RECENTLY, I HAVE BEEN READING A LOT OF RESEARCH THAT TALKS ABOUT THE EFFECTS OF SMARTPHONES AND KIDS, MENTAL HEALTH, ESPECIALLY WHEN IN REGARDS TO IN SCHOOL. THE RESEARCH SHOWS THAT ABOUT 2015, RIGHT WHEN THE FIRST SMARTPHONE AND SOCIAL MEDIA CAME ABOUT, THERE WAS A STARK DECLINE IN THE CHILDREN'S MENTAL HEALTH. THIS RESEARCH HAS BEEN STUDIED. THERE'S A LOT OF DIFFERENT STUFF. I'VE READ A BOOK CALLED THE ANXIOUS GENERATION AND IT OUTLINES A STACK OF RESEARCH. BIG TECH COMPANIES HAVE DESIGN TECHNOLOGY SO THAT IT DISTRACTS AND ADDICTS OUR CHILDREN. WHEN WE HAVE THOSE TECHNOLOGY IN SCHOOLS, IT'S DISTRACTING THEM FROM NOT ONLY LEARNING, WHICH IS WHAT THEY'RE SUPPOSED TO BE DOING IN SCHOOLS, BUT ALSO ENGAGING WITH ONE SOCIALLY. I BELIEVE THAT THIS RESEARCH AND LOTS OF DIFFERENT SCHOOL SYSTEMS AROUND THE NATION ARE CHOOSING TO GO SMARTPHONE FREE IN CAMPUSES. I KNOW THAT THE BENEFITS FAR OUTWEIGH THE CONS WHEN WE'RE TALKING ABOUT ELIMINATING SMARTPHONES COMPLETELY FROM CAMPUSES. THE RESEARCH DOESN'T TALK ABOUT FLIP PHONES OR BASIC PHONES, THE WATCHES AND THINGS, SO KIDS CAN GET IN CONTACT IN CASE OF AN EMERGENCY, BUT SMARTPHONES IN PARTICULAR AND THE ACCESS TO SOCIAL MEDIA IS DAMAGING OUR CHILDREN'S ABILITY TO LEARN AND CONNECT WITH ONE ANOTHER ACROSS THE NATION. THROUGH THE RESEARCH, THEY LEARNED THAT, IF YOU ELIMINATE PHONES FROM SCHOOLS, SMART PHONES FROM SCHOOLS, DISRUPTIVE BEHAVIOR GOES DOWN AND SOCIAL ENGAGEMENT GOES UP. LEARNING GOES UP. INSTEAD OF SEEING KIDS GLUED TO THEIR PHONES DURING LUNCH BREAKS, THEY'RE ENGAGING WITH ONE ANOTHER AND TALKING WITH ONE ANOTHER. THOSE ARE PIVOTAL MOMENTS IN DEVELOPMENT OF OUR KIDS, AND WE NEED TO SET A NEW STANDARD IN LOCKHART FOR OUR YOUNG PEOPLE. WE NEED TO ENCOURAGE THEM TO ENGAGE WITH REALITY TO QUOTE ONE OF MY FAVORITE MOVIES, THE SANDLOT. GO OUTSIDE GET INTO TROUBLE. [00:20:01] JUST A LITTLE BIT OF TROUBLE. BUT GO. THAT'S WHAT WE NEED TO BE ENCOURAGING OUR CHILDREN TO DO. WHEN WE ALLOW THEM AND CREATE AN ENVIRONMENT IN WHICH THEY'RE ABLE TO BE FELL VICTIM TO THESE SMARTPHONES IN THE SOCIAL MEDIA, THEN WE'RE NOT DOING OUR JOB IN PROTECTING THEM. BOUNDARIES ARE IMPORTANT, AND I BELIEVE THAT WITH THE BOUNDARY SET THAT CAMPUSES ARE SMARTPHONE FREE. KEYWORD THERE, SMARTPHONE FREE. IT'S THE SMARTPHONES AND SOCIAL MEDIA THAT ARE DAMAGING AND THAT ARE THE CULPRITS OF THIS. AT SCHOOL, THEY SHOULD BE IN A SAFE ENVIRONMENT SO THEY CAN BLOSSOM. THAT MEANS NO SMARTPHONES AT ALL, NOT JUST DURING CLASS HOURS. IT HAS TO BE A BLANKET RULE CAMPUS WIDE. IN ADDITION TO ELIMINATING SMARTPHONES FROM SCHOOL CAMPUS, I'D LIKE TO ALSO ADD THAT THIS MOTION IS GREATLY COMPLIMENTED WITH MORE PLAYTIME. KIDS LEARN BEST WHEN THEY PLAY. PROVIDING THEM WITH MORE UNSTRUCTURED PLAYTIME WILL HELP THEM NOT JUST LEARN BETTER SOCIAL SKILLS, BUT ALSO HELP THEM FOCUS MORE IN CLASS. I KNOW THAT THESE CHALLENGES ARE SO HARD TO MAKE SOMETHING LIKE THIS HAPPEN. THERE'S A LOT OF PEOPLE THAT ARE GOING TO HAVE LOTS OF OPINIONS AND A LOT OF PEOPLE WHO FEEL NERVOUS ABOUT ACCESSING THEIR CHILDREN IN THE CASE OF SOME THREAT. I ALSO KNOW THAT TECHNOLOGY THAT IS SAFE FOR KIDS TO HAVE FLIP PHONES OR SMART WATCHES ARE TOTALLY DOABLE TO MEET THAT NEED OF CONNECTION IN THE CASE OF A THREAT. WHAT THEY WERE REPORTING ALL OF THAT YEAR, THAT WOULD HAVE BEEN MY FIRST YEAR AS SUPERINTENDENT 2018 WAS THE AMOUNT OF STRESS AND ANXIETY THAT THEY FELT. WE REALLY TOOK A DEEP DIVE INTO WHERE THAT WAS COMING FROM. WE TALKED ABOUT A LOT OF THINGS, THE PRESSURES OF HOMEWORK, ESPECIALLY FOR OUR KIDS WHO ARE IN AP CLASSES AND DUAL CREDIT CLASSES AND THOSE TYPES OF THINGS. BUT THE MORE AND MORE WE TALKED, THE MORE WE REALIZED AND ESPECIALLY OUR STUDENTS REALIZED THAT THE DRIVER OF THE STRESS AND ANXIETY WAS ACTUALLY THE PRESSURES OF CHECKING THEIR CELL PHONE, THE NOTIFICATIONS, KEEPING UP WITH WHAT EVERYONE WAS DOING ONLINE, THOSE TYPES OF THINGS, AND THAT STARTED THIS HUGE CONVERSATION IN THE SUMMER OF 2019 BEFORE THE SCHOOL YEAR STARTED. WE COMMUNICATED WITH THE BOARD AND ACTUALLY EARLIER THIS MORNING, I WENT BACK AND WATCHED THAT MEETING JUST TO REFRESH MY MEMORY OF THE CONVERSATION. BUT LARGELY DRIVEN BY THE RECOMMENDATIONS OF OUR STUDENTS. [00:25:06] WE HAD ALSO DONE A PILOT THE YEAR BEFORE AT LOCKHART HIGH SCHOOL IN OUR ALGEBRA CLASSROOMS TO SEE HOW IT WOULD WORK IF WE WENT TO A NO CELL PHONE POLICY AND THAT WAS PROVEN TO BE SUCCESSFUL. WE SAW SOME IMPROVEMENTS IN OUR ALGEBRA PERFORMANCE. WE ALSO SAW IMPROVEMENT FROM ACTUALLY KIDS REPORTING BACK TO US. THAT WAS BACK IN 2019. SINCE THAT TIME, WE'VE HAD DIFFERENT LEVELS OF IMPLEMENTATION JUST TO BE TRANSPARENT. WE'VE HAD YEARS TO WHERE IT HAS WORKED REALLY WELL. WE'VE HAD YEARS TO WHERE WE DIDN'T IMPLEMENT IT FULLY. IN REFLECTING, I ALSO WANT TO THANK MISS BERG FOR SPEAKING EARLIER BECAUSE THERE'S THE BOOK THAT SHE REFERENCED, I ACTUALLY HAVE IT HERE. IT'S CALLED THE ANXIOUS GENERATION. PAST SIX WEEKS OR SO, THERE HASN'T BEEN A DAY THAT'S GONE BY THAT I HAVEN'T RECEIVED AN EMAIL, THAT I HAVEN'T HAD A COLLEAGUE, BRING IT UP TO ME, THAT I HAVEN'T HAD A FAMILY MEMBER BRING IT UP TO ME IF I'VE READ IT, THOSE TYPES OF THINGS. I'VE BEEN READING THE BOOK AND IT'S REALLY IT REMINDS ME OF WHERE WE WERE IN 2019, WHAT WE WERE HEARING FROM OUR STUDENTS AND WHAT WE CONTINUED TO HEAR FROM OUR STUDENTS. WHAT I THINK IS JUST SAD DATA THAT'S REPORTED IN THIS BOOK, BUT IT CONFIRMS WHAT WE'RE SEEING HERE LOCALLY. SUCH THINGS AS 140 SINCE THE INTRODUCTION OF THE MODERN CELL PHONE WITH THE FRONT FACING CAMERA, WITH HIGH SPEED DATA, WITH ACCESS TO SOCIAL MEDIA, ALL OF THOSE THINGS. REALLY LIKE 2010, 2015 ON, WE'VE SEEN 145 INCREASE IN GIRLS HAVING MAJOR DEPRESSION AS TEENAGERS, 161 INCREASE FOR OUR BOYS. THESE ARE STAGGERING AND VERY CONCERNING DATA POINTS. WE'RE SEEING THAT HERE AS WELL. THE DAILY AVERAGE TIME KIDS ARE SPENDING WITH THEIR FRIENDS HAS ALSO DECREASED, YOU KNOW, FROM 160 MINUTES BACK PRE PHONES TO ABOUT 40 MINUTES NOW. THESE SOCIAL INTERACTIONS ARE BEING REPLACED BY THE ADDICTION TO PHONES AND IT'S DOING VERY HARMFUL THINGS TO OUR STUDENTS, AND IT'S VERY CONCERNING. I WANT TO THANK OUR PRINCIPALS FOR BEING HERE TO GIVE US AN UPDATE ON HOW WE'RE STARTING THE YEAR, BUT I ALSO WANT TO USE THIS AS A SPRING BOARD FOR A LARGER CONVERSATION WITH US AS A TEAM OF EIGHT, WITH OUR DISTRICT ADMINISTRATION, WITH OUR FAMILIES, WITH OUR COMMUNITY MEMBERS, BECAUSE I THINK THAT THIS ISSUE, WHILE WE'RE LOOKING AT IT AS A IMPLEMENTATION OF POLICY HAS A MUCH BIGGER AND A MUCH MORE IMPORTANT CONTEXT FOR US AS A COMMUNITY, TRYING TO RAISE ALL OF OUR KIDS TOGETHER. I CAN TELL AS A FATHER OF FOUR, I'VE BEEN SITTING IN PICTURES TO BETHANY, SAYING, LIKE, OH, MY GOODNESS, LOOK AT THIS DATA. WE HAVE FOUR KIDS WHO ONE HAS A CELL PHONE. I GOT HIM A CELL PHONE. MOST CELL PHONES THAT WE'VE PICKED UP THIS YEAR HAVE BEEN RELATED TO STUDENTS LISTENING TO MUSIC IN THE HALLWAYS, AND WE'RE TRYING TO CUT DOWN ON THAT. THEY SHOULDN'T EVEN BE POWERED ON. THAT'S A BIG ONE. I DO WANT TO SAY KUDOS TO OUR JUNIOR HIGH BECAUSE WE SEE THAT OUR FRESHMAN COMING UP, IT'S DIFFICULT TO MANAGE 2,000 OR 1,500 STUDENTS. HERE WE HAVE LISTED 26 ON WAIVERS, WHICH I'LL HAVE THIS LIST ALREADY FOR THE '24, '25 SCHOOL YEAR. ONE AT BLUEBONNET, 15 IN NAVARRO, FIVE AT PLUM CREEK, AND FIVE AT CLEAR FORK. FOR EACH EXTRA STUDENT STIPEND, THE CURRENT COST FOR BREAKDOWN IS FOR ONE EXTRA STUDENT STIPEND FOR EIGHT TEACHERS IS $12,000, TWO EXTRA STUDENTS FOR SIX TEACHERS IS $18,000, AND THREE EXTRA STUDENTS FOR 12 TEACHERS IS 54,000. >> I WANT TO NOTE THAT IF YOU RECALL WHEN WHEN WE SOLICITED THE TEACHER FEEDBACK, THERE'S A COUPLE OF CRITERIA THAT WE GO THROUGH. WE WANT TO ENSURE THAT THE TEACHERS ARE HIGHEST PERFORMING TEACHERS, SO THEY RECEIVE EXTRA STUDENTS FIRST, THAT FIRST LEVEL OF PRIORITY AND THAT THEY ARE WILLING TO TAKE ON EXTRA STUDENTS. I THINK THERE IS ONE CASE THAT WE HAD A LITTLE CONFLICT WITH THAT, BUT OTHER THAN THAT, EVERYTHING HAS GONE REALLY WELL. I THINK THAT ORCHARD LOUPE ELEMENTARY SCHOOL CAN'T COME SOON ENOUGH, [LAUGHTER] ESPECIALLY WHEN YOU LOOK AT NAVARRO, WE HAVE TWO PORTABLES AT NAVARRO AND FOUR CLASSROOMS. BUT EVEN WITH ADDING THOSE A COUPLE OF YEARS AGO, THE GROWTH JUST CONTINUES TO GROW. I THINK THAT WHEN WE LOOK AT THE PARENTS TWO OR THREE YEARS AGO, PRIOR TO THIS, WHEN WE ASKED PARENTS, WOULD YOU RATHER HAVE YOUR STUDENT IN A CLASSROOM WITH 23 KIDS WITH [01:30:04] A VETERAN HIGHLY SUCCESSFUL TEACHER OR A TEACHER FRESH OUT OF COLLEGE WITH ZERO AGE OR EXPERIENCE, ABOUT 90% OF THEM AS WELL AS 90% OF TEACHERS CHOSE THIS OPTION. I THINK IT'S BEEN VERY SUCCESSFUL IN ALLOWING THE DISTRICT TO GIVE TEACHERS A RAISE BY AND LARGE, JUST TO REMIND THE BOARD A PORTABLE. WHEN YOU LOOK AT INSTALLATION, PLUMBING, ALL THOSE THINGS, THAT CAN GET UP TO $400,000 FOR A RESOURCE THAT IS GOING TO LAST THAT LONG. AGAIN, WE HAVE TO REPORT THESE AND I THINK THAT AS WE GROW, WE WILL CONTINUE TO LOOK AT HOW WE MANAGE THAT GROWTH, BUT I DON'T THINK WE'LL HAVE TO DO THIS FOR AGAIN, EVER ASSUMING THAT WE'RE ABLE TO PASS BONDS AND GET ON THE CYCLE.
