NOW, MORE THAN EVER, WE ARE COMMITTED TO SUPPORTING THE RETENTION OF HIGHLY QUALIFIED BILINGUAL ESL TEACHERS.IN A TIME WHEN SOME DISTRICTS WERE FORCED TO MAKE VERY DIFFICULT DECISIONS TO RESTRUCTURE OR SHRINK THEIR MULTILINGUAL DEPARTMENTS, OUR DISTRICT PRIORITIZE KEEPING OUR TEAM TO CONTINUE SUPPORTING THE VARIED LEVELS OF LEADERSHIP IN LOCKHART ISD.
WE ALSO PRIORITIZED KEEPING FOUR OF OUR BILINGUAL PARAPROFESSIONALS AT SECONDARY CAMPUSES.
WE RECOGNIZED OVER 70 LINGUISTIC LOCKSTARS LAST YEAR AND WE'RE EXCITED TO CONTINUE DOING SO THIS YEAR.
LINGUISTIC LOCKSTARS ARE TEACHERS WHO CONSISTENTLY PROVIDE ESSENTIAL INSTRUCTIONAL SUPPORT FOR EMERGENT BILINGUAL STUDENTS OR ANY STAFF MEMBER WHO ADVOCATES FOR EMERGENT BILINGUAL STUDENTS AND THEIR FAMILIES.
EQUALLY IMPORTANT IS THE RETENTION OF OUR VALUED ADMINISTRATORS AND REGISTRARS.
WE'VE CREATED A SUPPORT SYSTEM TO ENSURE ACCURATE IDENTIFICATION, PLACEMENT, AND ASSESSMENT OF EMERGENT BILINGUAL STUDENTS.
MISS LAURIE JONES DOES AN AMAZING JOB OF SUPPORTING ALL PAC ADMINISTRATORS AND REGISTRARS THROUGHOUT THE SCHOOL YEAR.
IN PARTNERSHIP WITH OUR HUMAN RESOURCES DEPARTMENT, WE'RE GOING TO CONTINUE RECRUITING EFFORTS BY ATTENDING JOB FAIRS AT UTRGV, UNIVERSITY OF TEXAS RIO GRANDE VALLEY, UNIVERSITY OF TEXAS EL PASO, UNIVERSITY OF TEXAS AND TEXAS STATE THIS YEAR.

WE HOSTED THE MEETING DURING THE SCHOOL DAY AT THE CAMPUS, AND PARENTS SHARED THEIR APPRECIATION OF THE OPPORTUNITY TO SEE ALL THE THINGS LIVE IN ACTION.

WE ROLLED OUT ONE WAY DUAL LANGUAGE PROGRAMMING AT CARVER, AND FOR THE FIRST TIME, 15 STUDENTS AT LOCKHART HIGH SCHOOL WERE RECOGNIZED FOR HAVING EARNED THE GLOBAL SEAL OF BILITERACY.
I KNOW. [LAUGHTER] TWENTY-ONE STUDENTS WERE RECOGNIZED AT LOCKHART HIGH SCHOOL FOR HAVING EARNED THE STATE BILINGUALISM AND BILITERACY PERFORMANCE ACKNOWLEDGMENT.
AS ANY GREAT TEAM DOES, WE DID SOME REFLECTING, WE DID SOME PLANNING, AND WE DID SOME GOAL SETTING.
THIS YEAR'S GOALS ARE THAT 100% OF OUR TEACHERS WILL BE FULLY BILINGUAL AND ESL CERTIFIED BY MAY OF 2026.
WE WILL RETAIN 90% OF OUR BILINGUAL CERTIFIED TEACHERS, 10% OF OUR EMERGENT BILINGUAL STUDENTS WILL MEET RECLASSIFICATION CRITERIA, AND EVERY EMERGENT BILINGUAL STUDENT IN LOCKHART ISD WILL GRADUATE, FULLY EQUIPPED WITH KNOWLEDGE, SKILLS, AND ATTRIBUTES OUTLINED IN OUR DISTRICT'S GRADUATE PROFILE, PREPARED TO THRIVE IN A GLOBAL SOCIETY.

THIS IS YOUR MONTHLY BUDGET UPDATE AS THE YEAR PROGRESSES.
I WILL TRY TO MAKE IT QUICK FOR YOU AND I PROMISE THERE'S NO BUCKETS.

WE'LL LOOK AT ENROLLMENT AND ATTENDANCE AND GIVE A REVENUE AND EXPENDITURE UPDATE.
WE DO ADOPT THREE BUDGETS WITHIN OUR SCHOOL DISTRICT.
OUR LARGEST BUDGET BEING OUR MNO BUDGET AT 75.4 MILLION.
WE ALSO ADOPT OUR DEBT SERVICE BUDGET, WHICH IS WHAT WE USE ON OUR I&S TAX RATE TO PAY OUR BONDS, AND THEN WE ADOPT OUR SCHOOL NUTRITION BUDGET, WHICH WAS ALSO A BALANCED BUDGET.
WE HAVE A TOTAL OF 94.5 MILLION IN THESE THREE BUDGETS.
LOOKING AT STUDENT ENROLLMENT FOR THE YEAR.
THIS IS THE FIRST 10 FRIDAYS OF THE SCHOOL YEAR.
WE COMPLETED 10 WEEKS OF SCHOOL LAST WEEK.
THE GOLD LINE IS OUR ENROLLMENT FROM '25 '26, AND THE GRAY LINE IS OUR ENROLLMENT FROM '24 '25.

WE SEE AGAIN, LOTS OF GROWTH IN ATTENDANCE AT THE ELEMENTARY LEVEL, THAT 96% IS THE GOLD LINE.

HOWEVER, THAT IS SOMETHING THAT WE ARE SEEING ON A WEEKLY BASIS THAT WE ARE SEEING THE CAMPUSES INCREASE IN THEIR CUMULATIVE.
THEY ARE DEFINITELY COMING TO SCHOOL ALMOST 96% OF THE DAYS HERE AT THE ELEMENTARY LEVEL.

THE SLIGHT DIPS, YOU'LL SEE THAT CONTINUE TO HAPPEN, BUT IT DOESN'T MEAN THAT WE CAN'T INCREASE OR THAT WE WON'T, BUT THE MORE DAYS THAT WE ADD, IT'S JUST REALLY DIFFICULT TO GET THAT UP.

THE INCREASE FROM LAST YEAR IS GROWING, AND THAT'S REALLY EXCITING, ALL THE LEARNING THAT'S GOING ON.
WITH THAT BEING SAID, FOR HIGH LEVEL, NO BUCKETS, THE BIGGEST WAY THAT WE HAVE REVENUE IS THE ATTENDANCE OF THE STUDENTS THAT ARE ENROLLED WITHIN THE DISTRICT.
WE TAKE THE ADA, THE AVERAGE DAILY ATTENDANCE, WHICH IS A LITTLE BIT DIFFERENT THAN ATTENDANCE.
BUT WE TAKE THAT AND THEN THAT'S HOW WE PROJECT WHAT OUR STATE REVENUE IS GOING TO BE.
THAT'S WHAT WE'RE CONSTANTLY LOOKING AT.
WE'RE LOOKING AT WHERE WE ARE BASED ON ENROLLMENT AND WHERE WE ARE BASED ON ATTENDANCE, WHICH DRIVES OUR ADA.
OUR ENROLLMENT GOAL THIS YEAR WAS 6,874 ON SNAPSHOT, WHICH IS THIS WEEK, AND OUR CURRENT ENROLLMENT IS AT 6,816.
WE ARE 58 STUDENTS FROM OUR PROJECTION, BUT THAT DOESN'T MEAN THAT WE'RE 58 STUDENTS AWAY FROM ADA BECAUSE ENROLLMENT AND ADA AND ATTENDANCE ARE ALL COMBINED TOGETHER, BUT THEY ARE ALL A LITTLE BIT DIFFERENT.
WHILE OUR ATTENDANCE IS SLIGHTLY ABOVE AND OUR ENROLLMENT IS SLIGHTLY BELOW, THAT DOESN'T MEAN THAT OUR ADA IS OFF BY 58 STUDENTS.
WE'RE NOT 58 BELOW, WE'RE 27 BELOW.
THAT MEANS THAT OUR ATTENDANCE PROJECTION IS DOING BETTER, SO IT MAKES UP FOR A LITTLE BIT OF THE ENROLLMENT.
WITH OUR ADA BEING WHERE IT IS, IT CAN GROW TWO WAYS.
ONE, OUR ATTENDANCE GROWS A LITTLE BIT, BUT IT ALSO CAN GROW BECAUSE OUR ENROLLMENT CONTINUES TO GROW THROUGHOUT THE YEAR WITH ALL THE RESIDENTIAL BUILDING THAT'S GOING ON.
HOWEVER, JUST BECAUSE IF WE GET 10 STUDENTS MORE TOMORROW, THAT DOES NOT MEAN THAT OUR ADA INCREASES BY 10.
BECAUSE NOW WE'RE 10 WEEKS INTO SCHOOL, EVEN IF THOSE 10 STUDENTS HAVE 100% ATTENDANCE, WE WILL NOT GET A FULL ADA FROM THEM BECAUSE THEY HAVE NOT BEEN HERE FOR 46 OF THE DAYS.
DOES THAT HELP WITH WHY IT'S NOT EVEN? WE'RE NOT 58 STUDENTS BEHIND, WE'RE BEHIND 27.
THAT'S WHY IT'S NOT TOTALLY EVEN.
HOWEVER, IT CAN CHANGE AND WILL CHANGE AS EACH DAY PASSES.
THE NET IMPACT TO THE REVENUE ON THIS IS A LOSS OF $170,000.
AGAIN, THE ADA IS GOING TO CHANGE EVERY SINGLE DAY BASED ON ATTENDANCE AND BASED ON ENROLLMENT AS THE YEAR PROGRESSES.

THOSE ARE THE AREAS THAT WE'RE REALLY GOING TO LOOK AT WHAT ARE THE CHANGES FROM PROJECTION THAT WE HAD WITH OUR PAYROLL? THE BIGGEST ONE IS LION CARE BECAUSE WE DO OWN OUR PLAN.
LAST MONTH, I BROUGHT THAT IN JULY, WE HAD A DEFICIT IN LION CARE OF $473,000, AND WHILE THAT DEFICIT IS STILL TRUE TO JULY, OUR STOP LOSS IS GOING TO COVER THAT.
WE ALSO HAVE A DEFICIT IN AUGUST, BUT OUR STOP LOSS IS GOING TO COVER THAT.
WHILE LAST MONTH, I BROUGHT TO YOU THAT THE 473,000 WAS THE DEFICIT, AND WE FELT THAT WAS GOING TO HAVE TO BE BALANCED OUT WITH SOMETHING ELSE.

THAT PROCESS STARTED IN MARCH OF 2024, AND AT THE MAY REGULAR SCHOOL BOARD MEETING, THE BOARD OF TRUSTEES ELECTED TO NAME AT THAT POINT IN TIME ELEMENTARY SCHOOL NUMBER 6, BORCHERT LOOP ELEMENTARY SCHOOL.
THAT IS A QUICK OVERVIEW OF OUR POLICY IN REGARDS TO NAMING FACILITIES.
QUICK REMINDER OF WHAT WE DID A COUPLE OF YEARS AGO.
