LET THE RECORD SHOW THAT A QUORUM OF BOARD MEMBERS IS PRESENT, THAT THIS MEETING HAS BEEN DULY CALLED, AND THAT NOTICE OF THIS MEETING HAS BEEN POSTED IN ACCORDANCE WITH THE TEXAS OPEN MEETING ACT, TEXAS GOVERNMENT CODE CHAPTER 551.

LET THE RECORD SHOWS THAT TRUSTEE RIOS, PULLIAM, SANCHEZ, WRIGHT, LOCKHART, AND CHARLES ARE PRESENT.

I AM HERE TO ADVOCATE FOR MY SON AND EXPRESS MY DEEP CONCERNS FOR OUR LDMC PROGRAM.

MY SON IS A SENIOR, AN ATHLETE, A STUDENT, A YOUNG MAN WHO'S ALREADY BEEN ACCEPTED TO A FOUR-YEAR UNIVERSITY.

HE'S WORKED HARD FOR YEARS TO BUILD A FUTURE THAT HE'S PROUD OF.

YET TODAY, BECAUSE OF A MISTAKE, ONE THAT MANY TEENAGERS MAKE, HE'S BEING TREATED AS A CRIMINAL, BEING STRIPPED OF HIS SENIOR MEMORIES THAT CAN'T BE REPLACED.

WE OFTEN REFER TO OUR STUDENTS AS ADULTS WHEN IT'S CONVENIENT, BUT THE REALITY IS THEY'RE STILL DEVELOPING, THEY'RE STILL LEARNING, AND SHOULD BE, AND ARE STILL DESERVING OF GUIDANCE AND GRACE.

I THINK MANY OF US CAN HONESTLY REFLECT BACK AND BE GLAD THAT MISTAKES WE MADE AT 17 OR 18 DIDN'T DERAIL OUR FUTURE OR DEFINE US.

LOCKHART ISD OFTEN SPEAKS ABOUT VALUES OF BEING LOCKED ON EXCELLENT, UNLOCKING POTENTIAL, AND BEING LOCKED HARD FOR PEOPLE.

BUT RIGHT NOW THOSE WORDS FEEL DISCONNECTED FROM THE ACTIONS THAT WE'RE EXPERIENCING.

INSTEAD OF SEEING THOSE VALUES IN PRACTICE, IT FEELS THAT THEY'RE SIMPLY A PHRASE USED TO SOFTEN DECISIONS THAT ARE IN REALITY CAUSING HARM.

FAIRNESS REQUIRES LOOKING AT THE WHOLE CHILD, NOT JUST THE INCIDENT.

PRIOR TO BEING PLACED AT LDMC AFTER HE HAD ALREADY SERVED AND COMPLETED A PUNISHMENT, I'VE PERSONALLY WITNESSED INCONSISTENCIES WITH DIFFERENT ADMINISTRATORS, UNDERSTANDING OF POLICY, STUDENT CODE OF CONDUCT, TIMELINES, PROCEDURES, AND CHANGES IN ACCUSATIONS.

SINCE HE'S BEEN PLACED AT LDMC, MY SON HAS EXPERIENCED SOMETHING FAR MORE DAMAGING THAN DISCIPLINE.

HE'S EXPERIENCED A DISCONNECTION.

IT IS AS IF HE IS NO LONGER CONSIDERED TO BE PART OF THE DISTRICT.

COACHES WHO ONCE CHECKED ON HIM, SUPPORTED HIM, HELD HIM ACCOUNTABLE, HAVE GONE SILENT.

TEACHERS WHO ONCE SHOWED AND CARED INVESTMENT IN HIS SUCCESS ARE NO LONGER PRESENT.

THE RELATIONSHIPS THAT ONCE GROUNDED HIM HAVE BEEN REMOVED.

WHAT REMAINS IS NOT GROWTH, IT'S ISOLATION.

NOT ACCOUNTABILITY, BUT ABANDONMENT.

MY SON MADE A MISTAKE.

HE'S TAKEN RESPONSIBILITY FOR THAT.

HE'S ALREADY FACED A CONSEQUENCE AND NOW YET RECEIVING ANOTHER CONSEQUENCE AND THE RESPONSE HE IS FACING ON THAT IS DISPROPORTIONATE AND FRANKLY DAMAGING.

INSTEAD OF BEING GUIDED BACK ONTO THE RIGHT PATH, HE'S BEEN PLACED IN AN ENVIRONMENT THAT HAS STRIPPED AWAY HIS SUPPORT SYSTEM, HIS IDENTITY AS A STUDENT ATHLETE, AND HIS CONNECTION TO THE VERY PEOPLE WHO HELPED HIM SUCCEED THE PAST FOUR YEARS.

THIS IS NOT WHAT ACCOUNTABILITY SHOULD LOOK LIKE.

ACCOUNTABILITY SHOULD TEACH AND RESTORE AND SUPPORT, NOT ISOLATE AND NOT ERASE.

RIGHT NOW, HE'S NOT EVEN BEING GIVEN THE OPPORTUNITY TO LEARN FROM IT, HE'S BEING DEFINED BY IT.

THAT'S NOT EXCELLENCE, IT'S NOT UNLOCKING POTENTIAL, AND IT'S NOT HAVING A LOCK HEART FOR PEOPLE.

LDMC SHOULD NOT FUNCTION AS A PLACE WHERE STUDENTS ARE SENT TO DISAPPEAR.

IT SHOULD BE A PLACE WHERE STUDENTS ARE SUPPORTED, EDUCATED, PREPARED TO RETURN STRONGER.

IF THE DISTRICT TRULY BELIEVES IN ITS VALUES, THEN I AM CHALLENGING YOU TO REVIEW THE LDMC SYSTEMS AND PROCEDURES SO PARENTS AND STUDENTS DON'T FEEL UNCERTAIN ABOUT CREDITS, PROCEDURES, GRADUATION, AND CONNECTION TO THEIR CAMPUS.

BECAUSE AT THE END OF THE DAY, THEY'RE ALL LIONS.

FOR PRE-K THROUGH EIGHTH GRADE STUDENTS.

IN THE LAST SEVERAL YEARS, STUDENTS HAVE STRUGGLED WITH A LACK OF FOCUS, SOCIAL INTERACTION SKILLS, PHYSICAL AND MENTAL HEALTH.

I BELIEVE AN INCREASE IN UNSTRUCTURED RECESS WOULD BE

BENEFICIAL.

ALL STUDENTS PRE-K THROUGH 8TH.

ALTHOUGH THIS WOULD REQUIRE TAKING FROM INSTRUCTIONAL MEANT I BELIEVE THE BENEFITS OUTWEIGH THE RISK.

IF THEY GET MORE SOCIAL OPPORTUNITIES THEY WILL BE QUIETER AT LUNCH.

JUNIOR HIGH HAS HAD QUIET SILENT LUNCHES BECAUSE OF TOO LOUD.

MY DAUGHTER HAS ASKED ME THIS WEEKEND FOR NOISE CANCELLING HEADPHONES BECAUSE LUNCH HAS BEEN TOO LOUD.

I THINK THEY ARE SCREAMING BECAUSE THEY'RE NOT ALLOWED TO SIT WITH FRIENDS.

AND BE ABLE TO TALK TO ANYONE BECAUSE THEY ARE REQUIRED TO SIT WITH THEIR THIRD PERIOD CLASS.

I HAVE HEARD OF REPORTS OF ELEMENTARY ALL HAVING TO SIT ON THE SAME SIDE OF THE TABLE AND BEING TOLD TO BE QUIET, EVEN WHEN NOISE LEVEL IS VERY LOW.

THEY ARE NOT GIVEN AN ALTERNATIVE FOR SOCIAL INTERACTION AFTER THE PHONE BAN.

OPPORTUNITIES WOULD HELP RESET AND ENCOURAGE SOCIAL INTERACTIONS.

CAN WE ADD 20 MINUTES TO LUNCH AND ALLOW THEM TO GO OUTSIDE? EVEN JUNIOR HIGH NEEDS RECESS.

UNSTRUCTURED ACTIVITY AND TIME HELPS WITH FOCUS AND PHYSICAL HEALTH.

LUNCH IS ALREADY TOO SHORT AND BARELY HAVE TIME TO EAT.

MY CHILD NEVER LEAVES THE BUILDING, AND EVEN THOUGH NOT INTERESTED IN PHYSICAL ACTIVITY, WOULD APPRECIATE THE OPPORTUNITY TO SEE FRIENDS AND GO OUTDOORS.

SHE HAS EXPRESSED NOT BEING ABLE TO SEE ANYBODY SHE KNOWS IN CLASS OR AT ANY TIME.

A BREAK WOULD HELP WITH FOCUS.

I'M NOT SURE HOW TO ORGANIZE THIS WITH DIFFERENT SCHEDULES AND MORE STUDENTS, BUT JUNIOR HIGH WOULD STILL BENEFIT AS WELL.

IT WOULD OFFER A SCREEN-FREE SPACE FOR SOCIAL DEVELOPMENT.

PHYSICAL ACTIVITY IS HIGHLY EFFECTIVE INTERVENTION FOR ALL STUDENTS, ESPECIALLY THOSE WITH ADHD.

IT PROVIDES IMMEDIATE AND LONG-TERM IMPROVEMENTS IN FOCUS, BEHAVIOR, AND EMOTIONAL REGULATION.

20 TO 30 MINUTES BEFORE ACTIVITIES REQUIRING FOCUS IMPROVE QUALITY OF ATTENTION.

IN ADDITION TO JUST INCREASING MINUTES, I BELIEVE SPLITTING INTO TWO PERIODS WOULD BE BENEFICIAL.

CURRENTLY, MY SON HAS ONE 30-MINUTE RECESS.

I WOULD LIKE TO PROPOSE TWO 25-MINUTE RECESSES.

THE MINUTES...

FROM CLASS LOSS WOULD STILL BENEFIT STUDENTS BY HELPING IMPROVE THE QUALITY OF CLASS TIME.

RECESS AT THE ELEMENTARY LEVEL SHOULD NOT BE WITHHELD FOR BEHAVIOR OR NOT FINISHING WORK.

I WOULD RATHER HAVE HOMEWORK SENT HOME.

LAST YEAR, OKLAHOMA SIGNED A STATEWIDE LAW INCREASING RECESS AND PROHIBITING TAKING AWAY AS PUNISHMENT FOR K-5.

I BELIEVE INCREASING RECESS FOR PRE-K THROUGH 8 WILL BENEFIT THE PHYSICAL, ACADEMIC, AND MENTAL HEALTH OF ALL STUDENTS.

SO I HAVE TO SAY THANK YOU, FIRST OF ALL, BECAUSE MY DAUGHTER HAS GROWN IMMENSELY THIS YEAR.

BUT I DID WANT TO SPEAK ON DECREASING TECHNOLOGY WITHIN OUR SCHOOL.

GRANTED, MY DAUGHTER GOES TO A BOARD SHIRT LOOP AND THEY HAVE A GREAT STANDARD OF TRYING TO DECREASE THAT TECHNOLOGY WITHIN THEIR CLASSROOM.

I HAVE NOTICED THIS YEAR SINCE SHE HAS AN INCREASE IN TECHNOLOGY AVAILABLE TO HER, HER ATTITUDE HAS CHANGED.

WHEREAS LAST YEAR IN THE CHARTER SCHOOL, TECHNOLOGY WAS NOT ALLOWED AT ALL.

IT WAS NOT IN THE CLASSROOM AT ANY GIVEN TIME.

I'M ALSO A NURSE, SO I SEE THE EFFECTS THAT SMARTPHONES HAVE HAD ON OUR CHILDREN.

AND OUR ADULTS AS WELL.

IT WILL INCREASE DEPRESSION, ANXIETY, IT WILL DECREASE OUR SOCIAL SKILLS, AND IT WILL ALSO BE AN ACADEMIC DISTRACTION WHICH WILL THEN LEAD TO LOWER TEST SCORES.

SO I BELIEVE THIS IS SOMETHING THAT WE NEED TO TAKE INTO CONSIDERATION, ESPECIALLY ALONG WITH THE BOOK STUDY THAT LOCKHART ISD DID THIS YEAR WITH THE ANXIOUS GENERATION.

IT IS TRULY SOMETHING THAT WE NEED TO LOOK AT FOR OUR CHILDREN FOR NOW AND

OF DECREASING THAT AND DECREASING THEIR RISK OF ALL THE MENTAL HEALTH ISSUES THAT COME ALONG WITH TECHNOLOGY.

ALL 13 YEARS OF HER SCHOOLING HAVE BEEN WITH LOCKHART ISD, AND I PROMISED MYSELF I WASN'T GOING TO DO THIS, BUT THIS IS WHAT YOU GET.

AN INCIDENT OCCURRED ON APRIL 7TH, 26.

SHE WAS PUNISHED WITH THREE DAYS OUT OF SCHOOL SUSPENSION.

SHE COMPLETED THE PUNISHMENT FOR 10-26.

ON 4-16-26, SHE WAS REPUNISHED FOR THIS SAME INCIDENT.

26 DAYS LDMC TO BEGIN AFTER THREE-DAY SUSPENSION AND PROHIBITED FROM ATTENDING OR PARTICIPATING IN SCHOOL-SPONSORED OR SCHOOL-RELATED EVENTS AND CEREMONIES, WHICH INCLUDES GRADUATION EVENTS AND CEREMONIES.

THIS PUNISHMENT WILL NOT BE FULFILLED UNTIL MAY 25TH.

I BELIEVE THAT'S THREE DAYS AFTER.

HIGH SCHOOL GRADUATION.

OUR SENIOR HAS NOT BEEN CHARGED WITH A CRIME.

LAW ENFORCEMENT IS NOT INVOLVED.

OUR SENIOR HAS ONE DISCIPLINARY, WHICH WAS A CELL PHONE VIOLATION BACK IN 2025.

ORCHESTRA IS A GREAT OUTLET FOR STUDENTS LIKE ME TO EXPRESS THEIR LOVE FOR MUSIC.

WHEN I PLAY VIOLIN, I'M HAPPY.

IT FEELS LIKE DESCRIBING MY EMOTIONS WITHOUT WORDS AND I THINK THAT'S THE GREATEST THING EVER.

OUR ORCHESTRA DIRECTORS, MS. SANDERS AND MR. CHAN ARE VERY NICE.

THEY HAVE EXPANDED MY KNOWLEDGE OF MUSIC AND HELPED ME TO FEEL COMFORTABLE AT SCHOOL.

COLOR GUARD IS A VERY SPECIAL PROGRAM THAT BOTH CHALLENGES YOU AND HELPS YOU HAVE FUN ALL AT THE SAME TIME.

I LOOK FORWARD TO COLOR GUARD CLASS EVERY DAY.

WHEN I LEARN AN EQUIPMENT SKILL, I FEEL ACCOMPLISHED AND CAN'T WAIT TO SHOW IT OFF AT A PERFORMANCE.

I LEARNED THAT GROWTH DOESN'T COME FROM CONVENIENCE, BUT IT COMES FROM CONSISTENCY AND EFFORT.

I ALSO GAINED VALUABLE TIME MANAGEMENT SKILLS, JUGGLING TWO VERY DEMANDING PROGRAMS, EARNING MY MEDICAL ASSISTANT CERTIFICATION IN THE CCMA PATHWAY, AND ALSO BEING A PART OF THE ACC DUAL CREDIT PROGRAM HAS FORCED ME TO PLAN AHEAD, STAY VERY ORGANIZED, AND MAKE THE MOST OF EVERYTHING, EVEN WHEN I FEEL OVER IT.

I LEARNED HOW TO PRIORITIZE WHAT MATTERS AND STILL GIVE MY BEST IN EVERYTHING I DO.

MOST IMPORTANTLY, THESE EXPERIENCES TAUGHT ME TO FULLY EMBRACE EVERY MOMENT, WHETHER IT IS STEPPING ONTO THE STAGE FOR OUR POP SHOW ON MAY 5TH WITH MY CHOIR OR PERFORMING MY TEAM ANY CHANCE THAT I GET.

I HAVE LEARNED TO BE PRESENT.

EVEN WHEN I STARTED CHOIR, I WASN'T SURE, BUT WHEN THE OLDER SINGERS MADE ME FEEL INCLUDED, IT ALL CHANGED.

THROUGH IT ALL, I FOUND SOMETHING MORE MEANINGFUL.

I HAD FOUND MY HOME.

THE PEOPLE IN CHOIR AND ON THE DANCE TEAM BECAME MY SUPPORT SYSTEM, MY MOTIVATION, AND MY FOREVER FAMILY.

THEY MADE THE HIGH SCHOOL FEEL LIKE A PLACE WHERE I TRULY BELONGED.

BEING A PART OF THESE GROUPS DIDN'T JUST MAKE ME A BETTER PERFORMER, BUT IT MADE ME A STRONGER AND A MORE CONFIDENT PERSON, AND FOR THAT I WILL ALWAYS BE GRATEFUL.

TO ANY NEW OR CURRENT HIGH SCHOOL STUDENT, I HIGHLY ENCOURAGE YOU TO BE OPEN-MINDED, TRY NEW THINGS, AND DON'T BE AFRAID TO FIND YOUR FAVORITE HOME AT LHS.

FINE ARTS STUDENTS ARE CONSISTENTLY EXPOSED TO THE OPPORTUNITIES THAT AWAIT THEM BEYOND GRADUATION.

OUR TEACHERS ORGANIZE COLLEGE VISITS, BRING IN COLLEGIATE GUEST CLINICIANS AND INSTRUCTORS, AND ACTIVELY GUIDE STUDENTS TOWARDS POST-SECONDARY PATHWAYS.

WHEN ACC LOCKHART OPENED BACK IN JANUARY, FINE ARTS WAS PART OF THE OPEN HOUSE.

THROUGH THIS WORK, WE ARE ADVANCING THE FIRST DISTRICT GOAL, CREATING INNOVATIVE OPPORTUNITIES FOR ALL STUDENTS TO PREPARE FOR SUCCESS BEYOND GRADUATION.

HE WENT ON TO EARN TWO MUSIC DEGREES AT TEXAS STATE UNIVERSITY, BUT IT'S HIS LEADERSHIP SKILLS THAT HAVE LED HIM TO A WILDLY SUCCESSFUL CAREER WITH ONE OF TEXAS' GREAT COMPANIES, HEB.

THERE ARE SOME THINGS I WANTED TO SAY BUT I REALLY WANTED TO START OFF WITH YOU KNOW I'M BACK IN THIS ROOM 12 YEARS AFTER THE FACT AND THE AMOUNT OF GROWTH THAT'S HAPPENED IN FINE ARTS SINCE I WAS IN SCHOOL IS LIKE IT'S INCREDIBLE AND JUST HEARING YOU KNOW SIX EXAMPLES OF ALL THE STUDENT BODIES I THINK I HEARD EXAMPLES OF ALL NINE OF THOSE KEY WORDS ON THOSE PILLARS WHICH I'M ASSUMING ARE ORGANIZATIONAL GOALS FOR THE DISTRICT BUT I MEAN LITERALLY EVERYTHING ON THERE THESE KIDS HAVE DEMONSTRATED.

SO I WANTED TO START OFF THAT WAY RATHER THAN SAYING WHAT I WAS GOING TO SAY.

SO, ANOTHER ROUND OF APPLAUSE FOR YOU GUYS.

SO, THIS IS ME.

BUT ALL THROUGHOUT, I'VE BEEN WORKING AT THIS LITTLE COMPANY CALLED HEB, AND NOW I'M WHAT'S CALLED A STORE LEADER.

AND RIGHT NOW, I'M WORKING AT A LOCATION IN SOUTH PARK MEADOWS.

IT'S ONE OF THE LARGEST STORES, MOST SUCCESSFUL STORES IN OUR REGION.

AND I ATTRIBUTE EVERYTHING I DO TO MY ROOTS IN FINE ARTS AND THE SKILLS THAT I HAVE LOCKED THERE, RIGHT? AND NOW I'M ON A PATH.

AND I TRULY FEEL THAT...

YOU DON'T GET TO LEARN AND DEVELOP THAT KIND OF LEARNING IN OTHER AREAS OF SCHOOL.

SO IF THERE'S ANYTHING I CAN SAY, IT'S THAT THESE KINDS OF PROGRAMS SHAPE ME INTO WHO I AM TODAY, AND THEY WILL CONTINUE TO GO WITH ME THROUGHOUT MY LEADERSHIP JOURNEY, AND ESPECIALLY FOR THIS LITTLE GUY RIGHT HERE.

REDUCING SCREEN TIME DURING THE SCHOOL DAY IN GRADES PRE-K THROUGH 5 BY 50%.

WHEN WE'RE LOOKING AT THE DATA WE THINK THAT THAT'S YOU KNOW WITH ESPECIALLY WITH OUR NEW CURRICULUM AND OUR FOCUS ON REDUCING SCREEN TIME NEXT YEAR SETTING THE GOAL 50% IS WHERE WE'RE AT CURRENTLY.

AT THE SECONDARY LEVEL, NO MORE THAN 50% OF EACH CLASS PERIOD SHOULD INVOLVE STUDENT USE OF DEVICES IS ANOTHER RECOMMENDATION.

WE WANT TO CREATE A SYSTEMIC SYSTEM FOR TEACHING TYPING.

THIS IS SOMETHING THAT HAS COME UP ESPECIALLY IN OUR TEACHERS.

ONE OF THE STRUGGLES IS HOW DO WE PREPARE STUDENTS TO USE THE DEVICES? TYPING IS A SKILL THAT EVERYONE SEEMS TO AGREE THAT.

KIDS LACK, BUT WE'RE NOT SYSTEMICALLY TEACHING IT.

WE'RE JUSTIFYING PUTTING KIDS ON TECHNOLOGY OFTENTIMES SAYING WE'RE DEVELOPING THESE SKILLS, BUT WE HAVEN'T STOPPED TO THINK OF SYSTEMICALLY AS A SCHOOL DISTRICT, IS THERE A SMARTER AND MORE EFFICIENT AND MORE EFFECTIVE WAY TO DO THIS AND DEVELOP THOSE SKILLS SO THAT WE'RE NOT USING SO MUCH TIME OF KIDS HUNTING AND PECKING AND ON DEVICES.

THIS EVENING I'M GOING TO GIVE A FINANCIAL UPDATE ON BOND 2022.

SO BACK IN NOVEMBER OF 2022, ABOUT THREE AND A HALF YEARS AGO, WE DID HOLD AN ELECTION FOR THESE TWO PROJECTS.

THE FIRST PROJECT WAS THE EXPANSION OF LOCKHART HIGH SCHOOL AND THE SECOND WAS LAND ACQUISITION AND THE CONSTRUCTION OF THEN AT THE TIME ELEMENTARY NUMBER SIX, WHICH IS NOW...

BORCHARD LOOP ELEMENTARY.

IN MARCH OF 2023, WE SOLD 71 MILLION DOLLARS WORTH OF BONDS TO FUND THESE TWO PROJECTS THAT WERE PASSED BY THE COMMUNITY.

AND IN OCTOBER OF 2023, WE HAD THE GROUNDBREAKING OF LOCKHART HIGH SCHOOL.

IN MARCH OF 2024, WE HAD THE GROUNDBREAKING FOR BORCHARD LOOP ELEMENTARY SCHOOL IN JANUARY OF 2025 WE COMPLETED AND HAD A RIBBON CUTTING FOR LOCKHART HIGH SCHOOL EXPANSION AND THEN OF COURSE IN AUGUST OF 2025 WE HAD OUR RIBBON CUTTING FOR BOARD TREE LOOP ELEMENTARY.

SO IN SUMMARY THESE ARE OUR TWO PROJECTS AND THEY ARE BOTH COMPLETED SO WE JUST WANTED TO GIVE YOU A FINANCIAL UPDATE ON WHERE WE ARE WITH THIS 71 MILLION DOLLARS WORTH OF BONDS.

SO RIGHT NOW THE YEAR-TO-DATE TOTAL COST FOR THESE TWO PROJECTS IS 65 MILLION DOLLARS WHICH LEFT NEARLY SIX MILLION DOLLARS TO BE ABLE TO DO OTHER NEEDS THROUGHOUT THE DISTRICT AT OUR INSTRUCTIONAL FACILITIES.

WE NEEDED SOME ADA PLAYSCAPE IMPROVEMENTS AT A FEW OF OUR ELEMENTARY SCHOOLS.

WE WERE GOING TO REPURPOSE THE TURF OUT TO ABS, AND WE NEEDED TO DO A CTE WINDOWS LAB UPGRADE AT THE HIGH SCHOOL.

AND THEN WE HAD OTHER VARIOUS FF&E AND TECHNOLOGY PROJECTS THAT WE WANTED TO UPGRADE THROUGHOUT THE DISTRICT WITH THE OPENING OF BORCHARD LOOP ELEMENTARY SCHOOL, INCLUDING PANELS AT...

A COUPLE A FEW OF OUR ELEMENTARY SCHOOLS AND OTHER ITEMS TO KEEP UP WITH THE TECHNOLOGY UPGRADES THAT WERE THAT WERE AT BORCHARDT SO THOSE WERE THE IMMEDIATE NEED PROJECTS THAT WE COMMUNICATED BACK IN SEPTEMBER THOSE PROJECTS TOTALED 2.1 MILLION DOLLARS AND SO FAR HAVE COST US NEARLY 2 MILLION WE'RE A LITTLE BIT WE'RE NOT ALL OF THE PROJECTS ARE COMPLETED HOWEVER WE DO HAVE WE DO HAVE 185,000 RIGHT NOW UNTIL THOSE ARE COMPLETED THAT IS AVAILABLE.

SO THAT WAS AN UPDATE ON WHAT WE TALKED ABOUT BACK IN SEPTEMBER.

JUST WANTED TO GIVE YOU AN UPDATE ON THOSE PROJECTS, HOW MUCH WE SPENT, WHERE WE ARE.

NEARLY MOST OF THEM ARE COMPLETED, THOUGH.

SO WE'RE VERY THANKFUL TO BE ABLE TO DO THESE ADDITIONAL THINGS THROUGHOUT THE DISTRICT.

WITH THAT BEING SAID, WE HAD NEARLY 6 MILLION.

SO WHEN WE SPEND A 2.2 WE HAD TWO BIG PROJECTS THAT WE ALSO WANTED TO COMPLETE AND THAT WAS GOING TO BE ELEMENTARY PLAYGROUND UPGRADE THROUGHOUT THE DISTRICT.

THAT IS TOTALING ALMOST 2.8 MILLION AND THEN ALSO OUR ELEMENTARY GYM FLOORS REPLACING THOSE FOR A NEW TOTAL OF 3.1 OF ADDITIONAL PROJECTS THAT WE THAT WE PLAN TO DO WITH THIS ADDITIONAL FUNDS THAT WERE REMAINING.

SO JUST TO GIVE YOU A SUMMARY WE HAD A TOTAL BUDGET OF 71 MILLION.

WE SPENT ALMOST 23 MILLION ON THE HIGH SCHOOL EXPANSION.

WE SPENT 42 MILLION AT BORCHARD LOOP BUILDING, BORCHARD LOOP ELEMENTARY, INCLUDING THE LAND ACQUISITION AND ALL OF THE FF&E AND EVERYTHING THAT GOES WITH OPENING THE SCHOOL.

OUR REMAINING FUNDS WERE NEARLY SIX MILLION DOLLARS.

WE HAD THOSE IMMEDIATE NEEDS THAT WE TALKED ABOUT IN SEPTEMBER.

AND WE'VE ADDED THESE TWO ADDITIONAL ITEMS SINCE THEN THAT WE HAVE COMPLETED, THAT WE ARE COMPLETED TAKING TO THE BOARD AND THEN NOW WE'RE DOING THOSE THROUGHOUT THIS SUMMER, WHICH GIVES US AROUND 732,000 REMAINING OF THE SIX MILLION FROM FROM THE ORIGINAL PROJECTS, WHICH IS REALLY EXCITING THAT WE HAVE BEEN ABLE TO DO SO MANY ADDITIONAL PROJECTS FROM FROM THIS BOND.

AND AT THIS TIME WE'LL CONTINUE TO PRIORITIZE SO WE CAN SPEND DOWN THIS LAST SEVEN HUNDRED AND THIRTY TWO THOUSAND DOLLARS WITH NEEDS THROUGHOUT THE DISTRICT.

IN ADDITION TO THE 71 MILLION WE RECEIVED INTEREST EARNINGS AND REALLY THIS WAS THE FIRST BOND IN 20 YEARS WHERE INTEREST WAS ACTUALLY BEING EARNED AT A PACE THAT WAS VISIBLE THAT YOU WOULD ACTUALLY GET TO SEE SOME EARNINGS ON IT.

IN THE THREE YEARS, WE SOLD THE BONDS IN MARCH OF 2023, AND WE HAVE OVER THE THREE YEARS EARNED $7.3 MILLION, WHICH IS INCREDIBLE AND SOMETHING DEFINITELY TO BE CELEBRATED.

SO WHAT CAN WE DO? I'M JUST GOING TO MENTION JUST BRIEFLY IF YOU COULD REMIND REALLY THE FOLKS WHO MAY BE LISTENING OR IN THE AUDIENCE WHAT YOU CAN AND CANNOT USE BOND FUNDS FOR.

YOU CAN ONLY USE BOND FUNDS FOR IMPROVEMENTS ON INSTRUCTIONAL FACILITIES AS FAR AS HOW THE ORIGINAL BOND WAS COMMUNICATED TO THE COMMUNITY WITHIN THE BOND LANGUAGE OF THE ACTUAL VOTER.

IF SOMEONE'S WATCHING THIS AND MAYBE THINKING, WELL, OH, WHY DON'T WE USE THIS MONEY TO OFFSET OUR COST OF UTILITIES OR GIVE PEOPLE A RAISE, THOSE TYPES OF THINGS, WOULD THAT BE LEGAL OR ILLEGAL? THAT WOULD BE ILLEGAL.

WE ARE NOT ALLOWED TO USE THE INTEREST FUNDS, PARTICULARLY ON THIS BOND.

WHAT WE CAN USE INTEREST FUNDS ARE FOR INSTRUCTIONAL FACILITIES, BECAUSE WE DID INSTRUCTIONAL FACILITIES IN THE FIRST OF THE BOND AND LAND ACQUISITION.

SO THOSE ARE THE THINGS THAT WE CAN USE OUR INTEREST EARNINGS FOR.

WE CAN'T USE IT TO HELP OUT THE M&O BUDGET OR DO ANYTHING IN AN ATHLETIC FACILITY OR ANYTHING LIKE THAT.

SO WHAT CAN WHAT CAN WE DO WITH THESE FUNDS? THE FIRST THING WE HAVE TO DO

IS WE HAVE AN ARBITRAGE LIABILITY ON THE INTEREST EARNED ABOVE THE RATE THAT THE DISTRICT SOLD THE BONDS.

AGAIN THIS IS SOMETHING THAT SCHOOL DISTRICTS HAVE NOT SEEN IN OVER 20 YEARS SINCE 06-07 WHEN INTEREST RATES WERE GOOD.

BACK IN THE DAY WHEN WE WERE, WE WERE EARNING ENOUGH TO BUILD MORE SCHOOLS.

I REMEMBER WE, I REMEMBER AT A DISTRICT I WAS AT, WE EARNED SO MUCH INTEREST MONEY WE COULD BUILD ANOTHER ELEMENTARY SCHOOL ON THE INTEREST.

IN 20 YEARS, WE HAVEN'T SEEN THIS TYPE OF EARNING, SO WE HAVEN'T REALLY HAD TO DEAL WITH ARBITRAGE IN QUITE SOME TIME.

BUT WHAT ARBITRAGE MEANS IS THAT YOU EARN MORE INTEREST THAN THE RATE THAT YOU SOLD YOUR BONDS AT, WHICH IS...

WHICH IS GREAT.

IT MEANS THAT WE ABSOLUTELY MAXIMIZED EVERY SINGLE DOLLAR OF THOSE 71 MILLION DOLLARS OF OUR TAXPAYERS' FUNDS.

AND SO WHAT THAT MEANS, THOUGH, IS THAT WE DID EARN ABOUT 1.7 MILLION MORE THAN WE WERE SOLD THE BONDS FOR.

SO WE DO HAVE A LIABILITY.

THE LIABILITY IS NOT DUE UNTIL 90 DAYS WITHIN FIVE YEARS OF THE SALE OF THE BOND.

SO AS INTEREST RATES ARE COMING DOWN, OUR LIABILITY COULD GO DOWN A LITTLE BIT.

NOT A LOT BECAUSE WE DON'T HAVE $71 MILLION STILL SITTING IN THE BANK AS FAR AS WHAT OUR INTEREST ALLOWABILITY EARNINGS ARE RIGHT NOW.

WE'VE SPENT MOST OF IT.

HOWEVER, WE STILL MIGHT SEE A LITTLE BIT OF AN ADJUSTMENT TO BRING THAT DOWN.

BUT THAT'S THE FIRST THING.

SO WE HAVE TO SET $1.7 MILLION ASIDE BECAUSE WE WILL HAVE TO PAY IT BACK.

90 DAYS AFTER MARCH OF 2028.

HOWEVER, WE WILL CONTINUE TO EARN INTEREST ON THAT 1.7 MILLION UNTIL WE ABSOLUTELY HAVE TO TURN THAT OVER TO THE IRS.

WHO ARE WE PAYING IT BACK TO? WE ARE PAYING IT TO THE IRS.

YEP, YEP, OUR FRIENDS.

AND THEN THE SECOND THING THAT WE CAN DO IS WE CAN HAVE ADDITIONAL PROJECTS AT OUR INSTRUCTIONAL FACILITIES ACCORDING TO THE BOND LANGUAGE OF THE ORIGINAL WHAT AM I TRYING TO SAY? THE ORIGINAL VOTER LANGUAGE ON THE BALLOT.

THE CRITERIA WE USED WAS OUR PROGRAM QUALITY, STAFFING MODEL, STUDENT ENGAGEMENT, OPERATIONAL CAPACITY, AND ALIGNMENT WITH DISTRICT GOALS.

WE TOOK OUR TOP TWO VENDORS AND WE ADVANCED THEM TO INTERVIEWS.

AND THOSE QUESTIONS IN THE INTERVIEWS DID NARROW DOWN THE BEST MATCH FOR LOCKHART ISD.

WE LOOKED AT RESOURCES, COMMUNITY INVOLVEMENT, CONSISTENCY, AND MEANINGFUL LEARNING.

HERE YOU'LL SEE THE RFP.

WE HAD FIVE VENDORS THAT SENT IN THEIR PROPOSALS.

I WOULD LIKE TO POINT OUT THAT IN LOCKHART ISD WE HAVE A 520 PICKUP AND A 620 PICKUP.
