MISS VILLARREAL JOINS LOCKHART ISD WITH 14 YEARS OF EARLY CHILDHOOD EDUCATIONAL EXPERIENCES.

MOST RECENTLY, MISS VILLARREAL SERVED AS PRINCIPAL AT SAVILLS ELEMENTARY IN WHARTON INDEPENDENT SCHOOL DISTRICT IN WHARTON, TEXAS.

UNDER HER LEADERSHIP, THE READING PROFICIENCY LEVELS OF KINDERGARTEN STUDENTS MORE THAN DOUBLED.

MISS VILLARREAL ALSO SERVED AS A K-12 BILINGUAL COORDINATOR FOR WHARTON ISD AND AS A BILINGUAL COORDINATOR.

SHE HELPED ALIGN DISTRICT LIBRARIES AND DEVELOP A NEW FRAMEWORK OF BILINGUAL CURRICULUM THAT WAS IMPLEMENTED ACROSS THE DISTRICT.

MISS VILLAREAL BEGAN HER CAREER IN EDUCATION AS A TEACHER IN WHARTON ISD IN 2009.

THERE, SHE SERVED AS A MONOLINGUAL AND BILINGUAL EDUCATOR FOR FIVE YEARS, PROVIDING EDUCATIONAL AND SOCIAL EMOTIONAL SUPPORT TO THE FAMILIES THROUGH INTENTIONAL LESSONS FAMILY ENGAGEMENT ACTIVITIES.

SHE ALSO SERVED AS A KINDERGARTEN SECOND GRADE BILINGUAL TEACHER IN EL CAMPO ISD, WHERE SHE FURTHER HONED HER TEACHING AND LEADERSHIP SKILLS THROUGH THE CREATION OF A BILINGUAL FRAMEWORK WHICH IMPROVED OVERALL STUDENT OUTCOMES.

MISS VILLARREAL HAS DEMONSTRATED HER COMMITMENT TO UNLOCKING HER POTENTIAL AS A LEADER THROUGH VARIOUS PROFESSIONAL DEVELOPMENT OPPORTUNITIES.

WITH AN. WITH AN EDUCATIONAL CAREER SPANNING 27 YEARS, MRS. HALE BRINGS A WEALTH OF EXPERIENCE AND EXPERTISE TO LOCKHART ISD.

SHE MOST RECENTLY SERVED AS PRINCIPAL OF R.

O'HARA, LANIER ELEMENTARY SCHOOL AND BRAZOSPORT ISD, AND PRIOR TO SERVING IN BRAZOSPORT, MISS HALE WAS A PRINCIPAL OF ARANSAS PASS HIGH SCHOOL FROM 2019 TO 2022 AND CHARLIE MARSHALL ELEMENTARY FROM 2016 TO 2017, BOTH IN ARANSAS PASS ISD.

EVEN TODAY, I HAD A GRANDPARENT COME UP THE HER GRANDDAUGHTER WON'T BE ABLE TO ATTEND POPSICLES FOR PRINCIPLES ON THURSDAY.

SO SHE BROUGHT HER UP TO INTRODUCE HERSELF AND SAID SHE HERSELF, THE GRANDMOTHER HAD BEEN TO CLEAR FORK AND SO MY PLAN IS JUST TO TAKE THAT BATON, CARRY OUT THE LEGACY OF CLEAR FORK INVOLVING THE DISTRICT INITIATIVE OF GROWING CHILDREN AND MAKING SURE THAT WE ARE EMPOWERING LEADERS AND CULTIVATING LEARNERS, AND SO THAT'S THE JOB WE'RE GOING TO DO AT CLEAR FORK, AND I THANK YOU FOR THE HONOR AND THE PRIVILEGE OF BEING HERE.

MOST RECENTLY, MISS EPSTEIN SERVED AS AN ASSISTANT PRINCIPAL AT CEDAR CREEK ELEMENTARY AND BASTROP INDEPENDENT SCHOOL DISTRICT.

AS AN ASSISTANT PRINCIPAL, SHE SPEARHEADED THE ESTABLISHMENT OF ATTENDANCE INITIATIVE, RESULTING IN IMPROVED STUDENT ATTENDANCE.

SHE HELPED DEVELOP EXCEPTIONAL CURRICULUM INSTRUCTIONAL STRATEGIES, AND OFFERED GUIDANCE TO EDUCATORS AND FACILITATED ADDITIONAL INITIATIVES TO ENHANCE EDUCATIONAL OUTCOMES.

I REMEMBER JUST EVEN MY INTERVIEW PROCESS AND WALKING THROUGH THE BUILDING AND PEOPLE STOPPING AND INTRODUCING THEMSELVES IN THE HALL AND HEY, WHO ARE YOU? AND I'M LIKE, I'M JUST HERE FOR AN INTERVIEW, BUT IT WAS JUST REALLY WELCOMING AND WARM.

LIKE TO SEE JUST THAT INTERACTION AND SOMETHING THAT I TRULY, TRULY VALUE.

I TRULY BELIEVE THINGS HAPPEN FOR REASONS, AND THERE'S ALREADY SO, SO MANY CONNECTIONS I HAVE WITH NAVARRO AND STAFF FROM PREVIOUS CAMPUSES, OTHER PLACES I'VE WORKED AT.

SO I TRULY BELIEVE THAT THIS IS ALL MEANT TO BE IN HERE FOR A REASON.

JUST TODAY I WAS MEETING WITH LEVER LEADERS AND OUR ASSISTANT PRINCIPAL, AND WE HAVE SO MANY GREAT IDEAS.

PUBLIC HEARING.

PUBLIC HEARING FOR OPTIONAL FLEXIBLE SCHOOL DAY PROGRAM OFSDP FOR PRIDE HIGH SCHOOL FOR THE 2024-2025 SCHOOL YEAR.

GOOD EVENING, MR. PRESIDENT, BOARD, SUPERINTENDENT.

THANK YOU FOR ALLOWING ME TO BE HERE.

I'M HERE TO DO OUR ANNUAL APPROVAL FOR THE OFSDP PROGRAM.

IT'S FUN TO SAY.

BASICALLY WHAT THE OPTIONAL FLEXIBLE SCHOOL DAY PROGRAM IS FOR IS TO GIVE KIDS FLEXIBILITY IN THEIR ATTENDANCE.

ESSENTIALLY, WITH THE WAY THE PROGRAM WORKS, THERE IS NO SUCH THING AS BEING ABSENT ONCE THE KIDS ARE IN THAT PROGRAM.

SO IF THEY'RE NOT AT SCHOOL FOR A DAY, THAT DOESN'T COUNT AGAINST THEM PER SE.

IT GIVES THEM FLEXIBLE HOURS AND DAYS OF THE WEEK, AND THEY EARN MINUTES RATHER THAN BEING PRESENT OR ABSENT.

SO THE BEAUTIFUL THING ABOUT IT IS IF THEY'RE AT SCHOOL FOR 45 MINUTES A DAY, THEY STILL GET FULL DAY FUNDING.

NOW, THEY CAN'T DO THAT EVERY SINGLE DAY BECAUSE THEY WON'T EARN ENOUGH MINUTES IN THE SCHOOL YEAR, BUT IT DOES COME IN HANDY FOR CERTAIN PARTS OF THE YEAR AND FOR CERTAIN SITUATIONS THAT THE KIDS ARE IN.

ON AVERAGE, IF THEY DO FOUR HOURS PER DAY AND AND THEY DID THAT EVERY DAY, THEY WOULD EARN ALL OF THE HOURS THAT THEY WOULD NEED WITHIN THAT PROGRAM.

IT DOES HELP IMPROVE GRADUATION RATES, BECAUSE OF MOST OF THE REASONS WHY KIDS NEED TO BE ON THIS PROGRAM.

MOST OF THE KIDS AT PRIDE, THEY COME FOR A LOT OF DIFFERENT REASONS, AND WHICH I THINK HAS CHANGED OVER THE PAST FIVE YEARS, BUT THERE'S STILL A LOT OF A LOT OF STUDENTS WHO ARE WORKING. THEY'RE THERE TO THEY'RE ESSENTIALLY HELPING OUT THEIR FAMILY RAISING THEIR OWN KIDS, BUT THEY'RE ALSO, YOU KNOW, KIND OF STRUGGLING TO GET TO SCHOOL EVERY DAY FOR VARIOUS REASONS, AS WE'RE ALL PRETTY AWARE OF.

THIS PROGRAM HAS HELPED A LOT OF KIDS OVER THE LAST COUPLE OF YEARS.

JUST LAST YEAR ALONE, THE LAST THREE YEARS, IT'S BEEN PRETTY STEADY, AROUND 40 KIDS, AND THAT'S TOTAL FOR THE YEAR.

THAT'S, YOU KNOW, FALL SEMESTER AND SPRING SEMESTER BECAUSE A LOT OF KIDS GRADUATE IN JANUARY.

WHICH AGAIN, THE LAST FEW YEARS WE'VE BEEN ABLE TO GRADUATE OVER 100 KIDS AT PRIDE, WHICH HAS BEEN BEAUTIFUL TO SEE.

SO REALLY, THE WAY WE'VE BEEN DOING THIS FOR THE PAST COUPLE OF YEARS, WHAT'S WHAT'S I'VE REALLY FOUND HAS WORKED THE BEST IS JUST GIVING KIDS THE OPTION TO LEAVE EARLY. SO MOST OF THE KIDS THAT ARE ON THIS PROGRAM, THEY COME IN AT 9 A.M, AND THEY'RE DONE AT 1:00, WHICH IS BASICALLY WHEN WE GO TO LUNCH.

THERE'S A LOT OF KIDS WHO WILL FINISH THEIR CREDITS BEFORE THEY FINISHED STAAR.

SO THIS PROGRAM ALSO HELPS THOSE KIDS AS WELL, BECAUSE THEY ACTUALLY DON'T NEED TO COME TO SCHOOL TO FINISH ANY CLASSES, BUT THEY STILL NEED TO COME IN AND GET EXTRA TUTORING AND GET AND GET PREPARED FOR STAAR.

SO THAT'S WHAT IT REALLY COMES IN HANDY.

THAT'S WHEN WE START SEEING MORE OF THESE REALLY WONKY SCHEDULES IN THEIR DAY.

ONE OF THE THINGS THAT WE'RE WORKING ON THIS YEAR IS REALLY BALANCING THAT ATTENDANCE RATE, BECAUSE WHEN YOU LOOK AT THE ADA FROM SKYWARD, IT DOESN'T CALCULATE THIS. SO QUITE OFTEN I'VE TALKED TO EVEN NICOLE ABOUT IT SOME IT KIND OF THROWS OUR PERCENTAGE OFF A LITTLE BIT WHEN YOU'RE JUST LOOKING AT THE ADA ATTENDANCE, BUT BECAUSE IT DOESN'T REPORT THE SAME.

I CONTACT THEIR EMPLOYER, WE MAKE SURE THAT THEY'RE STILL EMPLOYED A MONTH OR TWO DOWN THE ROAD, BECAUSE SOMETIMES THEY DON'T HAVE THAT JOB FOR VERY LONG, BUT

EACH YEAR AS I'M PREPARING THE BUDGET, I TAKE INTO CONSIDERATION WHAT WAS NEEDED IN THE PRIOR YEAR, WHAT WE HAVE CURRENTLY USED IN THE CURRENT YEAR, AND WHAT I ANTICIPATE THE DISTRICT TO USE IN THE NEED IN THE FUTURE YEAR.

I DON'T WANT TO PREPARE A BUDGET THAT'S SO CLOSE THAT I HAVE TO GO BACK AND ASK FOR ADDITIONAL FUNDS AT A LATER DATE.

HOWEVER, MY BUDGET IS AS CLOSE AS WHAT I CAN ANTICIPATE, BUT NOT INTENTIONALLY WANTING TO SHORTFALL ANY EXCESS FUNDS ARE ALWAYS RETURNED BACK TO THE TAXING JURISDICTIONS. SO I BRIEFLY KIND OF GO OVER OUR 2025 PROPOSED BUDGET.

I'M GOING TO START WITH THE APPRAISAL DISTRICT SIDE.

WE ACTUALLY HAVE TWO DIFFERENT BUDGETS WE DO COLLECT.

SO I HAVE AN APPRAISAL BUDGET AND A COLLECTIONS BUDGET.

I LIKE TO START OFF WITH THE PERSONNEL SECTION OF IT.

I HAVE REQUESTED A NEW DATA ENTRY TECHNICIAN.

BACK WHEN I STARTED AT THE APPRAISAL DISTRICT IN 1998 AS A DATA ENTRY TECHNICIAN, WE HAD THREE APPRAISERS.

WE'RE NOW UP TO EIGHT APPRAISERS, AND WE STILL HAVE ONLY ONE DATA ENTRY TECHNICIAN IN THERE.

AS ALL OF YOU HAVE ARE AWARE, OUR COUNTY IS GROWING, AND SO WHEN WE HAVE MORE PROPERTIES AND MORE PEOPLE COME INTO THAT, WE HAVE MORE PROPERTIES THAT WE COLLECT FOR AND MORE PROPERTIES THAT WE APPRAISE FOR.

I PROPOSED A 5% COST OF LIVING INCREASE IN THEIR CPI DATA IN THE SOUTHWEST REGION AS OF MARCH 2024, IS AT 4.9% OF LAST YEAR AND 5% IS IN LINE WITH OTHER APPRAISAL DISTRICTS ACROSS THE STATE.

THE NEXT LINE ITEM THAT I'D LIKE TO BRING YOUR ATTENTION TO IS THE BOTTOM OF THE FIRST PAGE.

IT'S 72011.

THIS IS A HOMESTEAD EXEMPTION ANALYSIS.

RECENT LEGISLATION, SENATE BILL 1801 REQUIRES THAT A CHIEF APPRAISER DEVELOP A PROGRAM FOR A PERIODIC REVIEW OF EACH RESIDENT'S HOMESTEAD EXEMPTION THAT'S GRANTED UNDER 1113 OF THE PROPERTY TAX CODE AS A HOMEOWNER, WHICH I HOPE EVERYBODY HAS THEIR HOMESTEAD EXEMPTION, IF YOU DON'T CALL ME AND I'LL HELP YOU GET IT DONE.

YOU'RE ELIGIBLE FOR A TAX BREAK FOR YOUR PROPERTY TAXES.

CURRENTLY, THE HOMESTEAD EXEMPTION IS NOW AT $100,000.

IT ALSO ALLOWS FOR THE ASSESSED VALUE TO ONLY INCREASE NO MORE THAN 10% PER YEAR, LESS ANY NEW IMPROVEMENTS.

THE BILL STATES THAT THE PROGRAM IS, AS REQUIRED, THE CHIEF APPRAISER TO REVIEW EACH RESIDENT'S EVERY FIVE YEARS.

2024 WAS THE FIRST YEAR THAT THIS MANDATE WAS PUT IN PLACE.

WE SENT OUT ABOUT 900 REQUESTS FOR VERIFICATION, AND THEN ADDITIONALLY, WE ALSO SEND OUT A SECOND REQUEST FOR THOSE HOMEOWNERS WHO DIDN'T RESPOND BACK TO THE FIRST ONE. THE APPRAISAL SUPPORT DEPARTMENT HAS ONE EXEMPTIONS COORDINATOR WHO HANDLED ALL OF THIS NEW LEGISLATIVE MANDATE.

SHE ALSO WEARS THE HAT OF OUR ARB COORDINATOR.

SO AS YOU CAN TELL, SHE WEARS TWO HATS THAT ARE EXTREMELY BUSY.

THE HOMESTEAD EXEMPTION ANALYSIS WILL BE PERFORMED BY LINEBARGER GOGGAN BLAIR AND SIMPSON.

I'M SURE THAT NAME RINGS A BELL TO EVERYBODY.

THEY'RE HE DELINQUENT TAX ATTORNEY THAT WE'VE WORKED FOR FOR MANY YEARS, THEY ARE ESSENTIALLY GOING TO BE DOING THE HEAVY LIFTING TO ENSURE COMPLIANCE WITH THE PROPERTY TAX CODE. THE SOFTWARE THEY HAVE IS DESIGNED SPECIFICALLY FOR IDENTIFYING THOSE NEEDLES IN THE HOMESTEAD EXEMPTION HAYSTACK.

THEY PARTNER WITH TRANSUNION AN INTERNATIONAL LEADER IN PERSONAL INFORMATION DATA MANAGEMENT TO ENSURE THE ACCESS TO PREMIER EXTERNAL DATA RESOURCES.

NOT ONLY DOES THIS SERVICE PROVIDE A STATEWIDE SERVICE, BUT IT ALSO PROVIDES A NATIONWIDE VERIFICATION.

THIS PROCESS IS GOING TO IDENTIFY PROPERTY HOMEOWNERS THAT ARE NO LONGER USING THEIR PROPERTY AS THEIR PRIMARY RESIDENCE ARE CLAIMING MULTIPLE HOMESTEAD EXEMPTIONS, OR THOSE WHO HAVE LOST THEIR ELIGIBILITY THE FIRST TWO YEARS IN THE PROJECT.

THEY ARE GOING TO REVIEW EACH AND EVERY RESIDENTIAL HOMESTEAD, AND AFTER THAT, THEY'RE GOING TO MAINTAIN IT SO THAT WE'RE IN COMPLIANCE WITH THE PROPERTY TAX CODE.

ON THE SECOND PAGE UNDER GENERAL SERVICES, THERE'S OTHER MINIMAL INCREASES POSTAGE, LEGAL FEES AND PRINTINGS.

AS WE HAVE MORE PROPERTIES AND MORE MANDATES, WE'RE REQUIRED TO SEND OUT MORE NOTICES, APPRAISAL NOTICES, ETC..

THE COMPUTER EQUIPMENT, WE DID HAVE AN INCREASE IN THAT, AND THE REASON FOR THAT IS EVERY FIVE YEARS WE REPLACE OUR FILE SERVER AND INSTEAD OF DOING IT IN ONE YEAR, WE SPLIT IT OUT INTO TWO BUDGET YEARS.

WE TALKED ABOUT SOME CHANGES TO OUR ACADEMIC PROGRAMING, ADDITIONAL STAFFING, AND REALLY SPENT A MAJORITY OF THE TIME IN PARENT QUESTION AND ANSWER WE HAD SOME QUESTIONS REGARDING THE JUNIOR HIGH SCHOOL BOND IS ACTUALLY THE FIRST QUESTION THAT CAME UP OF YOU KNOW, PARENTS WANTING TO KNOW WHEN WERE WE GOING TO BUILD A SECOND JUNIOR HIGH SCHOOL, WHAT WAS THAT LOOKING LIKE, ETC..

SO WE HAD SOME REALLY GOOD CONVERSATIONS ABOUT OUR THREE PHASE BOND PLAN HOW PHASE ONE WAS AN ADDITIONAL ELEMENTARY SCHOOL ADDITION TO THE HIGH SCHOOL.

PHASE TWO INCLUDED THAT JUNIOR HIGH SCHOOL, AND PART OF THAT PLAN HAS 2025 GOING FORWARD, JUNIOR HIGH SCHOOL.

SO WE HAD SOME CONVERSATIONS ABOUT THAT.

WE TALKED ABOUT GT PROGRAMMING, AND WE DISCUSSED THE ADDITIONAL GT TEACHER THAT WE'VE HIRED FOR THIS SCHOOL YEAR.

SOME QUESTIONS AROUND FINE ARTS PROGRAMING, AND WE HAD CONVERSATIONS ABOUT THAT.

WE HAD CONVERSATIONS ABOUT THE ADDITIONAL FINE ARTS WING BEING BUILT ON AT LOCKHART HIGH SCHOOL ABOUT YOU KNOW, SOON TO BE MARIACHI PROGRAM.

YOU KNOW, THE SUCCESS THAT WE'VE HAD IN COLOR GUARD AND BAND CHOIR, ALL OF THOSE THINGS, THERE WERE SOME REALLY GOOD CONVERSATIONS.

WE ALSO DISCUSSED WE'RE GOING TO HAVE A PRESS RELEASE ON THIS.

SO MR. MILLER WILL BE WORKING ON WE HAVE SOME REALLY EXCITING NEWS THAT OUR VISUAL ARTS PROGRAMS WAS DESIGNATED BY THE STATE LAST WEEK AS, I THINK THE TOP 90 SCHOOL DISTRICTS OUT OF 1200 SCHOOL DISTRICTS, THEY AWARDED 90 AS EXCEPTIONAL VISUAL ARTS PROGRAMS. WE'RE EXCITED ABOUT THAT. SO WE HAD SOME DISCUSSIONS ABOUT THAT.

WE DID TALK ABOUT THERE WERE SOME QUESTIONS AROUND STUDENT CELL PHONE USE.

SO WE ACTUALLY, YOU KNOW, TALKED ABOUT THE POLICY THAT IS IN PLACE AND THE NEED TO ENFORCE THAT POLICY AT THE SECONDARY LEVEL.

FELT LIKE IT WOULD GIVE THE PARENTS INFORMATION TO COME AND ASK QUESTIONS.

IT JUST FELT LIKE THAT WAS THE RECOMMENDATION.

SO THIS THIS YEAR WE PLAN ON MEETING EVERY NINE WEEKS, AND I THINK THAT EVEN IF THE GROUP IS SMALL, IT SHOWS A COMMITMENT TO TRANSPARENCY AND AVAILABILITY FROM THE DISTRICT CENTRAL OFFICE AND COMMUNICATING WITH OUR PARENTS.

SO WE ALSO WILL HAVE CAMPUS BASED FORUMS AS WELL.

THEY LIKE THAT. THEY LIKE BEING ABLE TO TALK WITH THEIR PRINCIPAL, WITH THEIR CAMPUS ADMINISTRATION ABOUT CAMPUS SPECIFIC THINGS, BUT THEY WERE VERY CLEAR ALSO THAT IT WAS DIFFERENT AND THEY FELT THE NEED TO STILL HAVE THE DISTRICT BASED ONES BECAUSE THEY JUST HAD DIFFERENT REASONINGS FOR WANTING BOTH OF THOSE TYPES OF FORUMS. THE MISSION OF THE LOCKHART ISD SHAC IS TO PROMOTE AND NOURISH HEALTH AND WELLNESS WITHIN A SAFE SCHOOL ENVIRONMENT, EMPHASIZING THE PHYSICAL, SOCIAL, EMOTIONAL, AND SPIRITUAL NEEDS OF THE LOCKHART ISD EDUCATION COMMUNITY SO THAT ALL STUDENTS ARE ABLE TO LEARN AT THEIR HIGHEST POTENTIAL.

THIS SCHOOL YEAR.

THESE WERE OUR RECOMMENDATIONS AND ACCOMPLISHMENTS FOR THIS SCHOOL YEAR.

WE DID ELECT A PARENT MEMBER TO THE EXECUTIVE COMMITTEE AND A SHAC SECRETARY WAS ELECTED.

WE ALSO DID REVIEW AND REVISE OUR SHAC BYLAWS.

WE ALSO DID LOOK AT OUR DISTRICT WELLNESS PLAN, WHICH IS REQUIRED BY BOARD POLICY.

WE DID REVIEW AND APPROVE THAT DISTRICT WELLNESS PLAN.

IN ADDITION, WE DID LOOK AT FENTANYL EDUCATION FOR OUR STUDENTS, WHICH WAS A NEW LAW THAT WAS PASSED AND THAT WE WERE REQUIRED TO IMPLEMENT IN THE DISTRICT, AND WE DID HAVE A COMPANY COME AND GIVE THEIR FULL PRESENTATION TO OUR SHAC, AND OUR MEMBERS OVERWHELMINGLY DID RECOMMEND THAT, AND THAT WAS IMPLEMENTED THIS PAST SCHOOL YEAR, AND THERE WERE VERY GOOD REVIEWS.

WE ALSO HAD A PARENT PRESENTATION BEFORE THE STUDENT PRESENTATION OF THE FENTANYL EDUCATION.

IT WAS VERY WELL RECEIVED.

SO INFORMATION ABOUT SHAC WE PUBLISH ON OUR DISTRICT WEBSITE ON THE SHAC WEB PAGE.

NOW THAT'S BEEN ESTABLISHED AND THOSE ARE ALL IN FRONT OF YOU IN THE BOARD POLICIES.

IT GIVES YOU A LIST OF WHAT THEY'RE RESPONSIBLE FOR, THEIR JURISDICTION, AND THEY ALSO OPENED IT UP WHERE WE CAN HAVE AGREEMENTS WITH MULTIPLE LAW ENFORCEMENT AGENCIES IN ORDER TO STAFF ALL OUR CAMPUSES WITH EMERGENCY PERSONNEL.

BUDGETS FOR THIS FACILITY, ETC..

SO WE'VE BEEN DEALING WITH THIS FOR ABOUT 18 MONTHS NOW.

MYSELF AND THE AQUATICS COMMITTEE AND THE PARKS BOARD AND SOME OTHER SPECIAL INTEREST GROUPS GIVING US SOME INPUT.

JUST LAST WEEK AT THE CITY COUNCIL MEETING.

I ASKED THE CITY COUNCIL TO GIVE ME PERMISSION TO SEEK GRANT FUNDING FROM TEXAS PARKS AND WILDLIFE TO ASSIST WITH THE FINANCING OF THIS PROJECT. SO WE'RE GOING TO DO THAT, AND I ALSO SOUGHT PERMISSION, TO ENGAGE IN A RELATIONSHIP WITH THE SCHOOL DISTRICT TO CREATE AN INTERLOCAL AGREEMENT, BECAUSE FOR ONE REASON, ONE OF THE PROPERTIES WE LOOKED AT THAT WE THOUGHT WOULD BE EXCELLENT FOR THE LOCATION IS NEXT TO NAVARRO ELEMENTARY SCHOOL ON SCHOOL ISD PROPERTY.

SO THOSE ARE THE MAIN REASONS I'M HERE THIS EVENING.

SO I'M GOING TO TALK TO YOU A LITTLE BIT ABOUT THE FACILITY.

AS MUCH OR AS LITTLE AS YOU LIKE.

LIKE OUR CURRENT FACILITY, THIS ONE'S GOING TO PROBABLY BE OUR AQUATIC FACILITY FOR THE NEXT 40 TO 50 YEARS.

SO WE WANT IT TO BE ABLE TO SERVE PURPOSES FOR THAT DURATION, AND AS MANY DIFFERENT THINGS AS WE CAN DO WITH IT.

ANOTHER THING ABOUT BEING IN A SMALL COMMUNITY IS IT MAKES SENSE TO JOIN FORCES.

SO IT MAKES SENSE FOR THE CITY AND THE SCHOOL DISTRICT TO COMBINE NOT ONLY FINANCIAL RESOURCES, BUT ALSO EXPERTISE AND BRING OUR DIFFERENT ABILITIES TO

OBVIOUSLY THE LAP SWIMMING POOL IS GOING TO BE ABLE TO HOUSE PROGRAMS LIKE COMPETITIVE SWIMMING, HOPEFULLY A HIGH SCHOOL OR EVEN JUNIOR HIGH SWIM TEAM IN THE FUTURE FOR THE ISD. WE CAN ALSO DO COMPETITIVE DIVING IN THAT POOL AS WELL.

IT'S GOT A DEEP WELL. SO WE CAN ALSO DO SCUBA CLASSES, WATER POLO, A LOT OF DIFFERENT THINGS IN THAT BODY OF WATER.

WE CAN ALSO DO ADVANCED SWIMMING CLASSES IN THAT BODY OF WATER AND LAP SWIMMING.

THE LEISURE POOL, LIKE IT SOUNDS LIKE, IS MORE FOR HAVING FUN.

IT'S GOT A ZERO DEPTH ENTRY AREA AT THE TOP THERE FOR EASY ACCESS FOR YOUNG ONES AND OLD ONES ALIKE.

THERE'LL BE GEYSERS AND FOUNTAINS IN THAT SHALLOW AREA TO ENGAGE WITH.

THERE WILL BE SOME DIFFERENT ITEMS THAT FLOAT ON THE POOL THERE, LIKE, LIKE BIG ALLIGATORS AND DIFFERENT ANIMALS YOU MAY HAVE SEEN AT OTHER POOLS THAT ARE ANCHORED TO THE BOTTOM, THAT WE CAN MOVE AROUND AND SWITCH OUT AND BUY NEW ONES AND KEEP IT INTERESTING.

IT'S ALSO GOING TO HAVE AN AREA FOR WATER VOLLEYBALL, WATER BASKETBALL.

IT WILL HAVE A LEARN TO SWIM TEACHING AREA.

WE DO THE LEARNING SWIM CLASSES WITH THE SECOND GRADERS HAVE SWIM TEAM PRACTICE ONCE A SWIM TEAM HOPEFULLY GETS ESTABLISHED, AND ANY OTHER WATER SPORTS THERE MAY BE THAT COME ALONG, AND THEN AFTER SCHOOL'S OUT, THAT'S WHEN IT STARTS TO GET RAMPED UP FOR COMMUNITY USE AFTER 5:00.

PEOPLE WANT TO COME BRING THEIR KIDS TO DO LEARN TO SWIM CLASSES.

THERE'LL BE A GOOD PLACE ALSO FOR AFTER SCHOOL PROGRAMING FOR KIDS THAT ARE INTERESTED IN MAYBE A SWIM CLUB ONCE THEY'VE LEARNED HOW TO SWIM.

SUPERINTENDENT ESTRADA I'M HERE TO PROVIDE THE UPDATE OF WHERE WE CURRENTLY ARE.

AFTER A YEAR OF TALKING TO CIS ABOUT EXPANDING FROM 5 TO 7 CAMPUSES.

WHAT YOU HAVE HERE ARE THE TWO TABLES THAT SHOW WHAT THE TOTALS WOULD BE FROM MOVING FROM 5 TO 7 CAMPUSES.

THE TWO ADDITIONAL CAMPUSES THAT HAVE ALREADY BEEN PUT INTO THE BUDGET FOR THE CURRENT YEAR ARE CLEAR FORK AND NAVARRO.

SO WHAT YOU HAVE HERE IS WHAT THE COST WOULD BE FOR THE DISTRICT ROUGHLY, NOT ROUGHLY, IT'D BE $90,000, $45,000 FOR EACH CAMPUS, AND THEN YOU HAVE ALSO THE COST SHARE THAT CIS WILL CONTINUE TO PUT IN, WHICH IS AN ADDITIONAL $122,400 FOR THE UPCOMING YEAR.

I WOULD SAY $90,000 IS PRETTY REASONABLE.

MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF LOCKHART AND LOCKHART ISD FOR THE 2024-2025 SCHOOL YEAR FOR SCHOOL RESOURCE OFFICER, MR. ACUNA OR MR. MILLER. YES, SIR.

PRESIDENT WRIGHT, SCHOOL BOARD AND SUPERINTENDENT ESTRADA.

TONIGHT WE ARE GOING TO THE COMMUNICATION ACTION ITEM IS TO CONSIDER THE OR AND APPROVE THE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF LOCKHART AND LOCKHART ISD FOR OUR SCHOOL RESOURCE OFFICERS.

WE REALLY WANT TO JUST STRESS THE IMPORTANCE OF THE PARTNERSHIP THAT BETWEEN LOCKHART INDEPENDENT SCHOOL DISTRICT AND LOCKHART POLICE DEPARTMENT.

BY APPROVING THIS, WE ARE CONTINUING OUR PARTNERSHIP WITH LPD.

WE WILL THIS WILL ALLOW US TO HAVE THREE DESIGNATED SCHOOL RESOURCE OFFICERS FOR THE 2425 SCHOOL YEAR, AND THIS COLLABORATION ENSURES A SAFE AND SUPPORTIVE ENVIRONMENT. MEETING ALL REGULATORY STANDARDS AS WELL.

WHAT THIS WOULD DO AND WE WOULD KEEP OBVIOUSLY SERGEANT TORRES, WHO IS THE SRO SUPERVISOR, HE WILL BE ON DUTY AS OF THE FIRST DAY OF SCHOOL. ALSO, OFFICER CASTILLEJA IS ALSO CURRENTLY A SCHOOL RESOURCE OFFICER IN THE DISTRICT.

HE WILL START THE SCHOOL YEAR AT LOCKHART HIGH SCHOOL, AND HE WILL BE ON DUTY AS THE FIRST DAY OF SCHOOL AS WELL, AND THEN THERE WAS ALSO INTERVIEWS ON JULY 9TH.

THIS SUMMER. FOR A NEW SCHOOL RESOURCE OFFICER AT MR. ACUNA AND LOCKHART ISD PARTICIPATED IN THE INTERVIEW PROCESS, AND OFFICER MCCONNELL WAS SELECTED.

HIS ANTICIPATED START DATE IS OCTOBER OF 2024, AND THEN AT THAT POINT IN TIME, THE OFFICIAL DUTY ASSIGNMENTS WILL BE DETERMINED AFTER OFFICER MCCONNELL ACTUALLY STARTS HE WILL NEED TO THEY WILL NEED SOME TIME TO FILL HIS POSITION, HIS CURRENT PATROL POSITION IN LOCKHART POLICE DEPARTMENT, AND THAT'S WHY IT WOULD DELAY HIS STARTING UNTIL OCTOBER 20TH, 2024.

HOWEVER PRECINCT ONE HAS GENEROUSLY ALLOWED FOR A CONSTABLE TO COVER LOCKHART JUNIOR HIGH SCHOOL UNTIL OFFICER MCCONNELL START DATE.

SO WE JUST WANT TO EMPHASIZE THE PARTNERSHIP THAT WE HAVE CREATED WITH LOCKHART POLICE DEPARTMENT.

WE HAD THE FORTUNATE OPPORTUNITY TO ATTEND THE TEXAS STATE SCHOOL SAFETY CONFERENCE THIS SUMMER, MYSELF, MR. ACUNA, AND SERGEANT TORRES.

WHERE WE REALLY GOT TO START DIVING INTO WHAT IT LOOKS LIKE TO HAVE A TRUE, AUTHENTIC COLLABORATIVE PARTNERSHIP BETWEEN THE DISTRICT AND THE POLICE DEPARTMENT. OBVIOUSLY SOME GREAT STRIDES HAVE BEEN MADE OVER THE YEARS, AND WE JUST REALLY WANT TO CONTINUE THAT MOMENTUM.

WHICH WILL THIS MOU WILL ALLOW US TO DO SO.
