LET THE RECORD SHOW THAT A QUORUM OF BOARD MEMBERS IS PRESENT, THAT THIS MEETING HAS BEEN DULY CALLED, AND THAT NOTICE OF THIS MEETING HAS BEEN POSTED IN ACCORDANCE WITH THE TEXAS OPEN MEETING ACT, TEXAS GOVERNMENT CODE, CHAPTER 551, THAT THE RECORD SHOW THAT TRUSTEE PULLIAM, SANCHEZ, BURNETT, WRIGHT, GUYTON, LOCKHART, RAYOS ARE PRESENT. IT IS THE LEGACY OF EXCELLENCE COIN GIVEN BY THE BOARD ONLY TO THOSE WHO TRULY EXEMPLIFY EXCELLENCE IN LOCKHART ISD.

AND NOW WE BEGIN WITH TONIGHT'S RECOGNITION.

TODAY, THE BOARD OF TRUSTEES IS PROUD TO HONOR THE LATE ABBI MICHELSON AND EXPRESS OUR PROFOUND APPRECIATION TO THE GLOSSERMAN FAMILY FOR THEIR GENEROSITY AND SUPPORT OF THE CULINARY ARTS PROGRAM.

WE ARE DEEPLY HONORED TO HAVE THE GLOSSERMAN FAMILY HERE WITH US TODAY, MANY OF WHOM HAVE TRAVELED TO JOIN US IN THIS SPECIAL MOMENT.

THOSE WHO KNEW ABBI HAVE SAID THAT SHE WAS THE EPITOME OF A GRACIOUS HOSTESS, SOMEONE WHO OPENED HER HOME AND HER HEART TO EVERYONE SHE MET.

ABBI HAD A TALENT FOR BRINGING PEOPLE TOGETHER, CREATING MOMENTS OF JOY, LAUGHTER AND LOVE IN HER KITCHEN.

HER CULINARY SKILLS WERE UNMATCHED, AND WITH EVERY MEAL, SHE INFUSED HER DISHES WITH LOVE AND NOURISHED THE SOULS OF THOSE AROUND HER.

ABBI'S COMMITMENT TO EDUCATION WAS AS DEEP AS HER LOVE FOR COOKING.

SHE EARNED HER DEGREE IN SPECIAL EDUCATION FROM THE UNIVERSITY OF TEXAS AT AUSTIN AND BEGAN HER TEACHING CAREER IN DALLAS BEFORE MOVING TO THE LOCKHART AREA.

IN HONOR OF ABBI'S PASSION FOR EDUCATION AND HER LOVE FOR CULINARY ARTS.

THE GLOSSERMAN FAMILY HAS GENEROUSLY DONATED $100,000 TO GO TOWARD A FOOD TRAILER FOR THE LOCKHART HIGH SCHOOL CULINARY ARTS PROGRAM.

ANY LEFTOVER FUNDS WILL GO TOWARD SENDING LOCKHART STUDENTS TO CULINARY CAMPS, PROVIDING SCHOLARSHIPS, AND SUPPORTING OTHER INITIATIVES FOR CULINARY ARTS STUDENTS AND STAFF.

THE TRAILER, WHICH WILL BE CALLED ABBI'S KITCHEN, WILL HELP LOCKHART HIGH SCHOOL STUDENTS UNLOCK THEIR POTENTIAL IN THE FOOD INDUSTRY BY LEARNING HANDS ON COOKING SKILLS AND ALLOWING THEM TO SHARE DELICIOUS MEALS WITH THE WIDER COMMUNITY.

THE TRAILER WILL BE EQUIPPED WITH AN AC, A SIX-BURNER STOVE, A PIZZA OVEN, AN EXTRA-LARGE FLAT TOP, A WARMING STATION, A BARBECUE PIT, ORDERING WINDOWS, A BACK PORCH AND MORE.

THE OUTSIDE WILL BE DECORATED IN LOCKHART'S MAROON AND WHITE COLORS, AND THE NAME ABBI'S KITCHEN WILL BE PRINTED ON THE FRONT.

THROUGH ABBI'S KITCHEN, HER INCREDIBLE MEMORY WILL LIVE ON BLESSING OUR YOUNG CHEFS AS THEY LEARN THE ART OF HOSPITALITY AND THE IMPORTANCE OF SHARING LOVE AND NOURISHMENT WITH OTHERS, JUST AS ABBY DID.

OUR DEEPEST GRATITUDE GOES TO THE GLOSSERMAN FAMILY FOR THEIR INCREDIBLE CONTRIBUTION TO OUR DISTRICT, WHICH WILL SHAPE THE FUTURE OF OUR STUDENTS LIVES AND OUR COMMUNITY FOR YEARS TO COME.

ABBI SPENT HER LIFE ALWAYS MAKING OTHERS FEEL WELCOMED AND SPECIAL IN ANY SITUATION THAT WAS.

ALL WHILE TALKING ON WHATEVER PHONE SHE COULD FIND THAT WAS CHARGED NEAR HER.

ABBI USED HER KITCHEN TO CONNECT WITH HER COMMUNITY, NOT JUST LOCKHART, BUT OUTSIDE THE CITY LIMITS.

SHE WOULD DELIVER FOOD TO WEDDINGS, BAR MITZVAHS, LIBRARY FUNDRAISERS, HOLIDAY CELEBRATIONS, AND COUNTLESS MEALS FOR OTHERS WHO WERE IN NEED OR HAD HEALTH ISSUES.

WE'RE HOPING OUR GUEST WILL BE THE FOUNDATION AND THE BEGINNING OF A MORE ROBUST HOSPITALITY AND FOOD RELATED PROGRAM AT THE SCHOOL.

WE WANT TO WORK WITH THE SCHOOL TO PROVIDE A BASIS UPON WHICH OTHERS WHO ADMIRED ABBY AND LIKED THIS PROGRAM. CAN JOIN US IN SUPPORTING IT.

WE HOPE TO BE ABLE TO WORK THOSE DETAILS OUT AND LET THE COMMUNITY KNOW ABOUT THEM SOON.

HALF HELEN IS A NONPROFIT ORGANIZATION THAT PARTNERS WITH SCHOOLS TO HELP STUDENTS SEE THE WORLD MORE CLEARLY BY PROVIDING PREVENTATIVE VISION AND HEARING SCREENINGS.

SINCE IT BEGAN, THE HALF HELEN FOUNDATION HAS SCREENED OVER 68,000 CHILDREN.

COMMUNITIES AND SCHOOLS OF CENTRAL TEXAS IS A PROGRAM THAT COLLABORATES WITH SCHOOL DISTRICT TO UNDERSTAND COMMUNITY NEEDS AND DELIVER RESOURCES TAILORED TO EACH SCHOOL COMMUNITY. THEIR WORK EMPOWERS STUDENTS TO SET AND MEET GOALS, PROVIDE PARENT ENGAGEMENT AND SUPPORT, AND HELP EVERY CHILD MEET THEIR FULL POTENTIAL.

OUR LOCKHART ISD NURSES WORK TO UNLOCK POTENTIAL IN STUDENTS BY KEEPING THEM HEALTHY AND SAFE AT SCHOOL.

THROUGH THEIR HARD WORK TO IDENTIFY AND ASSIST WITH INDIVIDUAL STUDENT NEEDS.

OUR LIONS CAN STAY HEALTHY AND FOCUSED ON THE CLASSROOM.

LET'S BEGIN BY TAKING A LOOK AT THE 2023 ESTIMATED POPULATION AND HOUSEHOLD NUMBERS FOR THE DISTRICT.

ALSO PRESENTED HERE FOR YOU ALL ARE THE 2020 CENSUS OFFICIAL RESULTS.

YOU CAN SEE THE CENSUS COUNTED A LITTLE MORE THAN 31,600 TOTAL PEOPLE, WITH A LITTLE MORE THAN 10,000 TOTAL HOUSEHOLDS, SO THAT WAS ABOUT A 30% INCREASE FROM 10 TO 20.

ONE OF THE THINGS YOU'LL SEE THROUGHOUT THE REPORT IS THAT THE DISTRICT KIND OF BEING IN THAT 2 TO 3% GROWTH RATE FOR THE OVERALL POPULATION, AS WELL AS THIS, THE STUDENT POPULATION.

SO, THE KEY TAKEAWAY HERE IS JUST THAT WE'RE THE NUMBERS FROM ESRI ARE NATIONAL DATA SOURCE FOR 23 SHOW THE DISTRICT CONTINUING ON THAT PATH OF ABOUT 3%, 2 TO 3% PER YEAR.

AND THE NUMBERS THERE AND THE CHART ON THE MIDDLE RIGHT FOR POPULATION UNDER 18, THAT WAS, THE CENSUS COUNTED A LITTLE MORE THAN 8300 TOTAL RESIDENTS UNDER AGE 18 IN THE OFFICIAL NUMBERS, AND THAT WAS UP 29% FOR THE TEN-YEAR PERIOD.

THIS THIS DATA WAS RELEASED SINCE I WAS HERE THE LAST TIME, SO I WANTED TO SHARE IT WITH YOU.

IT IS LAST YEAR'S DATA BUT GIVES YOU A GOOD SENSE OF THE MOST DENSELY POPULATED SCHOOL DISTRICTS IN THE REGION AS OF LAST YEAR.

LOCKHART WAS THE 16TH LARGEST IN THE AREA.

WE'VE SEEN MANY OF THE SCHOOL DISTRICTS RECOVER FROM THE PANDEMIC.

REMEMBER OR RECALL THAT I TALKED ABOUT THE STATE LOST ABOUT 2.5% OF ITS ENROLLMENT.

YOU CAN SEE THE CHART THERE ON THE LEFT THAT THE ENROLLMENT TOTALS FOR THE STATE HAVE RECOVERED SINCE THE PANDEMIC.

BUT WHAT'S INTERESTING IS MOST REGIONS HAVE RECOVERED, BUT REGION 13 NUMBERS ARE ACTUALLY FLAT.

SO THAT'S A DIFFERENT CHART THAN WHAT WE SEE IN MOST AREAS.

SO, YOU MIGHT WONDER WHY THAT IS.

BUT THIS CHART RIGHT HERE GIVES YOU A GOOD SENSE OF WHAT'S HAPPENED.

MANY OF THE LARGER DISTRICTS IN THE CENTER OF THE REGION HAVE SEEN DECLINING ENROLLMENT OVER THE LAST FIVE YEARS.

SO THAT'S WHY YOU SEE THAT REGION 13 NUMBER.

BUT WHAT'S REALLY INTERESTING HERE IS TO TAKE A LOOK AT THE OUTER RING.

AS YOU LOOK AT THAT, THE PINK AREAS ARE AREAS OF GROWTH.

YOU CAN SEE AS THE HOME BUILDING INDUSTRY HAS SPREAD FURTHER OUT IN THE REGION; YOU CAN SEE THE GROWTH THAT'S BEEN THE RESULT OF ALL OF THE CONSTRUCTION IN THE DISTRICTS AROUND THE GREATER AUSTIN AREA.

SO, YOU CAN SEE LOCKHART RIGHT THERE IN THOSE DISTRICTS THAT HAVE GROWN 8 TO 15% OR SO.

ALL RIGHT. SO, THESE ARE THE SNAPSHOT NUMBERS FOR THE LAST 15 YEARS.

SO, YOU CAN SEE THE OFFICIAL ENROLLMENT FOR THIS FALL AT 6619.

THAT IS A NEW RECORD HIGH FOR THE DISTRICT.

OVER THE LAST FIVE YEARS THE DISTRICT'S GROWN ABOUT 9% AND THE NET INCREASE OF ABOUT 542.

SO, YOU CAN SEE THE LEVELING OFF DURING THE PANDEMIC AND THEN THE DISTRICT JUMPING RIGHT BACK ON THE GROWTH RATE THAT IT HAD BEEN ON FOR THE LAST TEN YEARS, RIGHT ABOUT 3%.

SO, WHEN YOU LOOK AT THOSE NUMBERS YEAR OVER YEAR BASIS, YOU CAN SEE THIS PAST YEAR WAS A 2.4% INCREASE.

THAT'S COMING OFF THE TEN-YEAR HIGH THAT WE SAW A YEAR AGO.

BUT AGAIN, STRONG NUMBERS WHEN YOU LOOK BACK OVER THE LAST TEN YEARS.

SO, THE AVERAGE RATE FOR THE LAST FIVE YEARS AND IT FACTORS IN THE PANDEMIC LOSSES IS RIGHT ABOUT 1.6.

BUT IF YOU LOOK AT THE LAST TEN YEARS, THAT AVERAGE IS ABOUT TWO POINT -- EXCUSE ME, 1.6 FOR THE FIVE YEAR AND 2.6 FOR THE TEN YEAR.

AND THIS IS WHERE WE THOUGHT WE WOULD BE A YEAR AGO.

WE WERE PROJECTING RIGHT ABOUT 6600 AND WE'VE COME RIGHT IN ON IT.

SO, WE'RE SEEING THAT HERE IN THE DISTRICT.

YOU CAN SEE IN THE UPPER RIGHT SEVERAL OF THE ACTIVE SUBDIVISIONS, WHAT THEY'VE YIELDED SO FAR.

WE ALSO DEVELOP FACE TO FACE AND ONLINE 30-HOUR TRAINING WAS AVAILABLE THIS SUMMER.

TWO YEARS AGO, WE TRAINED THE KINDERGARTEN TEACHERS, THE ART TEACHERS AND THE LIBRARIANS TO ADMINISTER A PLANNED EXPERIENCES TO IDENTIFY SOME OF THOSE KINDERGARTNERS WHO WERE VERY CREATIVE, TO THEN UNDERGO FURTHER TESTING.

SOME OF THE OTHER THINGS WE DID WERE THIS IS KIND OF OUTSIDE LOCKHART WE HAVE PRESENTED AT THE STATE CONFERENCES.

SO, AS WE GO FORWARD, WE'RE GOING TO CONTINUE TO PROVIDE AND MONITOR THE REQUIRED 30-HOUR FOUNDATION TRAINING AND SIX-HOUR UPDATE TRAININGS FOR THE TEACHERS AND ADMINISTRATORS. AND ONE OF THE COMPONENTS OF THAT IS AUDIT IS DOING AN AUDIT OF THE SECONDARY TRAINING REQUIREMENTS.

SO, MAKING SURE THAT ALL OF OUR ADVANCED LEVEL TEACHERS ARE TRAINED AND HAVE RECEIVED THEIR 30-HOUR TRAINING AND THEIR SIX-HOUR UPDATES, SINCE THAT'S HOW OUR STUDENTS ARE SERVED AT SECONDARY.

ONE OF THE NEXT. THE OTHER THINGS THAT WE HAD PLANNED ON DOING, AND WE'RE STILL WORKING ON, IS DEVELOPING A VARIETY OF CONTENT SPECIFIC LEARN AND LEAD SUMMER, EITHER 1 HOUR OR 3-HOUR COURSES THAT THAT TEACHERS CAN TAKE TO GET TO SATISFY THAT SIX-HOUR UPDATE REQUIREMENT.

AND SO THAT'S HOW WE TRY TO CAPTURE THOSE KIDS.

WOULD YOU SAY THAT THAT'S, I MEAN, THAT THEY'RE NOW MORE KNOWLEDGEABLE AND MORE PARENTS ARE, YOU KNOW, REQUESTING FOR KIDS TO BE TESTED? YES. NO ONE IN THE STATE IS DOING WHAT WE'RE DOING.

AND OUR MAIN MISSION IS TO HOW DO WE HELP SCHOOL DISTRICTS RETAIN AND ATTRACT TALENT? SO, I ALREADY MENTIONED, YOU KNOW, I GREW UP IN AND OUT OF APARTMENTS.

RIGHT. SO, I STARTED THINKING ABOUT MY OWN CHILDREN, AND YOU KNOW, WHAT THEIR EXPERIENCE IS LIKE IN A CLASSROOM.

AND I THINK, WHAT IF MY KID'S TEACHER HAD TO DRIVE IN AN HOUR BATTLING TRAFFIC IN AND OUT OF AUSTIN?

SO THAT'S TAX-EXEMPT MONEY THAT'S GOING DIRECTLY TO YOUR TEACHER'S POCKET AND NOT BEING COUNTED TOWARDS YOUR TAXABLE INCOME.

THIS IS A THIS IS A FOCUS FOR US THIS YEAR IS ENSURING THAT WE ARE HAVING THESE TRANSITION CONVERSATIONS FOR OUR STUDENTS FOR POST-SECONDARY.

WE LEGALLY HAVE TO START HAVING THESE CONVERSATIONS AT AGE 14.

IT HAS TO BE ADDRESSED IN THE MEETINGS.

BUT REALLY WHAT WE'RE MOVING TOWARDS IS EVEN AT ELEMENTARY LEVEL, WE START HAVING THESE CONVERSATIONS WITH OUR FAMILIES AND MAKE SURE THAT WE'RE THINKING ABOUT TAKING A ASSESSMENT PREFERENCES AND SEEING LIKE, WHAT AM I INTERESTED IN IN, IN, EVEN IN ELEMENTARY SCHOOL, WE KNOW THAT CHANGES.

IT'S NOT SAYING THE CAMPUS IS NEEDED IT THERE ALL INCLUSIVE, BUT JUST STARTING OFF ON THAT FOOT OF HAVING THE SAME GOAL FOR OUR STUDENTS.

LOOKING AT THE STUDENTS WITH IEPS AS JUST THAT, STUDENTS WITH IEPS NOT SPED STUDENTS, BUT STUDENTS THAT HAVE THESE PLANS.

IT DOESN'T CHANGE NECESSARILY WHAT HAS HAPPENED, BUT THE PRESENCE OF OUR STAFF, MAKING SURE THAT WE ARE ACCESSIBLE, THAT'S GOING TO HELP OUR TEACHERS STAY THIS YEAR.

SO REALLY MAKING SURE THAT OUR DEPARTMENT IS ACCESSIBLE, RESPONSIVE AND HAS FOLLOW THROUGH.

THROUGHOUT THE WHOLE EVENT, ALSO HAD THE OPPORTUNITY TO GO AND LISTEN TO SEVERAL OF OUR CHOIR MEMBERS SINGING IN THE REGION CHOIRS IN SAN ANTONIO THIS WEEKEND, AND IT'S AMAZING TO SEE OUR STUDENTS AS GOOD AS ANYONE ELSE IN OUR REGION.

AND IT WAS.

THE PERFORMANCES WERE EXCELLENT.

I WANT TO SAY THE SAME THING.
