[PUBLIC MEETING]
[00:10:09]
DISTRICT EFFICIENCY AUDIT, MISS WEISER.GOOD EVENING, SUPERINTENDENT ESTRADA AND SCHOOL BOARD.
WHEN A SCHOOL DISTRICT IS HAVING CALLS FOR A VOTER APPROVAL TAX RATIFICATION ELECTION, THE SCHOOL DISTRICT IS REQUIRED TO HAVE AN OUTSIDE AUDIT FIRM CONDUCT CONDUCT AN EFFICIENCY AUDIT.
AND SO THAT'S WHAT WE HAVE DONE THESE PAST FEW MONTHS.
THE RESULTS OF THAT AUDIT ARE FOR THE PUBLIC AS THEY LEARN FACTS ABOUT THE DISTRICT LEADING UP TO THE ELECTION ON NOVEMBER 7TH, WITH EARLY VOTING STARTING TODAY, WE ARE REQUIRED TO POST THE EFFICIENCY AUDIT ON OUR WEBSITE.
WE DID POST THAT A COUPLE OF WEEKS AGO, AND I HAVE MR. CHRIS PRUITT HERE THIS EVENING FROM PATILLO, BROWN AND HILL TO PRESENT THE RESULTS OF OUR EFFICIENCY AUDIT.
OKAY. THANK YOU. GOOD EVENING.
FIRST OF ALL, I'D LIKE TO SAY THANK YOU FOR GIVING US THE OPPORTUNITY TO SERVE AS YOUR AUDITORS.
AS NICOLE SAID, THIS IS AN UNUSUAL AUDIT.
IT'S AN AUDIT THAT WE'VE NEVER HAD BEFORE.
WHAT I'D LIKE TO DO IS JUST BRIEFLY RUN YOU THROUGH THE RESULTS OF THAT AUDIT.
THE STATUTE WAS PASSED IN 2019, AND STATES THAT AN EFFICIENCY AUDIT IS AN INVESTIGATION OF THE OPERATIONS OF A SCHOOL DISTRICT TO EXAMINE FISCAL MANAGEMENT, EFFICIENCY, AND UTILIZATION OF RESOURCES.
OUR FIRM DID AROUND EIGHT OF THEM THIS YEAR.
THE FIRST ONES THAT I'VE SEEN WERE LAST YEAR, ACTUALLY.
SO THIS IS A RELATIVELY NEW REQUIREMENT.
THERE ARE SOME TIMING GUIDELINES IN REGARDS TO WHEN YOU HAVE TO HIRE US.
WHEN THE WORK IS PERFORMED AND WHEN IT'S REPORTED.
IN REGARDS TO WHEN THE ACTUAL ITEM GOES TO THE VOTERS.
THE DOCUMENT MUST BE PREFACED BY A SUMMARY OF AUDIT RESULTS.
THERE AREN'T ABOUT, THERE ARE 20 ITEMS MENTIONED IN THE EFFICIENCY AUDIT GUIDELINES.
WE'RE GOING TO GO OVER A FEW OF THEM TONIGHT.
AND THEY PROVIDE CONTEXT FOR INFORMATION THAT'S CONTAINED IN THE REPORT.
WE USE THE NINE DIFFERENT PEER DISTRICTS AND USED AN AVERAGE OF THOSE.
THEY'RE BASED ON THEIR COMPARABLE COST ENVIRONMENT.
USING STUDENT ENROLLMENT, LABOR MARKET CONDITIONS, STUDENT NEEDS AND TAX RATES.
GREENVILLE, JACKSONVILLE, MANOR, SAN MARCOS, ELGIN, AND BASTROP.
SO SOME OF THOSE SCHOOLS ARE YOUR NEIGHBORS AND OTHERS ARE FROM DIFFERENT PARTS OF THE STATE.
BUT AGAIN, THESE WERE SELECTED FROM THE LIST THAT WAS PROVIDED TO US.
THE FIRST THING THAT THEY WANT TO SEE IS YOUR ACCOUNTABILITY RATING TO ASSIGNS YOU A SCORE A YEARLY FROM A TO F, AND ALSO A NUMERIC SCORE FOR EACH DISTRICT YOUR DISTRICT RATING WAS A C.
YOUR ACTUAL SCORE WAS A 75 AND YOUR PEER DISTRICT AVERAGE SCORE WAS A 76.
SO YOU CAN SEE THAT THAT'S PRETTY MUCH IN LINE WITH YOUR PEER DISTRICT AVERAGE.
ANOTHER THING THEY WANT TO SEE IS YOUR FINANCIAL RATING.
THIS IS YOUR FIRST RATING, YOUR FINANCIAL INTEGRITY RATING SYSTEM OF TEXAS.
THE DISTRICT'S RATING FOR THE YEAR THAT WE HAVE TO LOOK AT WAS AN A, WHICH IS A SUPERIOR RATING, AND YOU HAVE EARNED THAT SUPERIOR RATING FOR THE PRIOR FOUR YEARS.
SO A FIVE YEAR TOTAL RUNNING, WHICH IS GOOD.
OKAY, HERE'S A LIST OF SOME STUDENT CHARACTERISTICS.
WE'RE LOOKING AT YOUR TOTAL STUDENTS.
[00:15:04]
THE BLUE FOR ALL OF THESE SLIDES WILL BE LOCKHART YOURSELVES.ORANGE IS YOUR PEER DISTRICT AND THEN THE STATE AVERAGE, SO YOU CAN SEE THAT YOU'RE RIGHT IN LINE WITH YOUR PEER DISTRICTS ON REALLY EVERY SINGLE ONE OF THESE. YOU AND YOUR PEER DISTRICTS DO EXCEED THE STATE AVERAGE FOR ECONOMICALLY DISADVANTAGED ENGLISH LEARNERS, BILINGUAL. THE OTHER TWO SPECIAL ED AND CAREER YOU'RE ABOUT IN LINE WITH THE REST OF THE STATE.
SO THEY NEED THAT'S SOME OF THE INFORMATION THAT THEY WANT PROVIDED.
WE WANT TO TAKE A LOOK AT YOUR TOTAL REVENUES PER STUDENT.
AGAIN, WE'RE LOOKING AT YOURSELVES YOUR PEER DISTRICTS.
ORANGE IS YOUR STATE REVENUES, GRAY IS YOUR FEDERAL FUNDING THAT YOU RECEIVE.
AND THEN YELLOW THE LITTLE SLIVER ON TOP, THAT'S OTHER INCOME AS WELL.
WELL, I WOULD SAY THE MAIN TAKEAWAY HERE IS THAT YOUR M&O IS SMALLER THAN YOUR PEER DISTRICTS AND THE STATE AVERAGE AS WELL W HICH MEANS THAT MORE REVENUE IS COMING FROM YOUR STATE FUNDING THAN YOUR PEER DISTRICTS AND YOUR STATE AVERAGE.
SO TAKE AWAY FROM THAT WHAT YOU WILL SAY THAT YOUR STATE FUNDING, YOU KNOW, WOULD BE PROBABLY A LITTLE BIT MORE IMPORTANT TO YOURSELVES THAN IT WOULD BE OTHER DISTRICTS YOUR PEERS AND THE STATE.
THERE ARE CHANGES TO THAT STATE REVENUE.
TOTAL EXPENDITURES PER STUDENT.
THIS DOES EXCLUDE CAPITAL OUTLAY AND DEBT SERVICE EXPENDITURES.
AS YOU CAN SEE, THE MAJORITY OF THIS IS YOUR INSTRUCTION, WHICH IS YOUR LARGEST EXPENSE BY FAR.
WE ALSO WANT TO TAKE A LOOK AT YOUR FOOD SERVICE PLANT M&O AND YOUR OTHER.
ALL OF THESE ARE REALLY IN LINE WITH EACH OTHER.
YOUR EXPENDITURES ARE A LITTLE BIT BELOW BOTH YOUR PEER AND STATE, BUT NOTHING CRAZY.
SO I DID AT LEAST WANT TO SHOW YOU THIS AND IT IS A REQUIREMENT.
PAYROLL AS A PERCENT OF ALL FUNDS.
YOU'VE GOT 72.2% FOR YOUR DISTRICT.
YOUR PEER AND THE STATE ARE BOTH AT 78.
YOU ARE SPENDING A LITTLE LESS ON PAYROLL IN TOTAL THAN YOU ARE THE STATE AND YOUR PEERS.
AVERAGE TEACHER SALARY IS 54 4 PEER DISTRICTS 56 4 STATE.
AGAIN, A LITTLE SMALLER THAN PEER DISTRICTS A LITTLE BELOW STATE AVERAGE.
SO YOU ARE SPENDING A LITTLE BIT MORE MONEY ON AVERAGE ADMIN SALARIES THAN YOUR PEERS IN THE STATE.
OKAY. THE NEXT THREE SLIDES DEAL WITH YOUR FUND BALANCE.
SPECIFICALLY, WE'RE TALKING ABOUT YOUR GENERAL FUND UNASSIGNED FUND BALANCE.
IT'S NOT RESTRICTED IN ANY SHAPE, FORM OR FASHION.
SO WE'VE GOT FIVE YEARS HERE AND WE'RE COMPARING YOUR FUND BALANCE PER STUDENT.
SO, AS YOU CAN SEE IN 18, 19 AND 20.
YOU WERE SLIGHTLY BELOW YOUR PEER DISTRICTS.
THEN IN 2021 AND 2022, IT'S FLIPPED AND NOW YOU'RE SPENDING A LITTLE BIT MORE OR YOU HAVE YOU'RE NOT SPENDING, YOU HAVE IN RESERVE A LITTLE BIT MORE FUND BALANCE THAN YOUR PEER DISTRICTS.
SO SPECIFICALLY, LAST YEAR YOU WERE AT 3,241 PER STUDENT FOR YOUR UNASSIGNED FUND BALANCE.
AGAIN, VERY SIMILAR TO THE PRIOR SLIDE IN THAT YOU WERE A LITTLE BEHIND.
WELL, ACTUALLY YOU WERE AHEAD IN A LITTLE AHEAD IN 19 AND 18.
BUT YOU'RE A LITTLE BIT INCREASED IN 21 AND 22.
SO THAT'S USUALLY POSITIVE NEWS.
[00:20:04]
THE LAST SLIDE TALKS ABOUT THAT UNASSIGNED FUND BALANCE AS A PERCENTAGE OF THREE MONTH OPERATING EXPENDITURES.THE REASON WHY THEY WANT TO SEE THIS IS, YOU KNOW, IT'S KIND OF AN EARMARK.
THREE MONTHS IS A GOOD, I GUESS, AVERAGE OR GOAL.
A LITTLE BIT MORE IN 18, ABOUT THE SAME IN 19 AND 2021 WAS A GOOD YEAR.
OKAY, THE REST OF THE REPORT, OUT OF THOSE 20, THAT COVERS ABOUT 9 OR 10 OF THEM.
THERE ARE 3 OR 4 MORE SLIDES OF JUST KIND OF COMBINE THEM INTO ONE SLIDE HERE.
YOUR TOTAL STAFF OF THE YEAR WAS 762.
YOU HAVE MORE STUDENTS PER TOTAL STAFF THAN YOUR PEER DISTRICTS AND YOUR STATE AVERAGE.
OKAY. CAN WE REPEAT THAT? YOU HAVE MORE STUDENTS PER STAFF MEMBER THAN YOUR PEER DISTRICTS AND YOUR STATE.
OKAY. YOUR TURNOVER RATE IS LOWER THAN YOUR PEER DISTRICTS, BUT IT IS HIGHER THAN THE STATE AVERAGE.
SO THAT DEALS WITH YOUR AGAIN PAYROLL TURNOVER.
AND THEN THERE IS A DISCLOSURE WITHIN THE REPORT PERTAINING TO YOUR SPECIAL PROGRAMS. I DECIDED NOT TO GO INTO REALLY ANY DETAIL FOR THAT.
OKAY. THE LAST NINE ITEMS ARE IN A SEPARATE PART OF THE REPORT, AND IT'S MORE OF A QUESTIONNAIRE AND YOU'RE JUST PROVIDING A LITTLE THEY'VE GOT PREDETERMINED QUESTIONS THAT WE ANSWER, AND WE PROVIDE A LITTLE BIT OF INFORMATION ON THOSE.
STATE AND REGIONAL RESOURCES REPORTING OVERSIGHT.
FOR INSTANCE, LIKE OVERSIGHT THAT DOESN'T HAVE ANYTHING TO DO WITH YOU.
BUDGET PROCESS, SELF FUNDED PROGRAMS, YOUR STAFFING COMPENSATION SYSTEM PLANNING, AND YOUR PROGRAMS. SO WHEN YOU LOOK AT THAT REPORT AND TOWARDS THE BACK, IT'S PRETTY EASY TO UNDERSTAND.
THERE'S JUST A FEW LITTLE QUESTIONS AND WE'RE JUST PROVIDING A LITTLE BIT OF INFORMATION.
YOU HAVE ANY QUESTIONS REGARDING WHAT WE DID OR? BOARD ANYBODY HAVE ANY QUESTIONS? [INAUDIBLE] VERY CLEARLY PRESENTED.
THANK YOU. SO THIS IS A PUBLIC HEARING.
DOES ANYBODY IN THE PUBLIC WANT TO STEP UP AND MAKE ANY COMMENTS? NO. OKAY. WELL THANK YOU, SIR.
THANK YOU. GO, ASTROS! [LAUGHTER] WE WILL HAVE PEOPLE REMOVED IF THAT KEEPS UP.
WILL THROW THEM OUT. FOR SECURITY? [LAUGHTER] YEAH.
OKAY. WE'LL MOVE ON TO ITEM SIX.
[Public Comment]
PUBLIC COMMENTS. WE DO HAVE ONE SPEAKER SIGNED UP TO SPEAK.BEFORE WE DO THAT WELL LET'S GO OVER THE RULES.
THE BOARD WILL HEAR COMMENTS FROM INDIVIDUALS WHO HAVE SIGNED UP TO SPEAK BEFORE THE MEETING BEGINS.
EACH PUBLIC SPEAKER WILL BE ALLOWED A MAXIMUM OF FIVE MINUTES.
AND SO WE ONLY HAVE ONE SPEAKER TODAY.
THE PUBLIC COMMENT PORTION OF THE MEETING WILL ALLOW ALL SPEAKERS WHO HAVE SIGNED UP BEFORE THE START OF THE MEETING TO ADDRESS THE BOARD REGARDING AN ITEM ON TONIGHT'S AGENDA. THE BOARD ENCOURAGES PRESENTERS TO KEEP COMMENTS OR CRITICISMS CIVIL AND COURTEOUS.
PLEASE ALSO AVOID USING PROFANITY.
LAST, WE ASK THAT YOU NOT DISCUSS STUDENTS WHO ARE NOT YOUR OWN CHILD.
DISTRICT POLICY HAS BEEN ESTABLISHED FOR ADDRESSING EMPLOYEE COMPLAINTS.
WE HAVE MR. DAVID BRYANT OF LOCKHART WHO WANTS TO SPEAK.
MR. BRYANT, YOU WILL HAVE FIVE MINUTES WHEN YOU GET TO THE PODIUM.
OUR SECRETARY, TOM GUYTON, WILL KEEP THE OFFICIAL CLOCK.
GOOD EVENING EVERYONE. ALL RIGHT.
THANK YOU. I WON'T GO PAST FIVE MINUTES.
I'VE ALREADY STARTED MY OWN TIMER AS WELL, SO PLEASE KEEP ME IN CHECK SIR.
GREETINGS TO EVERYONE. MY NAME IS DAVID BRYANT.
I WANT TO THANK THE SCHOOL BOARD TRUSTEES, THE SUPERINTENDENT, ALL THE OFFICIALS HERE, THE AUDIENCE, ALL THE PARENTS AND ADMINISTRATIVE STAFF AND TEACHERS AND THOSE THAT MAY BE VIEWING AT HOME. I'VE COME TO ADDRESS THE SUBJECT OF PARENT INVOLVEMENT, AND SO I JUST WANT TO SHARE THAT TO THE BOARD OF TRUSTEES.
AND SO IN PARENT INVOLVEMENT, THERE'S TWO POINTS I WANT TO BRING UP.
[00:25:01]
FIRST IS WHEN YOU WANT THE PARENTS INVOLVED, IT'S IMPORTANT TO PUT THAT OUT THERE.RIGHT? PARENTS, WE WANT YOU INVOLVED.
SECOND POINT I KIND OF WANT TO ADDRESS IS DO PARENTS FEEL WELCOME WHEN THEY WALK INTO THE SCHOOL DISTRICT OR BY THOSE THAT ARE SAYING, HEY, COME ON IN AND BE INVOLVED? BUT YEAH, I DON'T FEEL WELCOME.
I BELIEVE IT'S IMPORTANT TO HAVE THAT OPEN DOOR POLICY AGAIN, AS FAR AS PEOPLE FEELING WELCOME, THAT THEY CAN COME THROUGH THE FRONT DOORS AND SAY HELLO TO THEIR TEACHERS, TO THEIR STAFF, EVEN TO THEIR STUDENTS, I KNOW THINGS HAVE TO BE DONE DECENTLY IN THE ORDER.
I ALSO FEEL THAT SOME PARENTS DO WANT TO COME FORWARD AND SHARE, BUT BECAUSE THEY WANT TO SHARE ABOUT EVENTS OR SHARE ABOUT THINGS THEY'VE HEARD TOWARDS THEIR STUDENTS, BUT SOMETIMES THEY FEAR RETALIATION.
I'VE HEARD THAT PLENTY OF TIMES FROM PARENTS, AND SO THAT'S NOT MY PLIGHT.
BUT JUST BEING IN THE COMMUNITY, THAT'S SOMETHING THAT I HOPE WE ARE CHALLENGED TO CONSIDER AS WELL.
NEXT THING IS, SOMETHING THAT I DO HAVE A PERSONAL STAKE IN IS REGARDING THE HANDBOOK.
ONE IDEA THAT I HAVE IS TO, AS FAR AS A HANDBOOK, BE I AM ONE OF THE READERS.
I'M NOT SURE HOW MANY PEOPLE READS THE NEWSLETTERS THAT COME HOME VIA EMAIL FROM THEIR SCHOOL PRINCIPAL, WHICH IS GREAT, RIGHT? BUT I HAPPEN TO READ THEM.
I DIDN'T ALWAYS DO THAT, JUST FULL DISCLOSURE, BUT I AM.
FOR EXAMPLE LIKE IN EVERY NEWSLETTER.
OKAY, WE WANT TO HIGHLIGHT THIS SECTION BECAUSE HONESTLY I HAD AN EVENT HAPPEN HERE RECENTLY WHERE MY DAUGHTER WAS AT THE HIGH SCHOOL AND SHE HAPPENED TO WAS GOING TO THE RESTROOM AND HER AND A FEW OTHER STUDENTS, A FEW OTHER STUDENTS WERE SEARCHED BECAUSE IT SMELLED LIKE MARIJUANA IN THE RESTROOM.
I'M WAITING AND WAITING AND WAITING.
AND THEN SHE SAID, HEY, DAD, I'M BEING SEARCHED.
I'LL BE THERE RIGHT IN A SECOND.
I SAID, DO YOU NEED ME TO COME BECAUSE I CAN GET OUT THE CAR AND COME? I DIDN'T HEAR ANYTHING FROM HER UNTIL SHE ARRIVED AT THE CAR, SO I WAS OKAY.
I WANTED TO CHECK IN WITH MY CHILD'S WELL-BEING AND SEE IF SHE WAS ALL RIGHT.
I READ THE HANDBOOK AND IT DID EXIST.
I FEEL CAN BE DONE A LITTLE BIT DIFFERENTLY, BUT WHAT I WANT TO SAY IS HOW MANY PARENTS ARE LIKE ME, HOW MANY PARENTS ARE NOT BEING MADE AWARE THAT THEIR CHILD WAS SEARCHED ON THAT DAY FOR WHATEVER REASON THEY'RE SUPPOSED TO BE MADE AWARE, BUT WE WEREN'T MADE AWARE BY CAMPUS, DISTRICT, CAMPUS, OR CAMPUS PEOPLE.
AND WE DID REACH OUT AND THEY DID APOLOGIZE.
ABOUT 72 SECONDS LEFT, I WANT TO SHARE THAT I'M PARTNERING WITH PARENTS.
OUR GOALS IN MIND ARE TO MAKE SURE OUR STUDENTS IS THE BEST THAT THEY CAN BE.
YOU ARE THE SCHOOL BOARD WANTS THAT TO HAPPEN.
WHERE CAN WE PARTNER TOGETHER? AND SOMETIMES THAT'S NOT HAPPENING OR SOMETIMES THE PARENTS AGAIN, DON'T FEEL WELCOME FOR THAT TO HAPPEN.
ONE PLACE THAT CAN HAPPEN IS A CHALLENGE IS THROUGH OUR ADVISORY COUNCILS.
FOR EXAMPLE, I KNOW WE HAVE A DISTRICT ADVISORY COUNCIL.
WE HAVE A STUDENT CAMPUS ADVISORY COMMITTEE, BUT HOW OFTEN ARE THEY MEETING? I'M NOT SURE. STUDENT HEALTH ADVISORY COMMITTEE.
HOW OFTEN ARE THEY MEETING? I'M NOT SURE. BUT ARE THEY BEING REPORTED OUT TO THE LARGER GOAL? SOMETIMES THAT HAPPENS IN THESE MEETINGS WHERE WE SHARE WHAT HAPPENED, BUT OUR PARENTS AS A WHOLE, BEING MADE AWARE OF WHAT THEIR PEERS TALKED ABOUT AT THE MEETING, DON'T KNOW, MAYBE THAT CAN BE SHARED AT LOCAL MEETINGS AT THE SCHOOL OR THROUGH SOCIAL MEDIA, AS THE DISTRICT DOES AN AMAZING JOB OF DOING.
I ALSO WANT TO SHARE ABOUT THIS WITH THE GRIEVANCE PROCESS AND MY LAST 30 SECONDS IS WANT TO MAKE SURE DO WE HAVE PARENTS THAT ARE CHECKING THAT ARE INVOLVED? I SAID 15 SECONDS EARLY, DO WE HAVE PARENTS THAT ARE INVOLVED AND THAT ARE OVERSEEING THE GRIEVANCE PROCESS? RIGHT. SO WE CAN BE ACCOUNTABLE.
WHERE CAN WE USE OUR PARENTS? PARENT INVOLVEMENT IS IMPORTANT.
SO JUST REACH OUT. WE'RE WAITING.
WE'RE HERE TO HELP MAKE SURE THAT WE FEEL WELCOME AND MAKE SURE THAT WE PARTNER TOGETHER.
Y'ALL HAVE A GREAT DAY. THANK YOU FOR LENDING ME YOUR EAR.
THANK YOU. THANK YOU, MR. BRYANT. I HOPE YOU UNDERSTAND WE'RE UNABLE TO RESPOND TO YOUR COMMENTS TONIGHT.
THAT WILL TAKE US INTO CLOSED SESSION.
[CLOSED SESSION:]
[00:30:08]
LISTED UNDER TEXAS GOVERNMENT CODE SECTION 551.072, 551.074, AND 551.076.NO FINAL ACTIONS, DECISIONS, OR VOTES WILL BE TAKEN WHILE THE BOARD IS IN EXECUTIVE SESSION.
[INAUDIBLE] THE BOARD ENDED ITS CLOSED SESSION AT 7:32 P.M.
WE ARE GOING TO MAKE IT A LITTLE ADJUSTMENT IN THE AGENDA ORDER.
[Fall Bilingual/English as a Second Language Program Report]
RIGHT NOW WE'RE GOING TO JUMP UP TO ITEM 9B FALL BILINGUAL ENGLISH, THE SECOND LANGUAGE PROGRAM REPORT.GOOD EVENING BOARD PRESIDENT WRIGHT, SUPERINTENDENT ESTRADA AND HONORABLE BOARD.
MY NAME IS LORI JONES AND I AM THE BILINGUAL ESL COMPLIANCE LEAD FOR THIS SCHOOL YEAR.
ALL RIGHT. WE'RE GOING TO GET STARTED. AND I'M GOING TO READ THE MISSION STATEMENT THAT WAS DRAFTED BY OUR STAFF LAST YEAR WHO HAVE COMMITTED TO THIS STATEMENT AGAIN THIS YEAR, THE LISD EMERGENT BILINGUAL MISSION IS TO STRENGTHEN OUR INDIVIDUAL IDENTITY BY EMPOWERING OUR LIONS AND COMMUNITY TO CELEBRATE THEIR LANGUAGES AND CULTURES THROUGH AN EQUITABLE EDUCATION.
ONE OF THE THINGS THAT MEANT THE MOST TO OUR BILINGUAL STAFF WAS MEETING ONCE, A ONCE A MONTH LAST YEAR FOR PROFESSIONAL DEVELOPMENT OPPORTUNITIES AND TO HAVE SPACE AND TIME TO CREATE COLLABORATION, COLLABORATIVE RELATIONSHIPS, AND BUILD STRONG PARTNERSHIPS WITH ONE ANOTHER.
WE ARE SO EXCITED TO HAVE CONTINUED THAT FOR THEM THIS YEAR.
WE POLLED THE AUDIENCE AND WE ASKED FOR THEIR FEEDBACK TO CONTINUE THAT WHICH THEY WERE EXCITED TO DO LAST YEAR AND CHANGE A FEW THINGS THAT THEY WANTED TO SEE CHANGED FOR THIS UPCOMING YEAR. WE'RE REALLY EXCITED ABOUT HAVING DESIGNATED A LEAD FROM EVERY CAMPUS, WHO WILL ALSO HELP US SHARE THE LEADERSHIP AND SHARE THE LEARNING.
LAST YEAR WAS OUR SECOND YEAR THAT WE HAVE BEEN USING SUMMIT K-12, AND IT'S A PROGRAM FOR OUR STUDENTS, OUR EMERGENT BILINGUAL STUDENTS, TO BE ABLE TO PRACTICE THEIR LISTENING AND SPEAKING SKILLS IN ENGLISH.
LAST YEAR, WE HAD ALL OF OUR BILINGUAL CLASSES IN GRADES TWO THROUGH FIVE, AND OUR CASE MANAGEMENT STUDENTS AT THE JUNIOR HIGH GRADES SIX THROUGH EIGHT, USING THE LISTENING AND SPEAKING.
AND BASED OFF OF THE DATA THAT WE HAVE SEEN, WE DECIDED SINCE OUR STUDENTS WERE MAKING GOOD POSITIVE GROWTH THAT WE ADDED THE READING AND WRITING COMPONENT TO SUMMIT K-12 FOR GRADES TWO THROUGH FIVE BILINGUAL CLASSES.
ONE OF THE WONDERFUL THINGS ABOUT LAST SCHOOL YEAR WAS THAT WE WERE KNOWN NATIONWIDE AS ONE OF THE TOP TEN SCHOOL DISTRICTS FOR SPEAKING IN SUMMIT K-12. SO IT WAS A GREAT THING TO CELEBRATE FOR OUR DEPARTMENT.
AND IN ALIGNMENT WITH OUR DISTRICT'S GOALS OF RETAINING AND RECRUITING HIGHLY QUALIFIED STAFF.
WE HAVE ONE EMERGENT BILINGUAL LEVER LEADER AT LOCKHART HIGH SCHOOL.
AND IN ORDER TO RECRUIT HIGHLY QUALIFIED BILINGUAL TEACHERS, WE VISITED THE RIO GRANDE VALLEY AT UTRGV LAST YEAR AND WERE SUCCESSFUL AT THEIR JOB FAIRS, BUT I'M REALLY EXCITED ABOUT SEEKING ANOTHER OPPORTUNITY AT TEXAS A&M SAN ANTONIO THIS YEAR, AND SO WE ARE LOOKING FORWARD TO MEETING POTENTIAL CANDIDATES. THIS PAST SCHOOL YEAR, WE WERE ABLE TO SEND SEVERAL TEACHERS AND STAFF MEMBERS TO THE TEXAS ASSOCIATION FOR BILINGUAL EDUCATORS TABE CONFERENCE.
WE HAD 13 STAFF MEMBER LAST YEAR.
WE ACTUALLY JUST HAD A GROUP OF STAFF MEMBERS THAT CAME BACK ON SATURDAY FROM THIS LEARNING FROM THE SCHOOL YEAR, AND WE'RE REALLY EXCITED TO BE ABLE TO HEAR WHAT THOSE TEACHERS ARE GOING TO BE SHARING WITH THEIR NEW LEARNING WITH US.
[00:35:07]
LAST YEAR, WE ALSO HAD FOUR LOCKHART STAFF MEMBERS THAT PRESENTED AT ADELANTE, WHICH IS THE AUSTIN CONFERENCE FOR BILINGUAL AND DUAL LANGUAGE EDUCATORS.AND THEN ANOTHER OPPORTUNITY WAS OUR SECOND ANNUAL SOMOS EDCAMP.
AND JUST A REMINDER THAT EDCAMP'S ARE VOLUNTARY AND THEY'RE HELD ON A SATURDAY.
SO IT'S REALLY JUST SPECIAL FOR OUR TEACHERS THAT COME TO THAT.
THEY ARE PROVIDING ON THE SPOT PROFESSIONAL DEVELOPMENT FOR OTHER TEACHERS.
WE HELD OUR BILINGUAL ESL SUMMER SCHOOL AT ABS THIS PAST YEAR.
WE HAD 85 STUDENTS THAT ATTENDED THAT HAD JUST COMPLETED PRE-K OR KINDERGARTEN.
WE HAVE BEEN ABLE TO GAIN MORE AND MORE PARTICIPATION FOR THE PAST FEW YEARS.
LAST YEAR WE HAD ABOUT 70 STUDENTS, THE YEAR PRIOR WAS 60, SO WE WERE REALLY EXCITED TO SEE 85 THIS PAST SUMMER AND THIS REALLY JUST HELPED TO CLOSE THOSE GAPS.
SO THIS IS OUR, WHY RIGHT HERE.
WE HAVE 1,466 EMERGENT BILINGUAL STUDENTS FROM GRADES PRE-K THROUGH 12.
WE HAVE A LITTLE OVER HALF OF OUR STUDENTS ARE AT THE SECONDARY LEVEL IN OUR ESL PROGRAMS. SO WE HAVE A TOTAL OF 2,446 STUDENTS AS OF SATURDAY.
SO THAT'S A TOTAL OF 40.9% OF OUR TOTAL ENROLLMENT IN THE SCHOOL DISTRICT.
GO AHEAD. IS IT POSSIBLE TO TELL ME WHERE WE WERE, SAY, TEN YEARS AGO? YES. I CAN GET THAT INFORMATION TO YOU SOON.
WE WERE NOT IN THE NOT NEAR A THOUSAND.
I KNOW THAT I THINK IT WAS IN 2011 WE WERE AT 309 OR SOMETHING LIKE THAT IS WHAT IT WAS.
IT'S GROWN EXPONENTIALLY IN THE LAST TEN YEARS.
I HAVE A QUESTION. THE YOU'RE TALKING ABOUT THE EMERGENT BILINGUAL.
WHAT DOES THAT MEAN? SO EMERGENT BILINGUAL IS THE TERM NOW USED BY TEA TO IDENTIFY OUR BILINGUAL STUDENTS WHOSE PRIMARY LANGUAGE IS ANOTHER LANGUAGE OTHER THAN ENGLISH.
SO OURS IN LOCKHART IS STUDENTS WHO SPEAK PRIMARILY SPANISH.
OKAY. AND THEN MY NEXT QUESTION IS, I KNOW THAT TYPICALLY ESL STARTS AT THE JUNIOR HIGH LEVEL, BUT I SAW SEVERAL STUDENTS THAT ARE ESL IN THE EARLIER GRADES.
WHAT CAUSES THEM TO BE ESL AS OPPOSED TO BILINGUAL? THAT'S AN EXCELLENT QUESTION.
SO A STUDENT, WHEN THEY ENTER OUR DISTRICT, THEY TAKE A LANGUAGE PROFICIENCY ASSESSMENT TEST.
AND SOMETIMES THEIR SCORE IN SPANISH IS NOT SIGNIFICANTLY HIGHER THAN THEIR ENGLISH SCORE.
AND SO THEN AS AN LPAC AS A COMMITTEE, WE MEET TO DETERMINE WHAT IS BEST PLACEMENT FOR THAT STUDENT.
WITH PARENT PERMISSION, THEY DETERMINE BILINGUAL PLACEMENT OR ESL PLACEMENT WHERE THEY'RE GETTING INSTRUCTION IN ENGLISH WITH VISUAL SUPPORTS, TOTAL PHYSICAL RESPONSE, AND DIFFERENT INSTRUCTIONAL PRACTICES TO SUPPORT THAT STUDENT WHO IS LEARNING THEIR SECOND LANGUAGE BUT IS MORE DOMINANT IN ENGLISH.
IS THAT IN PRE K WHEN THEY TAKE THAT TEST.
YEAH. THEY EITHER COME TO SCHOOL FROM A NEW COUNTRY FROM A DIFFERENT STATE.
WE HAVE TO GIVE THEM AN ASSESSMENT.
EXCELLENT QUESTION. OKAY, SO EVERY YEAR, STUDENTS WHO ARE IDENTIFIED AS EMERGING BILINGUAL OR ESL STUDENTS TAKE AN ENGLISH LANGUAGE PROFICIENCY ASSESSMENT AND IT MEASURES THEIR ENGLISH PROGRESS.
SO THEY'RE MEASURED IN FOUR DIFFERENT DOMAINS.
SO THAT'S IN LISTENING, SPEAKING, READING, AND WRITING.
AND HERE YOU'LL SEE SOME DATA ON OUR COMPOSITE RATINGS.
SO THERE ARE FOUR DIFFERENT LEVELS.
THEY'RE EITHER AT THE BEGINNER LEVEL, THE INTERMEDIATE LEVEL, ADVANCED, OR ADVANCED HIGH.
YOU HAD TO HAVE SCORED ADVANCED HIGH IN ALL FOUR DOMAINS.
[00:40:01]
AND SO IT'S TYPICAL THAT A STUDENT WHO IS JUST NOW STARTING THEIR SCHOOL EXPERIENCE BE AT THE BEGINNER LEVEL, RIGHT WHEN THEY'RE SPEAKING ENGLISH, IF THEIR DOMINANT LANGUAGE IS SPANISH.I'M GOING TO GO AHEAD AND LET LORI SPEAK TO YOU MORE ABOUT OUR COMPOSITE RATINGS.
MOVING FORWARD, THIS SCHOOL YEAR TEA HAS CHANGED THE CRITERIA, AND NOW THEY'RE JUST GOING TO BE LOOKING AT THE COMPOSITE RATING OF ADVANCED HIGH FOR OUR STUDENTS. THEY STILL ALSO HAVE TO SCORE AT LEAST APPROACHES ON THEIR STAAR READING EXAM.
SO TELPAS IS JUST ONE OF THE PARTS THAT IS USED FOR RECLASSIFICATION.
BUT WE'RE EXCITED BECAUSE LOOKING AT THE COMPOSITE RATING FROM LAST SCHOOL YEAR, IN THE SPRING, WE WOULD HAVE HAD 149 STUDENTS THAT WOULD HAVE RECLASSIFIED BASED OFF OF THE NEW CRITERIA.
SO LAST SCHOOL YEAR WE HAD AS YOU CAN SEE, WE HAD NINE STUDENTS THAT ENDED UP RECLASSIFYING, BUT THAT'S BASED OFF OF THE CRITERIA OF HAVING TO GET ADVANCED HIGH IN LISTENING, SPEAKING, READING, AND WRITING.
AND THEY ALSO HAD TO SCORE AT LEAST APPROACHES ON THEIR STAAR READING EXAM.
ANOTHER QUESTION. JUST BECAUSE I USED TO DO SOME OF THIS, YOU'RE TALKING ABOUT RECLASSIFYING.
ARE THEY STILL REQUIRED TO BE IN LIMBO OR WHATEVER YOU WANT TO CALL IT FOR THREE YEARS BEFORE THEY CAN BE EXITED? SO, THAT THEY'RE STILL GETTING SOME SUPPORT.
THEY ARE. WE DO MONITOR THEM FOR TWO YEARS AT THE STATE LEVEL.
YES, TWO YEARS. AND WE MONITOR THEM FOR FOUR YEARS AT THE FEDERAL LEVEL.
BUT FOR TWO YEARS AND THEN AFTER THE TWO YEARS, WE DO NOT HAVE TO MONITOR THEM AT STATE.
BUT WE CAN WE WILL MONITOR THEM AND MAKE SURE THAT IF THEY ARE NEEDING MORE SUPPORTS, WHAT ELSE DO WE NEED TO DO TO HELP SUPPORT THAT STUDENT? IF WE SEE THAT THEY'RE STRUGGLING IN ONE AREA OF THEIR EDUCATION? OKAY, COOL. THANK YOU.
AND SO WE HIT THE GROUND RUNNING THIS YEAR AND STARTED OUR PROFESSIONAL DEVELOPMENT PLAN.
WE BEGAN THE YEAR BY PROVIDING AN LPAC FRAMEWORK, TRAINING FOR OUR STAFF, TWO OF OUR CAMPUSES.
BUT WE PROVIDED A DISTRICT WIDE TRAINING FOR ALL STAFF.
SO WE HAD 54 STAFF MEMBERS IN ATTENDANCE.
SO 100% OF OUR STAFF WAS TRAINED AT THE BEGINNING OF THE YEAR IN LPAC FRAMEWORK.
SO WE'RE EXCITED ABOUT THEM BEING ABLE TO USE THAT AS A RESOURCE ALSO THIS YEAR.
SO WE PROVIDED THEM WITH WHAT THEY WANTED.
SO THEY WANTED SOME MORE TRAINING.
WE LOOKED AT SOME DATA AND HOW TO USE THAT DURING SCHOOL, AND THEN THEY WANTED SOME TIME TO MEET AS A GRADE LEVEL DISTRICT TEAM, TO SHARE RESOURCES AND PLAN FOR EFFECTIVE LEARNING CENTERS DURING SMALL GROUP INSTRUCTION, WE HAD ABOUT 35 TEACHERS ATTEND.
BUT WE'RE RIGHT IN LINE WITH THE NUMBER OF ATTENDEES AS LAST YEAR.
AND THEN, AS LORI MENTIONED EARLIER, REALLY EXCITED TO HAVE TAKEN A GROUP OF SEVEN TEACHERS TO WE WERE ABLE TO BRUSH UP ON BEST INSTRUCTIONAL PRACTICES AND ALSO LEARNED ACTUALLY.
KEEPING THEM HERE IS GOING TO BE REALLY CRITICAL.
AND SO HEARING FROM OTHER SCHOOL DISTRICTS, NEIGHBORING SCHOOL DISTRICTS, ABOUT WHAT THEY'RE DOING REALLY MADE ME FEEL LIKE WE ARE DOING GREAT THINGS TO SUPPORT THEM BY LISTENING AND BY PLANNING ACCORDING TO THEIR NEEDS.
I HAVE A QUESTION BASED ON THE TRAINING THAT YOU'RE GETTING AND THE FACT THAT YOU'RE GETTING TO BE EXPOSED TO WHAT'S HAPPENING IN OTHER DISTRICTS AT THE STATE LEVEL. DO YOU GUYS EVER HAVE BASED ON THE NUMBERS? ALSO, DO YOU ALL HAVE TALK ABOUT THE POTENTIAL FOR IMPLEMENTING A DUAL LANGUAGE PROGRAM FROM K ALL THE WAY UP TO SECONDARY LEVEL? YOU ARE SPEAKING OUR LANGUAGE, DR.
[00:45:04]
WOULD BE, YOU KNOW, WHAT WOULD BE BEST, BUT DEFINITELY SOME SOME BEST INSTRUCTIONAL PRACTICES TO SUPPORT OUR CURRENT MODEL WHILE THINKING ABOUT AS A WHOLE, YOU KNOW, WHAT WE CAN DO NEXT.AND WHAT A BEAUTIFUL THING THAT WOULD.
ABSOLUTELY. SO WHERE DO WE STAND WITH BILINGUAL TEACHERS AT THE MOMENT? WE'RE NOT FULLY STAFFED, ARE WE? WE ARE. [LAUGHTER] WE ARE.
GO AHEAD. I'LL LET LORI TALK ABOUT THAT.
I AM GOING TO TALK ABOUT OUR EXCEPTIONS AND WAIVERS IN JUST A SECOND.
BUT WE DO HAVE WE ARE GOING TO BE FILING SOME BILINGUAL EXCEPTIONS.
WE DO HAVE TEACHERS THAT ARE IN THOSE POSITIONS AND OUR BILINGUAL SPOTS, BUT THEY'RE JUST SOME OF THEM ARE JUST STILL SEEKING FULL CERTIFICATION WITH THE BILINGUAL EXAMS THAT THEY NEED TO TAKE.
SO WE HAVE SOME PARENTAL INVOLVEMENT ACTIVITIES THAT ARE GOING TO BE HAPPENING HERE VERY SOON.
YOU SAW THAT WE HAVE A LOT OF ESL STUDENTS AT BOTH JUNIOR HIGH AND HIGH SCHOOL.
SO WE REALLY WANT TO MAKE THAT A PRIORITY AND TALK TO OUR PARENTS AND ASK THEM WHAT ELSE, WHAT KIND, WHAT ELSE DO YOU NEED FROM US? HOW ELSE CAN WE HELP SUPPORT YOUR STUDENTS? WE ARE PLANNING A COMMUNITY EVENT IN THE SPRING.
WE'LL HAVE SOME LEARNING SESSIONS, DEFINITELY SOME COMMUNITY SUPPORT THAT WE'RE GOING TO BE ASKING FOR DIFFERENT PEOPLE TO COME AND HELP SUPPORT OUR PARENTS AND STUDENTS, AND WE'LL HAVE A LITTLE BIT OF ENTERTAINMENT ALSO FOR OUR KIDS WHILE THEY'RE THERE.
AND THE LAST THING IS WE HAVE A QUARTERLY NEWSLETTER THAT'S GOING TO BE SENT OUT.
THE FIRST ONE SHOULD BE GOING OUT THIS WEEK SOMETIME TO OUR EMERGENT BILINGUAL PARENTS.
DO YOU ALL HAVE A COMPONENT WHERE PARENTS ARE LIKE GETTING TRAINING OF ANY SORTS ON HOW TO INSTRUCT THEIR KIDS AT HOME OR HOW TO CREATE, YOU KNOW, HELP THEM BE BETTER READERS OR? SO YEAH. THANK YOU SO MUCH FOR ASKING.
THIS YEAR AT CARVER, WE OFFER PARENT EDUCATION CLASSES ONCE A MONTH, AND WE'VE HAD REALLY GOOD ATTENDANCE FROM BILINGUAL AND GEN ED STUDENTS LIKE MONOLINGUAL STUDENTS, PARENTS AND OUR TEACHERS ARE LEADING THOSE PROFESSIONAL DEVELOPMENT SESSIONS, SO IT'S REAL TIME.
I CAN IMPLEMENT THIS TOMORROW AND IT'S SAFE.
AND SO LISTENING TO THEM AND RECEIVING THAT LEARNING HAS BEEN REALLY SUCCESSFUL.
SO I'M EXCITED TO SEE IT GROW EVEN FURTHER THIS YEAR.
AND THEN, YOU KNOW, SOMETHING THAT WE LOOK AT AS A DISTRICT BUT.
SO ARE PARENTS FROM OTHER SCHOOLS ARE ABLE TO ATTEND AS WELL.
OH, I COULD ABSOLUTELY OPEN IT UP TO EVERYBODY.
YEAH, YEAH, THE MORE THE MERRIER.
AND I CAN ABSOLUTELY OPEN THAT UP.
I'LL JUST TALK TO OTHER PRINCIPALS.
SO HERE IS THE UPDATE FOR THIS SCHOOL YEAR ON OUR BILINGUAL EXCEPTIONS.
WE ARE GOING TO BE FILING A TOTAL OF NINE BILINGUAL EXCEPTIONS AND THEN A TOTAL OF 19 ESL WAIVERS.
AND THAT SPANS FROM ELEMENTARY ALL THE WAY UP TO LHS.
WE HAVE ALREADY CONDUCTED IN THE SUMMER WE DID WE LED TWO ESL ACADEMY SESSIONS THAT WERE IN PERSON.
WE HAVE A SELF-PACED ONLINE ESL ACADEMY ALSO THAT IS OFFERED TO STAFF DURING THE SCHOOL YEAR.
SOME OF OUR TEACHERS LIKE THEIR SELF-PACED LEARNING, SO WE'RE TRYING TO ACCOMMODATE TO BOTH.
AND SO MONICA AND I ARE TRYING TO DETERMINE WHO SHOULD WE DO THAT? JUST LOOKING AT WHO HAS THE BEST PASSING RATES AND THINGS LIKE THAT, BECAUSE WE REALLY WANT OUR TEACHERS TO BE SUCCESSFUL THE FIRST ROUND WHENEVER THEY TAKE THEIR CERTIFICATION EXAMS. IT'S ME AGAIN.
ON THE WAIVERS, ARE THOSE FOR PEOPLE THAT HAVE COME TO OUR DISTRICT? BECAUSE I KNOW YOU ALL HAVE SOMETHING IN PLACE WHERE, YOU KNOW, ALL THE TRAINING FOR THE ESL THAT MOST, IF NOT ALL OF OUR TEACHERS SHOULD HAVE HAD MORE THAN AN OPPORTUNITY TO GET CERTIFIED IN THAT.
SO TELL ME THAT'S WHAT THE DEAL IS, THAT IS PEOPLE COMING IN?
[00:50:02]
IT IS THE MAJORITY.I WAS LOOKING AND THERE'S ONLY ABOUT TWO TEACHERS THAT THIS IS THEIR SECOND YEAR ON A WAIVER.
SO THAT WOULD MEAN 17 OF THOSE WAIVERS ARE GOING TO BE FOR NEW STAFF THIS SCHOOL YEAR.
RIGHT. THAT'S WHAT I WANTED TO HEAR.
AND THEN IN CLOSING, I JUST WANT TO SHARE OUR GOALS WITH YOU.
SO THE THINGS THAT WE'LL BE CELEBRATING WHEN WE VISIT WITH YOU NEXT YEAR.
SO WE PLAN ON HAVING 100% OF OUR TEACHERS BE BILINGUAL AND ESL CERTIFIED.
WE PLAN ON HAVING ZERO VACANCIES ON OUR CAMPUSES.
YAY! CAN'T WAIT TO CELEBRATE ALL THAT! SO LIKE AS FAR AS RECLASSIFICATION, IS THAT IS IT MORE LIKELY THE YOUNGER YOU ARE, THE MORE SUCCESSFUL THAT'S GOING TO BE? MAYBE. NO? NO.
I THOUGHT I HEARD SOMEONE. OKAY.
IT TAKES TWO YEARS TO ACQUIRE BASIC INTERPERSONAL COMMUNICATION SKILLS.
SO I'M THANKFUL THAT LOCKHART IS A TRANSITIONAL LATE EXIT PROGRAM.
SO IT'S RECLASSIFICATION SHOULDN'T HAPPEN UNTIL ABOUT FOURTH FIFTH GRADE.
THAT'S OUR GOAL IF THEY'VE BEEN WITH US SINCE PRE-K OR KINDERGARTEN.
SO HOW MANY BILINGUAL STUDENTS DO WE HAVE IN SECONDARY, JUNIOR HIGH, AND HIGH SCHOOL? CAN YOU BREAK THAT DOWN? [INAUDIBLE] WAS IT? LET ME GO BACK. WERE YOU WATCHING THE GAME? YEAH.
SO WHAT'S THE SCORE? [LAUGHTER] OKAY.
IS THIS FOR YOU? ROUGHLY 1,300.
AND IF YOU LOOK AT, YOU KNOW, WE'RE AT 41% NOW.
AND TO THE QUESTION EARLIER ABOUT THE LAST TEN YEARS.
SO I'M VERY CURIOUS TO SEE WHAT THIS NEW NUMBER, WHAT THAT'S GOING TO LOOK LIKE.
YOU KNOW, IT SHOULD BE EVEN MORE THAN THAT.
BUT OUR DEMOGRAPHICS HAVE CERTAINLY CHANGED OVER THE LAST DECADE.
AND NOW, AS WE ALL KNOW, WE HAVE MANY MORE BILINGUAL CLASSROOMS ACROSS THE DISTRICT.
TESTING. I KNOW WHEN I WAS IN THE TESTING BUSINESS, THEY WOULD TEST THEM IN ENGLISH WAY BEFORE THEY WERE EVEN CLOSE TO READY. AND I KNOW THAT WE HAVE A LOT OF HIGH SCHOOL KIDS LIKE YOU CALL THEM EMERGENT BILINGUAL IN HIGH SCHOOL, I NOTICED WE DON'T HAVE ANY BILINGUAL PROGRAMS IN HIGH SCHOOL. BUT, YOU KNOW, DO THEY STILL ONLY GIVE THEM A YEAR OR TWO YEARS TO TEST IN SPANISH BEFORE THEY OR WHATEVER THEIR LANGUAGE IS, BEFORE THEY MAKE THEM TEST IN ENGLISH? BECAUSE YOU WERE TALKING ABOUT THEY NEED THIS MANY YEARS TO, YOU KNOW, JUST GET THE, TWO YEARS TO GET THE BASICS AND SEVEN YEARS TO REALLY HAVE A CHANCE TO BE FLUENT. BUT TEA IS MAKING THEM TEST IN ENGLISH WAY BEFORE THEY'RE READY.
AND THEN WE'RE EXPECTED THEM TO BE SUCCESSFUL.
I MEAN, NOT THAT THAT'S A NEW THING FOR TEA TO DO TO US, TO SET US UP TO FAIL.
BUT IT'S JUST I WAS HOPING MAYBE SOMETHING HAS CHANGED.
YES. NO. SO THE SPANISH VERSION OF THE STAAR TEST IS ONLY AVAILABLE IN GRADES THREE THROUGH FIVE.
SO STARTING IN SIXTH GRADE, STUDENTS ARE REQUIRED TO TAKE THE READING MATH ASSESSMENTS IN ENGLISH.
DOES THAT SOUND RIGHT? THAT'S WHAT I. BUT WHAT ABOUT IN DUAL LANGUAGE PROGRAMS? DID THEY? THE SAME.
WHEN IT GOES ALL THE WAY UP TO THE HIGHER LEVELS, THEY'RE STILL REQUIRED TO TEST IN ENGLISH? YEAH. IT'S THE STATE THAT HAS SET THAT.
YOU KNOW, WE ALWAYS TALK ABOUT OUR NEWCOMERS THAT ARE, YOU KNOW, COMING IN AT JUNIOR HIGH AND HIGH SCHOOL AND IT'S THEIR FIRST YEAR IN THE UNITED STATES, AND THEY'RE HAVING TO TEST IN ENGLISH.
HEARD THAT PHRASE. WE'RE HERE TO HELP.
[00:55:01]
YEAH. NO NO NO.YEAH. WE HAVE WE HAVE A COUPLE KIDS FROM NEPAL RIGHT NOW AND.
HOW MANY DO WE HAVE? JUST A FEW. FEW.
YES, MA'AM. DO WE HAVE TEACHERS THAT SPEAK THOSE LANGUAGES? NO, WE DO NOT. BUT WE DO HAVE VERY GOOD ESL TEACHERS THAT THEY'RE ABLE TO SCAFFOLD THE INSTRUCTION.
SO THAT WAY THEY CAN SUPPORT THOSE STUDENTS IN THEIR CLASSROOMS. AND THAT'S PART OF THE ESL ACADEMY.
SO THAT WAY THEY CAN HELP THE STUDENTS THAT WILL BE IN THEIR CLASSROOMS. I JUST WANT TO ADD ALSO, AS WE'RE FINISHING THE GREAT JOB THESE TWO ARE DOING FOR OUR DISTRICT AND STEPPING UP AND THINKING DIFFERENTLY.
YOU KNOW, WHEN WE THINK ABOUT UNLOCKING POTENTIAL.
MISS JONES AND MISS SALDIVAR ARE SHINING EXAMPLES OF REALLY GROWING IN OUR DISTRICT AND ENSURING THAT OUR KIDS ARE GETTING EVERYTHING THAT THEY NEED AND THAT OUR STAFF IS BEING SUPPORTED AS WELL.
AND I JUST WANT TO PUBLICLY THANK YOU FOR THE TREMENDOUS JOB BOTH OF YOU ARE DOING.
YOU KNOW, THE DEPARTMENT IS SHORT STAFFED.
YEAH, WE CAN TELL BY YOUR REPORT.
[APPLAUSE] NOT ONLY OUR STAFF, BUT LET OUR PARENTS GET INVOLVED AS WELL.
THANK YOU. OKAY. THANK YOU LADIES.
THAT'S THE PRESIDENT RIGHT THERE.
WE WILL GO BACK TO ITEM EIGHT.
[Business: Consent Agenda ]
THE BUSINESS CONSENT AGENDA ITEMS A THROUGH F.DOES ANY BOARD MEMBER WISH TO TALK ABOUT ANY ITEM? PULL IT, TALK IT. OR IF NOT, WE'LL ENTERTAIN A MOTION TO APPROVE THE ITEMS A THROUGH F.
OH, I MAKE A MOTION WE APPROVE THE ITEMS A TO F.
WE HAVE A MOTION. WE HAVE A SECOND.
ALL THOSE IN FAVOR OF APPROVING THE CONSENT AGENDA SAY AYE.
AYE. ANY OPPOSED? PASSES 7 TO 0.
WELL MAY WE MOVE BACK TO ITEM NINE COMMUNICATION IA PROGRESS MONITORING DATA ON DISTRICT ACHIEVEMENT
[Progress Monitoring Data on District Achievement Targets]
TARGETS, MR. DAVIDSON.SO GOOD EVENING, BOARD PRESIDENT WRIGHT, MEMBERS OF THE BOARD AND SUPERINTENDENT ESTRADA.
I WANT TO TAKE A MOMENT TO REITERATE WHAT MR. ESTRADA SAID ABOUT MISS SALDIVAR AND MISS JONES WITH THE PROMOTION AND THE MOVE OF MISS VASQUEZ DOWN TO THE HIGH SCHOOL.
THEY HAVE, I MEAN, VOLUNTEERED, STEPPED IN.
SO I WANT TO THANK THEM PUBLICLY AS WELL, BECAUSE THEY HAVE DONE A TREMENDOUS JOB IN MAKING SURE THAT WE CONTINUED WITH ALL THE PROCESSES THAT WE HAD IN PLACE OVER THE LAST COUPLE OF YEARS. SO THANK YOU ALL.
IN MATH, IT'S 70% OF THE STUDENTS IN K THROUGH ALGEBRA ONE AROUND THAT ONE YEAR'S PROGRESS, SO THAT WE CAN STAY LOCKED ON EXCELLENCE AND RELENTLESSLY PURSUE TARGETS SO THAT THEY DEMONSTRATE MORE THAN THAT YEAR OF ACADEMIC GROWTH.
SO THAT THE INFORMATION GOES FROM THE BOARDROOM HERE TO THE LIVING ROOM.
IF YOU TAKE A NOTICE AT THE SCREEN, THE CAMPUS MONITORING AND RESPONSE TO DATA IS BOLDED.
EVERY MONTH I TYPICALLY BOLD 1 OR 2 OF THESE STRATEGIC SUPPORTS, AND THAT'S BECAUSE I WANT TO HIGHLIGHT SOME OF THE WORK THAT WE'VE DONE SINCE THE LAST TIME I STOOD UP HERE AND SPOKE TO THE GROUP.
SO I JUST WANTED TO MENTION THAT DR.
CAMARILLO AND I ARE STILL DOING OUR ONE ON ONE PRINCIPAL MEETINGS.
THEY'RE CALLED THE SHARED LEADERSHIP MEETINGS, WHERE DR.
CAMARILLO PROVIDES TIME WITH THE PRINCIPALS TO DISCUSS OPERATIONAL ACTIVITIES.
AND I GO IN AND I DISCUSS INSTRUCTIONAL ACTIVITIES AND SUPPORTS THAT MAY BE NEEDED.
[01:00:01]
MONITOR STUDENT LEARNING AND PLAN FOR ADJUSTMENTS OR PIVOTS WITHIN THE PLCS AND GENERAL INSTRUCTION.IT ALSO INFORMS CAMPUS PD TO PROVIDE RIGOROUS LESSON PLANS.
THE PRINCIPALS MONITOR THE STUDENT LEARNING AND ACHIEVEMENT THROUGH THEIR OBSERVATIONS, AND THEN THEY COACH APS SO THAT APS CAN COACH LEVER LEADERS TO PROVIDE WHAT EVERYBODY NEEDS IN ORDER TO IMPROVE STUDENT ACHIEVEMENT.
EVERYTHING IS CONNECTED TO THE CIP GOALS AS WELL.
SHOUT OUT TO THE [INAUDIBLE] WHO ARE WORKING AT ALL LEVELS, INCLUDING THE PRE K CENTER.
MS. LEONARD, WHO HAS STEPPED IN AND DONE A STRETCH ASSIGNMENT AROUND RTI AND SHE HAS DONE OBSERVATIONS WITH MS. BELINDA VASQUEZ WHERE THEY CAN TALK.
THE NEXT STEP IN THAT PROCESS IS TO WORK WITH CAMPUSES TO IMPROVE SYSTEMS. YOU HEARD FROM MS. SALDIVAR AND MS. JONES ABOUT WHAT WE'RE DOING WITH OUR BILINGUAL PROGRAM, FROM HIRING TAS AT THE HIGH SCHOOL, CASE MANAGEMENT AT THE JUNIOR HIGH, AND THEN CONTINUING WITH PD FOR EVERYBODY.
OUR SPED DEPARTMENT, LED BY MS. MCINTOSH, IS CONTINUING TO DO CAMPUS VISITS AND PROVIDING INDIVIDUALIZED MEETINGS TO ALLOW FOR STRATEGICALLY REFINED SYSTEMS. AT THE HIGH SCHOOL, WE DID BRING BACK STUDENTNEST, SO WE DO HAVE TUTORING.
AND THEN YOU'VE HEARD US TALK ABOUT THE SHARED LEADERSHIP MODEL.
SO LEVER LEADERS, ASSISTANT PRINCIPALS ARE GETTING ALIGNED PROFESSIONAL DEVELOPMENT SO THAT WE CAN MAKE SURE THAT EVERYBODY IS GETTING PROFESSIONAL LEARNING THAT, LIKE I SAID, IS ALIGNED BUT ALSO MEETS THE NEEDS OF INDIVIDUAL PEOPLE.
WE'RE CONTINUING WITH OUR NEW TEACHER ACADEMIES, AND LEADER IN ME IS GOING STRONG ON CAMPUSES.
NOW I'LL GO INTO SOME OF THE 1.5 DATA.
SO ISTATION AT THE ELEMENTARY LEVEL REN LEARN AT THE SECONDARY LEVEL.
SO WHAT YOU SEE HERE IS MOVEMENT THAT WE DO WANT TO SEE.
WE WANT TO, THIS IS FROM THE LAST TIME I CAME UP HERE TO OCTOBER.
SO AN IMPROVEMENT IN TIER ONE DROP IN TIER TWO AND A DROP IN TIER THREE.
SO ALTHOUGH I SHOULDN'T SAY ALTHOUGH THAT IS THAT'S GOOD.
BUT I ALSO WANTED TO SHOW SOME HISTORICAL DATA.
SO EVEN THOUGH WE SAW IMPROVEMENT FROM SEPTEMBER TO OCTOBER, IF YOU LOOK IN THE LAST THREE YEARS, ALTHOUGH IT'S NOT WHAT I WOULD CONSIDER PERSONALLY SIGNIFICANT, WHEN YOU ADD UP TIER ONE AND TIER TWO AT THIS TIME, WE ARE 1% BEHIND WHERE WE WERE IN THE LAST THREE YEARS, SO DOESN'T MEAN WE CAN'T CATCH UP.
IT'S JUST A PIECE OF DATA THAT I THOUGHT I'D SHARE WITH THE BOARD.
NEXT WE HAVE THE ISIP ASSESSMENT FOR PRE K THROUGH FIVE.
SO GOOD NEWS IS I'LL GIVE YOU A MOMENT TO KIND OF LOOK OVER.
ABS, BLUE BONNET WITH SOME SOME BIG GAINS.
ALTHOUGH IT DOESN'T LOOK LIKE IT HERE, I DO WANT TO MENTION THAT THERE IS GOOD NEWS THAT CFE, PCE, AND CARVER, EVEN THOUGH THEIR NUMBERS DID DROP ON THIS GRAPH HISTORICALLY, THEY HAVE HAD STRONG SPRING SCORES AND HAVE LED IN SOME CASES.
ALL THREE OF THOSE CAMPUSES LED THE ENTIRE DISTRICT, SO WE ARE VERY HOPEFUL THAT WE'RE GOING TO HIT THAT 80%, BECAUSE WE KNOW THAT THESE CAMPUSES WILL FINISH OFF STRONG, WHILE THESE OTHER CAMPUSES HAVE SHOWN US STRONGER START.
FOR THE SECONDARY READING REN LEARN, YOU'LL SEE THAT WE DID DRAW UP A PERCENTAGE POINT ACROSS THE DISTRICT, ONE AT THE JUNIOR HIGH, SEVERAL POINTS AT THE HIGH SCHOOL. I DID WANT TO MENTION THAT WHEN WE REVIEWED THE DATA, THERE WERE SEVEN CLASSES AT THE SECONDARY LEVEL, SO BOTH JUNIOR HIGH AND HIGH SCHOOL COMBINED THAT HAD LESS THAN 75% OF THEIR STUDENTS PARTICIPATE.
THERE IS A WINDOW TO TAKE THE TEST.
SOME CAMPUSES TAKE THE TEST IN THE MIDDLE OF THE WINDOW.
BUT THIS DATA IS ACCURATE FOR THE NUMBER OF STUDENTS THAT DID TEST.
BUT WE DO KNOW THAT THERE WERE SEVEN CLASSES WITH AROUND 75% OF THE STUDENTS WHO TESTED.
ANY QUESTIONS ABOUT 1.5 READINGS SO FAR TEAM.
DREAMBOX K1, REN LEARN GRADES TWO THROUGH NINE AND LITTLE SMALL DRUMROLL FOR DREAMBOX.
YEAH, SO IN TALKING TO CAMPUSES AND PRINCIPALS, BESIDES JUST A FOCUS ON MATH IN ITS ENTIRETY,
[01:05:09]
ONE OF THE MAIN THINGS THAT I HEARD FROM A COUPLE OF PRINCIPALS WAS THAT THEY HAVE STRATEGICALLY PLACED MATH EARLIER IN THE DAY.SO WHETHER THAT'S A CORRELATION OR NOT, I DO NOT KNOW.
LIKE THEY MOVED MATH IT'S EARLIER IN THE DAY SO THAT THEY THAT MIGHT HAVE THE POSITIVE CONSEQUENCE THAT WE'RE LOOKING AT HERE JUST CAN'T TELL YET, BUT DEFINITELY A MUCH BETTER START THAN OVER THE LAST THREE YEARS.
THIS IS COMPARING LAST YEAR TO THIS YEAR.
SO WE ARE UP ACROSS THE BOARD EXCEPT FOR AT NAVARRO.
AND THEN LOOKING UP THE NUMBER OF KIDS, IT'S ROUGHLY THAT SAME 75%.
SO ROUGHLY 25 TO 30% OF THE KIDS WERE NOT TESTED.
OKAY TEAM, WE'RE GOING TO GO INTO CBA 1 DATA.
PLEASE STOP ME IF I GET CONFUSING ABOUT SOME OF THE DATA THAT I'M GOING TO SHARE, AS WELL AS THE ACTIONS THAT WE TOOK AND THE DECISIONS WE MADE ON HOW TO REPORT THE DATA.
SO I JUST WANT TO REMIND EVERYBODY THAT WE WERE VERY STRATEGIC IN SOME REVISIONS THAT WE DID.
ALTHOUGH THIS CURRENT YEAR WE KNOW THAT THERE ARE GOING TO BE DIFFERENT CUT SCORES FOR.
SO FOR STAAR 2023, WE KNOW THAT THERE'S GOING TO BE DIFFERENT CUT SCORES.
WE DECIDED TO USE THE MORE RIGOROUS AND MORE 1.5 ESQUE SCORES FROM THE 2022 CBAS.
IN ADDITION TO THAT, WHEN WE WERE JUST TO BE HONEST, WE WERE GUESSING ABOUT STAAR 2.0 LAST YEAR, I STOOD UP IN FRONT OF YOU ALL AND SAID, LOOK, THERE'S CHANGES, RIGHT? WE'RE GOING TO HAVE THE SHORT CONSTRUCTED RESPONSES.
WE HAVE THE EXTENDED CONSTRUCTED RESPONSES.
THERE'S THESE NEW ITEM TYPES THAT WE WERE LEARNING ABOUT.
WE DECIDED THAT THIS YEAR IN THE CBAS THAT WE WERE GOING TO MAKE THEM MORE STAAR 2.0.
SO WHEN YOU LOOK AT THIS DATA, I ALSO WANT TO JUST LET THE TEAM KNOW THAT THERE WERE ADDED SHORT CONSTRUCTED RESPONSES TO CBA ONE, WHICH WERE NOT INCLUDED LAST YEAR. WE ADDED ADDITIONAL REVISING AND EDITING PASSAGES, IN SOME CASES TWO AND SOME GRADE LEVELS ONLY ONE ALONG WITH QUESTIONS, AND WE UPDATED THE RIGOR ON THE NEW ITEM TYPES.
SO EVEN THOUGH THE CBA, THE LAST TWO CBAS LAST YEAR HAD NEW ITEM TYPES, ONCE WE GOT THE RELEASE TEST AND SAW EXACTLY WHAT THEY LOOKED LIKE, WE UPDATED ALL OF THE NEW ITEM TYPES. WITH THAT BEING SAID, ALL OF THE CBAS WITH THE NEW SCR, THE SHORT CONSTRUCTED RESPONSE OR THE ECR, THE EXTENDED CONSTRUCTED RESPONSE, AND THE NEW RIGOROUS ITEM TYPES, ALONG WITH REVISION AND EDITING, MEANS THAT ROUGHLY 30% TO 35% OF EACH OF THE CBAS YOU'RE ABOUT TO LOOK AT ARE DIFFERENT THAN LAST YEAR.
SO I JUST WANT TO KEEP THAT IN MIND WHEN WE COMPARE WHAT LAST YEAR LOOKED LIKE TO THIS YEAR.
A COUPLE OF OTHER THINGS THAT I WANTED TO MENTION IS THAT IN CBA 2 TO CBA 3, WE DO EXPECT THE PERCENTAGE OF THE NEW ITEM TYPES TO NOT HAVE SUCH A LARGE EFFECT ON THE OVERALL GRADE, AS KIDS GET MORE INSTRUCTION AROUND IT, AS WELL AS THEY ARE USE TO THE NEW ITEM TYPES.
I ALSO WANTED TO MENTION THAT THESE NEW CBAS WERE VETTED BY OUR LEVER LEADERS.
SO THE LEVER LEADERS CAME IN, THEY LOOKED AT THEM AND THEY HELPED INCREASE THE RIGOR.
SO I WANTED TO PUBLICLY THANK THEM FOR DOING SO.
AND THEN I ALSO WANTED TO SAY THAT WHEN YOU LOOK AT THIS DATA, JUST TO ENSURE THAT YOU KNOW THAT YOU'RE GOING TO SEE SOME INCREASES AND YOU'RE GOING TO SEE SOME DECREASES ON THE INCREASES, JUST A REMINDER THAT IT IS A MORE RIGOROUS TEST AND YOU'LL SEE SOME INCREASES.
SO WE'RE GOING TO GO GRADE LEVEL BY GRADE LEVEL.
SO WHAT YOU HAVE HERE IS ELAR FOR THIRD GRADE.
I'LL GIVE YOU A MOMENT TO LOOK AT THAT.
[01:10:05]
SO I MAY BECOME A BROKEN RECORD.BUT WHEN WE TOOK OUT THE NEW ITEM TYPES, THE SCR AND THE ECRS, WE ARE ABLE TO SAY THAT THE SCORES FROM THIS YEAR WOULD BE COMPARABLE OR BETTER THAN LAST YEAR.
BUT WE ARE GOING WITH THE MORE RIGOROUS TEST.
WE WANT THE KIDS TO BE SCORED ON THE SCR AND ECR THIS YEAR.
SO BRINGING. SO WHEN YOU LOOK AT 2023, 2024, THE MAJORITY OF THESE SCORES DROPPING, ARE BECAUSE OF OUR WRITING, WHICH IS WHAT I TALKED ABOUT LAST YEAR, THAT'S WHY WE'RE IMPLEMENTING IT NOW SO THAT WE CAN START USING THESE ESSAYS NOT ONLY IN CBA TO GET THESE KIDS BETTER AT WRITING, BUT EVERY SINGLE CAMPUS.
I WANT TO GIVE A SHOUT OUT TO THE MIDDLE SCHOOL.
THEIR ENTIRE GOAL FOR THE CAMPUS IS TO DO CRITICAL WRITING.
SO EVERYBODY'S DOING WRITING AND SO THAT WE CAN GET BETTER AT THESE SCRS AND ECRS.
IT'S A GOAL OF EVERY CAMPUS, SO KIDS ARE MONITORING WHERE THEY ARE ON THESE ASSESSMENTS AS WELL.
SO WHEN YOU LOOK AT THE SCORES, YOU'RE LIKE, WELL, IT'S IT'S A MORE COMPARABLE TEST.
AND WHEN SIX OF THE QUESTIONS ARE THERE'S A TOTAL BETWEEN 15 AND 18 QUESTIONS ON THE CBA.
WE'RE ALSO LOOKING AT A 30% SWING.
SO WE DID EXPECT TO DO A LITTLE BIT BETTER IN SOME CASES WITH MATH.
I ALSO WANTED TO MENTION WITH THIS THIRD GRADE MATH.
IF YOU LOOK AT THE MEETS AND MASTERS, ALTHOUGH WE NEED TO GET MORE KIDS TO PASS AND GET APPROACHES TO SEE THE AMOUNT OF GROWTH IN MEETS AND MASTERS ACROSS THIRD GRADE MATH FROM LAST YEAR TO THIS YEAR IS AMAZING, SO KUDOS TO FOR THE FIVE CAMPUSES THAT SHOWED THAT.
NEXT WE HAVE FOURTH GRADE ELAR.
AND IT IS GREAT TO SEE THE INCREASES, WHAT WE CONSIDER A MORE RIGOROUS AND DIFFICULT TEST.
MASTERS DID DROP BUT YOU HAVE AN OVERALL.
YOU TAKE OUT THE MEETS THE PL JUMPS FOR EVERY SINGLE CAMPUS IN OUR DISTRICT THAT'S ON THIS LIST.
SO THAT'S AMAZING FOR OUR FOURTH GRADE ELAR.
I'LL JUST REITERATE THERE'S SIX NEW QUESTIONS.
BUT WE DID EXPECT TO SEE BIGGER GAINS HERE FOR FOURTH GRADE MATH.
SO IT JUST TELLS US WE NEED TO WORK ON WRITING AND THE NEW ITEM TYPES.
AND WE JUST NEED TO KEEP PRACTICING AND SOLIDIFYING THOSE SKILLS WITH THE KIDS.
FIFTH GRADE ELAR ALL PL ALL AVERAGES ARE DOWN EXCEPT FOR CFE.
I WILL TELL YOU THAT CLEAR FORK'S FIFTH GRADERS IN ELA SCORED THE HIGHEST FOR THEIR SHORT CONSTRUCTED RESPONSE, SO IT HELPED PUSH THEIR OVERALL AVERAGE.
IN DISCUSSIONS WITH SOME OF THE ELEMENTARY PRINCIPLES, WE ARE GOING TO TRY TO FIGURE OUT A WAY TO CALIBRATE LEVER LEADERS SCORING THE SCRS AND THE ECR SO THAT WE CAN MAKE SURE THAT WE'RE EQUIVALENT ACROSS THE BOARD.
AND WE HAVE FIFTH GRADE MATH SAME THING.
IT'S NOT AS WE DIDN'T SEE THE DECREASE AS MANY DECREASES WE SAW IN THIRD AND FOURTH.
BUT WE WE WANT TO SEE THOSE MATH SCORES GROW.
I'LL ALSO SAY THIS HISTORICALLY MATH STARTS SLOW.
AND THEN BY THE END OF THE YEAR AND SOMEBODY COULD HELP ME HERE.
WE DON'T WANT TO TAKE THE CHANCE.
[01:15:01]
WE WANT TO SEE THE DATA THAT SHOWS THAT WE'RE DOING GROWTH.SO ALL THE SKILLS PER GRADE LEVEL THAT WE SHOW OUR MOST EFFICIENT WILL BE PART OF CBA TWO.
I'M GOING TO COME BACK TO SOMETHING ABOUT REDOING CBAS WITH SEVENTH GRADE MATH, BUT I WANT TO START WITH SIXTH GRADE ELAR FOR OUR SIXTH GRADE, SIXTH GRADE, ELAR AND MATH.
SO THE PL IS DOWN BY THREE FOR ELAR, BUT MATH PL FOR SIXTH GRADE IS UP TEN.
SO STRONG STRONG START FOR OUR SIXTH GRADE MATH AND STRONG START FOR THE ELAR AS WELL.
BUT STRONGER START FOR MATH AT THE JUNIOR HIGH.
AND THEN I MENTIONED SEVENTH GRADE.
SO IN SEVENTH GRADE BOTH ELAR AND MATH ARE UP.
SO YOU HAVE ELAR UP BY 16 FROM THIS POINT LAST YEAR PL AVERAGE AND MATH UP 25 F ROM THIS POINT LAST YEAR.
ONE THING I WANTED TO SAY ABOUT KUDOS TO THE JUNIOR HIGH.
THEY'RE SIXTH AND SEVENTH GRADE TEAM AFTER TAKING CBA MATH TEAM AFTER CBA ONE DECIDED THAT THEY REALLY THEY WANTED A HYPER FOCUS ON STRATEGIC TEKS. SO THE TEKS THE STANDARDS THAT THEY WERE DEFICIENT IN AND THEY RETESTED THE KIDS.
THEY TOOK CBA ONE AND REWORKED ALL THE NUMBERS AND PROVIDED A MINI ASSESSMENT.
AND IN SIXTH GRADE MATH, NINE OF THE 14 TEKS SHOWED A 7 TO 10% GROWTH.
AND IN SEVENTH GRADE 9 OF 12 WITH APPROACHES JUMPING 11 PERCENTAGE POINTS MEETS 13 AND MASTER SIX, SO KUDOS TO THAT FROM THEM DOING IT ON THEIR OWN TALKING ABOUT TAKING INITIATIVE, THE SEVENTH GRADE, THE SIXTH AND SEVENTH GRADE MATH AT THE JUNIOR HIGH DID THAT ON THEIR OWN.
IN EIGHTH GRADE WE SEE ELA UP BY THREE.
JUST A REMINDER, THESE ARE STUDENTS WHO ARE TAKING JUST, YOU KNOW, THE EIGHTH GRADE MATH.
THIS DOES NOT INCLUDE ALGEBRA OR GEOMETRY.
BUT THIS TEST ALSO HAD THOSE SIX ADDITIONAL QUESTIONS.
AT THE HIGH SCHOOL ALGEBRA ONE.
THIS DOES NOT INCLUDE MIDDLE SCHOOL.
ANY KIDS IN MIDDLE SCHOOL TAKING ALGEBRA.
THE PL IS DOWN BY ONE, BUT YOU CAN SEE THAT MASTERED STAYED THE SAME.
AND IT WAS MEETS THAT DROPPED.
SO WE HAD KIDS IN THE MIDDLE THAT DROPPED A LITTLE BIT, BUT THE PL REMAINED THE SAME IN ALGEBRA ONE.
IN ENGLISH YOU HAVE BOTH ENGLISH ONE AND ENGLISH TWO.
SO GOOD WORK IN THE EIGHTH GRADE THE PREVIOUS YEAR.
THIS IS ALSO HISTORICAL ENGLISH 2 START SLOW, BUT BY CBA THREE AND THEN WHEN STAAR SCORES COME IN, TYPICALLY ENGLISH TWO IS A LITTLE BIT HIGHER THAN ENGLISH ONE.
AND WITH THAT, ANY QUESTIONS? THANK YOU, MR. DAVIDSON. THANK YOU ALL.
[2023-2024 Lion Care Health Insurance Update]
COMMUNICATION C 2023 AND 24 LION CARE HEALTH INSURANCE UPDATE.MS. WEISER. GOOD EVENING, SUPERINTENDENT ESTRADA AND SCHOOL BOARD.
ON AUGUST 31ST THAT ENDED OUR FIRST PLAN YEAR OF LION CARE, WHICH WAS OUR SELF-FUNDED PROGRAM.
SO WE'VE NOW HAD ONE PROUD FULL YEAR OF LION CARE, AND MR. GREG GIBSON IS HERE FROM BROWN & BROWN, TO GIVE YOU A SUMMARY OF HOW THE YEAR WENT IN OUR FIRST YEAR OF OUR SELF-FUNDED PLAN.
AND ALL OF THESE GOALS WERE AROUND REALLY TWO THINGS.
ONE, AROUND COST LOWERING COST FOR THE DISTRICT, LOWERING COSTS FOR THE MEMBERS AND THE EMPLOYEES WHEN THEY ACTUALLY GO TO USE CARE, LOWERING COSTS FOR THE PREMIUM THAT THEY'RE PAYING INTO THE PLAN.
AND THEN LOWERING COST OVER TIME SO THAT IT'S ACTUALLY SUSTAINABLE.
BUT THERE'S ANOTHER REALLY IMPORTANT GOAL THAT WE HAD AND THAT HAD TO DO WITH CREATING ACCESS POINTS, CREATING HIGH QUALITY CARE ACCESS POINTS, BECAUSE WHAT WE'VE DISCOVERED IS THAT HEALTH CARE IS COMPLICATED AND IT'S GETTING MORE AND MORE COMPLICATED, AND HAVING HEALTH INSURANCE DOES NOT GUARANTEE
[01:20:06]
ACCESS WHERE TO THE CARE YOU ACTUALLY NEED.AND SO WE'RE WORKING TO HELP CREATE THOSE ACCESS POINTS.
AND WE'LL TALK ABOUT SOME OF THOSE TONIGHT.
I MEAN, WE'VE SHOWN YOU THIS, BUT THESE ARE THE HEADWINDS.
THESE ARE THE CHALLENGES TO ACHIEVING THOSE GOALS.
SO EXTRAORDINARILY EXPENSIVE TO PROVIDE HEALTH CARE COVERAGE.
AND IN THE MIDST OF ALL THAT COST GROWTH, WHAT WE'VE SEEN IS DEDUCTIBLES OUT OF POCKET E XPENSES HAVE GROWN EXPONENTIALLY FASTER THAN EVEN THE COST AND CERTAINLY FASTER THAN WAGES.
AND WHAT THOSE THINGS HAVE LED TO IS FOLKS THAT STRUGGLE TO EVEN PAY A MEDICAL BILL.
RIGHT. WE KNOW THAT MOST PEOPLE DON'T HAVE $500 TO PAY A MEDICAL BILL SHOULD ONE ARISE.
AND YET WHAT WE HAD DONE OVER THE LAST YEARS IS PUT PEOPLE IN HEALTH PLANS THAT HAD TWO, THREE, FOUR, $5,000 DEDUCTIBLES WHEN WE KNOW THIS IS TRUE AND THAT DIDN'T MAKE SENSE.
SAME THING ON PRESCRIPTION DRUGS.
FOLKS STRUGGLE TO AFFORD DRUGS EVEN WITH INSURANCE BECAUSE OF THE CO-PAYS.
AND SO AGAIN, WE HAVE BUILT HEALTH PLANS IN THE PAST WITH EXPENSIVE CO-PAYS.
AND KNOWING THIS IS TRUE AND THE RESULT OF THAT IS USUALLY NOT GOOD.
PEOPLE SKIP MEDICINES, THEY DON'T PICK UP PRESCRIPTIONS.
THINGS HAPPEN THAT ARE NEGATIVE TO PEOPLE'S HEALTH.
AND JUST THE VERY QUICK REVIEW, HOSPITALS IN YOUR PLAN ARE REIMBURSED OR PAID BASED ON A PERCENTAGE OF MEDICARE, WHAT MEDICARE WOULD OTHERWISE PAY.
AND IN YOUR CASE, THAT'S ABOUT 160% OF WHAT MEDICARE PAYS.
CONTRAST THAT WITH BLUE CROSS UNITED HEALTH CARE, AETNA, HUMANA ANY COMMERCIAL INSURANCE COMPANY THAT IS PAYING HOSPITALS ANYWHERE FROM BETWEEN 250 TO 4 OR 500% OF WHAT MEDICARE PAYS.
SO OBVIOUSLY THAT'S A SIGNIFICANT SAVINGS.
THE RISK OF THAT IS THAT THE HOSPITAL SIMPLY SAY, HEY, WE'RE NOT GOING TO DO IT.
SO THAT IS AN IMPORTANT COMPONENT, WHAT WE CALL CASH PAY PROVIDERS.
AND BY OPTING INTO A CASH BASED SYSTEM, THE COSTS ARE DRAMATICALLY LESS.
YOU CAN'T DO THAT WITH BLUE CROSS, BUT WE CAN FACILITATE THAT THROUGH OUR PLAN.
TRANSPARENT PBM MAYBE YOU RECALL I TALKED ABOUT THE SILLY GAMES THAT ARE VERY EXPENSIVE THAT TRADITIONAL PHARMACY BENEFIT MANAGERS PLAYED.
WE HIRED A GOOD TRANSPARENT PBM.
WE KNOW WHERE ALL THE DOLLARS ARE GOING, AND THEY DO SAVE US A LOT OF MONEY ON PRESCRIPTION DRUGS.
WE HAVE SOME PROGRAMS THAT DEAL SPECIFICALLY WITH THOSE VERY EXPENSIVE DRUGS THROUGH MANUFACTURERS DOLLARS, COUPONS FROM THE MANUFACTURERS, ALL SORTS OF THINGS THAT WE CAN DO TO CONTROL OR HELP CONTROL THE COST OF THOSE KIND OF DRUGS.
SO THE PLAN WAS BUILT ON THESE PRINCIPLES.
AND JUST AS AN OVERALL FINANCIAL PICTURE, THIS IS KIND OF HOW IT SHOOK OUT, SO TOTAL CONTRIBUTIONS INTO THE PLAN WERE JUST OVER 4 MILLION.
THAT'S PARTLY FROM EMPLOYEES PAYING MONEY OUT OF THEIR PAYCHECKS.
OUR WORST CASE SCENARIO WAS 4.1 OR 4 POINT, 4 MILLION 163, AND OUR ACTUAL PLAN COST WAS THAT.
SO WE DID HAVE A SMALL DEFICIT THIS YEAR.
THIS IS NOT THE RESULTS WE'D HOPED FOR, BUT IT'S A MANAGEABLE NUMBER.
[01:25:04]
AND I THINK THERE'S A NUMBER OF THINGS CONTRIBUTING TO THAT.I THINK A BIG ONE IS WE HAD PENT UP DEMAND HERE IN AMONG EMPLOYEES.
WE HAD PEOPLE WHO HAD LARGE DEDUCTIBLES, LARGE OUT OF POCKETS, WHO HAD MEDICAL NEEDS.
THEY WERE NOT MEETING THOSE MEDICAL NEEDS SIMPLY BECAUSE THEY COULDN'T AFFORD IT.
WE OFFERED THEM A WAY TO GET THOSE SERVICES AT COST THEY COULD AFFORD, AND THEY WENT AND DID THAT.
SO, YOU KNOW, I CAN'T TELL YOU DEFINITIVELY THAT'S A ONE YEAR ISSUE.
BUT I THINK THAT CONTRIBUTED TO WHAT WE SAW OVERALL.
BUT JUST TO PUT IT IN PERSPECTIVE, AND THIS IS A LOT OF NUMBERS AND JUST FOCUS ON A COUPLE OF THEM.
YEAH IT IS. HOW DO I GET BACK? SORRY ABOUT THAT. WE NOTICE THAT THAT'S WHAT YOUR EMPLOYEES ARE, OR THAT'S WHAT YOUR EMPLOYEES ARE PAYING FOR COVERAGE RIGHT NOW, WHICH IS ZERO ON ALL THE TRS PLANS PREVIOUS YEAR.
THIS IS WHAT THEY WERE PAYING SOMEWHERE BETWEEN $21 A MONTH AND $600 A MONTH, DEPENDING ON THE PLAN THAT THEY CHOSE. SO.
OBVIOUSLY EVERY EMPLOYEE IS SAVING MONEY EVERY SINGLE MONTH ON THAT.
WHAT THEY CONTRIBUTE TO THE PLAN.
AND THE SAME IS TRUE FOR IF THEY'RE COVERING THEIR CHILDREN OR SPOUSES OR FULL FAMILIES.
AND IN ADDITION TO THAT, THE BENEFITS THAT THEY'RE RECEIVING ARE FAR GREATER.
OF COURSE, THIS IS LION CARE OVER TO THE RIGHT.
IT'S A $500 DEDUCTIBLE INSTEAD OF $2,500 OR $3,000 OR WHATEVER THEY HAD.
OUT-OF-POCKET MAXIMUM, WHICH IS THE MOST THEY COULD SPEND FOR A YEAR, IS $4,000.
IT WAS $8,000 UNDER PRIOR PLANS FOR THAT FIRST COLUMN.
ACTIVE CARE PRIMARY WAS THE MOST POPULAR PLAN PREVIOUSLY, SO LESS THAN HALF THE OUT OF POCKET.
THOSE ARE THOSE CASH PAY PROVIDERS.
AND I'M GOING TO GIVE YOU SOME REALLY INTERESTING DATA ON THAT.
BUT THAT DOESN'T COST YOUR EMPLOYEE ANYTHING TO ACCESS THOSE SERVICES.
AND WE'LL TALK ABOUT WHAT THOSE ARE.
SO THIS IS JUST SOME DATA POINTS THAT WE PULLED OUT.
I DON'T HAVE PRIOR DATA FROM TRS OR THE OTHER PLAN TO COMPARE, BUT I THINK JUST ON THE SURFACE, THIS TELLS US A PRETTY GOOD STORY THAT THE EMPLOYEES ARE GETTING THE CARE THEY NEED, AND THEY'RE NOT SPENDING A TON OF MONEY TO GET IT.
SO 85% OF YOUR MEMBERS SPENT LESS THAN $1,000 OUT OF POCKET.
AND THAT DOESN'T MEAN THEY DIDN'T GET SERVICES THAT JUST MEANS IT DIDN'T COST THEM VERY MUCH.
AND YOU'LL SEE THAT IN BULLET POINT FIVE.
22 FOLKS HAD GREATER THAN $5,000 IN PAID CLAIMS OR SERVICE, AND THAT COULD HAVE BEEN $5,000, $10, $20, BUT GREATER THAN FIVE. AND THEIR TOTAL OUT OF POCKET TO RECEIVE THOSE SERVICES WAS LESS THAN $500.
SO THIS IS WHAT WE WERE TRYING TO ACCOMPLISH, WHICH IS TO ALLOW FOLKS TO ACCESS CARE WHEN THEY NEEDED IT AT A PRICE THEY COULD AFFORD.
COULD I ASK YOU SOMETHING? ARE YOU ABLE TO GIVE US A TOTAL AMOUNT THAT OUR EMPLOYEES SAVED WITH THIS PLAN VERSUS THE PREVIOUS PLANS WE HAD? IS THAT POSSIBLE? SURE. I CAN DO THE MATH.
YEAH. WHAT I DON'T HAVE IS WHAT THEY SPENT OUT OF POCKET.
YOU KNOW WHAT THEIR SPENDING WAS BECAUSE I DON'T HAVE THAT DATA FROM TRS.
SO THAT'S WHAT I DON'T HAVE TO FILL IN THAT EQUATION.
AVERAGE MEMBER COST PER PRESCRIPTIONS WAS $2.
WE CAN ALL AFFORD TWO DOLLARS.
SOME WERE ZERO BECAUSE GENERIC DRUGS WE DON'T CHARGE THEM FOR.
AND A LOT OF PEOPLE, THEY JUST TAKE GENERIC.
SO THEY HAD ZERO OUT OF POCKET FOR THAT.
BUT AVERAGES IS WHAT WE CAN LOOK AT.
SO VERY PLEASED WITH THAT NUMBER.
WHAT I THINK IS REALLY, REALLY COOL.
SO KPP FREE IS KIND OF A BRANDED PROGRAM OF THOSE CASH PAY PROVIDERS THAT OUR TPA HAS PUT TOGETHER
[01:30:06]
FOR US. THOSE CASH PAY PROVIDERS ARE SURGICAL CENTERS, SURGEONS, BEST SURGEONS.LITERALLY THE BEST SURGEONS IN AUSTIN ARE PART OF THIS.
SLEEP STUDY, CPAP MACHINES, GLUCOSE MONITORS, IMAGING CAT SCANS, MRIS.
FROM OUR PERSPECTIVE AS A DISTRICT OR AS A PLAN TO DO THAT, BECAUSE THE SAVINGS IS SO SIGNIFICANT THAT IF THAT MEMBER, THAT EMPLOYEE IS WILLING TO COOPERATE WITH US TO HELP GO SOURCE THOSE SERVICES WE SHOULD GIVE IT TO THEM FOR FREE, BECAUSE WE'RE GOING TO SAVE FAR MORE MONEY AND GIVE YOU A COUPLE OF OFF THE TOP OF MY HEAD, JUST BECAUSE I KNOW THESE NUMBERS.
AND WE HAD SOME OF THESE SERVICES PROVIDED TO MEMBERS IN THE DISTRICT, A TOTAL HIP REPLACEMENT.
WE CAN SOURCE THAT FOR THE TOTAL COST OF THAT IS RIGHT AT $20,000, LITERALLY FROM THE BEST SURGEON IN AUSTIN . ANYWHERE ELSE, SETON, SAN ANTONIO, METHODIST, ANYWHERE IN AUSTIN, THAT'S A 50 TO 60 TO $70,000 PROCEDURE IF IT'S IN THE HOSPITAL.
SO WE CAN GET IT FOR 20 INSTEAD OF PAYING 50.
WE'RE MORE THAN HAPPY TO GIVE THAT SERVICE TO YOUR MEMBER FOR FREE.
AND NOT ONLY DID THEY GET IT FOR FREE, THEY GOT A WHITE GLOVE SERVICE MAKING IT HAPPEN.
BUT WE ESTIMATE SAVINGS BASED ON WHAT DID WE ACTUALLY SPEND VERSUS WHAT WE KIND OF KNOW THE TYPICAL RATE FOR THAT SERVICE IS. WE ESTIMATED YOU SAVED OVER $423,000 BECAUSE YOUR MEMBERS, YOUR EMPLOYEES, HAVE BOUGHT INTO THIS AND STARTED ADOPTING AND UNDERSTANDING THAT IT'S GOOD FOR ME AND IT'S GOOD FOR THE DISTRICT IF I WILL GO THIS DIRECTION.
YES, MA'AM. HOW DO THEY GO THAT DIRECTION? LIKE, DO THEY LIKE.
YEAH. IF YOU'VE GOT SOMEBODY THAT NEEDS A SURGERY LET'S SAY LIKE IS THERE A CARE COORDINATOR? MAYBE WE HAVE ONE AT THE DISTRICT AND I DON'T KNOW.
YEAH. THAT'S EXACTLY THAT'S AN EXCELLENT QUESTION.
BUT YOU ANSWERED YOUR OWN QUESTION.
SO OUR TPA HAS WHAT THEY CALL KEMPTON CARE ADVOCATES.
OTHER PEOPLE CALL THEM CARE COORDINATORS.
BUT THOSE FOLKS ARRANGE ALL OF THESE THINGS ON BEHALF OF YOUR MEMBERS DOWN TO PAYING THEM FOR LODGING IF THEY HAVE TO GO OUT OF TOWN, PAYING THEM FOR MILEAGE, IF THEY HAVE TO GO OUT OF TOWN.
WE HAVEN'T HAD IT HAPPEN HERE, BUT IN OTHER DISTRICTS WITH THIS PROGRAM, WE HAVE FLOWN PEOPLE TO OKLAHOMA BECAUSE YOU COULD GET A GREAT SERVICE AT A GREAT PRICE.
THE MEMBER WAS WILLING TO DO IT.
BUT THE REAL KEY TO THIS IS YOUR OWN STAFF, PARTICULARLY NANCY ARENA, WHO REALLY IS THE CHAMPION FOR LION CARE RIGHT HERE IN THIS BUILDING.
AND NANCY IS THE BEST CHEERLEADER THAT WE HAVE.
AND SHE'S DIRECTING PEOPLE TO THE KEMPTON CARE ADVOCATES TO MAKE THIS HAPPEN.
SHE IS THE ONE THAT MADE MOST OF THIS HAPPEN.
SO OVER 281 PROCEDURES, 88 PEOPLE OUT OF 600.
AND SOMETHING ON THE PLAN ACTUALLY TOOK ADVANTAGE OF THIS.
SO THAT'S A REALLY GOOD NUMBER.
AND SO PEOPLE ARE UNDERSTANDING IT.
THEY'RE TAKING ADVANTAGE OF IT.
I DON'T WANT COSTS TO BE THE REASON PEOPLE CAN'T GET THE HEALTH CARE THEY NEED.
SO YOUR FOLKS HAVE ACCESS TO A VIRTUAL PRIMARY CARE FOR NO COPAYS SO THEY CAN TALK TO PHYSICIANS OVER THE PHONE IF IT'S SOMETHING SIMPLE. ZERO COPAY FOR GENERIC DRUGS, I'M GOING TO SKIP THE DIABETES PROGRAM.
[01:35:01]
WE'LL COME BACK TO IT.$15 CO-PAY IS ALL IT COSTS THEM FOR ANY PRIMARY CARE DOCTOR OFFICE.
THEIR DEDUCTIBLE IS LOW, THEIR OUT-OF-POCKET MAXIMUM IS LOW.
AND THEN WE HAVE THESE 100% BENEFITS FOR ALL THESE VARIOUS THINGS.
SO. TO GO BACK TO THE HIGHLIGHTED COMPONENT, WHICH IS THE DIABETES PROGRAM.
SO. I DO THIS FOR 6 OR 7 DISTRICTS AROUND THE STATE.
WHEN I LOOK AT DATA, WHAT I SEE IS THAT PROBABLY 60% OF OUR OVERALL COST IS DIRECTLY RELATED TO DIABETES.
THAT'S PART OF BEING IN SOUTH TEXAS.
WE HAVE A HIGHER CONCENTRATION OF IT IN SOUTH TEXAS, BUT IT'S HAPPENING ACROSS THE COUNTRY.
AND IT'S NOT JUST THE MEDICINE AND THE DOCTOR'S VISIT, IT'S THE AMPUTATIONS.
IT'S THE HEART ATTACKS, IT'S THE KIDNEY TRANSPLANTS.
IT'S ALL THE THINGS THAT GO ALONG WITH THAT REALLY TERRIBLE DISEASE.
SO. I'M COMING TO THIS REALIZATION AND THINKING I DON'T KNOW WHAT TO DO ABOUT IT.
AND THEN I GET INTRODUCED TO DR.
ARTI THANGUDU, WHO IS AN ENDOCRINOLOGIST.
THAT'S THE KIND OF DOCTOR THAT TREATS DIABETES AND WE STARTED CONVERSATIONS AND WHAT DR.
THANGUDU HAS DONE IS STEPPED OUT OF TRADITIONAL PRACTICE WITH INSURANCE.
SHE DOESN'T TAKE INSURANCE ANYMORE.
AND SHE JUST CHARGES PEOPLE A FEE TO COME SEE HER.
AND SHE WAS DOING THAT AND DOING THAT SUCCESSFULLY.
GOT INVOLVED WITH A LARGE GROUP IN SAN ANTONIO TO TAKE CARE OF THEIR DIABETIC POPULATION.
AND THE RESULTS WERE THAT OVER TWO YEARS, NOT A SINGLE ONE OF HER PATIENTS, ALL WHO HAD SEVERE DIABETES, WAS HOSPITALIZED. AND THE REASON WAS SHE IS TAKING GOOD CARE OF THEM AND GETTING THEIR A1C'S DOWN.
AND AND IT ALL COMES DOWN TO TIME.
SO. I STARTED WORKING WITH HER AND STARTED IMPLEMENTING HER SERVICES INTO ALL MY CLIENTS PLANS AND MADE IT ABSOLUTELY FREE.
SO NOW SOME OF THE SICKEST PEOPLE THAT WORK FOR YOU WHO HAVE DIABETES HAVE ACCESS TO ONE OF THE BEST ENDOCRINOLOGISTS IN THE STATE, AND IT COSTS THEM ABSOLUTELY ZERO.
AND NOT ONLY DOES IT COST THEM ZERO, WHAT THEY GET FROM DR.
HER APPOINTMENTS ARE ONE HOUR LONG.
SO REALLY WHAT THEY'RE GAINING IS, YES, HER CLINICAL EXPERTISE.
AND TIME IS WHAT IT TAKES TO HELP PEOPLE UNDERSTAND THEIR DISEASE STATE, UNDERSTAND WHAT THEY NEED TO BE DOING TO CORRECT IT, FOR HER TO UNDERSTAND WHAT THEIR ISSUES ARE CULTURALLY IN DIET, IN THEIR LIFE, STRESS, ALL THE THINGS THAT GO INTO COMPLICATING THIS DISEASE.
SO WE'RE SUPER EXCITED ABOUT THAT.
THAT'S NOT A SHORT TERM FIX FOR ANYTHING.
WE JUST DID THAT SEPTEMBER 1ST.
THANGUDU. SHE CAME DOWN TO VISIT WITH US AND SHE'S A DELIGHT.
AND SHE WILL MAKE A DIFFERENCE FOR US OVER TIME.
SO THESE ARE THE THINGS WE'RE DOING AND WE CONTINUE TO LOOK FOR NEW THINGS.
HOW ELSE CAN WE CREATE ACCESS POINTS FOR YOUR MEMBERS TO GET GOOD CARE? AND AS WE FIND THEM, LIKE DR.
ARTI THANGUDU WE'LL IMPLEMENT THEM.
YES, SIR. WHAT WAYS DOES YOUR COMPANY, I GUESS, TRY TO FIND OUT THEIR BARRIERS ON THEIR SIDE? PARDON? WHAT WAYS DOES YOUR COMPANY FIGURE OUT BARRIERS FOR THE CUSTOMER? YEAH. SO WE KNOW PRIMARY CARE IS A REAL CHALLENGE.
THERE'S LESS AND LESS OF THEM.
THE PRACTICE SHE LEFT WAS THE LARGEST ENDOCRINOLOGY PRACTICE IN SAN ANTONIO.
HER REASON FOR LEAVING WAS THAT SHE LITERALLY COULDN'T PRACTICE.
WELL, SHE HAD FIVE SEVEN MINUTES WITH EACH PATIENT.
AND COULDN'T SEE HIM AGAIN FOR SIX MONTHS.
[01:40:01]
BECAUSE SHE JUST HAD THAT MANY PATIENTS.THAT'S A BARRIER TO GETTING CARE.
SO WHAT WE'VE IMPLEMENTED WITH HER IS KIND OF AN INTENSIVE PROGRAM INITIALLY, SO THAT WHEN A DIABETES PATIENT STARTS WORKING WITH HER, THEY WILL SEE HER FOUR TIMES IN SIX MONTHS.
THEY WILL SEE A HEALTH COACH EVERY TWO WEEKS FOR SIX MONTHS AND THEN AS NEEDED.
RIGHT. SO THAT IS REDUCING THAT BARRIER, BECAUSE IF YOU'RE TRYING TO GET AN APPOINTMENT WITH AN ENDOCRINOLOGIST RIGHT NOW, IT COULD BE MONTHS B EFORE YOU'LL SEE ONE.
SAME IS TRUE WITH MANY DIFFERENT SPECIALISTS.
YES, SIR. SO OVERALL, TOTAL OUT OF POCKET SPEND FOR YOUR MEMBERS FOR YOUR EMPLOYEES WAS $722.
THAT INCLUDES ALL THEIR FAMILY MEMBERS, THEIR KIDS, AND NOT EACH PERSON, BUT TOTAL $722 FOR EACH FAMILY THAT'S COVERED UNDER YOUR HEALTH PLAN. THAT'S NOT A LOT OF MONEY IN TODAY'S HEALTH CARE ECONOMY.
SO. SO WE MET MOST OF THE GOALS THAT WE SET OUT TO DO.
IT COSTS MORE THAN WE HAD HOPED.
WE'LL DO OUR BEST. BUT WHAT WE'RE SEEING IS MOST HEALTH INSURANCE PLANS ARE SEEING 8.5% IS WHAT WE'RE ANTICIPATING IN 2024. THAT'S KIND OF THE INDUSTRY DATA COMING OUT.
I THINK WE'LL DO BETTER THAN THAT.
BUT IT REALLY TOOK SOME COURAGEOUS ACTION ON THE BOARD, MR. ESTRADA, TO MAKE THIS HAPPEN, BECAUSE WE'RE DOING THINGS COMPLETELY DIFFERENTLY THAN EVERYBODY ELSE.
AND I APPRECIATE THAT COURAGEOUS ACTION.
QUESTIONS I'M HAPPY TO ADDRESS.
HAVE THERE BEEN OTHER DISTRICTS OUR YEAR SPAN THAT HAVE SIGNED UP AS WELL? YEAH FOR SURE.
MR. WRIGHT WILL HAVE A ARTICLE THAT HE WILL PUBLISH HERE.
THE DATE THAT'S COMING OUT? IN NOVEMBER, THE TEXAS LONE STAR MAGAZINE.
SO THAT'LL BE A STATEWIDE RECOGNITION FOR WHAT WE'RE DOING.
I EXPECT WE'LL GET EVEN MORE CALLS REALLY TRYING TO LEAD THIS EFFORT ACROSS THE STATE.
I MEAN, THE WHEN YOU SEE THE AVERAGE EXPENSE WAS $700, I MEAN, THAT'S INCREDIBLE.
ESPECIALLY THAT PROGRAM WE'RE TALKING ABOUT DIABETES PROGRAM, WHICH IS VERY PREVALENT.
YES MA'AM. NICE TO HEAR ABOUT THAT.
IT'LL IT'LL BE A LONG TERM BENEFIT BECAUSE IT'S A LONG TERM DISEASE.
BUT I SAY IT'S A SUCCESS, YOU KNOW? WE'RE DOING GOOD. THANK YOU.
INTERNALLY DO YOU HEAR ANY COMPLAINTS INTERNALLY BY EMPLOYEES? NO. DR. SANCHEZ, I MEAN, WE'VE IT'S BEEN ACTUALLY TODAY WE HAVE A STAFF MEMBER WHO IS BEING RECRUITED SOMEWHERE ELSE, AND IT'S LIKE, NO, THEY NEED TO HAVE OUR INSURANCE. SO THEY'RE GOING TO THE SO.
JUST A FACTOR. AT THE FOUR MEETINGS WE HAD A COUPLE OF WEEKS AGO THEY WERE.
YOU KNOW, REAL POSITIVE. TALKING REAL POSITIVE.
HAVE WE SEEN A DECREASE IN, LIKE, CALLING IN SICK BECAUSE THEY HAVE MORE ACCESS TO HEALTH CARE TO GET BETTER QUICKER? OR IS THAT MORE OF GOING TO BE A LONG TERM? I DON'T HAVE ANY DATA.
I DON'T HAVE ANY DATA THAT WOULD SUGGEST THAT.
BUT WE ALSO HAVEN'T STUDIED THAT.
I WAS JUST CURIOUS ON IF THEY'RE ABLE TO HAVE HEALTH CARE ARE THEY GETTING TO THE DOCTOR MUCH SOONER AND THEN GETTING GETTING BETTER SOONER? BUT THAT MAY BE A LONG TERM THING.
I JUST HAVEN'T YET. I WAS JUST CURIOUS.

[01:50:02]
DR. SANCHEZ. OKAY, WELL, I WANT TO THANK ALL THE EMPLOYEES ARE GETTING RECOGNIZED THE TEACHERS FOR THEIR DEDICATION BECAUSE WE SAW TONIGHT A LOT OF STUDENTS BEING RECOGNIZED. AND, OF COURSE, I THINK THAT'S BECAUSE OF THE EFFORTS AND THE DEDICATION OF THE TEACHERS THAT ARE BEING RECOGNIZED.ANOTHER THING IS EXCITING, IN MY OPINION, TO HEAR ABOUT THE PROGRAM AND SERVICES IN THE AREA OF BILINGUAL AND ESL AND THE NUMBER OF GROWTH, BUT YET THE TREMENDOUS EFFORT BEING PUT BY THE VOLUNTEERS.
MISS SALDIVAR AND MISS LEE THAT ARE THAT IS HER LAST NAME, LEE.
JONES. JONES, I WANT TO THINK OF LORI LEE.
IT'S EXCITING THE WAY THEY'RE REALLY INCLUDING AND COLLABORATING WITH OTHER STAFF AND TEACHERS AND BEING ABLE TO GET PROFESSIONAL DEVELOPMENT AND THEN COMING BACK AND APPLYING THAT WITH THEIR STUDENTS.
AND THEN AGAIN, ALSO THE PRESENTATION WITH ALL THE MR..
WELL IN THE EFFORT OF PROGRESS MONITORING.
IT'S ALWAYS GOOD TO SEE THE INCREASE AND THE FOCUS BEING PRESENTED WITH PREPARING STUDENTS FOR THE STAAR AND MR. DAVIS. AND THAT'S REALLY IMPORTANT AND I COMMEND YOU FOR MONITORING.
SO I APPLAUD ALL OF YOU THAT ARE TRYING TO DEDICATE YOUR TIME AND EFFORT TO GET THE KIDS TO BE SUCCESSFUL, AS WELL AS THE CHEERLEADER THAT WE HAVE ON STAFF, NANCY [INAUDIBLE] FOR THEIR LION CARE.
I THINK THAT'S ALSO COMMENDABLE.
NANCY, IF YOU'RE OUT THERE LISTENING, WE APPRECIATE YOUR WORK.
SANCHEZ HAS MENTIONED AS WELL.
SO KUDOS TO EVERYONE FOR THAT.
STUDENTS, THE ONES GOT OUR CREDITS.
WE'RE GOOD TO GO. CONGRATULATIONS.
YEAH. YOU FORGOT TO CONGRATULATE ME.
OUR VALEDICTORIAN. ARE YOU GOING TO DO THAT OKAY? OKAY. OF COURSE.
THAT'S WHY OUR BUDGET FOR TRAVEL IS SO DOWN.
NOW. MR. GUYTON. NOT BEING WASTED, THOUGH.
THAT'S RIGHT. IT'S BEING ATTENDED.
EVERY CLASS IS BEING ATTENDED.
[LAUGHTER] WHATEVER. I'D LIKE TO CONGRATULATE DR.
SANCHEZ ON HER ACADEMIC ACHIEVEMENTS THIS PAST YEAR.
THANK YOU. AND TO ALL OF OUR STUDENTS AND STAFF FOR THE GREAT THINGS THAT ARE BEING DONE.
AS MS. PULLIAM SAID, ALSO, THERE IS THE FINAL GAME FOR THE JUNIOR HIGH VOLLEYBALL TEAM.
THE GIRLS THAT'S ALWAYS A LOT OF FUN.
AND AS CONGRATULATIONS TO OUR CROSS COUNTRY TEAM AND ALL OF OUR TEAMS THAT ARE JUST MAKING TREMENDOUS STRIDES AND DOING GREAT THINGS, OUR BAND THIS WEEK WILL SATURDAY WILL BE AT THE FIELD IN PFLUGERVILLE.
I THINK THEY PERFORM SOMEWHERE IN THE 2:00 HOUR.
3:30. 3:30, THEY WILL BE COMPETING TO ADVANCE TO THE STATE MARCHING BAND CONTEST.
AND YOU KNOW, I'M EXTREMELY PROUD WHEN OTHER BAND DIRECTORS ONE CALLED AND SAID, WHAT'S GOING ON IN LOCKHART? I SAID, WHAT DO YOU MEAN? HE SAID, MAN, WE HEARD THEM IN SEGUIN AND IT WAS JUST AMAZING AND I MISSED.
SO THEY'RE DOING SOME GREAT THINGS AND IT'S JUST REALLY GOOD TO HEAR.
SO IT'S JUST BEEN INCREDIBLE TO SEE THEM IMPROVE EACH AND EVERY WEEK ALSO.
SO WE'RE LOOKING FORWARD TO THAT ON SATURDAY.
SO, MR. ESTRADA. YES, I JUST WANT TO.
YES. I WAS VERY PROUD TO BE THE FIRST PERSON IN LINE TO VOTE TODAY IN CALDWELL COUNTY.
YES, I CAN CONFIRM [LAUGHTER] MR. BURNETT WAS THIRD.
