I'M HERE TONIGHT TO PRESENT THE AUDIO ABOUT AUDIO ENHANCEMENTS.
I ALSO HAVE CASSIE SALINAS, OUR DIRECTOR OF TECHNOLOGY, HERE AS WELL, THAT MAY ASSIST ME IN SOME OF THIS.
TONIGHT, WE WANTED TO TALK ABOUT AUDIO ENHANCEMENTS AND WHAT WE ARE LOOKING AT DOING.
AGAIN, THIS IS A COMMUNICATION TO ALL, AND THEN WE WILL COME BACK TO Y'ALL NEXT MONTH IN ORDER TO PROCEED WITH THIS.
IN PHASE 1, WE STARTED THIS BACK IN NOVEMBER AND OCTOBER, NOVEMBER OF 2022.
WE WENT OUT TO BID FOR A SECURED AUDIO SYSTEM, AND THE BOARD APPROVED THAT WE MOVE FORWARD WITH THEM IN NOVEMBER OF 2022.
WE STARTED THE INSTALLATION IN FEBRUARY OF 2023, AND BY DECEMBER OF 2020, WE WERE 100% COMPLETE IN ALL OF OUR ELEMENTARY CAMPUSES.
REALLY, IT WAS IMPROVED CAMPUS COMMUNICATION.
WE HAD SEVERAL CAMPUSES THAT HAD OR THEIR PA SYSTEMS WEREN'T IN THE BEST SHAPE, AND THIS ALLOWED THEM TO IMPROVE THE COMMUNICATION ACROSS THE CAMPUS FOR ANY NOTIFICATIONS, WHETHER IT BE SECURE OR NOT, AND THINGS LIKE THAT.
WE ALSO HAVE THE INTEGRATION WITH OUR DOOR ACCESS CONTROL, WHICH ALLOWS US TO DO A LOCKDOWN TO BE INITIATED AT THE KIOSK BEFOREHAND.
IT WAS A TWO-STEP PROCESS INSTEAD OF A ONE.
GOING THROUGH RAPTOR AND HAVING TO STILL GO TO THE MAIN PANEL.
WE ALSO HAVE ADDITIONAL DIGITAL SIGNAGE, WHICH ALLOWS FOR UPDATES WHEN OUR SAFETY PROTOCOLS ARE INITIATED.
IF WE WERE TO GO INTO A LOCKDOWN OR AN EVACUATION OR SOMETHING LIKE THAT, THAT DIGITAL SIGNAGE DOES TELL THEM WHAT THEY NEED TO DO.
IT ALSO ALLOWS FOR OTHER THINGS, WHETHER IT BE TEACHER RECOGNITION, OR TO PUT THINGS UP FOR THE CAMPUS TO LEARN ABOUT WHAT'S HAPPENING ON THAT CAMPUS THAT DAY, AN EVENT, OR SOMETHING OF THAT NATURE.
WE ALSO HAVE THE AUDIO IN THE CLASSROOM FOR THE TEACHERS AND THE STUDENTS.
THIS ALLOWS THE TEACHER NOT ONLY TO JUST PROJECT NORMALLY IN THEIR CLASSROOM, BUT IT ALSO ALLOWS THE STUDENTS IN THE BACK OF THE CLASSROOM TO FULLY HEAR WHAT THAT TEACHER IS ACTUALLY PRESENTING WITHOUT EITHER ONE OF THEM HAVING A PROBLEM LISTENING OR HEARING ALL OF IT.
UTILIZATION OF THE CAMERAS FOR RECORDING INSTRUCTION.
OUR TEACHERS ARE STARTING TO DO THAT.
IT CAN BE SENT OUT TO KIDS THAT MIGHT HAVE BEEN ABSENT OR SOMETHING THAT THEY MIGHT LOOK AT IN REVIEWING THEMSELVES AND HOW THEY'RE DOING INSTRUCTION, OR EVEN TO SHARE WITH ANOTHER TEACHER.
WE'RE LOOKING AT ACTUALLY IMPLEMENTING PHASE 2,

WHICH IS OUR SECONDARY CAMPUSES, THAT WOULD BE HIGH SCHOOL, JUNIOR HIGH, AND PRIDE HIGH SCHOOL.WE'RE EXPECTED TO START, OR WE WOULD LOOK AT STARTING ONCE IT'S APPROVED BY THE BOARD IN LATE SUMMER OR EARLY FALL.
WE WOULD BE LOOKING AT PAYING FOR THIS THROUGH SOME OF THE EXTRA BOND MONEY.
THEREFORE, WE NEED TO GET FINISHED WITH OUR CURRENT BOND PROJECTS AT THE ELEMENTARY AND THE HIGH SCHOOL BEFORE WE PROCEED.
IN ORDER TO MEET OUR BID REQUIREMENT AS WELL, WE WILL BE GOING THROUGH THE TIPS PURCHASING COOPERATIVE.
WE ACTUALLY DID BID THIS OUT THE FIRST TIME, GIVEN THAT WE'RE TRYING TO STICK WITH THE SAME SOLUTION, THIS ALLOWS US TO DO THAT, AND AGAIN, MEET OUR BID REQUIREMENT.
SOME OF THE BENEFITS WE'LL SEE AT THE SECONDARY CAMPUSES.
THE JUNIOR HIGH WILL SEE THE BIGGEST IMPROVEMENT IN CAMPUS-WIDE COMMUNICATION THROUGH THEIR INTERCOM, RIGHT NOW CURRENTLY RUNS THROUGH THEIR CLASSROOM PHONES.
THERE'S ALSO NO SPEAKERS IN THE HALLWAYS, THERE'S ALSO NO SPEAKERS OUTSIDE.
THIS WILL ALLOW FULL COMMUNICATION OF THAT CAMPUS BECAUSE WE WILL BE HAVING SPEAKERS IN ALL THOSE AREAS, AND THEY DON'T ACTUALLY HAVE TO GO BACK TO THE PHONE SYSTEM.
ALL CAMPUSES WILL HAVE MORE CUSTOMIZED CONTROL OVER THEIR BELL SCHEDULE.
WINGS CAN ALSO BE SEPARATED OUT TO MINIMIZE DISRUPTION DURING TESTING.
IF ONE WING IS DOING SOMETHING, THEY CAN CONTROL THAT BELL SCHEDULE TO WHERE THOSE BELLS AREN'T SIGNALING DURING THAT TIME PERIOD.
DURING THE ELEMENTARY IMPLEMENTATION, WE LEARNED A LOT ABOUT THE NUMBER OF SPEAKERS AND THE NUMBER OF SIGNAGE AND STUFF LIKE THAT THAT REALLY NEEDED TO GO IN THOSE CAMPUSES.
WE'VE DEFINITELY IMPLEMENTED A LOT OF THAT AS WE HAVE LOOKED AT HOW THE CONFIGURATION OF THE JUNIOR HIGH SCHOOL AND PRIDE HIGH SCHOOL SHOULD BE.
THAT WAY, OUR COVERAGE IS A LOT BETTER AS WELL.
ONE OF THE NEW FEATURES AND UPGRADES THAT WE HAVE INCLUDED IN THE SECONDARY PACKAGE IS TRANSLATION SUPPORT IN REAL TIME, AND ALSO EXTERIOR DOOR SENSORS.
THE EXTERIOR DOOR SENSORS IS WHEN BASICALLY A DOOR WILL BE SIGNALED WHEN SOMEBODY PROPS IT OPEN, PUTS A ROCK IN IT, OR SOMETHING LIKE THAT TO ALLOW OTHER PEOPLE TO COME IN.
WON'T GO INTO DETAILS IN THAT, BUT I DID WANT TO EXPLAIN THAT ONE BECAUSE WE DO HAVE OUR AUDIO ENHANCEMENT TEAM HERE AS WELL.

I WAS AT THE JUNIOR HIGH SCHOOL LAST WEEK.
MY PHONE WASN'T WORKING BECAUSE SELF-SERVICE IS NOT VERY GOOD THERE. IT'S SPOTTY AT BEST.
I JUST WANT TO REMIND THE BOARD THAT WAS ONE OF THE BIGGEST THINGS FROM A SCHOOL SAFETY PERSPECTIVE IS WHY WE WENT WITH IT AT THE ELEMENTARY SCHOOL LEVEL, BECAUSE WHEN WE NEED TO COMMUNICATE IN CRISIS OR A THREAT OF CRISIS, THERE'S NO ROOM FOR BUFFERING OR WAITING TO GET A SIGNAL.
PEOPLE HAVE TO HAVE REAL-TIME NOTIFICATIONS.

WE WOULD GO AWAY FROM REQUIRING PEOPLE TO HAVE IT ON THEIR PERSONAL DEVICES, WE GO AWAY FROM REQUIRING TO HAVE GOOD CELL SERVICE OR WIFI.

THEY PRESS AND HOLD THESE TWO BUTTONS ON THE SIDE OF THE MICROPHONE, AND THAT ALERTS GETS SENT TO THE FRONT OFFICE.
THEY'RE ABLE TO SEE THAT ON THEIR RECEIVER.

YOU MIGHT HAVE HEARD IN THE NEWS OVER THE PAST WEEK WHAT THE SENATE HAS NOW PROPOSED ON HOUSE BILL 2 AS THEIR SUBSTITUTE.

I JUST WANT TO GO THROUGH WHAT THAT IMPACT OF THAT SUBSTITUTE WILL LOOK LIKE FOR LOCKHART ISD.THIS IS NOT THE LAW YET, BUT THIS IS WHAT HOUSE BILL 2 WAS AND NOW HAS EVOLVED TO THROUGH THIS SUBSTITUTE.
I'M GOING TO GO THROUGH NOT EVERY ITEM OF IT, IT'S A LOT OF ITEMS, BUT I'M GOING TO GO THROUGH THE ITEMS THAT IMPACT LOCKHART ISD.
HOUSE BILL 2 HAD A 392 ADDED TO THE BASIC ALLOTMENT, 340 OF THAT WOULD HAVE BEEN NEW FUNDS TO LOCKHART ISD BECAUSE $55 OF IT WAS GOING TO BE REDUCED FROM THE CURRENT LAW ON THE GOLDEN PENNY YIELD.
WE ARE ONE OF THEM THAT HAVE OUR THREE GOLDEN PENNIES.
OUTSIDE OF BEING NON-PROPERTY WEALTHY DISTRICT.
IF YOU'RE A PROPERTY WEALTHY DISTRICT, AND YOU HAVE YOUR GOLDEN PENNIES, YOUR WEIGHTS ARE A LITTLE BIT DIFFERENT.
BUT ON THE SIDE WHERE YOU HAVE GOLDEN PENNIES AND YOU ARE NOT A RECAPTURE DISTRICT, WHICH IS US, OUR YIELD WOULD BE REDUCED BY $55 TO HELP PAY FOR 55 OF THAT INCREASE ON THE 395.
WE WOULD SEE AN INCREASE OF 340.

THE SENATE COMMITTEE SUBSTITUTE HAS A $55 INCREASE TO THE BASIC ALLOTMENT ONLY, WHICH IS $0 TO LOCKHART ISD BECAUSE IT INCLUDES THAT $55 REDUCTION ON THE GOLDEN PENNY SIDE.
THIS WOULD BE A $0 IMPACT TO LOCKHART ISD.
THERE WAS AN INCREASE IN HOUSE BILL 2 TO THE SPECIAL EDUCATION ALLOTMENT ON THE WEIGHTS.
THE SENATE COMMITTEE SUBSTITUTE HAS THEM NOT STARTING UNTIL '26-'27.
FOR THIS BUDGET, THAT INCREASE WOULD BE GONE FOR SPECIAL EDUCATION FOR '25-'26 FISCAL YEAR.
BILINGUAL EDUCATION ALLOTMENT WOULD ALSO HAVE AN INCREASE, BUT IT WOULD BE STARTING ON THE HOUSE BILL SIDE IN '26-'27, SO WOULD NOT IMPACT THE '25-'26 FISCAL YEAR THAT WE'RE ADOPTING.
THEN ON THE SENATE COMMITTEE, THERE IS NO INCREASE IN WEIGHTS OR FUNDING ON THE BILINGUAL ALLOTMENT.

THERE ARE VARIOUS INCREASES IN TIA BEGINNING IN THE '26-'27 YEAR FOR HOUSE BILL 2.
THIS WOULD JUST BE A TIA ALLOTMENT.

THEY HAD THE SAME INCREASE THE SENATE TOOK THERE SUGGESTION ON THAT.
ON THE SCHOOL SAFETY ALLOTMENT, THERE WOULD BE NO CHANGES TO FUNDING IN HOUSE BILL 2.
HOWEVER, ON THE SENATE COMMITTEE SUBSTITUTE, THEY WOULD INCREASE THAT PER CAMPUS AMOUNT FROM 15,000 A CAMPUS TO 34,000 A CAMPUS.
THERE IS A SMALL NEW FINE ARTS ALLOTMENT BASED ON ADA WEIGHT FOR ANY STUDENT THAT WAS RECEIVING 225 MINUTES OF FINE ARTS EDUCATION INSTRUCTION PER WEEK.
IN THE SENATE COMMITTEE SUBSTITUTE, THERE IS NO ALLOTMENT FOR FINE ARTS.
FOR THE NEW INSTRUCTIONAL FACILITY ALLOTMENT, WHICH THIS DOES IMPACT LOCKHART ISD FOR NEXT YEAR BECAUSE WE DO HAVE A NEW FACILITY COMING ON BOARD, WHICH IS PORTRAIT LOOP ELEMENTARY.
HOUSE BILL HAS NO CHANGES TO THE CURRENT LAW.
THE SENATE COMMITTEE SUBSTITUTE IS JUST INCREASING

THE ANNUAL CAP 100 MILLION-150 MILLION, AND IT'S CHANGING SOME OF THE MANY DISTRICTS ARE MAYBE NOT HAVE A NEW FACILITY, BUT THEY'RE CHANGING A FACILITY TO BE A CT FACILITY OR SOMETHING OF THAT NATURE.IT INCLUDES THESE TYPES OF CHANGES THAT MIGHT HAPPEN.
IT MAY NOT BE A FULLY BRAND NEW BUILDING FROM THE GROUND UP.
BUT THE WAY THAT THE INSTRUCTIONAL FACILITY ALLOTMENT WORKS IS WE GET $100 PER ADA AT THE NEW FACILITY THAT WE OPENED FOR THE FIRST TWO YEARS, AND ALL THE DISTRICTS THAT HAVE NEW FACILITIES ACROSS THE STATE APPLY FOR THIS, IT'S EASY TO APPLY WHEN YOU HAVE A NEW FACILITY.
THAT'S NOT THE PROBLEM, BUT DEPENDING ON HOW MANY APPLY, EVEN THOUGH IT IS $1,000 PER ADA, THERE'S $100 MILLION CAP.
SO MANY APPLY THAT 100 MILLION MAY MAKE THE THOUSAND COME DOWN TO 950 OR SOMETHING, DEPENDING ON WHAT THE CAP.
THERE IS A TEACHER RETENTION ALLOTMENT THAT IS NOT IN HOUSE BILL 2.
IT IS IN SENATE COMMITTEE SUBSTITUTE.
THIS IS WHAT WE'VE BEEN HEARING ABOUT A LOT IN THE NEWS.
THIS IS GOING TO BE A MANDATED TEACHER RAISE FOR TEACHERS ONLY THAT HAVE THREE YEARS OF EXPERIENCE.
IT WOULD BE $2,500 FOR TEACHERS WITH THREE AND FOUR YEARS OF EXPERIENCE, $5,500 FOR TEACHERS WITH FIVE YEARS OR MORE OF EXPERIENCE, AND IT WOULD COST LOCKHART ISD ON TOP OF THE ALLOTMENT 200,000 IN THE EMPLOYER PORTION OF FRINGE BENEFITS TO GIVE THIS RAISE.

THE THEN 25% CAN BE USED FOR ALL THE OTHER STAFF.
IT DOESN'T MEAN THAT ONLY 40% CAN BE USED FOR RAISES, BUT IT DOES MEAN THAT 40% MUST BE USED FOR RAISES.
THERE IS ALSO SOME ADDITIONAL LANGUAGE FOR AT THE 75% GOING TO THE TEACHERS.
THERE IS SOME RETENTION LANGUAGE IN THERE THAT IF YOU HAVE 10 MORE YEARS OF SERVICE, YOUR RAISE NEEDS TO BE THIS PERCENTAGE HIGHER THAN SOMEONE WITH FIVE YEARS OF SERVICE.

NEW FUNDS TO LOCKHART ISD UNDER HOUSE BILL 2 WOULD BE 2.4 MILLION, AND THIS IS WHERE THE CONTROL PART COMES.
THIS WOULD BE 2.4 MILLION, THAT WHILE WE DO HAVE TO PUT 40 PERCENT OF THAT TOWARDS A RAISE WITH THOSE STIPULATIONS ON IT, WE DO HAVE THE ABILITY TO USE THOSE FUNDS IN OTHER AREAS OF NEED THROUGHOUT THE DISTRICT.
BUT IN THE SENATE COMMITTEE SUBSTITUTE, WE ONLY RECEIVE NEW FUNDS THROUGH THEIR MANDATED ALLOTMENT SAYING WHAT WE HAVE TO SPEND IT ON, OF THOSE 355 EMPLOYEES, SO THERE'S NO FREEDOM TO DECIDE FOR WHAT WE NEED IN OUR COMMUNITY, IN OUR DISTRICT.

THEIR MANDATE IS $200,000 UNDERFUNDED DUE TO FRINGE BENEFITS.WE WILL GET $190,000 FOR NEW SCHOOL SAFETY FUNDING WITH THAT INCREASE FROM 15000-34000, I BELIEVE, A CAMPUS, WHICH IS A NET LOSS OF $10,000 THAT THE SENATE COMMITTEE SUBSTITUTE WOULD BE TO LOCKHART ISD.
WE WOULD HAVE 355 EMPLOYEES THAT RECEIVE A RAISE AND OVER 500 EMPLOYEES THAT WOULD NOT, AND WE WOULD BE IN A DEFICIT.
WITHOUT ANY NEW FUNDING AND AN INCREASE OF THE BASIC ALLOTMENT, LOCKHART ISD WOULD BE IN A DEFICIT OF NEARLY 3 MILLION.
BY ADDING BORCHERT LOOP, THAT ADDS 2.5 MILLION TO THE BUDGET.
THIS IS ALL FOR RUNNING A NEW FACILITY, ALL OF THE NEW STAFF AND EVERYTHING THAT IT TAKES TO RUN A NEW SCHOOL.
EXECUTIVE LEADERSHIP IS COMING UP WITH A PLAN SHOULD HOUSE BILL 2 NOT PASS IN ITS ORIGINAL FORM, AND WE WILL HAVE THOSE DETAILS AT THE JUNE 2ND BUDGET WORKSHOP.

WITH WHAT THEY HAD PRESENTED LAST TIME, THE SCHOOLS, AS FAR AS A PART OF THE SCOPE OF WORK, WERE CARVER ELEMENTARY, PLUM CREEK ELEMENTARY, CLEAR FORK ELEMENTARY, NAVARRO, BLUEBONNET, AND LOCKHART JUNIOR HIGH.
AS FAR AS THE SCOPE IN THERE, IT INCLUDED INSTALLATION OF IMPROVED LIGHTING FOR THOSE CAMPUSES, WATER FIXTURES, EXTERIOR WINDOW FILM, TENT, AND IMPROVED BUILDING AUTOMATION AND TEMPERATURE CONTROLS, DEALING WITH THE HVAC.
THAT IS FOR EVERY CAMPUS THAT I JUST MENTIONED.
THE ADDITIONAL THINGS THAT WILL HAPPEN WAS CARVER ELEMENTARY, THEY ACTUALLY WILL BE HAVING 18 HVAC UNITS BEING REPLACED FOR THAT PROJECT, ALONG WITH CLEAR FORK ELEMENTARY, THERE WOULD BE SOME ADDITIONAL NEEDS IN REGARDS TO SOME OF THE PROJECTS THAT WOULD BE GOING TO IT.
LET'S SEE. BASICALLY WE'D HAVE SOME SAVINGS DOLLARS THAT WE WOULD PUT TOWARDS SOME ADDITIONAL PROJECTS FOR CLEAR FORK ELEMENTARY.
