIS POINT IS THAT WHEN YOU DO NOT GET THE SCORES UP IN SCIENCE, YOU HAVE TO HIT PROGRESS. BASICALLY, THERE IS NO CHANCE FOR ANY OF OUR ELEMENTARIES TO HIT DOMAIN ONE, EXCEPT FOR CLARE FORK HERE. WHAT YOU'RE DOING IS OUT OF THREE OPTIONS TO GET WHERE YOU WANT IN YOUR ACCOUNTABILITY RATING. REMEMBER, NAVIGATE TO 28, ALL CAMPUSES AT AN A. THE WAY WE WANT TO GO ABOUT THIS IS TO MAKE SURE THAT DOMAIN 1, DOMAIN 2A AND DOMAIN 2B ALL GIVE US THE BEST OPTIONS IN ORDER TO GET THOSE AS. BUT WE CANNOT DO THAT. DOMAIN 1 WILL BE OUT THE WINDOW IF WE DO NOT GET SCIENCE UP. YOU'LL SEE AT THE END THAT OUR RESPONSE TO THE DATA WILL INCLUDE SCIENCE, BUT I WANTED TO MAKE SURE THAT I INCLUDED IT HERE SO THAT YOU ALL KNEW THAT SCIENCE IS GOING TO BE SOMETHING THAT WE CONTINUE TO TRACK AND TRACK HEAVILY THROUGHOUT THE YEAR. >> I WAS GOING TO SAY YOU'RE LOOKING AT IT. CAN YOU REPLICATE WHAT'S HAPPENING CLARE FORK AND ALL THE OTHER CAMPUSES? >> WE'LL TALK ABOUT THAT A LITTLE BIT. REPLICATE PROPER USE OF TIME. I'LL TALK A LITTLE BIT ABOUT THE ASSESSMENT CALENDAR AND THE ADDITIONAL MINUTES THAT REALLY ALL CAMPUSES ARE GETTING, BUT THAT THEY'LL BE A FOCUS NOT ONLY ON WRITING, WHICH YOU HEARD ME TALK ABOUT ALL YEAR LONG, BUT ALSO WITH SCIENCE, BUT YES. WE'RE GOING TO DEFINITELY DO A BETTER JOB WHEN IT COMES TO BOTH OF THOSE SUBJECTS WHEN WE COME BACK NEXT YEAR AND STARTING IN THE SUMMER. I'M GOING TO MOVE ON TO THE JUNIOR HIGH. I'LL GIVE YOU A MOMENT TO LOOK AT IT FIRST. [01:00:14] THE MEETS IS UP IN BOTH MATH AND ELAR WHEN WE LOOK AT THE JUNIOR HIGH. THE ELAR WHEN YOU PUT SIX THROUGH EIGHT TOGETHER, WE ARE 3% HIGHER IN ALL CATEGORIES. THAT INCLUDES AND THIS IS ANOTHER CORRELATION THAT WE HAD A 10% IN THE INCREASE IN STUDENTS WHO DID NOT SCORE ZERO TO TWO IN WRITING. THE SIXTH GRADE, SEVENTH AND EIGHTH GRADE HAD LESS KIDS SCORING ZERO TO TWO IN WRITING, WHICH IS WHY YOU SEE THAT BUMP OVERALL IN ELAR. THEIR TELL-PASS PROGRESS WAS DOWN, SO IT'S ANOTHER FOCUS AREA FOR THE JUNIOR HIGH. I'M JUST A REMINDER THIS YEAR, RSSP, THE GRANT PROGRAM THAT WE'VE HAD FOR A COUPLE OF YEARS, FOCUSED IN ON WRITING AT THE JUNIOR HIGH, AND THEY DID A GREAT JOB OF TRYING TO MONITOR. IT'S ONE OF THE REASONS I BELIEVE THAT WE PUT THE GROUP AND THE ADMINISTRATION AND THE TEACHERS FOCUSING IN ON WRITING THAT YOU SAW THAT DECREASE IN THE NUMBER OF ZEROS AT THE JUNIOR HIGH. WHEN WE LOOK AT THE COHORT THOUGH, THIS YEAR'S SIX GRADERS, LAST YEAR'S FIFTH GRADERS SAW DIPS IN BOTH MATH AND ELA. THAT IS SOMETHING THAT WE NEED TO FOCUS ON, AGAIN, THAT TRANSITION YEAR. ALTHOUGH I GAVE KUDOS TO THE WORK THAT RSSP AND THE JUNIOR HIGH DID BECAUSE THEY DID FOCUS A LOT ON SIXTH GRADE. THE SCORES ARE BETTER WHEN YOU COMPARE SIXTH-GRADE LAST YEAR TO SIXTH GRADE THIS YEAR, BUT THERE WAS STILL A SIGNIFICANT DIP WHEN IT'S THE COHORTS. FIFTH GRADER IS LAST YEAR, THIS SUMMER, THAT TRANSITION GETTING STARTED EARLY WITH THE SIXTH GRADERS COMING IN IS GOING TO BE EXTREMELY IMPORTANT. WITH EIGHTH GRADE LAST YEAR, SEVENTH GRADERS AT COHORT IS BOTH UP IN MATH AND ELA. SOME GREAT COHORT. WE'RE STILL BEHIND THE STATE. WE STILL HAVE WORK TO DO, BUT I'M GOING TO SHOW A GRAPH AT THE VERY END THAT SHOWS THAT THE JUNIOR HIGH IS SHOWING GROWTH IN AREAS WHILE THE STATE IS SHOWING DECLINES. I HAVEN'T CAUGHT THE STATE, OUR GOAL IS TO NOT ONLY MEET THE STATE, BUT TO SURPASS THEM, BUT THERE IS SOME POSITIVE WORK GOING ON THERE. >> I'LL MOVE ON TO SCIENCE AND US HISTORY. SOME MAJOR DECLINES. I'VE TALKED ABOUT SCIENCE AT THE ELEMENTARY, BOTH SCIENCE AND SOCIAL STUDIES AT THE JUNIOR HIGH. WE'LL NEED SOME SUPPORTS THIS COMING YEAR. NOT THAT IT MAKES US FEEL ANY BETTER, BUT THE STATE ALSO DID SHOW DECLINES. THEY DID NOT SHOW THE DECLINES THAT OUR CAMPUS DID, BUT THE STATE IS DOWN AS A WHOLE, AS WELL AS THE REGION WHEN IT COMES TO BOTH EIGHTH GRADE SCIENCE AND EIGHTH GRADE SOCIAL STUDIES. ANY QUESTIONS, TEAM? OKAY. I'LL MOVE ON TO THE HIGH SCHOOL AND END OF COURSE. WE'LL START OFF WITH ALGEBRA. THE HIGH SCHOOL IS DOWN WHEN YOU COMPARE TO LAST YEAR TO THIS YEAR ACROSS THE BOARD FOR ALGEBRA, THAT'S LOCKHART HIGH SCHOOL. WE LOOK AT THE JUNIOR HIGH, THE APPROACHES IS DOWN, VERY DISAPPOINTED IN THAT 0.6, I'M JUST KIDDING, THE DECLINE, BUT WE HAVE 80% MASTERS, WHICH IS WAY ABOVE THE STATE AVERAGE FOR MASTERS AT THE ALGEBRA LEVEL AT THE JUNIOR HIGH. THEN PRIDE SHOWED SOME SIGNIFICANT GAINS WHEN IT COMES TO APPROACHES, THE PRIDE HIGH SCHOOL FOR OUR ALGEBRA KIDS. MOVE ON TO ENGLISH 1 AND ENGLISH 2. SAW DECLINES IN ENGLISH 1 AT THE HIGH SCHOOL. ENGLISH 2 WENT UP, BUT ENGLISH 1 WE SAW A DECLINE. WE SAW A 25% INCREASE IN THE NUMBER OF KIDS WHO GOT 0-2 IN WRITING IN ELA 1. SO ONCE AGAIN, THAT CORRELATION OF A TRANSITION YEAR. SO WE HAVE TO FOCUS IN WHEN THE KIDS FIRST GET THERE COMING OUT OF THE SUMMER IN 6TH GRADE AND 9TH GRADE IN THE WRITING SO THAT WE CAN MAKE SURE THAT THEY SHOW THE GROWTH THAT WE SAW NOT ONLY LAST YEAR, BUT WE KNOW THAT THEY CAN RECEIVE. >> MR. DAVIDSON. >> YES, SIR. >> CAN YOU REITERATE, OR MAYBE GO IN A LITTLE MORE DETAIL ABOUT EVERY TIME YOU TALK ABOUT ZEROS IN WRITING AND HOW THAT'S BEING GRADED AT THE STATE LEVEL, ESPECIALLY THE USE OF AI TECHNOLOGY? >> YES, SIR. SO THE STATE, LEADING INTO STAAR 2.0, DECIDED THAT IT WOULD USE A VERSION OF AI TO GRADE ESSAYS. AND THE WAY THEY DID THAT WAS, THEY TOOK A BUNCH OF HUMAN TESTERS WHO GRADED ESSAYS AND THEN COMPARED IT TO THIS AI TECHNOLOGY TO GRADE IT. [01:05:03] AND THEN THEY FIGURED OUT WHAT WAS THE CORRELATION BETWEEN WHAT THE HUMAN SCORES CAME UP WITH AND THE AI VERSION CAME UP WITH. AND DEPENDING ON THE GRADE LEVEL WITH FIFTH GRADE AND NINTH GRADE BEING THE LARGEST DISPARITIES, IT WAS WITHIN THE FIVE TO 6% RATE. IN OTHER WORDS, AI WAS WITHIN FIVE OR 6%, SOMETIMES LOWER DEPENDING ON THE GRADE LEVEL WHEN YOU COMPARED IT TO THE HUMANS TESTING IT. LAST YEAR WAS VERY DIFFERENT THAN THIS YEAR, BUT FIFTH GRADE IN PARTICULAR, NINTH GRADE IN SECOND PLACE, IS THAT WE'VE SEEN DOUBLE DIGIT DISCREPANCIES BETWEEN WHAT KIDS WERE SCORED LAST YEAR AND WHAT THEY GOT THIS YEAR, NON COHORT. AN EXAMPLE OF THAT IS, LAST YEAR'S FIFTH GRADERS, 40% OF THE KIDS GOT ZEROS. THIS YEAR IN LOCKHART, THERE WERE 68%. THERE'S A 25-30% CHANGE IN THE NUMBER OF KIDS WHO GOT ZEROS IN FIFTH GRADE. THE 9TH GRADE IS 10-15%. >> YOU HEARD AT ALL? THERE'S A TREND LIKE THAT STATEWIDE? [OVERLAPPING] THE USE OF AI GRADERS? >> THERE'S SOMETHING ABOUT 5TH GRADE AND 9TH GRADE. FIFTH GRADE AT THE REGION, REGION 13 WAS A 22% DIFFERENCE FROM LAST YEAR'S FIFTH GRADERS OF THIS YEAR, AND THE STATE WAS AT 20. NOT EVEN DOUBLE DIGIT. IT'S 20% CHANGE IN 5TH GRADE, 9TH GRADE, LIKE I SAID, IT'S HOVERED AROUND THAT 10-12%. IT'S SOMETHING THAT WE'RE GOING TO DIVE DEEPER INTO, AND THERE'S CONVERSATIONS WITH OTHER DISTRICTS ABOUT THE DISPARITIES THAT ARE SEEN AS WELL. >> THE USE OF AI. >> YEAH, I MEAN DEPENDING ON THE GRADE LEVEL. WE DIDN'T SEE THE SAME THING IN 4TH GRADE, AND SO IT'S WORTH TAKING A LOOK INTO. PRIDE ALSO SAW THE HIT IN ENGLISH 1 AND TWO, ABOUT THE NUMBER OF ZEROS KIDS GOT. THEY DOUBLED THEM UP, SO THERE'S WORK TO BE DONE AT PRIDE ALSO WITH ENGLISH 1 AND ENGLISH 2. >> ARE THERE WAYS TO BETTER PAIR STUDENTS WITH AI? >> SO WHAT WE NEED TO DO IS CONTINUE TO FOCUS ON THE STRATEGIES THAT WE HAVE, SO IT'S MAKING SURE THAT TEACHERS ARE GETTING THE PROFESSIONAL LEARNING THAT THEY CAN RECEIVE THROUGH THE DISTRICT, AS WELL AS THROUGH THE REGION. IT'S NOW TWO YEARS OF DATA, SO WE HAVE NOT GOTTEN THE ESSAYS BACK YET, SO WE KNOW THE PROMPT, BUT WE DON'T HAVE OUR STUDENTS' ESSAYS YET. WE HAVE SOME SAMPLES OF WHAT WAS SCORED AS A ZERO, AND WHAT WAS SCORED AT A ONE OR TWO AND ALL THE WAY TO 10, SO THAT CAMPUSES CAN USE THAT INFORMATION. WHAT WE DO KNOW IS THAT WE HAVE TO ANSWER THE QUESTION. IF YOU REMEMBER, I'VE SAID IT A FEW TIMES THAT IF YOU GET ZERO ON ONE OF THE SCORES RIGHT AROUND CONVECTIONS AND YOU'LL GET A ZERO ON THE OTHER SIDE, IT REALLY IS IMPORTANT FOR THE TEACHER TO RECOGNIZE FOR THAT INDIVIDUAL STUDENT WHY THEY RECEIVED THE SCORE THAT THEY DID BECAUSE IT'S NOT ONLY THE ZEROS TO TWO. GETTING KIDS FROM 0-2 IS GOING TO HELP US HAVE PASSERS, WHICH IS GREAT. WE WANT KIDS TO PASS. WE ALSO SAW SOME DIPS IN THE KIDS THAT WERE SIX, SEVEN, AND EIGHT, GOING DOWN TO LIKE FOUR OR FIVES AND THEN THAT MESSES UP FOR PROGRESS WHEN IT COMES TO THE OVERALL ACCOUNTABILITY. WE CAN LOOK INTO PROGRAMS THAT HELP SCORE WRITING, BUT WE HAVEN'T GONE DOWN THAT ROAD YET. I WANT TO FOCUS IN ON THE PROFESSIONAL LEARNING THAT OUR TEACHERS NEED, CONTINUE TO SUPPORT THE STRATEGIES THAT CAMPUSES HAVE COME UP WITH, AND BUILD ON THE TECHNIQUES THAT WE KNOW HAVE WORKED FOR MANY OF OUR STUDENTS IN THE DISTRICT. I'LL PAYING ATTENTION TO THESE ADDITIONAL ZEROS. WE GOT TO DO SOME RESEARCH. >> I HAVE A COUPLE OF QUESTIONS. FIRST OF ALL, ON THE ENGLISH 1, THE 730 WHERE IT IS AT THE HIGH SCHOOL, HOW MANY OF THAT 730 WERE FIRST TIME TESTERS? >> FIVE HUNDRED AND THIRTY. >> IS THERE ANY WAY YOU CAN SEPARATE THOSE TWO BECAUSE I KNOW THAT ONCE A STUDENT HAS FAILED THE TEST, IT'S HARDER TO GET THEM INTERESTED IN THE WORK THAT THEY NEED TO DO TO PASS IT. SOMETIMES IT'S GOOD IF WE CAN SEE NUMBERS OF THE FIRST TIME TESTERS AND SEE HOW THEY FAIR, THAT WAY WE CAN [INAUDIBLE] THOSE GUYS BEING PREPARED TO PASS IT THE FIRST TIME BECAUSE WE DON'T WANT THEM TO HAVE TO DO THAT. >> YES, SIR. I HAVE THAT. I REMOVED IT FOR THE PRESENTATION, BUT I HAVE FIRST TIME RE-TESTERS, AND THEN WE'RE WORKING ON FINALIZING THE STATE. BUT I CAN GET THAT TO YOU. >> THE OTHER THING IS, I SEE THE STATE AVERAGE, WHICH IS STATE AVERAGE COMES FROM ALL THE SCHOOLS IN TEXAS. >> EVERY SINGLE DISTRICT THAT TESTED STAAR. >> AT SOME POINT WE WOULD LOVE AS A DISTRICT TO BE ABOVE THE STATE AVERAGE. THAT WOULD BE OUR GOAL, RIGHT? >> YES, SIR. >> WE WOULD BE LOOKING DOWN AT THEM INSTEAD OF UP AT THEM? >> CORRECT. ABSOLUTELY. >> [INAUDIBLE]. I KNOW IT WASN'T VERY GOOD LAST YEAR AND IT [01:10:01] STILL IT LOOKS LIKE WE'RE CLOSER IN A LOT OF PLACES. THERE WERE SOME INDIVIDUAL [INAUDIBLE] PASS THE STATE AVERAGE. THAT'S EXCITING TO SEE BECAUSE I DON'T REMEMBER A LOT OF THAT IN LAST YEAR'S [INAUDIBLE] WHERE THERE WERE DIFFERENT SCHOOLS. IT'S HOPEFUL. >> THERE'S DEFINITELY SOME AREAS FOR GROWTH AND THEN THOSE AREAS THAT WE HAVE SHOWN GROWTH. OUR GOAL IS THE A AT EVERY CAMPUS, AND WE'LL GET THERE. >> ONE MORE TIME, I'M SURE I ASKED YOU TO EXPLAIN IT TO ME, BUT WOULD YOU EXPLAIN TO ME THE DIFFERENCE BETWEEN APPROACHES AND FAILS? >> IT DEPENDS THERE'S DID NOT MEETS AND THERE'S APPROACHES, SO EACH ASSESSMENT HAS A CUTOFF SCORE. YOU HAVE TO GET A CERTAIN AMOUNT OF QUESTIONS RIGHT. THE STATE SETS THE SCALE SCORE, SO DEPENDING ON HOW MANY QUESTIONS YOU GET RIGHT, YOU'LL EITHER BE DID NOT MEETS OR APPROACHES, YOU GET MORE QUESTIONS RIGHT, YOU GET TO MEETS, MORE QUESTIONS RIGHT, YOU GET [INAUDIBLE] >> THERE'S A DID NOT MEET AND THEN THERE'S THE APPROACHES, WHICH IS I GUESS YOU WERE WITHIN A CERTAIN RANGE OF PASS. >> YES. THERE'S DID NOT MEETS, THEN THERE'S APPROACHES, AND THERE'S MEETS AND THEN THERE'S MASTERS. THAT DID NOT MEETS MEANS YOU DID NOT PASS ACCORDING TO WHAT THE SCORES WERE. >> THAT WOULD BE PART OF THIS APPROACH ALSO, RIGHT? >> THE DID NOT MEETS IS NOT INCLUDED IN HERE. IF YOU TAKE THOSE PERCENTAGES, WHAT'S LEFTOVER, THE KIDS WHO DID NOT MEET IT. DID NOT MEETS IS NOT IN HERE. >> WHAT PERCENTAGE ARE THEY HAVING TO GET TO BE PART OF THE [INAUDIBLE]? >> FOR ENGLISH 1 OR ENGLISH 2? >> FOR ENGLISH 2. >> FOR ENGLISH 1, YOU HAVE TO ROUGHLY GET 38% RIGHT. AND THEN THERE'S THE WRITING COMPONENT THAT'S WORTH 20% OF THE ENTIRE TEST. IF YOU LOOK AT ENGLISH 1 [OVERLAPPING] >> I THINK IS WHERE THEY'RE REALLY GETTING STUNG. >> RIGHT. LAST YEAR, MORE THAN THIS YEAR. THIS YEAR, WE'VE SEEN SOME ANOMALIES IN THE 5TH GRADE AND THE 9TH GRADE THAT I EXPLAINED, IN SOME CASES, WRITING HELPED SOME OF OUR SCHOOLS. OVERALL, WRITING FOR THE KIDS WHO WERE AT ZERO AND COULD NOT GET TO ONE OR TWO THIS YEAR OR COMING OFF THE BENCHMARK. IT TYPICALLY MEANS YOU'RE GOING TO HAVE A GRADE LEVEL THAT HAS TONS OF KIDS THAT DOES IT. >> IF YOU HAVE A GROUP THAT'S GETTING A LOT OF ZEROS, ONE TWO, THEN THERE'S SOME STRATEGY THAT TEACHERS SHOULD HAVE TO ADAPT? >> YES, SIR. EVERY SCHOOL HAS A WRITING STRATEGY. SOME SHARE. YOU MAY SEE DIFFERENT NAMES, BUT YES, EACH CAMPUS HAS A WRITING STRATEGY, AND WE FOCUSED IN ON THAT THIS YEAR. THE ZEROS ARE REALLY, I'M ASSUMING HERE FROM LAST YEAR, A LOT OF IT IS, ESPECIALLY AT THE YOUNGER GRADE LEVELS IS KIDS NOT ANSWERING THE PROMPT CODE. >> US HISTORY AND BIOLOGY AT THE HIGH SCHOOL, PASSERS. COMPLETE PASSERS ARE UP. PRIDE IS DOWN IN US HISTORY AND BIOLOGY HIGH SCHOOL IS SLIGHTLY BETTER, BUT STILL ABOVE 90% FOR THOSE THAT PASS. CONGRATULATIONS TO PRIDE, THEIR BIOLOGY SCORES WENT UP ABOUT 15%, WHICH IS AMAZING. KUDOS TO PRIDE. THIS NEXT SLIDE IS LOCKHART COMPARED TO THE STATE WHEN YOU LOOK AT LAST YEAR VERSUS THIS YEAR. WHAT I WANT TO POINT OUT HERE IS THEY COME IN TWOS, SO RIGHT HERE, WHAT WE'RE LOOKING AT, WHAT I'M POINTING OUT IS MATH AT THE ELEMENTARY LEVEL. WHEN YOU LOOK AT THESE TWO, WE ARE DOWN COMPARED TO LAST YEAR, AND SO WAS THE STATE. EVEN WITH THE STATE NOW, WE STILL DON'T HAVE AS MANY PASSERS AS THE STATE DOES WHEN IT COMES TO ELEMENTARY MATH, BUT WE SAW THE SAME DIPS THAT THE STATE DID. NEXT, YOU'LL LOOK AT ELEMENTARY ELAR, PLUS THESE NEXT TWO. WE DID NOT CATCH THE STATE. WE DIDN'T GAIN ANY GROUND, BUT BOTH THE DISTRICT AND THE STATE STAYED STAGNANT IN ELEMENTARY ELAR. NEXT, I WANTED TO SHOW YOU THESE TWO. NOW WE HAVE JUNIOR HIGH MATH. SIX THROUGH EIGHT. THE STATE SHOWED A DIP OF 3% WHILE WE SHOWED AN INCREASE OF 5%. WE ARE STILL BEHIND THE STATE, AND WE WANT TO SURPASS THEM LIKE MR. LOCKHART WAS SAYING, BUT IT IS GOOD TO SEE THAT WE ARE GAINING GROUND BY SHOWING INCREASES WHEN THE STATE SHOWED A DECREASE. NEXT, WE HAVE JUNIOR HIGH ELAR, SO WE SHOWED A 2% GAIN WHILE THE STATE STAGNANT. [01:15:04] ALGEBRA 1, AND THIS INCLUDES HIGH SCHOOL. WE WENT DOWN ONE WHILE THEY STAYED STAGNANT, AND THEN WE FELL BEHIND ON ENGLISH 1. OUR DIP BETWEEN THE STATE, OUR GAP BETWEEN THE STATE DID DECREASE BECAUSE THEY WERE DOWN ONE AND WE WERE DOWN THREE. PLAN OF ACTION. YOU'VE HEARD ME TALK ABOUT WRITING. WE WILL CONTINUE TO NOT ONLY EXPECT THAT THE WRITING STRATEGIES CONTINUE AT ALL LEVELS, BUT IT WILL REMAIN A FOCUS FOR ALL OF OUR CAMPUSES FROM THE VERY BEGINNING OF THE SCHOOL YEAR. FROM THE VERY FIRST ASSESSMENT, WRITING WILL BE INCLUDED. IT'LL BE PART OF LESSON PLANS, WHICH ELEMENTARY PUT INTO PLACE LAST YEAR. ALL CBAS THIS YEAR WILL HAVE A WRITING PROMPT SO WE'LL BE ABLE TO COLLECT ESSAY DATA FROM CBA 1 INSTEAD OF WAITING UNTIL CBA 2, AND THE PREVIOUS YEAR IT WAS THE BENCHMARK. >> I HAVE A QUESTION. >> YES, MA'AM. >> WRITING FOCUS. FOR PREPARED 3RD GRADERS FOR WRITING, IS THERE A FOCUS THAT HINDER 1ST AND 2ND GRADE TO DO SOME TYPE OF WRITING BEFORE THEY GET TO 3RD GRADE? >> YES, MA'AM. THE STRATEGIES THAT EACH CAMPUS USES, FOR EXAMPLE, RACE IS ONE THAT ONE OF OUR ELEMENTARIES USE. WHAT THEY START DOING IS BUILDING THE BLOCKS TOWARDS WHAT IT TAKES TO THE READING AND THEN ANSWERING THE QUESTION, AND CLARIFYING, AND THEN BEING ABLE TO EXPLAIN. THE BUILDING BLOCKS TO THAT START BEFORE 3RD GRADE. THERE IS VERTICAL ALIGNMENT. WHAT I WILL TELL YOU IS THAT LAST YEAR, AS WELL AS THIS SUMMER, THERE HAS BEEN TEAMS COMING IN TO VERTICALLY ALIGN, AS WELL AS CAMPUSES ARE VERTICALLY ALIGNED WITH THEIR K THROUGH 5TH GRADE TO MAKE SURE THAT, AND NOT ONLY IN WRITING. LIKE I SAID, THE NEXT THING I WANT TO TALK ABOUT IS SCIENCE, BUT THOSE BUILDING BLOCKS HAPPENING BEFORE THIRD GRADE. COULD WE IMPROVE? ABSOLUTELY. >> I WAS LOOKING FOR THE VERTICAL ALIGNMENT. >> WELL, FOR CNI, THE PRODUCTS THAT WE PRODUCE, WE ALSO HAVE TO GET BETTER AT MAKING SURE THAT THE STRATEGIES AND MAKING SURE THAT THERE IS TRUE VERTICAL ALIGNMENT THAT SCOPE AND SEQUENCES MATCH, THAT WE'RE ASSESSING PROPER SCOPE AND SEQUENCES. ALL OF THAT NEEDS TO GET BETTER. >> THE TEAKS ARE WRITTEN IN A WAY THAT IT'S PROGRESSIVE AS WELL, SO WE SHOULD BE COVERING THE TEAKS. >> ENGLISH IS THE ONE SUBJECT THAT THE TEAKS ARE SPIRALED THROUGH 12. THEY BUILD UPON EACH OTHER. BUT THE STRATEGIES AND THE PRODUCTS STILL NEED TO IMPROVE. >> YOU SAID EARLIER, SOMETHING ABOUT THE STUDENTS WERE NOT ANSWERING THE PROMPT OR THEY WEREN'T ANSWERING THE RIGHT WAY. THEY WERE GIVEN AN ANSWER, BUT IT WASN'T WHAT THEY WERE ASKING FOR. NOW, IS THAT A WRITING ISSUE OR IS THAT A READING ISSUE? >> IT'S BOTH. LITERACY IS THE CORE, THE HEART OF EVERY TEST, EVERY ASSIGNMENT. IT'S WORKING ON THE READING STRATEGIES AS WELL. BECAUSE IF YOU DON'T ANSWER IT, THEY GIVE YOU A ZERO. >> EVEN IF YOU ANSWER IT AND YOU DON'T ANSWER IT RIGHT? >> YOU DON'T ANSWER IT CORRECTLY, YOU GET A ZERO. >> IT'S LIKE A WORD PROBLEM. IF YOU DON'T KNOW WHAT THEY'RE ASKING YOU, YOU WORKED THE WRONG PROBLEM. >> CORRECT. YOU THINK IT'S ADDITION AND IT'S REALLY MULTIPLICATION, YOU MISSED THE WORD PROBLEM. >> THAT'S SOMETHING ELSE THAT MIGHT BE LOOKED AT ALSO? >> YES, SIR. >> READING OF THE QUESTION AND TELLING YOU THIS IS WHAT THEY'RE ASKING BECAUSE IF THEY DON'T KNOW WHAT THEY'RE ASKING, THEY REALLY CAN'T ANSWER OR RELATES TO ONE. >> YES, SIR. BECAUSE THE OTHER THING IS THE SAMPLES THAT WE HAVE OF KIDS WRITING, WE HAVE SOME ELOQUENT WRITING PARAGRAPHS, AND THEY GOT ZEROS BECAUSE THE GREATER WHETHER AR OR I DID NOT BELIEVE THAT IT HAD ANSWERED THE PROMPT. WE DO HAVE TO WORK ON BOTH THE READING AND UNDERSTANDING WHAT THE QUESTION IS SO THAT WE PROVIDE, HAVE THE MOST BEAUTIFUL WRITING WITH A RESPONSE THAT ANSWER SOMETHING. I JUST DIDN'T ANSWER THE QUESTION AND THEY WILL GIVE YOU ZERO. >> THERE'S A RESPONSE AND THEIR ANSWERS TO GIVE IT CORRECTLY. >> CORRECT. TYPICALLY, IT'S LIKE, YOU GOT A ZERO, THAT MEANS YOU DIDN'T WRITE ANYTHING. NOW KIDS CAN WRITE PARAGRAPHS, AND IF IT DOES NOT ANSWER THE PROMPT, YOU GET A ZERO. MR. LOE, WE HAVE TO TEACH THAT AND HAVE TO WORK ON. I EXPLAIN SCIENCE AND THE EFFECTS IT HAS ON THE DIFFERENT DOMAINS. WITH THE ALTERATION OF THE ASSESSMENT CALENDAR, THERE WILL BE, DEPENDING ON THE GRADE LEVEL, UP TO 700 MINUTES EXTRA THIS YEAR FOR SCHOOLS TO PROVIDE PEDAGOGY AROUND SCIENCE, WRITING, SOCIAL STUDIES. CAMPUSES HAVE THE EXPECTATION TO USE THAT TO MAKE SURE THAT WE ARE IMPLEMENTING THOSE DIFFERENT SUBJECTS IN PARTICULAR AT THE ELEMENTARY. [01:20:04] STILL CONTINUE MONTHLY PROGRESS MONITORING, SO THE ONE ON ONE MEETINGS WITH PRINCIPALS. IT WILL ALTERNATE BETWEEN 1.5 DATA AND CBA DATA WHEN I GO IN AND TALK TO PRINCIPALS. INDIVIDUALIZED STUDENT SUPPORT. WE STILL EXPECT RTI, WE STILL EXPECT A SMALL GROUP INSTRUCTION, WE EXPECT CAMPUSES AND LEVER LEADERS, APS, TEACHERS, THE ENTIRE CAMPUS TO LOOK AT THE DATA TO MAKE SURE THAT KIDS ARE GETTING THE, NOT ONLY INTERVENTIONS, BUT PREVENTIONS THAT THEY NEED IN ORDER TO BE SUCCESSFUL, AND THEN THE IMPLEMENTATION OF CNI WALKS. THAT IS SOMETHING WE'RE GOING TO TAKE TO PRINCIPALS THIS WEEK AND WHAT THE CURRICULUM AND INSTRUCTION DEPARTMENT CAN DO AROUND SUPPORTING CAMPUSES THROUGH WALKS AND DOCUMENTING WHAT WE SEE TO SUPPORT. >> IS THAT SOMETHING NEW? >> WE'VE DONE DIFFERENT VERSIONS IN MY TWO YEARS. WE HAVE AN IDEA ABOUT DEPARTMENTALIZING OUR WALK. FOR EXAMPLE, THE BILINGUAL, DEPARTMENT WILL FOCUS ON BILINGUAL CLASSROOMS AND BILINGUAL STUDENTS. SPED, WE'LL DO SPED, BUT WE HAVEN'T TAKEN IT TO THE PRINCIPALS FULLY YET. WE'LL DO THAT THIS WEEK TO GET THEIR RESPONSE AND SEE IF WE NEED TO EDIT ANYTHING THAT WE'VE BEEN THINKING. >> THERE'S A LOT OF COMPARISON TO THE STATE. DO YOU HAVE THE NUMBERS? I MEAN, SO WE KNOW LIKE, HOW MANY OF LOW SOCIOECONOMIC STUDENTS WE HAVE [INAUDIBLE]? DO WE HAVE A SIMILAR NUMBERS FOR THE STATE AS AN AVERAGE? >> WE CAN GET THAT. I CAN TELL YOU THAT STATE FROM A FREE AND REDUCED LUNCH SIDE IS ABOUT 60%. WE'RE ALMOST 80% FROM A EMERGING BILINGUAL, OUR NUMBERS PROBABLY DOUBLE THAT. WE DIDN'T BRING THAT UP BECAUSE WE DON'T WANT TO MAKE EXCUSES. WE HAVE TO ENSURE THAT OUR KIDS ARE LEARNING JUST AS MUCH AS OTHERS, BUT WE DO KNOW AND MR. DAVIDSON WAS SHOWING ME SOME CHARTS EARLIER THAT POVERTY IS THE BEST PREDICTOR OF STANDARDIZED ASSESSMENTS, BUT THERE ARE OUTLIERS. OUR CHARGE IS TO ENSURE THAT ALL OF THOSE OUTLIERS, WHERE YOU HAVE SCHOOLS BREAKING AGAINST THAT NORM. WE HAVE SOME SCHOOLS DOING IT, WE HAVE THESE POCKETS OF EXCELLENCE. HOW DO WE MAKE THAT NORMAL LOCK CART FOR ALL OF OUR SCHOOLS? I THINK OUR RESPONSIBILITY AND OUR CHARGE IS TO MOVE FROM POCKETS OF EXCELLENCE TO AN ENTIRE SYSTEM THAT IS BREAKING THE NORM AND DOING THINGS THAT ARE UNEXPECTED AND UNPREDICTABLE. >> I AGREE WITH THAT, BUT I STILL LIKE TO SEE SIDE BY SIDE COMPARISON OF THE R DISTRICT VERSUS THE STATE AS A WHOLE, GET THAT INFORMATION APPRECIATE. >>YES, SIR. >> I LIKE THIS COMMENT. I LIKE THE IDEA THAT YOU'RE NOT ACCEPTING EXCUSES BECAUSE WE VISITED MANY DISTRICTS THAT HAVE HIGH PERCENT OF POVERTY AND ECONOMICALLY DISADVANTAGED, AND THEY ARE EXCELLING BIG TIME IN THE STAR ASSESSMENT. I WOULD HOPE THAT WE WOULD CONTINUE TO MONITOR, ADJUST, AND DO WHAT WE DO SO WE CAN GET OUR KIDS UP TO A HIGH STANDARD. >> ANY OTHER QUESTIONS? COMMENTS? THANK YOU, MR. DAVIDSON. >> THANK YOU. >> ITEM 9C: DISTRICT IMPROVEMENT PLAN IN CAMPUS, [District Improvement Plan and Campus Improvement Plans Final Update for the 2023-2024 School Year] IMPROVEMENT PLAN FINAL UPDATE FOR THE 2023/2024 SCHOOL YEAR, DR. CAMARO. >> GOOD EVENING. THANK YOU, MR. WRIGHT FOR SAYING THE FINAL ONE. I'LL JUST GO QUICKLY TO THIS BECAUSE DAVIDSON HAD SPENT SOME TIME HERE ON DATA. JUST A REMINDER THAT OUR DISTRICT IMPROVEMENT PLAN IS THE ONE THAT I BRING TO YOU QUARTERLY, SO THE NEXT ONE I'LL BRING TO YOU WILL BE IN JULY. THAT'S THE ONE THAT WE WORK ON OUR DESIGN TEAMS FOR THE FIVE YEAR PLAN, AND WE WILL PROVIDE SOME STATUS UPDATES NEXT MONTH ON THAT. FOR THE CAMPUS IMPROVEMENT PLANS, WE ARE HERE AT OUR JUNE SUMMATIVE. THIS IS JUST A BROAD OVERVIEW OF THE YEAR AND WHERE WE'VE DONE THIS SCHOOL YEAR IN EACH OF THOSE AREAS THAT WE HAVE FOR OUR DISTRICT VALUES. FOR LOCKED ON EXCELLENCE, WE HAVE 6,657 REASONS TO BE LOCKED ON EXCELLENCE, AND THAT'S WHERE WE ENDED THE YEAR ON THE STUDENTS AND WHERE THEY NEED TO BE AS FAR AS WHAT YOU WERE SAYING, DR. SANCHEZ ABOUT GETTING THEM WHERE WE NEED TO BE. WE DID HAVE THE 1.5 YEARS GROWTH IN READING, AS MR. DAVIDSON HAS REPORTED, WHERE 70% OF OUR STUDENTS IN PK THROUGH 5, 46% IN 6 THROUGH 10. FOR MATH, WE'RE SHOWING THAT 63% OF OUR STUDENTS IN GRADE SECOND THROUGH ALGEBRA 1 REACHED THEIR 63% OF 1.5 YEARS GROWTH. WRITING IS A GROWTH GOAL THAT WE CONTINUE AND WE'LL CONTINUE TO NEXT YEAR. WE DID SHOW THAT 43% MAINTAINED OR [01:25:03] MADE PROGRESS FROM LAST YEAR'S STAR COMPARED TO THIS YEAR. FOR OUR INCREASE IN THE COLLEGE AND CAREER MILITARY READINESS, OUR GOAL WAS TO HAVE 88 AND WE HIT 91% THIS YEAR, SO THAT'LL BE A NEXT YEAR'S ACCOUNTABILITY RATING. FOCUS ON AREAS FOR ENGLISH 1 AND 2, AS MR. DAVIDSON HAD SAID, WE HAVE SOME WORK TO DO IN THOSE AREAS, BUT THIS IS WHERE WE ARE RIGHT NOW AT THE END OF THE YEAR. WE HAVEN'T BROKEN DOWN THIS DATA, BUT MR. MCBRIDE IS WORKING ON THIS. THROUGHOUT THE YEAR, YOU DID SEE THAT OUR EMERGENT BILINGUALS WERE AT OR ABOVE OUR MONOLINGUAL STUDENTS, AND SO HE'S GOING TO BREAK DOWN THE DATA TO SHOW OUR SPECIAL LED NUMBERS AND OUR EMERGENT BILINGUALS, AND WE'LL BRING THAT DATA BACK TO YOU. FOR LOCKHART FOR PEOPLE. WE CONTINUE ON COMMUNICATION STRUCTURES THAT WE HAVE FOR INVITING COLLABORATIVE INPUT INTO THE DECISIONS THAT WE MAKE. THIS YEAR, AS YOU KNOW, THE DISTRICT HELD FOUR TEACHER FORUMS WITH PRESIDENT WRIGHT, AND SUPERINTENDENT AND STRATA, AND BOARD PRESIDENT. >> HOW MANY DO WE HAVE? >> OH, WE HAD FOUR TEACHER FORMS. YOU WANT ME TO EMPHASIZE? FOUR TEACHER FORMS. >> HAVE YOU MADE EVERY COUNT? >> WELL, AND THEN FROM THAT, I WILL SAY AND THANK YOU FOR BRINGING THAT UP. WE DID SPAN OUT INTO HAVING SPECIAL ED DEPARTMENT INPUT, BILINGUAL INPUT, COUNSELOR INPUT, NURSE INPUT. YOU'RE RIGHT, I SHOULD HAVE ADDED ALL THOSE AS WELL, SO THAT OPENED THE DOOR FOR THOSE FORMS. >> GIVE ME MORE CREDIT. >> THE CAMPUSES HELD NINE PARENT FORUMS, AND THAT IS SOMETHING THAT THEY FELT WAS VERY BENEFICIAL AS I SPOKE WITH THEM AFTER THAT. THEY WILL CONTINUE THAT CADENCE NEXT YEAR AS IT WAS MORE CUSTOMIZED FOR WHAT THE PARENTS WERE WANTING TO PROVIDE FEEDBACK FOR THAT PARTICULAR CAMPUS. WE, AS YOU KNOW, HAD OUR PARTICIPATORY BUDGET MEETING THIS YEAR WITH THE SPECIAL ED DEPARTMENT, AND CONTINUING TO LOOK AT THE SAFETY, SECURITY, THE SOCIAL EMOTIONAL AWARENESS. WE DID CONDUCT THREE DISTRICT PARENT FORUMS THAT WERE HELD. WE'VE HAD OUR SECOND YEAR OF LEADER AND ME LESSONS THAT CONTINUE PROVIDING THAT ENVIRONMENT AND CULTURE. WE'RE GOING INTO YEAR 2 NEXT YEAR. WE HAVE OUR TRAINING AT THE BEGINNING OF THE YEAR FOR YEAR 3 COHORTS INTO ALL THE CAMPUSES, AND EVERYBODY ON THE CAMPUS GETS THAT TRAINING. CONTINUING THE EXPANSION OF OUR CLUBS AND LEADERSHIP OPPORTUNITIES, WE'VE HAD OVER 45 FAMILY ENGAGEMENT NIGHTS IN THE DISTRICT AND THAT CONTINUES TO INCREASE EACH YEAR. WE'VE COMPLETED OUR UT COLLEGE OF EDUCATION POWER IN PARTNERSHIPS. THIS IS WHERE SEVERAL OF THE TEAM MEMBERS FROM HIGH SCHOOL AND MYSELF WENT TO UT AND WORKED WITH THEIR RESEARCHERS ON ATTENDANCE AND THINGS THAT WE WERE LOOKING AT FOR NEXT YEAR AND A PLAN THAT WAS PUT TOGETHER TO PUT IN PLACE AT HIGH SCHOOL. PARENT EDUCATION CLASSES THAT WERE HELD AND GEAR UP PARENT WORKSHOPS THIS YEAR. FOR UNLOCKING POTENTIAL AS WE CONTINUE RETAINING RECRUITING, HIRING, AND DEVELOPING OUR STAFF, WE WERE EXCITED THAT WE CONTINUE PROVIDING THAT SUPPORT SYSTEM FOR OUR NEW TO PROFESSION TEACHERS, AND WE HAD EIGHT OF THOSE SESSIONS THIS YEAR. WE ALSO HAD 75 TEACHERS THAT CAME IN ON SATURDAY DURING EDCAMP TO CONTINUE INCREASING THEIR SKILL ON SATURDAYS, WHICH IS A DAY THAT THEY'RE NOT PAID FOR. THIS IS THEIR OWN PD, SO WE ALWAYS ARE IMPRESSED WITH THE NUMBER OF TEACHERS THAT SHOW UP ON A SATURDAY. WE HAD 11 SHARED LEADERSHIP MODEL SITE VISITS. NINE OF THEM WERE FROM HERE IN TEXAS, AS YOU CAN SEE THE SCHOOL DISTRICTS THAT HAVE LISTED THERE. WE'VE HAD ONE FROM NEW MEXICO AND WE HAD ONE FROM NEW ZEALAND THAT JUST CAME TO WATCH AND LEARN MORE ABOUT THE SHARED LEADERSHIP MODEL THAT WE HAVE HERE IN LOCKHART. WE HAD SIX TEXAS STATE RESIDENT TEACHERS THAT WERE HIRED THAT COME IN DURING THE YEAR AND WE WERE ABLE TO KEEP SIX OF THEM THAT WE FELT WERE HIGH QUALITY TEACHERS THAT WE HAVE NOW GET TO CALL THEM OUR STAFF MEMBERS. WE HAVE NOW 60 TIA DESIGNATED TEACHERS IN THE DISTRICT, WHICH CONTINUE HELPING US GET TO THE PATHWAY TO 100 K. WE HAVE FOUR TEACHERS, AS YOU KNOW, ON THAT PATHWAY, SO EXCITED ABOUT THAT. CONTINUING THE PROCESS FOR THOSE READY AND RISING LEADERS, THOSE THAT WERE PREPARING FOR THE BENCH TO BECOME APS, THE PRINCIPALS, OR ANY OTHER PATHWAY THAT LEADS INTO CENTRAL OFFICE. WE CREATE AND MAINTAIN THAT CAMPUS CULTURE OF LEADERSHIP. NOT ONLY ARE ARE THE CAMPUSES SEEING AN INCREASE FOR LEADERSHIP OPPORTUNITIES FOR THE TEACHERS, THERE'S A CONTINUED INCREASE THROUGH LEADER AND ME ABOUT LEADERSHIP OPPORTUNITIES FOR OUR STUDENTS ON EACH CAMPUS. WE'RE EXCITED THAT WE'VE NOW CREATED THE LOCKHART ISD COACHING MODEL TO GROW TEACHERS AND AS WELL AS OUR ADMINISTRATORS, [01:30:01] TWO OR THREE OF OUR BEST TEACHERS AND PEOPLE THAT HAVE BEEN INVOLVED IN THIS WORK PULLED TOGETHER RESEARCH FROM DIFFERENT COACHING MODELS, AND NOW WE'RE GOING TO HAVE NEXT YEAR THE LISD COACHING MODEL THAT WILL BE IMPLEMENTED. WITH THAT AS WELL, WE'VE ALSO CREATED THE LOCKHART ISD PRINCIPLE EVALUATION TOOL THAT'S MORE ALIGNED WITH OUR DISTRICT VALUES AND NOT THE STATES TEXAS PRINCIPLE EVALUATION SYSTEM. THANK YOU FOR GETTING THAT APPROVED THROUGH THE DISTRICT OF INNOVATION. ANY QUESTIONS? >> I MEET A QUESTIONS. THANK YOU, DR. CAMARO. >> YOU ARE WELCOME. >> ITEM 9D, REVIEW LIST OF VENDOR PURCHASES IN EXCESS OF [Review List of Vendor Purchases in Excess of $100,000 for the 2024-2025 School Year] $100,000 FOR THE 2024/2025 SCHOOL YEAR, MS. WISER. >> OUR BOARD POLICY REQUIRES THAT IF WE HAVE A SINGLE BUDGETED PURCHASE THAT IS MORE THAN $100,000 THAT WE SHALL GO TO THE BOARD. THIS IS JUST A COMMUNICATION THAT IN PREPARATION FOR THE 24/25 FISCAL YEAR, THINGS THAT WE KNOW ARE GOING TO BE OVER 100,000, WE WILL BRING THEM ALL TOGETHER IN JULY SO THAT WE'RE NOT BRINGING THEM THROUGHOUT THE YEAR. THIS IS JUST A COMMUNICATION THAT WILL BE AN ACTION ITEM NEXT MONTH. >> ANY COMMENTS OR QUESTIONS THERE? THANK YOU, MA'AM. WE WILL NOW MOVE ON TO ITEM 10: COMMUNICATION ACTION A, [Consider and/or Approve Transportation Management Services contract with Goldstar Transit] CONSIDER AND OUR APPROVED TRANSPORTATION MANAGEMENT SERVICES CONTRACT WITH GOLDSTAR TRANSIT. MR. ACUNA. >> GOOD EVENING, PRESIDENT WRIGHT, BOARD MEMBERS, SUPERINTENDENT STRATA. THIS EVENING WHAT WE COMMUNICATED LAST MONTH WAS THAT GOLDSTAR TRANSIT LAST YEAR, WE HAD AGREED TO A CPI RATE OF INCREASE OF 3.5. THIS YEAR, OUR FOCUS WAS TO MAKE SURE THAT OUR TRANSPORTATION DEPARTMENT. WE KNOW THAT A LOT OF OUR TRANSPORTATION DEPARTMENT IS WITH OUR COMMUNITY MEMBERS, SO IT WAS EMPHASIZED THAT THEY GET AT LEAST A 3% RAISE, WHICH THEY ARE, AND THAT WE CONTINUE INCREASING STAFFING LEVELS SO THAT WAY WE DON'T HAVE TO WORRY ABOUT CLOSING ROUTES OR COMBINING ROUTE. THIS EVENING, THE ADMINISTRATION IS RECOMMENDING THAT THE CPI BE AMENDED AS PRESENTED, WHICH IS 3.9%. >> BOARD, ANY QUESTIONS OR COMMENTS? >> I MOVE TO APPROVE THE CPI AMENDMENT TO TRANSPORTATION SERVICE CONTRACT AS PRESENTED. >> WE HAVE A MOTION. AGAIN, OUR FOCUS ON THIS CONTRACT THAT WE'RE PROPOSING THIS EVENING WAS THAT OUR STAFF, WHO MANY OF OUR COMMUNITY MEMBERS, THAT THEY DO GET THREE PERCENT STAFF INCREASE, THAT THEY ARE PROVIDED THE EQUIPMENT TO DO THE WORK, AND THAT WE CONTINUE WORKING CONSISTENTLY ON STAFFING LEVELS. WE PLAN TO ADD AN CUSTODIAN TO LHS TO LJHS, AND TO REPLACE THE RETIREE AT CLARE FORK ELEMENTARY. THIS EVENING, WHERE THE ADMINISTRATION IS RECOMMENDING THAT THE BOARD APPROVE THE CONTRACT WITH SSC FOR A THREE YEAR PERIOD WITH 2, 1 YEAR OPTIONS THROUGH A PURCHASING USE. >> DID YOU SAY THAT YOU WANTED TO ADD ONE MEMBER AT THE HIGH SCHOOL? >> WE ARE ON THIS CONTRACT. >> PARTLY DUE THE EXPANSION THAT'S ONGOING. >> YES, SIR. >> OKAY. >> YES, SIR. >> HEY I MOVE TO APPROVE THE CONTRACT WITH SSC AS PRESENTED. >> SECOND. WISER. >> GOOD EVENING. IT IS MY PLEASURE TO BRING THIS 24/25 BUDGET TO YOU OFFICIALLY. WE HAVE BEEN WORKING ON THIS BUDGET FOR AT SEVEN MONTHS, BUT A BUDGET IS A LIVING BREATHING ITEM THAT WE WORK ON CONSTANTLY. I'M ALREADY WORKING ON FUTURE BUDGETS HERE AND THERE. WE'VE BEEN WORKING ON IT A LONG TIME. I REALLY JUST WANT TO THANK A LOT OF PEOPLE THAT WENT INTO HELP, Y'ALL, ESPECIALLY HELPED THE LEADERSHIP. THERE WAS JUST SO MUCH WORK THAT WENT INTO IT. [01:35:02] THE CABINET TEAM, WE SPENT A LOT OF TIME CREATING THIS BUDGET AND BEING THOUGHTFUL ABOUT THE 24 25 FISCAL YEAR AND STICKING TRUE TO OUR DISTRICT VALUES, HOLDING TIGHT TO OUR NAVIGATE TO 28, AND WE'RE REALLY PROUD OF THIS BUDGET AND HOW HARD WE'VE ALL WORKED TOGETHER AS A TEAM. SPECIFICALLY IN THE BUSINESS OFFICE, MICHELLE WILEY, BRANDY SIFUENTES, THEY HAVE UNLOCKED THEIR POTENTIAL BY REALLY LEARNING ABOUT THE PAYROLL BUDGET AND LEARNING SOME NEW THINGS ABOUT OUR SOFTWARE AND USING IT TO ITS FULL CAPABILITIES AS FAR AS OUR PAYROLL BUDGET IS CONCERNED. WE'RE REALLY EXCITED ABOUT THAT. MELISSA KELLY REALLY HELPED TANYA HOMAN. EVERYBODY IN THE BUSINESS OFFICE REALLY WENT INTO THIS. THERE'S OVER 2000 LINES OF BUDGET CODE THAT WE GO THROUGH, AND WE'VE HAD A FUN TIME WORKING ON IT THESE PAST SIX MONTHS AND WE'RE VERY PROUD TO BRING IT TO YOU THIS EVENING. >> I ALSO WANT TO SAY THANK YOU FOR YOUR LEADERSHIP AS WELL. >> I APPRECIATE IT. THE ADMINISTRATION RELEASED A BID FOR THE STRONG FOUNDATIONS PLANNING GRANT. WE SOUGHT APPROVAL FROM TEA PARTNERS TO COLLABORATE WITH THE DISTRICT TO IMPLEMENT REQUIREMENTS OF THE GRANT, WHICH INCLUDES, BUT IS NOT LIMITED TO SUPPORT OF AN INSTRUCTIONAL FRAMEWORK AND LITERACY STRATEGIES. THE DISTRICT RECEIVED 15 BIDS FROM APPROVED TEA VENDORS AND THEY WERE EVALUATED BY THE CURRICULUM AND INSTRUCTION DEPARTMENT. BASED ON THEIR EVALUATION, THE ADMINISTRATION WOULD LIKE TO AWARD T&TP IN THE AMOUNTS OF $100,000. >> I GUESS THE GRANT WAS FOR $100,000? >> THE TA MANDATES THAT AT LEAST 50 PERCENT IS USED FOR AN OUTSIDE PROVIDER, SO IT'S 200,000. THE GRANT AWARD WAS 200, WE HAVE TO SPEND AT LEAST 100 ON AN OUTSIDE PROVIDER. WE'RE SUGGESTING TNTP. RECOMMENDATION IS THE ADMINISTRATION RECOMMENDS THE BOARD APPROVED THE AWARD OF THE RFP 24-003 FOR THE STRONG FOUNDATIONS PLANNING GRANT AS PRESENTED. >> ANY COMMENTS OR QUESTIONS FOR? >> I MOVE THAT THE BOARD APPROVE THE AWARD OF THE RFP 24-003, THE STRONG FOUNDATIONS PLANNING GRANT AS PRESENTED. >> SECOND. >> WE HAVE A MOTION. IN AN EFFORT TO ENSURE OUR STUDENTS AND STAFF HAVE A SAFE AND SECURE ENVIRONMENT. THE TECHNOLOGY DEPARTMENT CONDUCTED A SECURITY CAMERA AUDIT WITHIN OUR SCHOOL DISTRICT. THE AUDIT INCLUDED A REVIEW OF EXISTING CAMERAS, CURRENT CONDITION, AND COLLABORATION WITH CAMPUS ADMINISTRATORS TO DETERMINE WHERE THE NEEDS ARE FOR THE ADDITIONAL COVERAGE ON CAMPUSES. THE ADMINISTRATION PLANS TO REPLACE 81 EXISTING CAMERAS AND ADDITIONAL 69 CAMERAS ACROSS THE DISTRICT. >> I'M SORRY. DID YOU ALL IDENTIFY SOME BLIND AREAS THAT NEEDED COVERAGE? >> YES, SIR. THE PROJECT WILL BE FUNDED THROUGH THE 2023, 2025 SAFETY AND FACILITIES GRANT CYCLE 1. >> WHAT WOULD BE THE TIME FRAME FOR GETTING THAT INSTALLED? WOULD THAT BE DONE THIS SUMMER OR WOULD IT BE STRETCHED OUT OVER LONGER THAN THAT? >> THE GOAL IS TO GET AS MUCH WORK AS WE POSSIBLY CAN. THE HIGH SCHOOL IS WHERE WE ARE WORKING WITH TEA BECAUSE EVERYTHING THAT'S ON THAT SAFETY CYCLE GRANT FOR SECURITY FENCING HAS TO BE APPROVED WITH TEA ON SOME SPECIFICS. WE DO HAVE OUR AREA SUPERVISOR FROM TA COMING OUT ON JULY 9 TO WORK WITH ME AND MR. CHAPMAN FOR THAT ALTERNATIVE PIECE FOR THE HIGH SCHOOL. >> I MOVE THAT THE BOARD APPROVE THE AWARD OF THE RFP 24-004, FENCING AS PRESENTED. >> SECOND. >> WE HAVE A MOTION. WE HAVE A SECOND. THERE WILL BE A VARIETY OF TABLES, INCLUDING BOOT STYLE SEATING, HIGH CAFE TABLES WITH CHAIRS, ROUND TABLES, AND OVAL TABLES. THE CAFETERIA TABLES WILL BE PAID FOR OUT OF FOOD SERVICE FUNDS SINCE THE FOOD SERVICE FUNDS HAS THE LARGE BALANCE THAT NEEDS TO BE USED. THE DISTRICT WILL USE THE CHOICE PARTNERS PURCHASING COOP TO MEET THE BID REQUIREMENTS. THE COST OF THE TABLES WILL BE APPROXIMATELY $400,000, AND THE 2024/2025 FOOD SERVICE BUDGET WILL NEED TO BE AMENDED TO INCLUDE THIS COST. >> IS THAT SOMETHING THAT WOULD BE AVAILABLE FOR THE NEW SCHOOL YEAR? >> YES, SIR. >> OKAY. I KNOW EVERYONE TALKED ABOUT THE BUDGET, BUT I THINK IT'S A HUGE CELEBRATION. THERE AREN'T VERY MANY DISTRICTS IN THE STATE THAT ARE ABLE TO PASS THE BALANCE BUDGET, ESPECIALLY WITHOUT MAKING CUTS. WE'VE MADE LARGER INVESTMENTS ALMOST 14 PERCENT TO OUR INCTIONAL PROGRAMMING FOR OUR KIDS, AND I THINK THAT'S TESTAMENT TO THIS BOARD AND HARD WORK AND THE LEADERSHIP THAT YOU PROVIDE THE SCHOOL DISTRICT. I ALSO WANT TO SAY A COUPLE OF CONGRATULATIONS CHAMBER OF COMMERCE, SUCCESSFUL, CITIZEN TRAIL, PARADE, AND FESTIVAL AND ALL THE EXCITEMENTS FOR OUR COMMUNITY AND ALL THE KIDS IN THE COMMUNITY.
