EACH OF THE INDICATORS IN THAT PACKET WILL A, BE POSTED ON THE WEBSITE, AND B, ARE EXPLAINED FOR EACH ONE THAT IS.

IF ANYBODY HAS ANY QUESTIONS, I'M HAPPY TO FIELD THOSE. YES, SIR.

>> ARE WE READY?

WE HAVE ONE SPEAKER IN.

MR. SAINT LEGER, WOULD YOU CARE TO STEP UP TO THE PODIUM AND STATE YOUR NAME AND ADDRESS, PLEASE?

>> HI. I'M CHRISTOPHER SAINT LEGER.

MY ADDRESS IS 215 PECOS STREET.

[00:25:04]

>> YOU WILL HAVE FIVE MINUTES, MR. LEGER, AND OUR SECRETARY WILL KEEP THE TIME.

>> GOOD EVENING, MERRY CHRISTMAS.

I LIVE VERY CLOSE BY ACROSS THE STREET.

MY WIFE AND I AND MY TWO KIDS WHO ARE IN HIGH SCHOOL HERE.

WE MOVED HERE TO THIS LOCATION.

WE'VE BEEN IN LOCKHART FOR 20 YEARS, BUT WE MOVED TO THIS LOCATION 2017.

WE'VE BEEN MEANING TO GET HERE FOR SOME TIME.

I'D SAY FROM DAY 1, WHEN WE MOVED IN, WE NOTICED THAT THERE'S A LOUD NOISE FROM THE TOP OF THIS BUILDING THAT IS PROJECTED TO THE SOUTH TOWARD OUR HOUSE, TOWARD NUECES PARK ACROSS THE STREET.

I BELIEVE IT'S PRODUCED BY THE CONDENSERS THAT ARE LOCATED ON THE ROOFTOP.

I LOVE THE WORK THAT'S BEEN DONE TO THE BUILDING.

I LOVE EVERYTHING ABOUT LIVING HERE, ABOUT THE SCHOOL DISTRICT.

EVERYTHING. VERY HAPPY.

I THINK I DECIDED ABOUT SIX MONTHS AGO TO MAKE NOTE OF IT TO SOMEBODY.

I SAID, HEY, COME ON OUTSIDE AND CHECK OUT THIS NOISE.

WE'VE BEEN LIVING WITH IT FOR SIX YEARS, AND I THINK IT'S TIME TO MAYBE ADDRESS IT.

I WAS GIVEN THE PHONE NUMBER OF MAINTENANCE.

HIS NAME IS ERNESTO.

I DON'T REMEMBER HIS LAST NAME.

A KIND GENTLEMAN. HE SAID, YEAH, WE'RE AWARE OF IT.

WE ARE PLANNING TO TAKE CARE OF IT. IT'S NOT NEWS.

THIS NOISE, ACCORDING TO ERNESTO IS COMMON KNOWLEDGE NOW.

HE TOLD ME AT THAT TIME THAT YOU WERE GOING TO RELOCATE THE CONDENSERS.

I THINK HE WAS TELLING ME 6-8 WEEKS FROM THEN, WHICH IS ABOUT WHERE WE ARE NOW.

I CALLED HIM AGAIN RECENTLY BECAUSE WE NOW HAVE A RENTER IN OUR NEIGHBORHOOD THAT WE ARE RESPONSIBLE FOR.

WE HAD TO ADD A CLAUSE TO OUR CONTRACT IN CASE THE NOISE BOTHERS THE RENTER TOO MUCH, SHE CAN MOVE OUT.

WE'RE USED TO IT BECAUSE WE'VE LIVED HERE THE WHOLE TIME.

IT'S LIKE A BOILING FROG SCENARIO.

WE JUST HAVE ALWAYS DEALT WITH IN OUR HOUSES INSULATED.

WHEN YOU'RE INSIDE THE HOUSE, IT'S NOT A PROBLEM, BUT WHEN YOU'RE SITTING IN THE FRONT YARD OR WHEN I HAVE NEWCOMERS VISITING US, THEY NOTICE IT RIGHT AWAY.

THEY SAY, MY GOSH, HOW DO YOU LIVE WITH THIS? WE'RE DOING JUST FINE.

BUT I KNOW THAT THERE ARE PLANS TO RELOCATE.

ERNESTO HAS NOW TOLD ME THAT WE'RE LOOKING AT THE SUMMER OF 2025.

I BELIEVE THE NEXT STEP IS TO COLLECT BIDS BECAUSE I BELIEVE YOU ALL HAVE TO BRING IN A CRANE.

SOUNDS ABOUT RIGHT. I'M JUST HERE TO SAY, AND CAN WE TAKE CARE OF THIS ANY SOONER? PLEASE, IF THERE'S ANY WAY, MAYBE OVER THE HOLIDAY BREAK, I DON'T KNOW HOW MANY BIDS WE DO NEED TO COLLECT, BUT I FEEL LIKE I'M REPRESENTING THE WHOLE NEIGHBORHOOD AND MY NEW RENTER, ESPECIALLY.

I'M JUST HERE TO BE A SQUEAKY WHEEL.

MAYBE GET THINGS GOING.

DO YOUR BEST. OTHERWISE, I HOPE IT IS 2025.

COLLECTING BIDS MIGHT MEAN 2026.

BUT WE'VE LIVED WITH IT A LONG TIME AND WE THINK IT'S TIME TO DO SOMETHING.

THAT'S ALL I HAVE. THANKS FOR YOUR TIME.

>> THANKS, MR. SAINT LEGER.

WE'RE GOING TO STEP AWAY FROM A NORMAL AGENDA JUST A LITTLE BIT.

I UNDERSTAND, WE HAVE A COUPLE OF STUDENTS WHO WOULD LIKE TO SPEAK.

HOW LONG DO YOU ALL INTEND TO SPEAK? YOU ALL WANT TO DO IT SEPARATELY OR TOGETHER? WHAT Y'ALL COME UP TO THE PODIUM? THREE. YOU'LL EACH HAVE THREE MINUTES.

MISS SANCHEZ WILL KEEP THE TIME.

PLEASE INTRODUCE YOURSELF.

>> MY NAME IS ANGELA.

>> YOU'RE A STUDENT AT LOCKHART HIGH SCHOOL?

>> YES, I AM.

>> YOU MAY PROCEED.

[00:30:01]

>> TODAY, I WILL BE TALKING ABOUT THE DRESS CODE FOR LOCKHART HIGH SCHOOL.

I PERSONALLY FEEL LIKE THE DRESS CODE SHOULD BE CHANGED IN ORDER FOR THE BENEFIT OF STUDENTS.

I AM TECHNICALLY NEW TO LOCKHART.

I ORIGINALLY COME FROM A SCHOOL WHERE WE DIDN'T REALLY HAVE A DRESS CODE.

OUR AVERAGE TEST SCORES WAS 1,000 FOR SATS.

OUR DRESS CODE DIDN'T AFFECT TEST SCORES OR ANYTHING.

SORRY. WITH THE WEATHER HERE, IT'S DIFFICULT FOR FEMALES, PARTICULARLY.

IT'S DIFFICULT FOR FEMALES BECAUSE DURING THE SUMMERTIME, IT GETS REALLY HOT AND WOMEN'S CLOTHING ISN'T ALWAYS BEST FOR THE HEAT.

BECAUSE OF CERTAIN CLASSROOMS WITH OUR HEATERS NOT WORKING AND/OR ACS NOT WORKING, IT'S HARD FOR STUDENTS TO NOT OVERHEAT OR BE SO COLD.

THE DRESS CODE IS ALSO NOT FAIR DEPENDING ON CERTAIN SHIRTS AND STYLES.

DEPENDING ON A PERSON'S BODY, DIFFERENT CLOTHES FIT DIFFERENTLY.

I'VE WORN SHIRTS WHERE IT WASN'T DRESS CODE, BUT I'VE SEEN PEOPLE WEAR SIMILAR OR THE SAME SHIRT, BUT IT WAS OUT OF DRESS CODE.

ALSO, THE DRESS CODE FROM WHAT I'VE SEEN IS MAINLY TOWARDS FEMALES THAN MALES, MAKING IT UNFAIR AND SEXES AS WELL.

>> ONE MINUTE.

>> I ALSO WANT TO TALK ABOUT THE BUG PROBLEM IN SCHOOL.

BUT THERE ARE A LOT OF BUGS, ESPECIALLY ANTS THAT WITH OUR AFTER SCHOOL ACTIVITIES, WE BRING FOOD, BUT BY THE TIME WE GET TO IT, ANTS WOULD HAVE ALREADY GOT INTO IT MAKING UNABLE TO BE EATEN, WHICH CAUSES ISSUES.

THEN ALSO THE BUGS ARE JUST GROSS, AND BECAUSE WE'RE IN A BUILDING THAT DOES SERVE FOOD, WE DON'T KNOW IF THIS FOOD IS ALSO GETTING CONTAMINATED BY THE BUGS AS WELL.

THAT'S ALL I HAVE. THANK YOU.

>> THANK YOU, MA'AM.

>> HELLO. GOOD EVENING.

I'M DIANI MAFRIN.

I'M A SENIOR AT LOCKHART HIGH SCHOOL.

I'D LIKE TO TALK TO YOU ALL ABOUT THE RAT PROBLEM IN OUR SCHOOL.

IT'S CURRENTLY AFFECTING MOST EXTRACURRICULAR AREAS, THE THEATER, THE BAN AREA, AND THE CHOIR ROOM.

IN THE THEATER, IN THE COSTUME AREA, THERE WAS RAT DROPPINGS EVERYWHERE WHEN WE RETURNED BACK FOR SUMMER.

IT WAS NOT VERY SAFE TO BE INTERACTING WITH IN GENERAL, AND ESPECIALLY IF YOU WANT TO PUT ON FOR PLAYS AND SEE HOW PEOPLE GOT AWARDS FOR THIS.

IF WE WANT THIS TO KEEP CONTINUING, WE MAY HAVE TO MAKE THIS PLACE A LITTLE BIT SAFER.

FILE WISE, ALSO, IT'S VERY INTENSE PROBLEM.

PEOPLE HAVE REPORTED SEEING RATS FALLING FROM THE CEILING, NOT VERY SAFE.

CONCERNING THE FOOD, RATS GET INTO EVERYTHING.

WE HAVE EXTRACURRICULAR SNACKS.

WE'VE HAD TROUBLE WHERE WE JUST PUT A COMPLETELY PACKAGED BOX OF FOOD AND RATS WILL GET INTO IT AND DESTROY IT COMPLETELY.

I DON'T THINK IT'S BEST SITUATION FOR LEARNING.

AS WELL AS SAFETY IN THE SCHOOL, THE BATHROOMS ARE NOT THE BEST SPACE EITHER.

>> WE DON'T HAVE ANY MIRRORS IN THE ROOM.

SOMETIMES THE SOAP WON'T EVEN BE THERE.

SOMEONE JUST TAKE IT OR IT'S JUST COMPLETELY EMPTY.

FEMININE HYGIENE, THERE IS A PROBLEM.

SOMETIMES WE PUT IT AWAY AFTER WE USE IT.

IT'S TAPED OVER, WE CANNOT USE IT, NOT VERY HYGIENIC AND SAFE FOR STUDENTS THERE.

WELL, CONCERNING SOCIAL SAFETY.

ME AND MY LITTLE SISTER HAVE BEEN CALLED SLURS WALKING TO THE BUS AREA, WHICH ISN'T VERY SAFE AT ALL.

A MONTH LATER, MY LITTLE SISTER WAS WALKING.

>> ONE MINUTE.

>> OKAY. WAS WALKING WITH THE PERSON THAT CALLED HER SLURS EARLIER, ME AND HER, AND THERE WAS AN ALTERCATION BETWEEN THEM.

SHE GOT HER EYE HIT WITH HIS ELBOW, IT WAS NOT VERY SAFE.

[00:35:01]

JUST TO SHOW THAT THE CONSEQUENCES THAT COME FROM THESE ACTIONS PEOPLE ARE TAKING AGAINST US AREN'T REALLY WORKING ALL THE TIME AS WELL.

ESPECIALLY PEOPLE WITH MY COMPLEXION HAVE BEEN HARASSED A LOT, TOO, AND [INAUDIBLE] MEN AND ALL THAT.

IT'S NOT VERY SAFE AT ALL.

I DO HOPE YOU PLEASE TAKE SOME ACTION WITH THIS.

I'M NOT SURE HOW, BUT IT'S GETTING TO A POINT WHERE IT'S NOT SAFE AT ALL.

THANK YOU. THAT WILL CONCLUDE MY.

>> THANK YOU.

>> WE WILL NOW MOVE ON TO ITEM 7 CLOSED SESSION.

[CLOSED SESSION]

THE BOARD OF TRUSTEES ON DECEMBER 16, 2024, BEGINNING AT 7:05 PM WILL CONVENE IN CLOSED SESSION IN ACCORDANCE WITH THE TEXAS OPEN MEETINGS ACT FOR THE PURPOSE OF DISCUSSING ITEMS LISTED UNDER TEXAS GOVERNMENT CODE 551.072, 551.074.

NO FINAL ACTIONS, DECISIONS, OR VOTES WILL BE TAKEN WHILE THE BOARD IS IN EXECUTIVE SESSION.

THE BOARD ENDED ITS CLOSED SESSION AT 8:04 PM ON DECEMBER 16TH, 2024.

WE WILL NOW MOVE ON TO ITEM 8,

[BUSINESS - CONSENT AGENDA]

THE BUSINESS CONSENT AGENDA ITEMS A THROUGH F.

DOES ANY BOARD MEMBER WANT TO PULL AN ITEM TO TALK ABOUT SPECIFICALLY? OR IF NOT, I'LL ENTERTAIN A MOTION TO APPROVE THE ENTIRE PACKAGE.

>> I'LL MAKE A MOTION THAT WE APPROVE THE AGENDA AS LISTED.

>> SECOND.

>> WE HAVE A MOTION, WE HAVE A SECOND.

ANY QUESTIONS? ALL THOSE IN FAVOR SAY AYE.

>> AYE.

>> ANY OPPOSED? PASSES 7-0.

WE MOVE NOW TO ITEM 9: COMMUNICATION A,

[Review Bid Release for Wide Area Network (WAN) Services]

REVIEW BID RELEASE FOR WIDE AREA NETWORK SERVICES. MS. HOLMAN.

>> GOOD EVENING BOARD AND SUPERINTENDENT ESTRADA.

I'M HERE TONIGHT TO COMMUNICATE TO YOU ALL THAT WE ACTUALLY HAVE RELEASED A BID FOR OUR WIDE AREA NETWORK SERVICES.

WE CURRENTLY HAD A 10-YEAR CONTRACT FOR OUR SERVICES, AND IT WILL BE EXPIRING IN JUNE AT THE END OF THAT MONTH.

JUST TO GIVE YOU A LITTLE BACKGROUND WHAT OUR NETWORK LOOKS LIKE.

WE DO HAVE A FIBER NETWORK THAT IS CONNECTED IN A RING THAT BASICALLY CONNECTS ALL OF OUR CAMPUSES TOGETHER.

WITH THIS RING AS WELL, WE WILL BE LOOKING FOR PRICING TO ADD ON BORCHERT LOOP ELEMENTARY ALONG WITH STRAWN ELEMENTARY.

THE DISTRICT RECEIVED E-RATE FUNDING, AND E-RATE IS ALSO KNOWN AS THE UNIVERSAL SERVICE SCHOOLS AND LIBRARIES PROGRAM, WHICH HELPS PAY FOR ANY BROADBAND AND TELECOMMUNICATION SERVICES.

OUR WAN SERVICES ARE CONSIDERED TO BE A PRIORITY 1, AND SO, THEREFORE, WE ARE ELIGIBLE FOR E-RATE TO PAY FOR 90% OF THE COST OF THE SERVICES, WHERE THE DISTRICT ONLY HAS TO PAY 10%.

THAT'S BASED ON OUR ADA.

WE DID RELEASE A BID FOR OUR LEASED LIT FIBER TO CONTINUE OUR EXISTING WAN SERVICES TO CONNECT OUR NETWORK FOR ALL OF OUR CAMPUSES.

LIKE I SAID, WE'LL BE INCLUDING CONSTRUCTION TO BORCHERT LOOP AND STRAWN ELEMENTARY.

THIS LAST TIME IT WAS A 10-YEAR CONTRACT, SO WE HAVE PUT IN THERE TO REQUEST PRICING FOR A FIVE-YEAR AND A 10-YEAR, AND THEN LOOK AT DOING A RENEWAL FOR A 10-YEAR TERM AS WELL, WHICH WOULD CREATE A 20-YEAR CONTRACT TO ALL AND ALL.

OUR PLAN IS TO BRING BACK THE BIDS AT THE END OF JANUARY FOR YOU ALL TO REVIEW AND APPROVE OUR SELECTION.

WHAT QUESTIONS MIGHT YOU HAVE?

>> NO QUESTIONS.

>> QUESTIONS BOARD? WELL, WE'LL SEE YOU NEXT.

WHEN DO YOU EXPECT TO COME BACK WITH THIS?

>> JANUARY.

>> JANUARY.

>> LET'S MOVE ON TO ITEM 9B: REVIEW BORCHERT LOOP ELEMENTARY SCHOOL FURNITURE PURCHASE.

[Review Borchert Loop Elementary School Furniture Purchase]

>> I'M GOING TO ASK, JAMEE GRIEBEL EXECUTIVE PRINCIPAL TO COME UP HERE WITH ME.

[00:40:04]

WE'VE BEEN TALKING ABOUT FURNITURE FOR PROBABLY THE LAST, I DON'T HOW MONTHS.

SHE'S GOING TO SHARE SOME OF HER STUFF WITH US AS WELL.

BUT BASICALLY, WHAT WE'RE DOING HERE TONIGHT IS WE'RE COMMUNICATING TO YOU ALL THAT WE WILL PLAN TO BRING BACK FURNITURE FOR YOU ALL TO APPROVE FOR US TO PURCHASE FOR BORCHERT LOOP ELEMENTARY IN JANUARY AS WELL.

WE GAVE THE STAFF AND SOME OF THE STUDENTS A NUMBER OF OPPORTUNITIES TO GIVE INPUT FOR THE FURNITURE FOR BORCHERT LOOP ELEMENTARY.

IF YOU ALL REMEMBER, WE HOSTED A FURNITURE SHOW BACK IN APRIL.

WE DID FORM A FURNITURE COMMITTEE THIS FALL AS WELL.

WE ALSO ATTENDED A CONFERENCE CALLED EDSPACES WHERE THERE WERE NUMEROUS VENDORS THERE, AND WE LOOKED AT ALL KINDS OF FURNITURE AND BROUGHT BACK ADDITIONAL IDEAS TO OUR FURNITURE COMMITTEE.

WE ALSO ATTENDED SOME STAFF MEETINGS IN THE LAST COUPLE OF WEEKS, WHERE WE ACTUALLY WENT OUT AND HAD SPECIFIC DESKS AND CHAIRS AND LET THEM TRY EVERYTHING OUT AGAIN AND ACTUALLY FILLED OUT A GOOGLE FORM TO PROVIDE US SOME ADDITIONAL FEEDBACK.

I DID WANT TO BRING AND LET YOU ALL KNOW THAT OUR FURNITURE COMMITTEE CONSISTED OF THE FOLLOWING PEOPLE BECAUSE THEY WERE REALLY GREAT ON THIS COMMITTEE AND PROVIDED A LOT OF DIFFERENT IDEAS FOR US TO REALLY THINK ABOUT AS FAR AS THE NEW CLASSROOM, GIVEN THAT WE WERE LOOKING FOR THINGS THAT WERE MOBILE AND YOU COULD USE AND HAVE SOME VERSATILITY AND STUFF IN THE CLASSROOM.

FOR GRADES K-2, WE HAD HOLLY PRINE AND MONICA CONTRERAS.

AGAIN, THERE WERE MULTIPLE DIFFERENT CAMPUSES THAT WERE REPRESENTED IN THIS.

GRADE 3-5, WE HAD AMY SEITZ AND MARGARET SALDANA CARRILLO.

FOR ART, WE HAD LIZ MCCARTHY.

MUSIC WAS SANTIAGO OCAO, AND LIBRARY WAS KRISTIN SCOTT.

NOW, I'M GOING TO LET JAMEE TALK TO YOU ALL ABOUT THE FURNITURE ITSELF.

>> GOOD EVENING BOARD AND SUPERINTENDENT ESTRADA.

THIS IS JUST A FEW OF THE FURNITURE PIECES THAT WE REALLY LIKED.

OUR GOAL IS TO PROVIDE FURNITURE THAT IS MOBILE AND ALSO ALLOWS THE TEACHER TO BE INNOVATIVE IN THEIR CLASSROOM DESIGN SETUP.

THERE ARE SOME OPTIONS WITH THE NOOKS, BUT SOME OF THE NOOKS ARE VERY LARGE.

WE HAVE SETTLED ON A LITTLE SMALLER NOOK TO STILL PROVIDE THAT SAME SAFE SPACE FOR A STUDENT, IT COULD BE USED FOR CALM DOWN, IT COULD ALSO BE USED FOR A READING NOOK.

SEVERAL KIDS CAN SIT IN IT.

TANYA AND I ACTUALLY SAT IN IT TOO, SO IT WILL FIT ADULTS AS WELL.

[LAUGHTER] IT'S NOT QUITE AS LARGE AS THE OTHER.

THAT'S IN YOUR TOP LEFT CORNER.

IN THE MIDDLE, THE SECOND ONE IN THE TOP, THAT IS THE SHAPE'S DESK.

WE'VE LOOKED AT A LOT OF DIFFERENT CONFIGURATIONS, BUT WE BROUGHT FOUR BACK THAT WE WENT BY LAST WEEK.

WE HAULED FURNITURE AROUND TO SEVERAL OF THE DIFFERENT CAMPUSES TO HAVE THEM VOTE.

RIGHT NOW, THAT WAS THE TOP SELECTION RIGHT NOW IS THE SHAPE'S DESK, AND IT CAN GO IN MULTIPLE DIFFERENT CONFIGURATIONS.

YOU CAN DO 3S, 4S, 5S.

THAT WAS ONE OF THE THINGS WE REALLY DID LOOK FOR AS WELL IS TRYING TO PROVIDE TEACHERS THE CHANCE TO MAKE GROUPS IN DIFFERENT SIZES AND NOT ALWAYS FEEL LIKE IT'S THE SAME SIZE ALL THE TIME.

IN ADDITION TO THAT, WE ARE LOOKING AT PUTTING TWO WHEELS ON ONE SIDE OF IT, SO IT'S EASILY MOVED AROUND, THE FURNITURE.

WE'RE NOT HAVING TO PICK IT UP AND MOVE IT OR THE KIDS SCOOT IT ACROSS, SO IT MAKES IT NICE.

THE THIRD PICTURE THERE IS A CHAIR.

WE HAD SIX DIFFERENT CHAIRS, BUT THAT OPTION THERE WITH THE CANTILEVER BASE.

THE TOP RIGHT PICTURE IS FLEXIBLE SEATING.

THOSE DO GO UP AND DOWN AND THEY WOULD BE USED AROUND THE CLASSROOM.

WE'RE ALSO LOOKING AT SOME SOFT SEATING BECAUSE WE KNOW A LOT OF OUR KIDS NEED OPTIONS.

SOME OF THEM WANT TO STAND, SOME OF THEM WANT TO SIT, SOME OF THEM WANT TO ROCK.

LOOKING AT THOSE DIFFERENT OPTIONS AVAILABLE FOR THE CLASSROOM.

THE BOTTOM THREE, BECAUSE THE NEW SCHOOL THERE IS LIMITED STORAGE, WE'RE REALLY LOOKING AT STORAGE OPTIONS FOR OUR DESK AND OUR TABLES THAT ARE GOING IN THE CLASSROOM TO ALLOW THAT A LOT OF MATERIALS TO BE PUT IN SO THAT

[00:45:02]

STUDENTS DON'T HAVE JUST TO GO OVER TO THEIR BUILT-INS ALL THE TIME.

THERE ARE THINGS THERE READILY ACCESSIBLE FOR STUDENTS.

>> ONE THING THAT WE DID LOOK AT AS WELL.

ON THE SHAPE'S DESK, WE ARE ACTUALLY LOOKING AT DOING A WHITEBOARD TOP.

IT'S ACTUALLY A PORCELAIN STEEL TOP WHICH WOULD ACTUALLY HAVE A 50-YEAR WARRANTY ON IT.

FOR NO GHOSTING, ANYTHING OF THAT NATURE.

WE'RE EXCITED ABOUT THAT.

I THINK MOST TEACHERS WRITE ON THEIR DESKS.

NO MATTER WHAT THE SURFACE IS TODAY, THIS IS JUST GOING TO MAKE IT A LITTLE EASIER FOR THEM FOR CLEANUP AND THINGS OF THAT NATURE, IT CAN BE CLEANED WITH JUST CLOROX WIPES.

IT'S NICE.

>> CAN I ASK A QUESTION?

>> YES, SIR.

>> HOW COME THIS NOOK OVER THE ONE THAT WE SAW IN THE GYM, IT WAS LIKE TWO PEOPLE COULD SIT FACING EACH OTHER.

>> WE ARE STILL LOOKING AT THOSE AS WELL.

JUST MAYBE NOT IN EVERY CLASSROOM DUE TO THE COST AS WELL.

WE ARE LOOKING AT ACTUALLY HAVING THE COMBINATION.

MAYBE PUTTING THESE IN THE YOUNGER CLASSROOMS, BUT THEN STILL HAVING SOME OF THE LARGER ONES BECAUSE THEY ARE MOBILE AND STUFF OF THAT NATURE, SO WE CAN MOVE THEM AROUND IN VARIOUS LOCATIONS, WHETHER WE'RE USING THEM IN COUNSELOR ROOM OR IT NEEDS TO BE TAKEN TO A CLASSROOM, OR WHEREVER THEY NEED IT ON THE CAMPUS.

>> [INAUDIBLE].

>> THAT WAS THE MAIN BASED ON FEEDBACK FROM SEVERAL OF OUR TEACHERS, THEY FELT LIKE THAT WAS VERY LARGE, TAKING UP THE SPACE IN THE CLASSROOM.

I WILL SAY, [INAUDIBLE], I HAD SEVERAL CONVERSATIONS.

SOMETIMES IT'S HARD TO VISUALIZE HOW LARGE THE ROOM IS COMPARED TO WHAT THEY CURRENTLY HAVE NOW.

TOO, I THINK IN THEIR MIND, THEY'RE LIKE, I DON'T KNOW HOW I WOULD FIT THAT IN WHEN I HAVE 28 OR 30 KIDS, OR 25 KIDS WITH THAT IN ADDITION TOO.

I DO THINK THAT HAS COME WITH SOME CHALLENGES ON WHEN THEY WERE SELECTING SOME OF THE FURNITURE.

AS FAR AS THE SHAPE'S DESK AS WELL, A LOT OF OUR OLDER GRADE LEVELS, WHEN WE WENT BACK AND LOOKED AT THEIR FEEDBACK, THEY WANTED JUST THE RECTANGULAR ONES, AND THEY WERE SAYING, WELL, WE HAVE 28 KIDS IN A CLASS RIGHT NOW AND PUTTING THOSE IN THERE, AND THEN THE STUFF, WE BARELY HAVE ANY ROOM RIGHT NOW IN OUR CLASSROOM.

I THINK THAT WAS PARTIALLY PART OF THE REASON TO WITH THE REALLY LARGE NOOKS.

THAT'S WHY WE WERE TALKING ABOUT LIBRARY, COUNSELING, FOUNDATIONAL LEARNING, BEHAVIOR, AND THEN SOME OTHER AREAS THROUGHOUT THE SCHOOL TO BE ABLE TO HAVE THOSE.

AGAIN, WE PLAN TO COME BACK TO ALL IN THE JANUARY TIME FRAME OR THE JANUARY BOARD MEETING TO NOT ONLY PRESENT POSSIBLY CLASSROOM FURNITURE, BUT WE MAY BE LOOKING AT A LIBRARY AS WELL AS OFFICE FURNITURE AS WELL.

DO YOU ALL HAVE ANY QUESTIONS?

>> ANY QUESTIONS BOARD? THANK YOU, LADIES.

>> THANK YOU.

WE'LL MOVE ON TO 9C: STUDENT DEMOGRAPHIC PROJECTION REPORT. MR. ALEXANDER.

[Student Demographic Projections Report]

>> THANK YOU, PRESIDENT WRIGHT, BOARD MEMBERS, SUPERINTENDENT ESTRADA.

GOOD TO SEE EVERYONE AGAIN.

TONIGHT, I HAVE OUR ANNUAL DEMOGRAPHICS UPDATE TO PRESENT TO YOU ALL.

LET'S BEGIN BY TAKING A LOOK AT SOME OF THE DATA THAT WAS RELEASED BY THE TEA BACK IN THE SPRING.

THIS ARE FOR LAST YEAR.

BUT JUST KNOW, THESE ARE THE OFFICIAL ENROLLMENT TOTALS FOR ALL THE DISTRICTS IN THE GREATER AUSTIN AREA FOR '23-'24.

YOU CAN SEE LOCKHART A YEAR AGO, RANKED 16TH LARGEST IN TOTAL ENROLLMENT.

WHEN YOU LOOK AT THE GROWTH FOR THE MOST RECENT THREE-YEAR PERIOD, YOU CAN SEE THE DISTRICTS SHADED IN RED, YOU CAN SEE HOW THE GROWTH IN THE AUSTIN AREA CONTINUES TO MOVE FURTHER OUT AND MANY OF THE DISTRICTS THAT ARE IN THE CENTER PORTION OF THE REGION HAVE EXPERIENCED ENROLLMENT DECLINES.

LOCKHART FROM 2020 TO THE FALL OF '23, 9% GROWTH RATE.

RANKED 10TH OVERALL AMONG THE 30-PLUS SCHOOL DISTRICTS THAT MAKE UP THE GREATER AUSTIN AREA.

NOW, THE GROWTH HAS CONTINUED INTO THE FALL OF 2024.

YOU CAN SEE HERE WITH THE ANNUAL SNAPSHOT NUMBERS.

THIS YEAR, 6,768 IS THE NEW RECORD HIGH FOR THE DISTRICT.

WHEN YOU GO BACK, LOCKHART'S ENROLLMENT HAS INCREASED 16 OUT OF THE LAST 17 YEARS.

THE LAST 10 YEARS, YOU CAN SEE A NET INCREASE OF RIGHT ABOUT 1,400,

[00:50:02]

THAT'S A 26% INCREASE OVER THE LAST DECADE.

NOW, ON A YEAR-OVER-YEAR BASIS, ENROLLMENT INCREASE ANOTHER 2.5%.

WHEN YOU LOOK AT THE ANNUAL GROWTH RATE AVERAGE FOR THE LAST FIVE YEARS, IT'S RIGHT ABOUT 2%.

BUT NOTE THAT THE LAST THREE YEARS HAVE BEEN FASTER, AVERAGING ABOUT 3.5% OVER THESE LAST THREE YEARS.

THE DATA FROM OUR NATIONAL DATA SOURCE OR CENSUS-BASED NUMBERS, THEY REFLECT A SIMILAR GROWTH RATE FOR THE OVERALL POPULATION.

YOU CAN SEE THE 2024 ESTIMATE BEING JUST UNDER 35,000 TOTAL RESIDENTS IN THE DISTRICT WITH THE TOTAL NUMBER OF HOUSEHOLDS GROWING OVER 11,000.

THESE NUMBERS ARE IN LINE WITH WHAT WE'RE SEEING FROM THE DISTRICT'S ENROLLMENT GROWTH RATE SCENARIO.

WE HAVEN'T SAID THAT EVERY YEAR.

WHEN YOU LOOK AT THE DATA INTERNALLY BY ATTENDANCE ZONE.

NOTICE THE RAPID GROWTH AT THE ELEMENTARY LEVEL OVER THE LAST THREE YEARS, ENROLLMENT IN K-5 IS UP 10%, [INAUDIBLE] GROWTH OF 262.

YOU CAN SEE THEY'RE NOW AT A RECORD HIGH OF OVER 2,850.

YOU CAN LOOK AT THE OTHER. IS THAT BETTER?

>> IS THAT BETTER?

>> [INAUDIBLE]

>> WE HAVE HIGH SCHOOL AT A RECORD HIGH.

YOU CAN SEE 2,080 AND THEN NOTE THAT THE JUNIOR HIGH NUMBERS ARE COMING BACK UP AFTER LEVELING OFF FOR SEVERAL YEARS.

IF YOU LOOK AT THE NUMBERS FOR EACH INDIVIDUAL GRADE, AND I'VE SHOWED THIS TO YOU THE LAST FEW YEARS WHERE I'VE HIGHLIGHTED THE LARGEST CLASS.

YOU CAN SEE THAT RECORD GROWTH WAVE, THAT 2014 TIME FRAME, HOW THAT'S AGED UP AND THROUGH, AND YOU SEE MANY OF THOSE STUDENTS HAVE CONTRIBUTED TO THOSE RECORD NUMBERS IN 10TH AND 11TH GRADE.

YOU CAN SEE THE FLATTENING THERE OF THE REDUCTION IN ENROLLMENT IN THE JUNIOR HIGH BEHIND THAT INITIAL WAVE.

THEN YOU CAN SEE THE NEW WAVE OF GROWTH THAT'S FORMING IN THE YOUNGER GRADE LEVELS.

IT'S IMPORTANT TO NOTE THAT, WHEN WE LOOK AT THE ENROLLMENT PROJECTIONS AT THE END.

YOU CAN SEE THOSE RECORD CLASS SIZES NOW IN FIRST GRADE, SECOND GRADE, THIRD GRADE, THEY'RE GOING TO COME UP AND THEY'RE GOING TO BEGIN TO INFLUENCE CAPACITY AT THE JUNIOR HIGH LEVEL HERE IN THE NEXT FEW YEARS.

A COUPLE OF OTHER METRICS THAT WE CONTINUE TO MONITOR THAT INFLUENCE DISTRICT ENROLLMENT.

YOU CAN SEE THE BLUE BARS REPRESENT THE LOCAL BIRTH RATE.

YOU CAN SEE THEY CONTINUE TO GROW.

YOU CAN SEE THERE THAT THE 2024 NUMBER 4 KINDERGARTEN DID TURN DOWN A LITTLE BIT.

WE'RE SEEING THAT IN SEVERAL PLACES ACROSS TEXAS, AND WHAT THAT IS IS TYPICALLY WE'RE SEEING THERE'S A FEW MORE PARENTS THAT ARE CHOOSING HOMESCHOOLING, SO IT'S INFLUENCING KINDERGARTEN ENROLLMENT.

TYPICALLY, WHEN WE SEE THAT BIRTH RATE CONTINUING TO CLIMB, BUT A LITTLE BIT OF A FLATTENING OR MODERATING IN THE KINDERGARTEN NUMBER, THAT'S CONTRIBUTING TO THAT SITUATION THERE.

WHEN YOU COMPARE WHAT'S COMING IN VERSUS WHAT'S EXITING, YOU CAN SEE KINDERGARTEN AND FIRST GRADE REPRESENTED BY THE BLUE AND THE ORANGE LINES, THE YELLOW LINE REPRESENTING 12TH GRADERS.

YOU CAN SEE THIS YEAR ON THE RIGHT-HAND SIDE OF THE CHART, THEY'VE GROWN TOGETHER A LITTLE BIT.

THAT CAN INDICATE THAT GROWTH CAN SLOW DOWN A LITTLE BIT.

TYPICALLY WHEN THOSE KINDERGARTEN AND FIRST GRADE NUMBERS ARE ABOVE THE 12TH GRADE NUMBER, THAT'S INDICATIVE OF A FAST GROWTH DISTRICT.

SOME OF THESE THINGS THAT WE'RE SEEING A LITTLE BIT OF A FLATNESS IN KINDERGARTEN IS IN THAT CLOSURE THERE IN THE GAP, IT JUST MODERATES THE GROWTH THAT COULD BE MORE RAPID, AND YOU'LL SEE THAT HERE AT THE END.

WE CONTINUE TO LOOK AT THE STUDENT MOBILITY.

RECALL, THIS IS A COMPARISON OF STUDENTS THAT WERE ENROLLED IN K THROUGH 11 LAST YEAR, AND HOW MANY ARE PRESENT THIS YEAR IN FIRST THROUGH 12TH GRADE.

YOU CAN SEE THAT ANOTHER STRONG YEAR OF NEWCOMERS REPRESENTED THERE BY THE ORANGE BARS.

TWO VERY STRONG YEARS, TWO OUT OF THE LAST THREE YEARS.

BUT WE DID SEE THE NUMBER OF LEAVERS ACTUALLY CLIMB JUST A LITTLE BIT, BUT OVERALL, LOCKHART CONTINUES TO SEE MORE STUDENTS MOVING IN THAN ARE EXITING.

[00:55:01]

I'VE INCLUDED THE LATEST TRANSFER REPORT DATA FROM THE STATE.

RECALL THE STATE DOES TRACK STUDENTS THAT LIVE WITHIN THE DISTRICT BOUNDARY BUT ARE ATTENDING CHARTER SCHOOLS OR OTHER NEIGHBORING DISTRICTS.

THE KEY POINT HERE IS YOU CAN SEE THE '23, '24 DATA WAS THE FIRST DECLINE THAT THEY HAD COUNTED IN THAT NUMBER IN OVER 10 YEARS.

THESE NUMBERS HAVE BEEN PRETTY CONSISTENT, BUT IT'S A GOOD SIGN TO SEE THAT THOSE ORANGE BARS AREN'T CONTINUING TO GROW.

I'VE ALSO INCLUDED WHERE ARE THEY GOING? WHEN YOU LOOK THROUGH THE SCHOOLS LISTED HERE, YOU'LL SEE THAT MANY OF THEM ARE NEIGHBORING DISTRICTS.

MANY OF THOSE ARE LIKELY THE CHILDREN OF DISTRICT EMPLOYEES.

WHEN YOU TYPICALLY SEE THESE NUMBERS DOWN IN THAT 20-40 RANGE, THAT'S WHAT IT'S RECOGNIZING.

WELL, WE GEOCODED THE STUDENTS AGAIN THIS FALL.

YOU CAN SEE THE GEOGRAPHIC DISTRIBUTION OF ALL THE STUDENTS ENROLLED IN THE DISTRICT.

97% LIVE WITHIN THE DISTRICT BOUNDARY, ABOUT 3% ARE TRANSFERRING IN FROM THE OUTSIDE.

NOW, WHEN YOU COMPARE THE CURRENT YEAR GEOCODING TO WHAT WE DID THREE YEARS AGO, YOU CAN SEE THE GROWTH AREAS.

IT'S REALLY INTERESTING TO SEE, RECALL FROM MUCH OF THE 2014-2019 PERIOD, THE LYTTON SPRINGS AREA AROUND STRAWN, THOSE WERE THE DARKEST AREAS OF GROWTH.

IT'S ACTUALLY SHIFTED A LITTLE EAST INTO THE FM 20 EAST OF 672 IN THAT DALE AREA, THAT NORTHEAST PORTION OF NAVARRO ATTENDANCE ZONE.

BUT ALSO, ON THE SOUTHERN SIDE OF THE CITY, AS WELL AS WHEN YOU LOOK AT THE NUMBERS HERE IN THE CITY OF LOCKHART, YOU CAN SEE THE NUMBERS HAVE GROWN QUITE A BIT ON THE WEST SIDE, AND THAT IS MAINLY DUE TO MANY OF THE NEW HOMES THAT HAVE BEEN BUILT IN SUBDIVISIONS LIKE CENTERPOINT MEADOWS, VINTAGE SPRINGS, AND MEADOWS AT CLEARFORK OVER THESE LAST FEW YEARS.

NOW, YOU'RE SEEING SOME AREAS SHADED IN BLUE THAT HAVE SEEN ENROLLMENTS DECLINE JUST A LITTLE BIT.

I WOULD SAY THAT THOSE ARE INDICATING THOSE AREAS ARE MORE MATURE IN THE DISTRICT, AND WE'RE BEGINNING TO SEE SOME AGING IN PLACE.

I'M GOING TO SHOW YOU THAT IT'S BECOME A LITTLE BIT MORE DIFFICULT FOR PEOPLE TO SELL EXISTING HOUSES, AND I THINK THAT CAN BE CONTRIBUTING TO SOME OF THESE OLDER AREAS AS WELL.

I'VE GOT SOME SLIDES IN HERE ON THE MACROECONOMICS OF THE GREATER AUSTIN AREA.

THE KEY TAKEAWAY HERE, I'LL GO THROUGH THESE QUICKLY, IS THAT THE JOB GROWTH IN THE GREATER AUSTIN HAS SLOWED A LITTLE BIT.

LOOK AT THE CHART ON THE RIGHT, WE SAW THE HUGE LOSSES AND THEN GAINS DURING THE PANDEMIC PERIOD, BUT WE'VE SEEN THAT NUMBER NORMALIZE OVER THESE LAST FEW YEARS.

WITH ALL THAT SAID, UNEMPLOYMENT IS STILL 3.5%, AND WE'RE STILL SEEING FANTASTIC NUMBERS IN THE NEW HOME MARKET OVERALL.

YOU CAN SEE REPRESENTED BY THE RED LINE, STILL OVER 20,000 HOMES BEING BUILT IN THE GREATER AUSTIN AREA OVER THE LAST 12 MONTHS.

BUT THE BIGGEST THING THAT CONTINUES TO INFLUENCE RESIDENTIAL DEVELOPMENT IS THE 30-YEAR MORTGAGE RATE.

I'VE GOT A HISTORY OF IT HERE.

NOTE THAT IT'S MOVED BACK TOWARDS 7% HERE OVER THESE LAST FEW MONTHS.

THAT CONTINUES TO BE AN AREA WHERE MANY BUYERS HAVE DECIDED TO REMAIN ON THE SIDELINE, BUT LET ME SHOW YOU WHAT I WAS REFERRING TO EARLIER WITH SOME OF THE MORE MATURE AREAS.

YOU PROBABLY HAVE HEARD IN THE NEWS THAT PEOPLE REFERRING TO MANY OF THE HOMEOWNERS BEING HOUSE-LOCKED OR RATE-LOCKED.

IF YOU LOOK AT THE CHART, THAT'S FOR ALL OF THE REGION.

SINCE THE RATE HAS GONE UP TOWARDS SEVEN, YOU'VE SEEN THE STEADY DECLINE OF EXISTING HOME SALES.

NOW, INVENTORY IS COMING BACK UP, BUT IT'S MORE DIFFICULT TO SELL AN EXISTING HOME.

WHAT THAT MEANS IS HERE IN THE DISTRICT, THE CHART THERE ON THE LEFT, WE'RE SEEING A FEWER OF THE OLDER HOMES IN THE DISTRICT TURNOVER.

THIS IS A CHART THAT'S VERY SIMILAR TO WHAT WE'RE SEEING IN OTHER PARTS OF THE STATE.

OTHER DISTRICTS ARE SEEING THEIR NUMBERS FOR EXISTING HOME SALES DOWN ON 8-10-YEAR LOWS.

THIS REALLY IS REFLECTIVE OF THE AFFORDABILITY ISSUES THAT EXIST ON THE EXISTING HOME SIDE.

IT'S A DIRECT REFLECTION OF HIGHER MORTGAGE RATES.

NOW, ON THE OTHER HAND, THE NEW HOME SIDE IS TAKING ADVANTAGE OF THOSE RATES BEING HIGHER BECAUSE THEY CAN BUY THE RATES DOWN, SO THEY'RE PULLING BUYERS OVER TO THE NEW HOME SIDE.

[01:00:02]

YOU CAN SEE HERE THE QUARTERLY ACTIVITY, LOOK AT THE SURGE OVER THE LAST 18 MONTHS IN THE DISTRICT.

RECORD ACTIVITY STARTS BACK IN THE FIRST QUARTER OF THIS YEAR, AND THEN THE THIRD QUARTER, THE MOST MOVE-INS THAT WE'VE COUNTED IN A THREE-MONTH PERIOD EVER.

THAT'S MOVED THE ANNUAL RATES UP TO RECORD HIGHS THIS YEAR.

EARLY IN YEAR, STARTS WERE UP TOWARDS 700 AND THROUGH THE END OF SEPTEMBER, ANNUAL MOVE-INS IN THE DISTRICTS HAVE CLIMBED TO A RECORD HIGH REPRESENTED BY THE RED LINE THERE.

YOU CAN SEE 717 MOVE-INS INTO THE DISTRICT.

THE DEVELOPERS ARE NOW ON PACE.

THEY'RE PUTTING ABOUT 600 LOTS ON THE GROUND.

YOU CAN SEE HOW THE MARKETS MOVED INTO THE 6-700 PACE RECENTLY.

MANY OF THOSE SUBDIVISIONS THAT ARE PRODUCING THE LARGEST NUMBERS ARE IN THE CURRENT CLEARFORK AND NAVARRO ATTENDANCE ZONES, LED BY SUMMERSIDE AND VINTAGE SPRINGS AND HANSFORD SUBDIVISION, THAT'S ONE OF THE NEWER ONES ALONG WITH HARTFORD RANCH.

HERE'S A COUPLE OF PICTURES.

YOU CAN SEE SUMMERSIDE, LENNAR, THEIR EXISTING PHASES, THEY'VE BUILT ALL THE WAY UP TO 1,322, AND NOW THEY'RE MOVING INTO NEWER PHASE ON THE WESTERN SIDE OF THAT SUBDIVISION.

TRINITY SQUARE, ANOTHER SUBDIVISION THAT LENNAR DID WITH MORE NARROW PRODUCT.

THEN RIGHT THERE NEXT TO BLUEBONNET, YOU CAN SEE VINTAGE SPRINGS THAT WE'VE WATCHED.

IF YOU GO BACK AND LOOK AT THE LAST COUPLE OF DEMOGRAPHIC STUDIES, YOU CAN SEE THAT THIS WAS FILLING VERY RAPIDLY OVER THE LAST COUPLE OF YEARS WITH HOMES FROM DR HORTON.

CENTERPOINT MEADOWS OF KB HOME, FINISHING UP ANOTHER SECTION OF LOTS HERE IN THE DISTRICT.

THEN THIS IS THE 142 CORRIDOR, LOOKING OUT PAST THE 130 TOLLWAY BACK OUT 142.

YOU CAN SEE ALL OF THE ACTIVITY INCLUDING NEW APARTMENTS AT LOCKHART FARMS, AND THEN THE NEW LOTS COMING IN ADDITIONAL SUBDIVISIONS.

LOOKING AT LOT INVENTORY AS OF END OF SEPTEMBER, THERE ARE YOU CAN SEE OVER 300 IN PRODUCTION, BUT NOT CLOSED, 650 LOTS THAT ARE DEVELOPED WITH NO HOUSES STARTED YET, BUT NOTE ANOTHER 1,000 PLUS LOTS ARE UNDER DEVELOPMENT AS OF SEPTEMBER.

WHEN YOU COMBINE ALL THIS, WE'RE LOOKING AT OVER 17,000 SINGLE-FAMILY HOMES THAT ARE CURRENTLY IN THE DEVELOPMENT PIPELINE FOR THE DISTRICT WITH MANY MORE EXPECTED.

ONE OF THE KEY THINGS THAT'S HAPPENING IS THERE'S A COUPLE OF AREAS THAT ARE EMERGING WITH NEW DEVELOPMENT.

ONE BEING THE FAR WEST, THE SH 21 CORRIDOR, AS MANY OF THE SUBDIVISIONS THAT WERE IN HAYES CONSOLIDATED ARE MOVING.

ON THE EAST SIDE OF 21, THERE IN THE LEFT-HAND SIDE, YOU HAVE LENNAR'S COTTON GATEWAY AND ALSO SUNSET OAKS.

LENNAR HAS OVER 1,200 LOTS PLANNED AT COTTON GATEWAY.

SUNSET OAKS HAS 1,800 LOTS PLANNED.

YOU CAN SEE STARLIGHT AND CASTLEROCK OR THE BUILDERS IN SUNSET OAKS, AND THEY HAVE ABOUT 50 HOMES OCCUPIED AS OF SEPTEMBER.

THEN HERE'S THE LENNAR SUBDIVISION.

THEY'VE GOT ABOUT 276 LOTS THAT ARE CURRENTLY UNDER DEVELOPMENT.

HERE'S A MAP OF THE WESTERN SIDE.

EVERYTHING IN BLUE ARE THINGS THAT WE HAVE PLATS FOR.

EVERYTHING IN PINK, THOSE ARE ONES THAT THE COUNTY HAS ALERTED US TO OVER THE LAST COUPLE OF YEARS THAT WE CONTINUE TO WATCH.

I'VE CIRCLED THAT AREA WHERE THE PREVIOUS PHOTOGRAPHS ARE.

YOU CAN SEE HOW THAT AREA IS A NEW EMERGING AREA.

THE GOOD NEWS IS THAT YOU ALL HAVE PURCHASED PROPERTY OUT THERE IN THE MISTY FARMS AREA AS THIS AREA CONTINUES TO GROW.

THAT IS A SITE THAT'S VERY MUCH GOING TO BE NEEDED.

NOW, LOOKING AROUND THE BORCHERT LOOP ELEMENTARY CONSTRUCTION, YOU CAN SEE DR HORTON'S HARTLAND RANCH, MOVING FORWARD WITH ANOTHER PHASE OF LOTS.

THEN NOW PERRY HOMES HAS THE FIRST 118 LOTS UNDER DEVELOPMENT AROUND THE BORCHERT LOOP ELEMENTARY CONSTRUCTION.

NOW, REMEMBER THIS PICTURE IS FROM SEPTEMBER.

WHEN YOU LOOK AT THE AREA AROUND BORCHERT LOOP, YOU CAN SEE SUBDIVISIONS IN BLUE, THE JUNIPER SPRINGS SUBDIVISION IS OVER 1,400 LOTS.

JUST TO THE SOUTH, WE'RE WATCHING A COUPLE OTHER SUBDIVISIONS COME ONLINE.

[01:05:05]

JUST IN THE IMMEDIATE VICINITY AROUND BORCHERT LOOP, THERE'S OVER 3,200 LOTS.

THIS AREA COULD GROW IF THAT FORMER CHERRYVILLE PROPERTY MOVES FORWARD, THAT COULD ADD ANOTHER 2,500 LOTS ON THE SOUTHERN SIDE OF THE DISTRICT.

NOW, IN ADDITION TO BOTH OF THOSE AREAS, WE'RE SEEING MORE ACTIVITY IN THE SOUTHEAST.

THIS IS SEAWILLOW RANCH ON 1322, IT'S JUST NORTHEAST OF SUMMERSIDE.

THE FIRST 417 LOTS ARE UNDER DEVELOPMENT THERE.

THE DISTRICT DOES HAVE A SITE IN THAT AREA AS WELL.

BUT YOU CAN SEE WHY OBTAINING THAT SITE IS BENEFICIAL BECAUSE ALL THE BLUE FOR ALL THE LAND.

THIS IS 1,400 LOTS PLUS ANOTHER 400 OR SO THERE AT THE LAY RANCH, IT'S A LITTLE BIT CLOSER TO 20.

A LOT OF ACTIVITY IS COMING IN THIS PORTION OF THE DISTRICT AS WELL.

WE CONTINUE TO WATCH THE NORTH.

NOT A LOT OF CHANGES OF IT THAN SOME NEW LOTS IN LIVELY STONE, WHICH IS IN PLUM CREEK.

WE WATCHED THE LUNA, THE ROSA SUBDIVISION, WE TALKED ABOUT A YEAR AGO. YES, SIR.

>> ON THE PREVIOUS SLIDE, LAY RANCH, WE HAVEN'T REALLY HEARD A LOT ABOUT THAT.

CAN YOU TELL US WHAT YOU THINK THE TIMELINE IS ON THAT ONE?

>> A YEAR AGO, THE CITY HAD MENTIONED THIS ONE BEING CALLED LOCKHART 92, BUT IT'S 360 PLUS LOTS.

IT'S RIGHT THERE ALONG THAT CORRIDOR.

IT'S PROBABLY ONE THAT WILL MOVE A LITTLE QUICKER THAN WHAT WE'VE SEEN.

I DON'T KNOW A BUILDER YET FOR IT, BUT THE CITY SAID THAT THEY WERE MOVING PRETTY QUICKLY.

YOU'VE GOT 800 LOTS PLANNED IN SUMMERSIDE, ANOTHER 1,400 AND SEAWILLOW PLUS ANOTHER THREE TO 400 THERE IN LAY RANCH.

THIS AREA IS GOING TO BE ONE OF YOUR MAIN AREAS OF GROWTH IN THE FUTURE.

WHEN YOU FORECAST ALL THE INDIVIDUAL SUBDIVISIONS, THEY TOTAL ABOUT 3,600 CLOSINGS OVER THE NEXT FIVE YEARS.

YOU CAN SEE THAT THE RATE OF CLOSINGS IS LOWER OVER THESE NEXT TWO YEARS.

THAT'S WHILE SOME OF THESE NEIGHBORHOODS BUILD OUT AND WAIT FOR ALL THE LOTS THAT I'VE SHOWN YOU IN THE PICTURES TO GET DEVELOPED AND THEN IT TAKES ANOTHER 4-6 MONTHS FOR MANY OF THE HOMES TO BE BUILT AND START TO BE OCCUPIED.

BUT AS YOU CAN SEE, THAT'S A HUGE NUMBER, 3,600 HOUSES IN THE NEXT FIVE YEARS ALONE.

IN 10 YEARS, IF THE SUBDIVISIONS ARE ACTIVE IN EACH ONE OF THESE GEOGRAPHIC AREAS, THE DISTRICT HAS THE POTENTIAL TO SEE 10,000 HOMES OVER THE NEXT DECADE.

NOW, HERE ARE THE STUDENT YIELDS.

THE TYPICAL SINGLE-FAMILY HOME IS YIELDING 0.46.

A KEY POINT THAT I WANT TO EMPHASIZE IS THAT MANY OF THE DEVELOPMENTS, THAT YOU'RE SEEING TONIGHT ARE DEVELOPING WITH SMALLER LOTS.

THE 40-FOOT WIDE LOTS ARE YIELDING FEWER STUDENTS.

IF YOU LOOK ON THE TABLE, YOU CAN SEE MEADOWS AT CLEARFORK AND WIND RIDGE, SOME OF THE PRE-COVID TYPE OF DEVELOPMENTS, YOU CAN SEE THOSE NUMBERS.

THOSE YIELDS ARE 0.5-0.7.

THOSE ARE TYPICAL YIELDS THAT WE'VE SEEN ALL ACROSS THE STATE FOR MOST TRADITIONAL SINGLE-FAMILY CONSTRUCTION, BUT SINCE COVID, SINCE THE BUILDERS HAVE GONE TO THE SMALLER LOT AND SMALLER LOT IS TRANSLATING INTO HOMES THAT CAN BE AS SMALL AS 1,000 SQUARE FEET TO 1,500 SQUARE FEET.

MANY ARE MORE IN THE 1,200-2,000, BUT THE SMALLER HOMES ARE YIELDING FEWER STUDENTS.

YOU CAN SEE AND HIGHLIGHTED THERE, MANY OF THE INITIAL NUMBERS THIS YEAR FOR SOME OF THE NEWER SUBDIVISIONS ARE IN THAT 0.2-0.4.

>> WE'RE SEEING THAT ALL OVER THE STATE FOR THIS TYPE OF PRODUCT.

THAT IS SOMETHING THAT I JUST WANT TO EMPHASIZE, IT'S GOING TO TAKE MORE OF THESE TYPES OF HOMES TO CREATE FASTER GROWTH.

OUR FORECASTS FOR THE DISTRICT, LOOKING OUT THESE NEXT TWO YEARS, OR AT LEAST NEXT YEAR, SHOULD BE IN THAT 6,900-7,000 AND BY NEXT SNAPSHOT THESE NEXT COUPLE OF YEARS ARE MORE IN THE 3% GROWTH RATE.

THEN AS THESE AREAS EMERGE WITH AVAILABLE HOMES AT MOST,

[01:10:03]

THAT RATE OF GROWTH IS PROJECTED TO ACCELERATE THE FIVE YEAR AVERAGE BEING ABOUT 3.8%, THEN EVENTUALLY GROWING TOWARDS 5%.

IN 2028 29 AND OUT.

YOU CAN SEE HERE THAT THE DISTRICT IS ON PACE TO BE IN THAT 7,500/8,000 IN THAT 2028/29 TIME FRAME, WHICH IS NOT TOO FAR AWAY.

I'VE GOT A SLIDE HERE THAT JUST GIVES YOU A 3, 05, AND 10 YEAR PROJECTION FOR EACH ATTENDANCE LEVEL.

BUT I WANTED TO MOVE ON TO THIS SLIDE WHERE WE'RE COMPARING THE GROWTH RATE TO CAPACITY.

NOTE THAT THE ADDITION OF BORCHERT LOOP ADDING 700 SEATS AT ELEMENTARY, 650 ADDITIONAL SEATS IN HIGH SCHOOL NEXT YEAR DOES MOVE THOSE NUMBERS DOWN AND GIVE YOU A LITTLE BIT MORE TIME.

THE RECALL TALKING ABOUT THE JUNIOR HIGH.

THOSE LARGER CLASSES.

ONCE THOSE LARGER CLASSES START TO MOVE UP AND ADDITIONAL GROWTH ON TOP OF THAT, THE CAPACITY AT THE JUNIOR HIGH IS GOING TO NEED TO BE ADDRESSED.

AS YOU CAN SEE THAT RIGHT NOW, IT'S JUST UNDER 100%, BUT PROJECTED TO GROW RAPIDLY WITH LARGER CLASSES COMING UP.

BUT WHEN YOU LOOK OUT EVEN INTO THAT 28, 29 TIME FRAME, YOU CAN SEE THAT IT'S LIKELY THAT ELEMENTARY ADDRESSED AGAIN AS WELL.

HERE'S ANOTHER WAY OF LOOKING AT THAT.

THESE ARE OUR CAMPUS PROJECTIONS.

AS YOU CAN SEE THE SUMMARY LINE FOR ELEMENTARY GROWING OVER 3,600 BY 2029, THAT WOULD MOVE THE DISTRICT BACK TO FULL CAPACITY.

YOU CAN SEE IN 2030, 2031, YOU'RE ALREADY UP TO ANOTHER FULL SCHOOL.

>> JUST A POINT OF CLARIFICATION.

THIS CHART WE'RE LOOKING AT REFLECTS A LATER TOPIC AND ONE OF THE OPTIONS FOR REZONING, CORRECT?

>> THAT IS CORRECT. THEN LOOKING AT JUNIOR HIGH IN HIGH SCHOOL YOU CAN SEE HOW QUICKLY THE JUNIOR HIGH ABOUT 1,500 TODAY.

BUT WITH THOSE CLASSES AND GROWTH COMING UP, IT'S GOING TO BE AT 16, 01,700 WITHIN THREE OR FOUR YEARS.

YOU HAVE THE HIGH SCHOOL NUMBERS AS WELL, WITH THE EXPANSION THERE THAT SHOD BUY YOU ALL MORE TIME HIGH SCHOOL PROBABLY OUT TO THAT 7-8 TIME FRAME.

AGAIN, THE GROWTH IS HERE, THE RESIDENTIAL DEVELOPERS, AS YOU CAN SEE, ARE VERY CONFIDENT IN BRINGING THEIR SUBDIVISIONS TO LOCKHART AND NEW GENERATION OF LOBS ARE UNDERWAY ALL ACROSS THE DISTRICT.

IT'S CERTAINLY GOING TO CONTINUE TO BRING NEW STUDENTS INTO THE DISTRICT.

I'LL ANSWER ANY QUESTIONS AT THIS TIME.

>> EXCUSE ME. THERE WAS A SLIDE EARLIER THAT SHOWED 4-5 YEARS WE NEED TO ADDRESS THE JUNIOR HIGH AND I WOULD THINK THAT WE NEED TO BE ADDRESSING IT NOW SO WE DON'T GET CAUGHT.

WE CAN'T WAIT TILL IT'S BUSTING OPEN BEFORE WE ADDRESS IT.

WE'VE GOT IT BECAUSE ALL OF THESE PROCESSES TAKE TIME.

I WOULD SAY THAT THAT MIGHT BE LONGER THAN ANY OF US HERE AT THIS GROUP THINK WE NEED TO WAIT BEFORE SOMETHING LIKE THAT GETS IN THE PROCESS. MAYBE I'M WRONG.

>> THE JUNIOR HIGH IS AT 100% IN TWO YEARS.

NEXT YEAR WE WILL BE A 97% AND THEN THE FOLLOWING YEAR AT 100.

I THINK IT'S IMPORTANT FOR THE COMMUNITY THAT MAY BE WATCHING THE BOARD, WE TALK ABOUT THIS DATA OFTEN AND CAMPUS UTILIZATION, BUT WE KNOW THAT ONCE IT'S OVER 85%, REALLY YOU'RE GETTING TIGHT.

CERTAINLY 99,500, YOU'RE USING THE CAMPUS IN WAYS THAT IT REALLY WASN'T DESIGNED FOR.

BUT EVEN WITH THAT CONSIDERATION 100% AT 2026, WE KNOW THAT IT TAKES A COUPLE OF YEARS TO PLAN AND BUILD A SCHOOL.

EVEN IF THE SCHOOL BOARD WERE TO CALL FOR A BOND THIS COMING YEAR 2025, THE EARLIEST THAT A SCHOOL COULD OPEN, ASSUMING EVERYTHING WENT PERFECT WOULD BE 2027, READ 105% AT THAT POINT.

[01:15:02]

>> ANY OTHER QUESTIONS?

>> HOW DO ALL THESE SCENARIOS PLAY OUT AND SAY WE HAVE SOME MAJOR INDUSTRIAL PLANS COME INTO THE AREA, BIG EMPLOYERS AND STUFF LIKE THAT?

>> WELL, THERE'S OBVIOUSLY A COUPLE OF DIFFERENT THINGS THAT THAT WE'RE WATCHING.

ONE, IF INTEREST RATES WERE TO DROP, THAT COULD HELP UNLOCK RESALES AND POTENTIALLY EVEN INCREASE WHAT WE'RE SEEING.

I THINK IF YOU GET MORE JOB GROWTH IN THE AREA, IT WILL GIVE MORE VALIDITY TO THE HIGHER RATE OF GROWTH SCENARIO THAT I'VE SHOWN.

RIGHT NOW WE'RE BEING CONSERVATIVE WITH THE NUMBERS, JUST KNOWING THAT THERE ARE SOME THINGS OUT THERE, SEEING SOME OF THAT SOFTENING IN THE KINDERGARTEN NUMBERS.

BUT OVERALL, THE HOMES ARE HERE.

THE BUYERS MANY OF THEM ARE YOUNGER AND THEY DO NOT HAVE CHILDREN AT THE MOMENT.

THAT'S SOMETHING WE'RE LOOKING AT FORECASTING FURTHER OUT, THAT'S WHY YOU SEE THERE'S MORE RAPID RISE HERE.

TWENTY YEARS. BUT YOU'RE RIGHT, THERE'S ADDITIONAL EMPLOYMENT GROWTH OUT HERE, CERTAINLY SPEAKING.

>> IN 2028, WE'LL BE LOOKING AT, I GUESS, AT THE HIGH SCHOOL BECAUSE IT'S 85% 2028 [OVERLAPPING]?

>> WELL, WE WOULD BE AT THAT.

WE'D BE APPROACHING THAT UTILIZATION EFFORT LEVEL, BUT WE STILL HAVE SOME MORE ROOM.

BUT WE NEED TO START HAVING CONVERSATIONS.

>> WHAT ARE YOUR COLLEAGUES AND PROFESSIONALS IN YOUR FIELD THINKING ABOUT FUTURE LEGISLATION WITH THE UPCOMING SESSION REGARDING VOUCHERS AND THINGS, AND ARE THERE ANY THOUGHTS OR PROJECTIONS? I KNOW THE STATE LAST TIME THEY WERE PROJECTING 4-5% OF STUDENTS.

ARE THERE ANY THOUGHTS ABOUT THAT?

>> WELL, I THINK IT'S A DIFFICULT QUESTION TO ANSWER.

I DON'T KNOW CRITERIA.

IS THERE GOING TO BE A BLANKET VOUCHER, IS THERE GOING TO BE TIED TO SOCIOECONOMICS OR PERFORMANCE? WHAT ARE THOSE DIFFERENT VARIABLES? IT'S HARD TO SAY.

OBVIOUSLY, IF THEY PASS, IT WILL HAVE AN IMPACT, SOMETHING THAT I CAN REALLY ANSWER AT THE MOMENT.

THERE'S JUST SO MANY THINGS GOING ON RIGHT NOW WITH PARENTS MAKING DECISIONS WHERE TO PUT THEIR CHILDREN.

SOMETIMES DIFFICULT TO UNDERSTAND EACH INDIVIDUAL HOUSEHOLD BASED ON THAT.

>> QUESTION FORD. THANK YOU, MR. ALEXANDER.

>> THANK YOU, MR.

>> WE WILL NOW MOVE ON TO ITEM 9(D) 2025,

[2025-2026 Budget Planning Calendar]

2026 BUDGET PLANNING CALENDAR, MS. WEISER.

>> GOOD EVENING. AS WE END ONE FISCAL YEAR WE'RE ALREADY PLANNING TO MOVE ON TO THE NEXT ONE.

WHAT IS THIS IS YOUR CALENDAR FOR YOUR 25, 26 BUDGET THAT WE WILL HAVE ALREADY BEEN REALLY STARTING ON.

BUT THE DATES THAT I REALLY WANT TO POINT OUT TO YOU ARE THE ONES IN BOLD.

THOSE ARE GOING TO BE OUR BUDGET WORKSHOPS, THE FIRST ONE IN APRIL, AND THEN WE'LL HAVE ONE IN MAY AND THEN THE BEGINNING OF JUNE.

THOSE ARE THE DATES THAT I WOULD NEED ANY FEEDBACK ON IF WE NEED TO MAKE AN ADJUSTMENTS, BUT OTHER THAN THAT, THIS IS YOUR BUDGET ADOPTION CALENDAR, AND IF YOU HAVE ANY QUESTIONS ALONG THE WAY, WE CAN ADDRESS THEM.

>> MR. CHARLES, WE DO HAVE SOME SPECIAL MEETINGS WE HAVE DURING THE SPRING TO DISCUSS THE BUDGET.

>> BY SPECIAL, HE MEANS VERY FUN.

[LAUGHTER]

>> THEY USUALLY LAST ABOUT 15 MINUTES.

>> PLUS TWO HOURS.

>> [BACKGROUND] THIS INVITE FOR THOSE.

>> YES, WE WILL.

IF YOU HAVE ANY QUESTIONS ABOUT THE CALENDAR, YOU CAN ALWAYS LET ME KNOW, BUT THIS WAS JUST TO COMMUNICATE WHAT THOSE DATES ARE GOING TO BE FOR THE NEXT SEVEN MONTHS OR SO. THANK YOU.

[01:20:08]

>> WE WILL MOVE ON TO ITEM 9 REVIEW REVISIONS TO

[Review Revisions to Policy CW(Local): Naming Facilities]

POLICY CW LOCKHART NAMING FACILITY, MR. ESTRADA.

>> THANK YOU, PRESIDENT WRIGHT. THE LAST TIME WE JUST HAD A PRESENTATION REGARDING OUR GROWTH.

WE ALL KNOW THAT WE WILL CONTINUE TO BUILD SCHOOLS IN THE NEAR FUTURE.

THE LAST TIME, WE HAD THE OPPORTUNITY TO NAME BOARD AT LUKE ELEMENTARY.

THIS CONVERSATION CAME UP AMONGST THE BOARD.

AS WE GO INTO NEXT YEAR, I'VE JUST TAKEN AN OPPORTUNITY TO REVIEW THIS POLICY TO GET SOME FEEDBACK.

THIS IS JUST A COMMUNICATION ITEM TO HELP US AS A ADMINISTRATION, UNDERSTAND THE WILL OF THE BOARD.

IF WE WANT TO LEAVE IT THE SAME, WE WANT TO MAKE SOME ADJUSTMENTS TO IT.

THIS WOULD BE A GOOD TIME TO DO SO.

JUST BRIEFLY, WHEN WE LOOK AT OUR CURRENT POLICY, WE DID WORK WITH TASBY TO GIVE US SOME PROPOSED LANGUAGE.

BUT ONE OF THE MAJOR THINGS STEMMING FROM THE PREVIOUS CONVERSATION WITH THE BASTROP WAS LOOKING AT JUST LANGUAGE THAT UTILIZES SHALL VERSUS MAY.

YOU'LL SEE THE LANGUAGE LOOKS IDENTICAL.

ONE AREA THAT IS DIFFERENT WOULD BE THE NOMINATION PROCESS.

INSTEAD OF USING SHALL LANGUAGE, POTENTIALLY LOOKING AT USING MAY INSTEAD, IS REALLY A BIG KEY DIFFERENTIATOR TO CONSIDER.

I'M STUDYING OTHER SCHOOL DISTRICTS AROUND.

YOU CAN SEE WHERE OTHER DISTRICTS HAVE THEIR POLICIES, EVERYONE IS DIFFERENT.

THERE ARE SOME THINGS WERE SIMILAR.

THERE'S SOME THINGS THAT WERE DIFFERENT, BUT THEY TYPICALLY ALL HAVE THESE COMPONENTS.

COMMITTEE IS ONE COMPONENT.

YOU CAN SEE BASTROP DOESN'T REQUIRE A COMMITTEE OR LAKE TRAVIS, BUT DRIVEN SPRINGS, HADEN S MARCUS DO.

YOU CAN SEE THAT WHEN IT'S CONSIDERING NAMING SCHOOLS AFTER PEOPLE.

DRIP AND SPRINGS LIKE TRAVIS DON'T ALLOW FOR THAT.

WE CURRENTLY DO, AS LONG AS THE PERSON IS DECEASED, BASTROP, HAYES, AND SAN MARCOS, ALL CONSIDER LIVING OR DECEASED.

NOBODY ACCEPTS PETITIONS, WE'RE ALL PRETTY CONSISTENT THERE.

PRETTY MUCH EVERYONE USES GEOGRAPHICAL, HISTORICAL.

IN HISTORIC EVENT OR PLACE THEY USE THOSE AS CONSIDERATION.

AS WE LOOK AT THIS, WANTED TO JUST PAUSE AND GET SOME FEEDBACK FROM THE BOARD, SEE IF THIS IS AN ISSUE THAT WE WANT TO ADDRESS GOING INTO NEXT YEAR. I'M HAPPY TO TAKE.

>> I THINK THESE REVISIONS IT DOESN'T ELIMINATE THE NAMING POLICY, BUT IT GIVES THE FUTURE BOARDS THE FLEXIBILITY OF EITHER USING IT OR NOT USING IT.

IT'S THERE IF ANYBODY WANTS TO USE IT OR IT WILL BE THE BOARD'S CHOICE WHEN THAT COMES AROUND.

I LIKE THIS PROCESS BETTER THAN BEING TIED DOWN TO A POLICY THAT, WE GOT TO USE IT NO MATTER WHAT.

THAT'S JUST MY OPINION.

>> YOU'RE SAYING AS IT IS.

>> WELL, IT WOULD BE THE MAY BECOME SHALL.

IT WOULD BE UP TO WHATEVER BOARD IN THE FUTURE.

THEY WOULD DECIDE, WE'RE GOING TO USE THIS POLICY OR JUST KEEP THE DECISION MAKING TO TO THE BOARD ITSELF.

REMEMBER THERE'S JUST A COMMUNICATION ITEM RIGHT NOW, NOBODY VOTED ON ANYTHING.

>> I JUST WONDERED HOW PEOPLE JUST DETERMINE WHETHER THEY'RE GOING TO ACTUALLY ADD AS A COMPONENT SOMEONE LIVING VERSUS SOMEONE DECEASED? BECAUSE I'M JUST SAYING WHEN I WAS THINKING ABOUT IT, IT'S SOMEONE A PROMINENT INDIVIDUAL WOULD BE ABLE TO PARTICIPATE IN THAT PROCESS AND ACTUALLY KNOW THAT THEY WERE RECOGNIZED FOR THEIR CONTRIBUTIONS VERSUS WAITING TILL THEY DIE.

THE PEOPLE THEY'RE GOING TO BE APPRECIATIVE WOULD BE THEIR FAMILY MEMBERS.

I WAS WONDERING WHAT OTHER DISTRICTS MEAN TO DETERMINE WHETHER THEY WERE GOING TO ADD IT OR NOT ADDED.

>> I'VE TALKED TO SOME SUPERINTENDENTS ABOUT THIS AND WHAT SEEMS TO BE THE NORM IS

[01:25:06]

ESSENTIALLY WHEN YOU NAME SOMETHING AFTER SOMEONE WHO WHO'S LIVING, THERE'S A RISK THERE IF THAT PERSON EVER DOES SOMETHING THAT ISN'T REFLECTIVE OF THE DISTRICT VALUES OR PRIDE, THAT BECOMES PROBLEMATIC.

THAT'S A BIG PIECE OF WHY PEOPLE SHOULD BE GOING TO EXPLAIN THAT OUT.

I HAVEN'T TALKED TO TRAVIS OR DRIPPING SPRINGS AS TO WHY THEY DON'T CONSIDER PEOPLE AT ALL.

I WOULD HAVE TO CALL THOSE [INAUDIBLE] FEEDBACK ON, BUT THAT'S TYPICALLY THE REASON WHY FOLKS STEER AWAY FROM PEOPLE WHO ARE ALIVE BECAUSE THEY CAN STILL MAKE A MISTAKE.

>> I THINK IF YOU HAD SOME THAT WOULD HAVE TO HAVE A VERY CLEAR OUTLINE ON NAMING A SCHOOL IF SOMETHING WAS YOU, THAT WOULD BE VERY PROBLEMATIC.

>> I WAS JUST THINKING LIKE MS. JERRY OLDENDORF AND ALMA STRAW, THAT THEY WERE VERY PROMINENT EDUCATORS, AND I JUST THOUGHT, I WONDER WHAT IT WOULD HAVE BEEN LIKE IF THEY HAD RECEIVED THAT RECOGNITION BEING THAT THEY WERE ALIVE BECAUSE BOTH OF THEM, I DON'T EVER WOULD SEE WOULD BE AN ISSUE BECAUSE THEY WERE OUTSTANDING INDIVIDUALS.

THAT WAS MY THINKING INITIALLY, NOT THAT THINKING THAT EITHER ONE OF THOSE WOULD HAVE DONE SOMETHING TERRIBLE IF THEY WERE LIVING AND THEY WOULD HAVE THE BOARD OR WHOEVER WOULD HAVE TO HAVE ADDRESSED IT.

INITIALLY, THAT WAS WHEN I THOUGHT, WELL, IT WOULD HAVE BEEN GREAT IF THEY HAD BEEN ALIVE TO KNOW THAT PEOPLE RECOGNIZED THEM AND VALUE THEIR DEDICATION SERVICE. THAT WAS MY THINKING.

>> ONE DID MISS SO I CALLED AND ASKED HER THAT NOMINATION [INAUDIBLE] GO BACK.

SHE DIDN'T GET TO SEE COME TO PERMISSION, BUT I CALLED THE BOARD.

>> MS. OLDENDORF?

>> YES.

>> I CALLED HER BEFORE SHE DIED TO ASK HER PERMISSION BEFORE I EVEN BROUGHT IT TO THE BOARD.

>> I BET SHE WAS.

>> INTERESTING. THANK YOU FOR SHARING THAT.

THAT WAS MY QUESTION BECAUSE I'M FINE WITH EVERYTHING THAT WE HAVE AS A PROCESS.

I JUST WONDERED HOW THEY DETERMINE WHETHER THEY WERE LIVING OR DECEASED.

>> ANY MORE INPUT?

>> I HAVE NOT TALKED TO THEM ABOUT THAT.

I DID RESEARCH AND A POLICY.

>> I APPRECIATE YOU DOING THIS CHART AND GIVING US THAT VISUAL COMPARISON.

>> CURRENTLY, YES.

>> CAN YOU EXPLAIN WHY IT SAYS, YES, NO FOR LOCKHART REQUIRED COMMITTEE?

>> YES, BECAUSE THE BULLETIN THAT POTENTIALLY COULD BE CHANGED WOULD BE THE BOARD MAY ACCEPT NOMINATIONS VERSUS SHALL.

CURRENTLY, IT SAYS SHALL, WHICH IS WHY IT YES AND IF THE BOARD WERE TO GO TO MAY IT'S THE FLEXIBILITY.

AS I WAS READING LAKE TRAVIS BOARD POLICY IS VERY SHORT.

THE BOARD WILL IT.

THERE'S NOT A BIG PROCESS.

BUT THEN OTHER DISTRICTS LIKE VERY LONG LIKE THREE PAGES OF HOW PEOPLE ARE PUT ON THIS COMMITTEE, THOSE TYPES OF THINGS.

BY USING MAY, THE BOARD COULD DISCUSS ON WHAT PROCESS THEY WANTED TO USE AS OPPOSED TO BEING TIED DOWN TO A SPECIFIC PROCESS, WHICH IS WHAT HAPPENED LAST TIME.

>> I THINK YOUR IDEA SHORTER TO BETTER REALLY.

>> I AGREE WITH THAT TOO BECAUSE IT BECOMES CUMBERSOME THAT YOU'RE ADDING BECAUSE I READ TO ALL THESE COMMITTEES AND THEN YOU'RE ADDING ALL OF THESE DIFFERENT LEVELS AND BRINGING MORE PEOPLE IN AND I THINK IT THROWS OUT THE WHOLE PROCESS.

IT INVOLVES MORE PEOPLE, MORE COMMITTEES, CHOOSING DIFFERENT INDIVIDUALS, AND SO YOU'RE GOING IN AN AREA WHERE IT MAKES A PROCESS LONGER.

>> I THINK SOMETIMES THERE'S ALWAYS BENEFITS OF GETTING FEEDBACK IN THE NAMING PROCESS WHEN ONLY ONE NAME IS GOING TO BE CHOSEN, SOMETIMES SOME FEEDBACK THAT I RECEIVED.

[01:30:03]

I THINK PEOPLE UNDERSTAND YOU ALL ARE SELECTED BY THE COMMUNITY TO DO A JOB ON THIS BOARD, AND PEOPLE JUST WANT TO KNOW WHAT THE PROCESS IS.

IF THE BOARD IS GOING TO MAKE THAT, YOU COMMUNICATE THAT TRANSPARENTLY UP FRONT, I THINK PEOPLE WILL BE FINE WITH THAT.

BUT IF PEOPLE FEEL THAT THINGS ARE GO OUT ALONG LONG PROCESS, THEN THAT'S WHERE FRUSTRATION MAY HAPPEN.

>> I HAVE A QUESTION FOR GUIDANCE. BEFORE WE CAME IN POLICY EIGHT YEARS AGO, WHAT DID YOU ALL USED TO DO? ENTIRELY UP TO YOU ALL I GUESS BUT THERE'S REALLY ANY POLICY.

>> THERE MIGHT HAVE BEEN A POLICY.

>> BUT WE WENT BY THE BOARD HAD DEVELOPED THE POLICY.

>> [INAUDIBLE].

>> MR. SAW, IT'S GOOD TO HAVE IT WRITTEN, CLEAR, TRANSPARENT.

WE UNDERSTAND THE PROCESS, AND THEY THEY'RE NOT LEERY OF HOW INDIVIDUALS OR NAMES ARE BEING SELECTED.

>> AGAIN, I THINK THE POLICY WOULDN'T BE TAKEN AWAY.

JUST GIVE THE BOARDS THE OPTION TO ACCEPT NOMINATIONS FROM THE OUTSIDE OR NOT.

>> ANY OTHER QUESTIONS?

>> YES, SIR.

>> WE'LL MOVE ON TO ITEM 9F,

[2024-2025 LISD District Improvement Plan and Campus Improvement Plans]

2024 2025 LISD DISTRICT IMPROVEMENT PLAN AND CAMPUS IMPROVEMENT PLANS. MR. DAVIDSON.

>> GOOD EVENING, BOARD PRESIDENT, MEMBERS OF THE BOARD, SUPERINTENDENT.

I'M GOING TO GIVE AN UPDATE ON OUR DISTRICT AND CAMPUS IMPROVEMENT PLANS.

WE'LL START WITH THE DISTRICT IMPROVEMENT PLAN.

WE HAVE SEVEN NAVIGATE TO 28 PRIORITIES.

WE'RE IN THE SECOND YEAR OF A FIVE YEAR STRATEGIC PLAN AROUND MEETING THE GOALS OF THE NAVIGATE TO 28 PRIORITIES.

DESIGN TEAMS HAVE BEEN CREATED FOR EACH OF THE PRIORITIES, AND THE DESIGN TEAMS HAVE WORK TIME NOT ONLY DURING OUR DISTRICT LEADERSHIP TEAM MEETINGS, I'M SORRY, THEY MEET MONTHLY DURING OUR DISTRICT LEADERSHIP MEETINGS, AND UPDATES ARE PROVIDED DURING THOSE DISTRICT LEADERSHIP TEAM MEETINGS AS WELL AS TO THE BOARD, WHICH I'LL SHOW DATES HERE IN A LITTLE BIT.

THE DISTRICT IMPROVEMENT PLAN CENTERS AROUND OUR DISTRICT VALUES.

HERE ARE THE SEVEN PRIORITIES AND THE SEVEN GROUPS THAT MEET.

THERE ARE TWO UNDER LOCKHEART FOR PEOPLE, WHICH IS RETENTION AND RECRUITMENT, PARENT AND COMMUNITY ENGAGEMENT.

UNDER UNLOCKING POTENTIAL, YOU HAVE INNOVATIVE STUDENT OPPORTUNITIES AND LEADERSHIP CULTURE.

UNDER LOCKED ON EXCELLENCE, WE HAVE STRATEGIC GROWTH AND PLANNING, ACADEMICS, AND INSTRUCTION, STUDENT SUPPORT AND ENGAGEMENT.

UNDER THE DISTRICT IMPROVEMENT PLAN, I'LL START FOR LOCKHART FOR PEOPLE.

HERE ARE SOME EXAMPLES OF THE THINGS THAT WE'VE DONE THAT ARE INCLUDED IN THE DISTRICT IMPROVEMENT PLAN.

WE'VE HAD STAFF FORMS AT BOTH LEVELS.

WE CONTINUE TO PROVIDE TRAINING AND SUPPORT TO NEW TO PROFESSION TEACHERS.

WE'VE HAD AN ANNUAL FALL ALL STAFF TAILGATE NOW FOR A FEW YEARS.

STAFF HAS ACCESS TO THE EMPLOYEE ASSISTANT PROGRAM, EAP.

DOING MORE EVALUATION AND REVIEWING OF COSTS AROUND GRANT APPLICATIONS.

SURVEYS HAVE BEEN SUBMITTED AT ABS, AS WELL AS THE JUNIOR HIGH TO GET INFORMATION FROM STAFF AND PARENTS, AND THEN WE ARE CREATING A FORMAT SO AN OUTLINE OF WHAT CAMPUSES CAN USE IN ORDER TO ESTABLISH PARENT COMMITTEES.

UNLOCKING POTENTIAL INCLUDES INPUT FROM STUDENT GROUPS.

WE ARE GETTING PARENTS AND COMMUNITY MEMBERS INVOLVED IN THE DEVELOPMENT PART OF THE PRIORITY FOR INNOVATIVE STUDENT PROGRAMS. WE ARE FORMING STUDENT INNOVATIVE PROGRAM COMMITTEE SO THEY CAN PROVIDE INFORMATION FOR THAT PRIORITY.

WE HAVE ALREADY COLLECTED INVENTORY OF STUDENT LEADERSHIP OPPORTUNITIES.

THERE'S A LEADERSHIP SURVEY THAT WAS DISTRIBUTED FOR INPUT ON THE CREATION OF A RUBRIC AROUND THE SHARED LEADERSHIP MODEL FOR LEADERSHIP ROLES.

FOR LOCKED ON EXCELLENCE,

[01:35:02]

WE MAXIMIZE CLASSROOM SPACE TO AVOID ADDING MORE PORTABLES.

WE HAVE BEEN VERY STRATEGIC ABOUT HOW WE PUT NEW STUDENTS TO UTILIZE THE FACILITIES WE HAVE IN OUR DISTRICT.

YOU'VE SEEN THE WING GO UP AT THE HIGH SCHOOL, READY TO GO FOR THE SPRING SEMESTER.

WE HAVE A STRATEGIC GROWTH AND PLANNING TASK FORCE.

OUR LESSON PLANS, ONE OF THE MAJOR FOCI THAT WE'VE HAD THIS YEAR IS TO MAKE SURE THAT READING AND WRITING HAPPENS ON A DAILY BASIS.

WE CONTINUE TO MAKE SURE THAT THE PROFESSIONAL LEARNING THAT WE HAVE IN THE SHARED LEADERSHIP MODEL BETWEEN LEADERS, APS, AND PRINCIPALS IS NOT ONLY DIFFERENTIATED FOR THE INDIVIDUAL, BUT THAT THERE'S A THREAD BETWEEN THE THREE.

HAD OUR FIRST READY ARISING LEADERS ACADEMY FOR THE YEAR.

WE'VE HAD SIX SCHOOL DISTRICTS COME AND VISIT US ABOUT OUR SHARED LEADERSHIP MODEL, AND THEN WE WERE HIGHLIGHTED IN HOLDSWORTH AROUND THAT SLM PROCESS, THE SHARED LEADERSHIP.

ANY QUESTIONS BEFORE I MOVE ON TO THE CAMPUS IMPROVEMENT PLAN? GOALS OF THE CAMPUS IMPROVEMENT PLANS.

I'LL LET YOU READ THROUGH THEM REAL QUICK AROUND WHAT WE DO TO MAINTAIN OUR DISTRICT VALUES ON BEING LOCKED ON EXCELLENCE, HAVING A LOCKHEART FOR PEOPLE, AND UNLOCKING THE POTENTIAL OF ALL PEOPLE IN OUR DISTRICT.

UNDER LOCKED ON EXCELLENCE, THESE ARE THE DATA POINTS THAT I PRESENTED BACK IN NOVEMBER, UP UNTIL THE END OF OCTOBER, HERE'S WHERE WE ARE WHEN IT COMES TO 1.5 YEARS GROWTH IN READING, AS WELL AS MATH.

AND WE HAD ALL LEADERSHIP LEVELS.

PRINCIPAL, ASSISTANT PRINCIPAL, AND LEVER LEADERS GO THROUGH WHAT PLC CAMPUS EXPECTATIONS SHOULD BE, AND THEY THREADED THOSE EXPECTATIONS AND WERE REVIEWED BY CAMPUS LEADERSHIP TEAMS TO MAKE SURE THAT WE WERE ALL ON THE SAME PAGE PER CAMPUS.

WE CONTINUE TO DO WALK THROUGHS AND TRACK CAMPUS WALKS.

WE HAVE FOCUS MONITORING SYSTEMS, OUR BIG ROCKS, WHICH IS THE PLCS, PROFESSIONAL LEARNING, COACHING, AND BEHAVIOR MANAGEMENT.

THEN WE HAD CAMPUS ACTION PLANS, WHICH I PRESENTED A COUPLE OF MONTHS AGO AFTER CBA 1.

WE ARE IN THE MIDDLE OF CBA 2, SO THEY WILL BE UPDATED PROGRESS MONITORING PLANS WHEN WE MEET AGAIN IN JANUARY.

LOCKHEART FOR PEOPLE, THE COMMUNICATION AND INVITING COLLABORATION FOR ALL PEOPLE THAT NEED INPUT FOR OUR DECISION MAKING.

THEY CONTINUE TO HAVE A CULTURE AND ENVIRONMENT WHERE WE ARE COMMITTING TO GET THE ENTIRE SCHOOL COMMUNITY ENGAGED AROUND SOCIAL EMOTIONAL WELLNESS, SAFETY AND SECURITY FOR OUR STUDENTS.

UNLOCKING POTENTIAL, CONTINUE TO SEEK HIGH QUALITY STAFF AT EACH OF OUR CAMPUS FOR ALL VACANCIES THAT WE HAVE.

THE HIGH SCHOOL HAS CREATED HOUSES, ALSO KNOWN AS SMALLER COMMUNITIES.

EACH CAMPUS HAS WHAT WE CALL WILDLY IMPORTANT GOALS OR WIGS.

WE'VE HAD TALENT TALKS.

CAMPUS LEADERSHIP HAVE TAKEN OWNERSHIP OF THE STIPENDS THAT THEY GIVE FOR DIFFERENT STAFF MEMBERS ON CAMPUS FOR DIFFERENT ORGANIZATIONS OR GROUPS THAT THEY LEAD.

WE ARE DOING BOTH. I TALKED ABOUT THE THREADING OF THE SHARE LEADERSHIP MODEL PD, BUT IN HOUSE, THE CAMPUSES ARE DOING THEIR OWN PROFESSIONAL DEVELOPMENT.

THEY WILL CALL CNI OR OTHER DEPARTMENTS AT CENTRAL OFFICE AS NEEDED.

BUT IT'S BASED ON WALK, FEEDBACK, AND DATA FROM ASSESSMENTS.

WE CONTINUE TO SUPPORT CARVER THROUGH DISTRICT WALKS AND SUPPORT FROM CNI MEMBERS.

AS I MENTIONED EARLIER, THE FORMATIVE REVIEWS HAPPENED THIS MONTH THEN FEBRUARY THEN APRIL, AND THEN A COMPLETE SUMMIT OF REVIEW OF THE DIFFERENT PLANS IN JUNE. ANY QUESTIONS?

>> ANY QUESTIONS FOR HIM?

>> I HAVE A QUESTION. UNDER UNLOCKING POTENTIAL, YOU TALKED ABOUT CAMPUS WILDLY IMPORTANT GOALS ESTABLISHED?

>> YES, SIR.

>> I'M ALL FAMILIAR WITH THIS.

WE'VE DONE THIS IN MY JOB, AND WHAT THIS DID WAS SETS A GREAT EXAMPLE FOR SETTING GOALS, BUT IT ALSO CREATES MORE WORK.

CAN YOU GO INTO FURTHER DETAILS ON HOW MUCH WORK IS BEING CREATED FROM THESE GOALS?

>> ARE YOU REFERRING TO CAMPUS STAFF?

>> YES.

>> WHAT TYPICALLY HAPPENS IS DURING THE SUMMER, WE HAVE A RETREAT FOR CAMPUS LEADERSHIP, WHERE WILDLY IMPORTANT GOALS THEY'RE DISCUSSED, CREATED, TAKEN BACK TO THE CAMPUS, AND EMBEDDED THROUGH MEETINGS AT THE BEGINNING OF THE YEAR,

[01:40:04]

TYPICALLY IN AUGUST WHERE THE CAMPUS WILL DECIDE WHETHER THEY AGREE WITH THE WILDLY IMPORTANT GOALS CREATED IN THE SUMMER.

THEY'RE THEN APPROVED BY THE CAMPUS AND DEPENDING ON WHAT THE GOAL IS, TYPICALLY THEY FALL UNDER WHAT THEY DO FOR 1.5 READING OR 1.5 MATH, WHICH IS A GOAL FOR OUR ENTIRE DISTRICT.

THERE ISN'T A WIG RIGHT NOW THAT DOESN'T HAVE TO DO WITH EITHER LITERACY OR NUMERACY.

TYPICALLY, THEY'RE ALREADY TIED INTO THE WORK THAT STAFF ARE DOING IN THEIR CAMPUSES EVERY DAY.

IT'S JUST BEING MONITORED THROUGH THE WIGS AND THEN THERE'S OWNERSHIP BY NOT ONLY STAFF MEMBERS, BUT STUDENTS THEMSELVES, AND IT'S TRACK THROUGHOUT THE YEAR.

>> THANK YOU.

>> I HAVE A QUESTION ON LOCKED ON EXCELLENCE, IT SAYS 1.5 YEARS GROWTH FOR BOTH READING AND MATH, BUT THE PREVIOUS PAGE UNDER GOAL ONE, IT SAYS THAT UNDER THE LOCKED ON EXCELLENCE THING, IT SAYS DEMONSTRATE MORE THAN ONE YEAR [INAUDIBLE] SO IS THERE A REASON WE DIDN'T PUT 1.5 THERE?

>> IT'S JUST ANOTHER WAY OF SAYING 1.5.

MORE THAN A YEAR MEANS 1.5, BUT WE CAN CHANGE THAT TO MAKE SURE THAT WE PUT 1.5.

>> JUST FOR CONSISTENCY.

>> YES, SIR. UNDERSTOOD.

>> IT'S MORE THAN ONE IT COULD BE ONE.

OUR MANTRA IS 1.5.

>> WE WILL SWITCH THAT TO 1.5.

>> ANY OTHER QUESTIONS?

>> I WANT TO THANK MR. DAVIDSON FOR FILLING IN FOR DR.

CAMAREO TODAY ON THIS PRESENTATION. THANK YOU.

>> THANK YOU.

>> WE WILL MOVE ON TO COMMUNICATION ACTION A.

[Consider/Approve Draft Attendance Rezoning Maps for addition of Borchert Loop Elementary School ]

CONSIDER, APPROVED DRAFT ATTENDANCE REZONING MAPS FOR ADDITION OF BORCHERT LOOP ELEMENTARY SCHOOL, MR. ESTRADA.

>> I'LL GET TO FILL IN FOR DR. CAMAREO TODAY AS WELL.

BUT AS WE'RE ALL AWARE, SHE'S DONE A GREAT JOB WORKING WITH MS. WEISER ON THIS HUGE LIFT TO WORK WITH OUR COMMUNITY TO DECIDE WHEN WE OPEN THIS NEW SCHOOL, WHICH KIDS ARE GOING TO NOT ONLY ATTEND BORCHERT LOOP, BUT HOW DOES THAT AFFECT ALL OF US ACROSS THE DISTRICT.

JUST TAKING A LOOK BACK IN TIME, THIS STARTED IN APRIL, AND I'VE HAD MANY MEETINGS THROUGHOUT THE SCHOOL YEAR AND MANY OPPORTUNITIES TO COMMUNICATE WITH THE BOARD AS WELL.

JUST AS A REMINDER, THERE WAS A COMMITTEE OF 20 PEOPLE MADE UP OF TEACHERS OF THE YEAR, PTO, PRESIDENTS, CAMPUS ADMINISTRATORS, AND THEN CENTRAL OFFICE STAFF, AND SOME COMMUNITY LEADERS AS WELL.

ALL OF THIS WORK WAS GROUNDED IN OUR DISTRICT VALUES WITH SOME KEY PRINCIPLES TO MINIMIZE THE DISRUPTIONS TO THE SCHOOL DISTRICT TO ALSO DO THIS IN A WAY THAT WOULD STILL ALLOW FOR SOME GROWTH.

WE JUST HAD A DEMOGRAPHIC REPORT AND IN THAT MODEL SHOWS THAT WE WERE ABLE TO BUILD ZONES WHERE EVERY ELEMENTARY SCHOOL WAS OUT OF THE RED AT LEAST FOR TWO OR THREE YEARS.

THEN ALL STUDENTS HAVING ACCESS TO A QUALITY EDUCATION ENSURING THAT WE'RE THERE.

IF YOU LOOK AT THIS IN SEPTEMBER, THERE WAS A LOT OF RED.

YOU CAN SEE THAT BLUEBONNET ELEMENTARY IN THE RED, CLEARFORK, NAVARRO, WE'RE CERTAINLY WAY OVER.

NAVARRO IS AT 122% CURRENTLY.

>> WE HAD A COUPLE OF OPTIONS.

THIS WAS AN OPTION THAT WE LOOKED AT, REALLY DIDN'T WORK FOR A NUMBER OF REASONS.

WE WERE IN THE RED TOO QUICKLY.

ALSO, WHEN WE PLAYED OUT THE BUDGET COSTS OF THIS, IT WAS ONE VERY EFFECTIVE.

WE ALSO LOOKED AT WHAT WE COME TO CALL OPTION C, WHERE YOU DID HAVE A GOOD CROSS SECTION AND DIVISION OF KIDS ACROSS THE DISTRICT.

THERE WAS AN OPPORTUNITY TO GROW AS WELL.

WE HAD UNTIL 2028 BEFORE WE SAW FIRST READ IN THIS SCENARIO, WHICH IS PROMISING WITH THE GROWING DISTRICT.

THERE ARE ALSO SOME QUESTIONS THAT WE WORK THROUGH.

THEY'RE WORKING ON A GRANDFATHER CLAUSE.

THE COMMITTEE AGREED THAT THAT WOULD BE A WISE THING TO DO.

[01:45:01]

THE COMMITTEE ALSO RECOMMENDED THAT THIS GRANDFATHERING CLAUSE WOULD ONLY BE FOR INCOMING FIFTH GRADERS, BUT PARENTS WOULD HAVE TO PROVIDE TRANSPORTATION.

ALSO, IF THEY HAVE SIBLINGS AND YOUNGER GRADE LEVELS, SIBLINGS WOULD HAVE TO GO TO THEIR ZONE CAMPUS AND WOULDN'T BE ABLE TO GO WITH THEIR FIFTH GRADE SIBLING.

LAST BUT NOT LEAST REALLY, MS. WEISER DID A GREAT JOB OUR LAST MEETING, LOOKING AT CLASS BY CLASS, STUDENT BY STUDENT THAT IS REZONED.

WHAT DOES THIS LOOK LIKE IN TERMS OF THE BUDGET SCENARIO? NOT ONLY IS OPTION C GIVE US MORE CAPACITY FOR LONGER, BUT IT'S ALSO MORE FEASIBLE FROM A BUDGET PERSPECTIVE.

GIVES US THE FLEXIBILITY TO OPEN THIS SCHOOL AND WE THINK IT'LL BE A LITTLE AROUND $400,000 VERSUS OPENING WITH OPTION B, WHICH IS OVER $900,000.

WE HAVE TO TAKE THAT IN CONSIDERATION AS WELL, BUT WHEN YOU LOOK AT THE FACT THAT IT GIVES US MORE TIME WITH THE LEAST NUMBER OF SCHOOLS THAT ARE IN THE RED AT CAPACITY, AND ALSO IT'S MORE FEASIBLE FOR OUR BUDGET.

THE DISTRICT'S RECOMMENDATION IS THAT WE GO WITH WHAT WE'VE BEEN CALLING OPTION C.

>> BOARD, ANY QUESTIONS? IF NOT, I'LL ENTERTAIN A MOTION.

>> THE BOARD MOVES TO APPROVE THE ATTENDANCE REZONING COMMITTEE RECOMMENDATION OF OPTION C, REZONING MAP WITH THE OPTION TO GRANDFATHER INCOMING FIFTH GRADERS, WITH PARENT PROVIDED TRANSPORTATION, AND THE SIBLINGS OF INCOMING FIFTH GRADERS TO BE THE ASSIGNED TO THE HOME CAMPUS, WITH DISTRICT PROVIDING TRANSPORTATION IF NEEDED.

>> SECOND.

>> WE HAVE A MOTION. WE HAVE A SECOND.

ALL THOSE IN FAVOR SAY AYE.

>> AYE.

>> ANY OPPOSED? PASSES SEVEN TO ZERO.

WE WILL NOW MOVE ON TO ITEM 10B,

[Consider and/or Approve New Innovative Courses]

CONSIDER AND/OR APPROVE NEW INNOVATIVE COURSES. MR. DAVIDSON.

>> GOOD EVENING AGAIN. CONSIDERATION FOR APPROVAL OF A NEW INNOVATIVE COURSE.

IN ADVANCED FLORAL DESIGN, STUDENTS BUILD ON THE KNOWLEDGE FROM THE FLORAL DESIGN COURSE AND ARE INTRODUCED TO MORE ADVANCED FLORAL DESIGN CONCEPTS WITH AN EMPHASIS ON SPECIALTY DESIGNS AND SPECIFIC OCCASION PLANNING.

THROUGH THE ANALYSIS AND EVALUATION OF VARIOUS OCCASION EVENT TYPES STUDENTS EXPLORE THE DESIGN NEEDS AND EXPECTATIONS OF CLIENTS AND PROPOSE AND EVALUATE APPROPRIATE CREATIONS.

>> WE HAVE THE THREE COURSES, RIGHT? EIS, COSMETOLOGY, AND FLORAL DESIGN?

>> YES, SIR.

>> ANY QUESTIONS, BOARD?

>> YEAH, I HAD A QUESTION. WHAT'S THE CURRENT ATTENDANCE IN THE FLORAL? I GUESS, THE ONE BEFORE.

>> I WOULD HAVE TO GET YOU THAT NUMBER, SIR. ATTENDANCE OR ENROLLMENT.

>> ENROLLMENT, SORRY.

>> THEY'RE NOT ENROLLED YET.

>> I'M TALKING ABOUT THE BASE COURSE.

>> YOU'RE TALKING ABOUT THE BASE COURSE.

>> I MOVE THAT THE BOARD APPROVE THE NEW INNOVATIVE COURSES AS PRESENTED.

>> SECOND.

>> WE HAVE A MOTION. WE HAVE A SECOND.

ALL THOSE IN FAVOR SAY AYE.

>> AYE.

>> ANY OPPOSED? PASSES SEVEN TO ZERO.

>> THANK YOU.

>> ITEM 10C, CONSIDER AND/OR APPROVE LISD LEGISLATIVE PRIORITIES. MR. MILLER.

[Consider and/or Approve LISD Legislative Priorities ]

>> EVENING, AGAIN, BOARD PRESIDENT, TRUSTEES, AND SUPERINTENDENT ESTRADA.

89TH TEXAS LEGISLATURE IS QUICKLY APPROACHING.

PUBLIC EDUCATION IS CERTAINLY A PRIORITY FOR DISCUSSION AND LEGISLATION.

LOCKHART ISD PRESENTS THE SCHOOL DISTRICT'S PROPOSED LEGISLATIVE PRIORITIES FOR BOARD REVIEW.

ISSUES HIGHLIGHTED ARE THOSE THAT ARE PARTICULAR INTEREST TO OUR SCHOOL DISTRICT.

YOU ALL HAVE A MORE IN DEPTH AND WORDIER ONE-PAGE DOCUMENT.

I DID MY BEST TO TRY TO LIMIT THESE TO JUST BULLET POINTS ON THE SLIDES FOR YOUR REVIEW.

THE FIRST WILL BE TO FUND EDUCATION BASED ON ENROLLMENT.

OBVIOUSLY, THAT IS SOMETHING THAT'S VERY IMPORTANT THAT WE'VE BEEN ADVOCATING FOR.

ALSO TO INCREASE PER PUPIL FUNDING TO RAISE TEXAS' FUNDING TO MATCH THE NATIONAL AVERAGE.

SUSTAIN HOUSE BILL 3 FUNDING AS WELL AND SUPPORT LOCAL FLEXIBILITY TO ALLOW DISCRETION AND SPENDING TO MEET LOCAL NEEDS.

OUR NEXT PRIORITY WOULD BE TO ADDRESS THE TEACHER SHORTAGE. I'M SORRY.

DO YOU HAVE ANY QUESTIONS ABOUT FUND EDUCATION BASED ON ENROLLMENT?

>> NO. WE'LL STOP YOU IF WE DO.

[01:50:03]

>> ADDRESS TEACHER SHORTAGE.

LOCKHART ISD SUPPORTS ALL EFFORTS TO COMBAT THE STATE WIDE TEACHER SHORTAGE CRISIS.

WE'RE ADVOCATING FOR INVESTING IN EDUCATORS TO SUPPORT DISCIPLINE TOOLS, ADVOCATE FOR UPDATES OF CHAPTER 37, AND TO REMOVE PENALTIES TO ELIMINATE THE RETIRE-REHIRE PENALTIES WHICH CAN BE QUITE COSTLY.

ADDITIONALLY, WE'RE ADVOCATING TO INCREASE SCHOOL SAFETY AND FACILITIES FUNDING.

INCREASE SAFETY FUNDING, SUPPORT FACILITIES, AND EXPAND ALLOTMENTS.

ALSO TO REINVEST IN EXCESS REVENUE.

[INAUDIBLE] ALWAYS ADVOCATING AND TO MAKE A PRIORITY TO UPDATE BALLOT LANGUAGE TO CLARIFY TO ENSURE THAT BOND AND TAX PROPOSALS CLEARLY EXPLAIN THEIR PURPOSE TO VOTERS.

WE KNOW THAT LANGUAGE CAN BE QUITE CONFUSING.

>> ON PURPOSE.

>> YES, SIR. VERY INTENTIONAL.

ADDITIONALLY, A-F RATINGS, HIGH STAKES TESTING AND ACCOUNTABILITY.

WE ARE ADVOCATING FOR REFORM TO A-F RATINGS TO OPPOSE OVER SIMPLIFICATION.

ALSO EXEMPT NEW CAMPUSES, TO EXCLUDE FIRST YEAR CAMPUSES FROM A-F ACCOUNTABILITY, THEN ALSO LIMIT STANDARDIZED TESTING AS BEING THE PRIMARY REALLY THE ONLY MEASURE OF SCHOOL AND STUDENT PERFORMANCE.

ANY QUESTIONS? SUPPORT STUDENT AND STAFF MENTAL HEALTH.

WE HOPE TO EXPAND MENTAL HEALTH SERVICES, ALSO INCENTIVIZE MENTAL HEALTH PROFESSIONALS.

ADDITIONAL. WE'D LIKE TO SUPPORT LOCAL CONTROL AND PARENT PARTNERSHIP RIGHTS TO ENSURE PARENT PARTNERS ARE IN PARTNERSHIPS IN EDUCATION AND THEN EQUAL RIGHTS FOR CHARTER SCHOOL PARENTS TO MAKE SURE THAT THEY HAVE THE SAME RIGHTS AS THOSE IN TRADITIONAL PUBLIC SCHOOLS, INCLUDING DUE PROCESS FOR STUDENT DISCIPLINE AND EXPULSION.

ALSO, WE WILL BE ADVOCATING FOR ACCOUNTABILITY FOR CHARTER SCHOOLS TO LIMIT THEIR EXPANSION, ALIGN FUNDING TO MATCH LOCAL AND DISTRICT RATES, REDUCE THEIR FINANCIAL IMPACT, AND ALSO TO INCREASE THEIR ACCOUNTABILITY AS WELL.

ADDITIONALLY, TO OPPOSE COMMUNITY CENSORSHIP, TO OPPOSE LIMITS ON ADVOCACY, AND TO SUPPORT LOCAL SCHOOL BOARDS.

FINALLY, VOUCHERS, TAXPAYER SAVINGS GRANTS, AND VIRTUAL VOUCHERS.

OBVIOUSLY, WE OPPOSE DIVERTING TAX DOLLARS TO PRIVATE SCHOOLS, VIRTUAL INSTRUCTION CORPORATIONS, OR HOME SCHOOL PROGRAMS WITH LITTLE OR VIRTUALLY NO ACCOUNTABILITY.

IF VOUCHER LEGISLATION DOES PASS, WE STRONGLY ADVOCATE THAT THOSE INSTITUTIONS MUST MEET THE SAME ACADEMIC AND FINANCIAL ACCOUNTABILITY STANDARDS AS PUBLIC SCHOOLS, AND THEN TO PROTECT PUBLIC RESOURCES AND TAXPAYER DOLLARS SO THAT THEY'RE USED RESPONSIBLY WITH CLEAR ACCOUNTABILITY TO STATE, TAXPAYERS, AND LOCAL COMMUNITIES.

THOSE ARE OUR PROPOSED LEGISLATIVE PRIORITIES FOR THE 89TH LEGISLATURE. ANY QUESTIONS?

>> HERE A MOTION?

>> I MOVE TO APPROVE THE LOCKHART ISD LEGISLATIVE PRIORITIES FOR THE 89TH TEXAS LEGISLATIVE SESSION AS PRESENTED.

>> SECOND.

>> WE HAVE A MOTION. WE HAVE A SECOND.

ALL THOSE IN FAVOR SAY AYE.

>> AYE.

>> ANY OPPOSED? PASSES SEVEN TO ZERO.

>> THOSE WERE GREAT PRIORITIES. THANK YOU.

>> MUCH MORE.

[Consider and/or Approve Purchase, Delivery, Installation and all Miscellaneous parts for the following Gym A/Cs at LJHS, Navarro, BBE, Carver EEC]

>> ITEM 10D. CONSIDER AND/OR APPROVE PURCHASE, DELIVERY, INSTALLATION, AND ALL MISCELLANEOUS PARTS FOR THE FOLLOWING GYM A/CS AT LJHS, NAVARRO, BLUEBONNET, AND CARVER. MR. [INAUDIBLE]

>> GOOD EVENING, BOARD PRESIDENT WRIGHT, SUPERINTENDENT ESTRADA, BOARD MEMBERS.

BACK AT THE AUGUST 26TH, 2024 BOARD MEETING, IT WAS COMMUNICATED THAT WITHIN THE 2024-2025 BUDGET FOR MAINTENANCE AND OPERATION FUND, LISD HAS ALLOCATED FUNDS FOR OUR CAMPUS AND BUILDING IMPROVEMENTS TO REPLACE THESE OBSOLETE SYSTEMS. BOARD POLICY DOES REQUIRE THAT ANY PURCHASE EXCEEDING $100,000 MUST BE APPROVED AND THESE PURCHASES WILL REQUIRE BOARD APPROVAL, EXCEEDING $100,000.

THE ADMINISTRATION RECOMMENDS THAT THE APPROVAL TO PURCHASE DELIVERY INSTALLATION AND MISCELLANEOUS PARTS FOR THE FOLLOWING: GYM A/CS AT LOCKHART JUNIOR HIGH SCHOOL, NAVARRO, BLUEBONNET, CARVER EARLY EDUCATION CENTER.

>> DO YOU HAVE A PRICE ESTIMATE OF ALL THIS?

>> YES, SIR. ONE HUNDRED AND FORTY THREE THOUSAND, EIGHT HUNDRED AND SIXTEEN DOLLARS FOR ALL FOUR.

[01:55:01]

>> DOES THIS REQUIRE YOU GOING OUT FOR BIDS OR JUST PURCHASING?

>> NO, SIR. THE BOARD POLICY JUST REQUIRES US BECAUSE WE'RE PURCHASING IT THROUGH ONE VENDOR, THAT'S THE REASON WHY WE HAVE TO COME TO THE BOARD TO ASK FOR APPROVAL FOR $100,000 PURCHASE.

>> HOW LONG DO YOU THINK IT WILL TAKE TO GET ALL THIS EQUIPMENT BACK IN SERVICE?

>> I'M SORRY, SIR.

>> HOW LONG WILL IT TAKE TO GET THESE PARTS AND GET THE EQUIPMENT BACK IN SERVICE?

>> CURRENTLY, WE HAVE TEMPORARY UNITS AT THESE SITES, AND SO WE HAVE THE PO JUST LINED UP AND READY.

WE'RE READY TO PULL THE TRIGGER AS SOON AS WE GET THE [INAUDIBLE]

>> ANY OTHER QUESTIONS, BOARD? WE HEAR MOTION?

>> I MOVE THAT [INAUDIBLE] RECOMMENDATION, THE PURCHASE, DELIVERY, INSTALLATION, AND ALL MISCELLANEOUS PARTS FOR THE FOLLOWING GYM A/CS AT LOCKHART JUNIOR HIGH SCHOOL, NAVARRO, BLUEBONNET ELEMENTARY, CARVER EARLY EDUCATION CENTER.

>> SECOND.

>> WE HAVE A MOTION. WE HAVE A SECOND.

ALL THOSE IN FAVOR SAY AYE.

>> AYE.

>> ANY OPPOSED? PASSES SEVEN TO ZERO.

MOVE ON TO ITEM 11.

[BOARD AND STAFF COMMENTS - ITEMS OF COMMUNITY INTEREST*]
