NOW, WHO IS FLEX TIME FOR? IT'S FOR STUDENTS WHO HAVE WORKING SCHEDULES, WHO HAVE FAMILY CARE, WHETHER FOR THEIR CHILD OR FOR THEIR FAMILY MEMBERS.

THAT'S FOR ALL CAMPUSES, AS WELL AS CCMR OR COLLEGE AND CAREER MILITARY READINESS SCORES, AND GRADUATION RATES FOR PRIDE HIGH SCHOOL AND FOR LOCKHART HIGH SCHOOL.
IN MID-AUGUST, TA WILL SEND US THE PRELIMINARY 2025 ACCOUNTABILITY RATINGS.
ADDITIONALLY, AT THE SAME TIME, WE WILL ALSO RECEIVE THE 2024 ACCOUNTABILITY RATINGS AS WELL.
I KNOW THAT IN MARCH, THE BOARD ATTENDED A PROFESSIONAL DEVELOPMENT ON THE ACCOUNTABILITY SYSTEM.

FOR LOCKHART HIGH SCHOOL AND PRIDE HIGH SCHOOL, IN ADDITION TO STAR, WE ALSO HAVE CCMR SCORE AND GRADUATION RATE.
ONE NOTE ABOUT PRIDE HIGH SCHOOL IS THAT SINCE THEY ARE DROPOUT RECOVERY SCHOOL, OR DRS SCHOOL, THEY ARE UNDER A DIFFERENT SYSTEM COMPLETELY, WHICH IS KNOWN AS AEA.

WHAT TA DOES IS THEY WEIGHT EACH OF OUR CAMPUSES ACCORDING TO THE ENROLLMENT IN GRADES 3 THROUGH 12.
THE WAY I LIKE TO THINK ABOUT THIS IS IF WE HAVE ALL OF THE DOMAIN 1 SCORES FOR ALL OF OUR CAMPUSES, LOCKHART HIGH SCHOOL SCORE IS 40% OF THE OVERALL DISTRICT SCORE.
LOCKHART JUNIOR HIGH IS 3% OF THE OVERALL DISTRICT SCORE, AND THEN ALL ELEMENTARY IS COMBINED, OR ALSO ABOUT 30% OF THE OVERALL DISTRICT SCORE.
AGAIN, THAT'S BECAUSE IT'S WEIGHTED ACCORDING TO ENROLLMENT IN THOSE GRADES 3 THROUGH 12.

WHAT'S HAPPENING WITH THE OVERALL SCORE FOR THE LOCKHART ISD, IT'S SOMETHING IN THE ACCOUNTABILITY MANUAL CALLED THE 3D'S RULE, WHICH BASICALLY STATES THAT IF WE HAVE THE FOUR DOMAINS, TWO OF THOSE FOUR DOMAINS HAVE TO HAVE A 70 OR HIGHER SCORE IN ORDER FOR THE OVERALL SCORE TO ALSO BE AT A 70.
SINCE FOR OUR LOCKHART ISD PROJECTIONS, WE ONLY HAVE ONE DOMAIN ABOVE THE 70, THAT'S WHY THE DISTRICTS OVERALL SCORE RIGHT NOW IS PROJECTED AT A 69, EVEN THOUGH IF WE WERE TO CALCULATE IT OUT, IT ACTUALLY WOULD HAVE BEEN A 72.
ON THIS NOTE, REGARDING 2025 ACCOUNTABILITY RATINGS, TA IS ALLOWING US A CHANCE TO APPEAL CERTAIN PORTIONS OF THESE ACCOUNT DATA.
THIS IS A ONE TIME DEAL WHERE THEY'RE ALLOWING US TO SUBMIT APPEALS FOR STUDENT COMPLETION RECORDS FOR COLLEGE PREPARATORY CLASSES, AS WELL AS INDUSTRY BASED CERTIFICATIONS.
WHENEVER WE HAVE LOOKED INTO THIS DATA, WE HAVE IDENTIFIED 56 STUDENT COMPLETION RECORDS THAT FIT THIS CRITERIA FOR THIS APPEAL.

OVER THE LAST THREE YEARS, WE'VE SEEN A DROP IN OUR LOCKHART HIGH SCHOOL GRADUATION RATE FROM 94.5% TO 89.7%, BUT WHENEVER WE LOOK AT SENIOR COHORTS WHO REMAIN ENROLLED AT LOCKHART HIGH SCHOOL, THOSE SENIORS ARE STILL GRADUATING AT ABOVE 95%.
SO THE DROP IN THE GRADUATION RATE OVERALL IS REALLY DUE TO DROPOUTS.
AGAIN, BUT NOT THE STUDENTS WHO REMAIN ENROLLED AT LOCKHART HIGH SCHOOL, WE'RE DOING A GREAT JOB AT GETTING THOSE KIDS ACROSS THE STAGE, BUT I DO WANT TO MENTION THAT I KNOW WE'VE HAD SOME MEETINGS WITH MR. DAVIDSON AND MR. URBAN AND OTHERS AT LOCKHART HIGH SCHOOL, AND WE FEEL CONFIDENT UPDATING THOSE PROCESSES AND PROCEDURES SO THAT WE CAN DO A BETTER JOB AT CONTACTING FAMILIES, GETTING THE REQUIRED DOCUMENTATION AND ENSURING THAT OUR GRADUATION RATE GOES UP.
I KNOW WE'RE ACTUALLY PROJECTING THE 2025 GRADUATION RATE TO BE AT 92 ABOUT AT THIS POINT.
WE'RE EXCITED ABOUT MOVING THAT UP IN FUTURE YEARS.
>> DO WE HAVE ANY INFORMATION LIKE IS THIS STRICTLY JUST DROPOUT OR MAYBE I GO TO ANOTHER DISTRICT AND I DON'T KNOW, GET LOST IN THE SHUFFLE.

WE DO UNENROLL SOME STUDENTS BASED OFF OF IF THEY HAVE A CERTAIN AMOUNT OF CONSECUTIVE ABSENCES IN A ROW, WE GO AHEAD AND WITHDRAW THOSE STUDENTS? WELL AS WE DO HAVE SOME STUDENTS GOING TO HOME SCHOOLING, AND WE KNOW THAT WE HAVE TO DO A BETTER JOB GETTING SOME DOCUMENTATION FOR THOSE STUDENTS WHO WILL BE GOING TO HOME SCHOOL.
>> MAYBE SOMEBODY DOESN'T COME UP AND WITHDRAW THEM AND LET'S THAT COUNT AS A DROPOUT?
>> IT WOULD IF WE DON'T HAVE THE PROPER DOCUMENTATION AND BASICALLY, WE HAVE TO KNOW WHERE THE STUDENT IS GOING, LIKE IF THEY GO TO ANOTHER SCHOOL DISTRICT, THAT DOESN'T COUNT AS A DROPOUT.
BUT IF A STUDENT JUST DOESN'T SHOW UP AND WE DON'T KNOW WHERE THEY WENT, THAT DOES.

IN THAT SITUATION, ALL IT TAKES IS US TO DOCUMENT THAT THEY'RE GOING HOME SCHOOL AND THAT KIDS NOT A DROP OUT BECAUSE WE KNOW WHERE THEY ARE.
UNFORTUNATELY, WE'RE FINDING THAT THOSE TASKS ARE NOT HAPPENING AND IT MUST BE CORRECTED.

YOU GET THE DOUBLE WHAMMY SOMETIMES, SO YOU CAN TAKE A DROP OUT ONE YEAR AND THEN TWO YEARS LATER, YOU CAN GET HIT AGAIN.

AFTER TALKING TO PRINCIPLES THIS PAST YEAR, THE PROGRESS MONITORING PLANS AND THE STRATEGIES THAT WE DID THIS PAST YEAR, WE'LL CONTINUE.
GETTING PRINCIPALS AND NEW POSITIONS USED TO BOTH THE PROGRESS MONITORING THE 1.5.
THE CONTENT SPECIALISTS HAVE BEEN SPLIT BETWEEN ELEMENTARY AND SECONDARY.
THERE'LL BE DIRECT SUPPORT AT THE ELEMENTARY LEVEL FROM ELEMENTARY CONTENT SPECIALISTS, AND THEN WE'LL DO THE SAME FOR SECONDARY CONTENT SPECIALISTS.
THEN WE ARE GOING TO DO A BETTER JOB.

THIS PRESENTATION WILL BE VERY BRIEF, AND THEN YOU'LL HAVE OPPORTUNITY FOR QUESTIONS IF YOU HAVE ANY.
LOOKING AT OUR SHAC, OUR VISION STATEMENT IS THE FOLLOWING.
THE LOCKHART ISD SHAC ENVISIONS STUDENTS, STAFF, AND FAMILIES BEING EDUCATED TO MAKE HEALTHY LIFE CHOICES.
THE MISSION OF THE LOCKHART ISD SHAC IS TO PROMOTE AND NOURISH HEALTH AND WELLNESS WITHIN A SAFE SCHOOL ENVIRONMENT, EMPHASIZING THE PHYSICAL, SOCIAL, EMOTIONAL, SPIRITUAL NEEDS OF THE LOCKHART ISD EDUCATION COMMUNITY SO THAT ALL STUDENTS ARE ABLE TO LEARN AT THEIR HIGHEST POTENTIAL.
THIS SCHOOL YEAR, WE HAD SOME VERY GOOD DISCUSSIONS.
WE HAD A VERY GOOD GROUP OF MEMBERSHIP.
THREE TOPICS THAT WE REALLY FOCUSED ON OUR FIRST MEETING.
WE HAD A WONDERFUL DISCUSSION WITH OUR COMMUNITIES AND SCHOOLS PROGRAMMING.
WE HAD PROGRAM DIRECTORS THAT CAME AND SPOKE TO US AND TALKED ABOUT THE PURPOSE OF COMMUNITIES AND SCHOOLS AND THE WONDERFUL THINGS THAT THEY HAVE DONE IN OUR DISTRICT FOR OUR STUDENTS.
OUR SECOND TOPIC, THIS SCHOOL YEAR HAVE TO LOOK AT OUR CURRICULUM THAT WE HAVE TO MEET THE ELEMENTARY REQUIREMENT FOR SENATE BILL 9.
THIS IS FROM THE 87TH LEGISLATIVE SESSION, SENATE BILL NINE, WHICH IS A REQUIREMENT TO COVER THE TOPICS OF CHILD ABUSE,

FAMILY VIOLENCE STATING, VIOLENCE, AND SEX TRAFFICKING.ITS HAS RECOMMENDED QUAVER-ED CURRICULUM TO BE USED TO MEET THIS REQUIREMENT IN THE ELEMENTARY.
THIS HAS BEEN USED IN OTHER AREAS IN THE SCHOOL AS WELL.
THERE WAS NO INCREASED COST TO ADD THESE TOPICS WITH THIS CURRICULUM.
THE NEXT TOPIC THAT WE HAD SOME DISCUSSION ON THIS YEAR WAS THE DISTRICT CELL PHONE POLICIES FOR THE SECONDARY LEVELS.
WE HAD LEADERS, PRINCIPALS FROM THE THREE SECONDARY CAMPUSES COME AND SPEAK TO US ABOUT HOW THEIR POLICIES WERE GOING ON IN THE CAMPUSES.
THE SHAC DID SUPPORT A BOT TO SUPPORT THE DISTRICT CELL PHONE POLICIES, AND WE ALSO WERE RECOMMENDING EDUCATION TO BE PROVIDED FOR THE PARENTS AND THE STUDENTS REGARDING THE EFFECTS OF CELL PHONES.
I WAS GLAD TO SEE THAT THE DISTRICT IS GOING TO HAVE A BOOK STUDY TO LOOK INTO THOSE TOPICS.
THAT WAS SOMETHING THAT THE SHAC WAS LOOKING FOR.

FEDERAL FUNDING UPDATE. MS. WEISER?>> WE HAD A BIG PRESENTATION PLAN, AND WE RECEIVED SOME GOOD NEWS, SO I THINK IT'LL BE MUCH MORE BRIEF THAN WE WERE INITIALLY THINKING.

GOOD EVENING, SCHOOL BOARD AND MR. ESTRADA.
WE HAVE HAD A VERY EVENTFUL MONTH WITH ALL OF THE FEDERAL FUNDS BEING FROZEN AS FAR AS WITH THE FEDERAL GOVERNMENT REVIEWING THEM.
WE WANTED TO GIVE YOU AN UPDATE AS WE HAD THIS INFORMATION.
I'M GOING TO GO THROUGH THIS, NOT THAT IT'S NOT IRRELEVANT ANYMORE, BUT I WOULD LIKE TO GO THROUGH THE TIMELINE SO YOU KNOW WHAT WE HAVE BEEN DOING THE PAST MONTH IN RESPONSE TO THE FEDERAL FUNDS.
ON JUNE 30TH, THE US DEPARTMENT OF EDUCATION DID COMMUNICATE WITH TEA THAT THEY WERE GOING TO BE REVIEWING CERTAIN FUNDS MOSTLY WITHIN THE TITLE PROGRAMS. LET ME ALSO SAY THIS WAS NOT ALL TITLE FUNDS.
WHAT WOULD AFFECT LOCKHART ISD WAS GOING TO BE TITLE II, WHICH IS OUR SUPPORTING EFFECTIVE INSTRUCTION GRANT, TITLE III, OUR ENGLISH LANGUAGE ACQUISITION GRANT, TITLE IV, WHICH IS FOR SAFE SCHOOLS, AND OUR AFTER-SCHOOL EDUCATION PROGRAM.
THOSE WERE THE PROGRAMS THAT WE IMMEDIATELY LEARNED ON JUNE 30TH WOULD BE UNDER THIS FEDERAL REVIEW.
ON JULY 3RD, TEA DID COMMUNICATE TO US THAT THESE FUNDS WOULD BE FROZEN, AND THEN THEY GAVE US AN UNKNOWN TIMELINE OF WHEN IT WOULD BE AVAILABLE AND THAT THEY HAD ALL THE WAY UNTIL SEPTEMBER 30TH OF 2026 TO RELEASE THOSE FUNDS TO THE STATES AND THEN BE RELEASED TO THE DISTRICT.
IT WAS AT THIS TIME THAT WE BEGAN MAKING PLANS, NOT KNOWING WHEN AND HOW LONG THESE FUNDS WOULD BE UNDER FEDERAL REVIEW.
ON JULY 18TH, WE DID LEARN THE RELEASE OF THE FROZEN AFTER SCHOOL PROGRAMS. WE HAVE NOT YET RECEIVED CORRESPONDENCE FROM TEA OR THE USDE REGARDING THE RELEASE OF THOSE FUNDS.
HOWEVER, ON JULY 21ST, WE DID RECEIVE COMMUNICATION THROUGH REGION 13 THAT THEY HAD RECEIVED COMMUNICATION FROM THE TEXAS EDUCATION AGENCY REGARDING THE CONTINUATION OF THE FUNDS.
HOWEVER, WE HAVE NOT RECEIVED ANY OFFICIAL AWARD, BUT WE HAVE ALREADY APPLIED.
WE'RE ALREADY GOING, AND THEY DID SAY THAT WE WOULD.
WE JUST HAVE NOT OFFICIALLY RECEIVED ANYTHING.
THEN, ON JULY 25TH, FEDERAL ADMINISTRATION DID ANNOUNCE THE RELEASE OF THE REMAINING FROZEN TITLE FUNDS.

WE HAVEN'T RECEIVED ANY CORRESPONDENCE FROM TEA REGION 13 OR THE USD REGARDING THIS.HOWEVER, IT HAS BEEN ANNOUNCED.
THAT WAS LAST FRIDAY JUST A FEW DAYS BEFORE THIS MEETING THAT THOSE FUNDS WERE RELEASED.
HOWEVER, I STILL WOULD LIKE TO GO THROUGH BECAUSE WE HAVEN'T RECEIVED ANYTHING OFFICIAL, THE IMPACT THAT THIS CREATED THESE PAST THREE OR FOUR WEEKS, IF THAT'S OKAY, REALLY QUICKLY.

IDEA B, WHICH IS FOR OUR SPECIAL EDUCATION, ALSO PRESCHOOL, IDEA B, THE NATIONAL SCHOOL LUNCH AND BREAKFAST PROGRAMS, AND OUR CARL PERKINS, WHICH IS OUR FEDERAL CTE FUNDS.
THOSE ARE NOT IMPACTED DESPITE A LITTLE BIT OF PANIC AND FEAR THAT THE FUNDS CREATED.
OUR TITLE II FUNDS, WE RECEIVE $195,000 A YEAR, AND IT GOES UP AS WE GAIN ENROLLMENT, AND OUR ENTITLEMENTS GO UP EVERY YEAR.
BUT LAST YEAR, WE RECEIVED $195,000.
THESE FUNDS ARE TO INVEST IN GROWING TEACHERS, GROWING PRINCIPALS, AND WE DO THAT THROUGH 1.4 CONTENT SPECIALISTS.
WE HAVE A LITTLE BIT OF SPLIT FUNDING GOING ON WHENEVER WE HAVE WITH OUR FEDERAL FUNDS, SO THAT WE CAN MAXIMIZE THE USE OF THE FUNDS THAT WE DO RECEIVE.
WE HAVE TWO LEAD COUNSELOR STIPENDS, WE PAY ALL OF OUR MENTOR STIPENDS OUT OF THIS FUND, AND ALL OF OUR LEARNING LEAD.
THERE'S A LOT THAT GOES ON IN THIS FUND TO SUPPORT OUR TEACHERS AND OUR STUDENTS.
THEY HELP US SUPPORT OUR ENGLISH LEARNERS AND OUR IMMIGRANT STUDENTS.
WE USE THOSE FUNDS FOR 60%, THIS IS WHERE THE SPLIT FUNDING COMES IN OF A BILINGUAL INSTRUCTIONAL COACH AND FOR SECONDARY INSTRUCTIONAL ESL TEACHING ASSISTANCE.
AGAIN, LOTS OF SUPPORT THROUGH THE TITLE III FUNDS THAT WE HAVE HERE AT LOCKHART ISD.
TITLE IV IS JUST ANOTHER ADDITIONAL SUPPORT TO HELP A WELL-ROUNDED EDUCATION FOR STUDENTS AND ALSO CREATE SAFE ENVIRONMENTS.
THE TWO BIG THINGS, THE ONLY THINGS THAT WE DO OUT OF THIS FUND, GOD BLESS YOU, WELCOME, IS WE OFFER THE PRE-SAT AND THE SAT FOR ALL OF OUR 10TH, 11TH, AND 12TH GRADERS IN THE SCHOOL DAY ADMINISTRATION OF THAT TEST, AND WE HAVE ONE PORTION OF OUR SRO.
THAT GOES FAR BACK TO HOW WE HAVE FUNDED OUR SROS.
THIS IS WHAT WE USE OUR TITLE IV FUNDS FOR.
THEN OUR AFTER SCHOOL CENTERS ON EDUCATION, WHICH IS OUR ACE PROGRAM.
THIS IS OUR LARGEST FUNDED PROGRAM THAT WENT UNDER REVIEW.
WE RECEIVED $634,000 FOR OUR ELEMENTARY PROGRAMS AND ALMOST 150,000 FOR OUR JUNIOR HIGH SCHOOL.
THESE ACE PROGRAMS PROVIDE ENHANCED EDUCATION OPPORTUNITIES FOR STUDENTS OUTSIDE OF THE SCHOOL DAY.
WITH THOSE FUNDS, WE HAVE SIX ACE COORDINATORS, PART TIME ASSISTANTS AT ALL OF THE CAMPUSES THAT HAVE ACE, AND WE USE OUR TEACHERS AND INSTRUCTIONAL AIDS FOR TUTORING AND INSTRUCTION IN THOSE AFTER-SCHOOL PROGRAMS, AND WE PROVIDE TRANSPORTATION FOR THE STUDENTS THAT ATTEND IT.
THERE IS A LOT THAT GOES ON IN THIS AFTER SCHOOL PROGRAM.
WHAT WE DID IMMEDIATELY ON JULY 8TH WAS LOOK AT ALL THESE PROGRAMS AND WHAT ARE WE GOING TO DO IN '25-'26 WHEN WE HAD ALREADY PLANNED OUR BUDGET IN THE SPRING AND WE WERE ALL READY TO GO FOR THE YEAR.
THIS WAS $1.3 MILLION WORTH OF FUNDS THAT WE LOOKED AT IF THE FUNDS WERE TO REMAIN FROZEN, SO WE ARE LEARNING NOW THAT THEY ARE FROZEN ANYMORE, BUT WE HAVE NOT RECEIVED ANYTHING OFFICIAL.
IF THAT WERE TO REMAIN TRUE, IN OUR TITLE FUNDS,

WITH THE FEDERAL ANNOUNCEMENT, WHILE IT'S JUST AN ANNOUNCEMENT AND NOTHING IS OFFICIAL QUITE YET, WE ARE MOVING FORWARD WITH PLANS THAT WE MADE IN THE SPRING WITH ALL OF THESE PROGRAMS. WE ARE NOT GOING TO ROLL BACK.
ALL OF OUR APPLICATIONS ARE ALREADY IN.
THERE'S NO REASON FOR US TO BELIEVE WITH THIS ANNOUNCEMENT THAT WE WOULD NOT RECEIVE THE FUNDS.

FOR 1.5 YEARS OF GROWTH IN MATH, FOR THE FIRST TIME, WE'VE HIT OUR GOAL.
ALL THE HARD WORK, PRINCIPLES, AND THE CNI TEAM AND EVERYBODY WORK ON THAT, WE HIT OUR 70% GOAL FOR MATH.

THE LOCKHART HIGH SCHOOL BEING ADDED THIS YEAR, 19 CLASSROOMS, THREE SCIENCE LABS, AND SIX SCIENCE CLASSROOMS. WE WERE ABLE TO REPURPOSE THOSE PORTABLES TO REPLACE AGING FACILITIES AT LDMC.
NEARLY 400 STAFF PARTICIPATED IN THE STAFF ENGAGEMENT SURVEY.
STAFF SATISFACTION IS AT 82% THIS PAST YEAR.
SCHOOL BOARD PRESIDENT RIGHT AND SUPERINTENDENT ESTRADA HELD TEACHER FORUMS ON ALL PRE-K THROUGH 12 CAMPUSES.
ALSO, THE PRINCIPALS HAD THEIR PARENT FORUMS THAT WERE HELD ON THEIR OWN CAMPUSES.
WE HAD A NEW TO PROFESSION GRADUATION.

THE CURRENT OR THE PROPOSED MOU FOR THE 25 26 SCHOOL YEAR INCLUDES TWO SCHOOL RESOURCE OFFICERS ASSIGNED TO LOCKHART HIGH SCHOOL.
PREVIOUSLY, THERE WERE THREE SCHOOL RESOURCE OFFICERS.
WE HAD ONE AT LOCKHART JUNIOR HIGH SCHOOL, ONE AT LOCKHART HIGH SCHOOL, AND THEN THERE WAS AN SRO SUPERVISOR AS WELL.
UNFORTUNATELY, TWO OF OUR SROS HAVE TAKEN POSITIONS IN NEIGHBORING COUNTY, AND THE LOCKHART POLICE DEPARTMENT HAS NOT BEEN ABLE TO FIND ANOTHER OFFICER AT THIS TIME TO FILL THOSE POSITIONS, THE TWO VACANCIES.
FOR THE 25 26 SCHOOL YEAR, WE HAVE ONE OFFICER ZACHARY CASTA, WHO HAS PREVIOUSLY SERVED AT LOCKHART JUNIOR HIGH SCHOOL.
HE WILL BE RETURNING FOR THE 25 26 SCHOOL YEAR, AND HE WILL NOW BE STATIONED AT LOCKHART HIGH SCHOOL.
POLICE DEPARTMENT IS ACTIVELY WORKING TO HIRE AND ASSIGN A SECOND OFFICER TO SUPPORT THE CAMPUS.
BUT AT THIS TIME, WE ONLY HAVE ONE SCHOOL RESOURCE OFFICER.
AN EFFORT WE'VE WORKED WITH THE CONSTABLE OFFICE, WHICH WE'LL TALK ABOUT IN THE NEXT ITEM ON THE AGENDA.

THERE ARE FEW CHANGES TO THIS ONE AS WELL AS WE MOVE INTO THE NEXT ACADEMIC YEAR.
THE FIRST OF THOSE IN THE LANGUAGE IN THE LOCAL AGREEMENT IS THAT PREVIOUSLY, IT JUST SAID THAT THE CALDWELL COUNTY CONSTABLES OFFICE, WE WOULD CONTACT THEM, BUT WE'VE CHANGED THE LANGUAGE TO SAY THAT PRECINCT FOUR CONSTABLES OFFICE IS DESIGNATED AS THE PRIMARY CONTACT FOR THE PROGRAM.
MOVING FORWARD, THAT'S ALL COMMUNICATION WILL GO THROUGH PRECINCT FOUR.
WE'VE ALSO EXPANDED COVERAGE TO INCLUDE BOUCHER LOOP ELEMENTARY SCHOOL.
SO THERE WILL BE A CONSTABLE STATIONED AT BOUCHER LOOP AT ALL TIMES.
