[Public Hearing regarding LISD District Annual Report]

NUMBER FIVE. ITEM NUMBER FIVE.

PUBLIC HEARING. A PUBLIC HEARING REGARDING LISD DISTRICT ANNUAL REPORT, MR. DAVIDSON. GOOD EVENING, BOARD PRESIDENT WRIGHT.

MEMBERS OF THE BOARD. SUPERINTENDENT ESTRADA HERE TO GIVE THE ANNUAL TAPER DISTRICT ANNUAL REPORT WHICH YOU'LL SEE FIRST IS THAT IT'S DIVIDED INTO EIGHT SECTIONS.

HERE ARE THE EIGHT SECTIONS.

AND JUST A REMINDER TEAM THAT THIS IS LAGGING DATA.

THIS ARE LAGGING INDICATOR SOME TWO YEARS OUT SOME OF THEM ONE YEAR OUT.

YOU'LL SEE THAT IN THE REPORT.

SECTION ONE IS.

IT CONSISTS OF A TAPR REPORT.

IT'S COMPILED BY TPA.

I'M SORRY TIA, AND IT COMES IN A PDF FORM WHICH INCLUDES, YOU KNOW, PERFORMANCE OF STUDENTS.

IT'S DISAGGREGATED BY STUDENT GROUPS AS WELL AS STUDENT DEMOGRAPHICS.

HERE'S THE COVER PAGE AND WHAT TYPICALLY COMES ON IT.

I WANT TO HIGHLIGHT THE TEXT THAT'S IN RED.

SO TYPICALLY, WE HAVE A THROUGH F RATINGS.

JUST A REMINDER THAT TAPER DOES NOT INCLUDE THESE SCALE SCORES OR ANY OF THE DISTINCTION DESIGNATIONS OR SPECIAL EDUCATION DETERMINATION STATUS.

THAT WILL DID NOT COME OUT LAST YEAR.

AND CURRENTLY THE ISSUANCE OF A THROUGH F RATINGS IS PENDING AND SUBJECT TO CHANGE DUE TO LITIGATION.

SO, WE DO NOT HAVE THAT FOR LAST YEAR.

AND CURRENTLY WE'RE STILL IN LITIGATION.

SO, WE DON'T KNOW IF THEY'LL HAVE THIS IN THE FUTURE TAPR.

BUT CURRENTLY THAT'S WHERE WE STAND.

SECTION ONE ALSO INCLUDES ALL THREE PERFORMANCE RATES, SO APPROACHES, MEETS AND MASTERS BY GRADE LEVEL BY SUBJECT BY GRADES WHAT THEY'RE ENROLLED IN, BOTH FOR READING AND MATH.

IN ADDITION, YOU TYPICALLY SEE A SCHOOL PROGRESS FOR ACADEMIC GROWTH.

THIS THIS PAST YEAR, ACADEMIC GROWTH, WHICH IS DOMAIN TWO AND ACCOUNTABILITY, A COMBINATION OF BOTH THE ANNUAL GROWTH AND ACCELERATED LEARNING IS NOT REPORTED DUE TO THE RED TEXT I SHOWED IN THE PREVIOUS MESSAGE DUE TO NOT HAVING A THROUGH F.

YOU'RE NOT GOING TO SEE THIS AS PART OF THE TAPER.

IT ALSO INCLUDES BILINGUAL EDUCATION OR ENGLISH AS A SECOND LANGUAGE ESL BY STAAR PERFORMANCE.

ALSO IN THE BILINGUAL, YOU WON'T SEE THE ANNUAL GROWTH ACCELERATED LEARNING BECAUSE OF THE REPERCUSSIONS OF NOT HAVING A THROUGH F IN PREVIOUS YEARS OR THIS PREVIOUS YEAR.

[00:45:03]

AND THEN STAR PARTICIPATION.

SO, WE DID HAVE IT FOR LAST YEAR 2022.

SO, WE HAVE THE PARTICIPATION PERCENTAGES THAT COME THROUGH THE TAPER REPORT.

THAT IS AN ALL-SUBJECT AREAS AND ACCELERATED TESTERS.

SECTION ONE ALSO INCLUDES ATTENDANCE, GRADUATION, AND DROPOUT RATES.

SO, YOU'LL SEE THE DIFFERENT WAYS THAT WE HAVE.

WE CAN USE THE INFORMATION TO GET OUR GRADUATION RATE.

TYPICALLY, IT'S FOR A YEAR, BUT YOU CAN DO 5- OR 6-YEAR.

IT INCLUDES ATTENDANCE, CHRONIC ABSENTEEISM, AND THEN YOU HAVE A GRADUATION PROFILE, WHICH IS A TOTAL GRADUATES SUM BY ETHNICITY, GRADUATION TYPE, AND THEN PROGRAM OR STUDENT ATTRIBUTE. IN ADDITION, WE HAVE THE CMR INDICATORS.

WE HAVE THAT ALL THE WAY BACK FROM 2020 2021.

YOU HAVE THE RELATED INDICATORS THAT INCLUDES TSIA, AP, SAT, ACT, AS WELL AS THOSE THAT COMPLETED COLLEGE PREP COURSES.

AND THEN THERE'S OTHER POST-SECONDARY INDICATORS, WHICH IS ADVANCED DUAL CREDIT COMPLETION.

THEY'RE ENROLLED IN A TX IHE, OR THEY ARE GRADUATES OF THE IHE, COMPLETING AT LEAST ONE YEAR WITHOUT ROMAN AND DEVELOPMENTAL EDUCATION COURSES.

SO THAT'S ANOTHER WAY TO GET CCMR. THE SECTION ALSO INCLUDES THE STUDENT INFORMATION, STAFF INFORMATION FOR OUR CAMPUSES, AS WELL AS PROGRAM INFORMATION SO STUDENTS ENROLLED BY THE PROGRAM AND THEN TEACHERS BY PROGRAM WITHIN THIS REPORT.

SECTION TWO HAS TO DO WITH THE FINANCIAL STANDARDS REPORT.

SO, IT'S BROKEN INTO TWO DIFFERENT PARTS.

SO, YOU HAVE THE ACTUAL FINANCIAL DATA FOR THE DISTRICT.

AND THEN YOU HAVE THE FINANCIAL DATA FOR THE CAMPUS.

JUST A REMINDER, 21-22 IS THE MOST RECENT YEAR FOR WHICH THIS DATA ARE AVAILABLE.

AND MY APOLOGIES.

THE FINANCIAL DATA DID NOT APPEAR.

YOU MAY HAVE IT ON YOUR HANDOUT.

IF NOT, I CAN TELL YOU WHAT THOSE ARE.

SO, FOR THE TOTAL FUND BALANCE FOR THAT YEAR WAS 34,813,388.

DOES ANYBODY NEED ME TO REPEAT THAT? TO WRITE IT DOWN? MY APOLOGIES THAT IT DIDN'T POP UP.

IT DID. YES, SIR. SORRY ABOUT THAT.

AND THEN PROGRAM EXPENDITURES WAS 49,281,123 DISBURSEMENTS 78,494,617. TAX RATE OF 1.1297, WITH AN UNASSIGNED GENERAL FUND BALANCE OF 19,826,771. SECTION THREE HAS TO DO WITH THE ACCREDITATION STATUS.

SO, EACH YEAR TEA IS GOING TO ASSIGN US ONE OF THESE.

YOU'RE EITHER ACCREDITED WARNED PROBATION OR NOT ACCREDITED.

WE ARE AN ACCREDITED INSTITUTION.

SECTION FOUR HAS TO DEAL WITH THE CIP, SO EACH CAMPUS IS ASKED TO DEVELOP AND IMPLEMENT A CIP PER TEC 11.253.

IT INCLUDES PERFORMANCE OBJECTIVES.

WE HAVE TO PERIODICALLY MEASURE PROGRESS.

I'LL TALK ABOUT THAT IN MY PROGRESS MONITORING PLAN, AS WELL AS PROGRESS TOWARDS MEETING THOSE PERFORMANCE OBJECTIVES BY EACH CAMPUS.

AND THOSE CIPS DO HAVE TO BE UPDATED EVERY SCHOOL YEAR.

SO, SECTION FIVE IS A REPORT ON VIOLENT OR CRIMINAL INCIDENTS.

I'LL GIVE YOU AN OPPORTUNITY TO LOOK AT WHAT THE REPORT INCLUDES.

AND THEN HERE IS THE ACTUAL TABLE.

SO, YOU CAN, AS YOU CAN SEE, IT'S THE VERY TOP ROW REASON CODE NUMBER 11.

ONE AT OUR HIGH SCHOOL AND ONE AT PRIDE HIGH SCHOOL FOR A TOTAL OF TWO INDIVIDUALS.

ONE INCIDENT.

ANY QUESTIONS? TEAM.

SECTION SIX STUDENT PERFORMANCE ON POST-SECONDARY INSTITUTIONS.

SO, WHAT YOU HAVE HERE IS THE INFORMATION FROM OUR HIGH SCHOOL GRADUATES FROM SCHOOL YEAR 2020-21.

SO, COHORT 21 HOW MANY ARE IN THE FOUR-YEAR UNIVERSITY? HOW MANY WENT TO A TWO-YEAR COLLEGE AND THEIR GPAS? THIS INFORMATION IS COMPILED BY THECB.

THE TEXAS HIGHER EDUCATION COORDINATING BOARD.

THEY GAVE US THE INFORMATION.

SECTION SEVEN IS PROGRESS OF THE DISTRICT.

EACH CAMPUS TOWARD MEETING THE ADOPTED HB THREE GOALS.

SO, IN TECH SECTION 39.306, WE HAVE TO INCLUDE, AS PART OF THIS ANNUAL REPORT THE PROGRESS OF THE DISTRICT AND EACH CAMPUS TOWARDS MEETING THE GOALS IN OUR DISTRICT PLAN.

HERE'S THE GLOSSARY. SO, IF YOU WANT TO READ THROUGH THIS AND HAVE ANY QUESTIONS ABOUT WHAT'S IN THE TAPR REPORT, YOU CAN GO AND USE THIS GLOSSARY AS A

[00:50:09]

REFERENCE. BUT IN ADDITION TO THAT THIS IS THE INFORMATION YOU CAN USE TO REACH ME.

AND I CAN HELP ANYBODY WITH QUESTIONS NOT ONLY HERE AT THE MEETING, BUT PUBLICLY.

IF YOU HAVE QUESTIONS ABOUT THE TAPER REPORT, YOU CAN REACH OUT TO ME, AND I'LL HELP YOU OUT.

ANY QUESTIONS? I BELIEVE WE USUALLY ASK IF ANYBODY WANTS TO MAKE ANY COMMENTS AT THIS POINT.

HEARING? NONE. THIS PUBLIC HEARING IS CLOSED.

YOU'LL HAVE FIVE MINUTES.

[Public Comment]

TOM GUYTON, OUR SECRETARY, WILL BE THE TIMEKEEPER, AND HE'LL LET YOU KNOW AS YOUR TIME GETS CLOSE TO EXPIRING.

SO, WHEN YOU GET UP THERE, PLEASE SAY YOUR NAME AND YOUR ADDRESS, PLEASE.

AND THEN YOU MAY BEGIN.

HELLO, BOARD OF TRUSTEES.

GOOD EVENING. MY NAME IS ANGIE MEZA.

I LIVE AT 1515 FOXGLOVE DRIVE.

IT'S RIGHT ACROSS THE LOCKHART JUNIOR HIGH.

AND I'M HERE TO BRING AWARENESS ABOUT A PLANNED TRUCK STOP PROJECT BEING BUILT AT THE CORNER OF MAPLE AND STATE HIGHWAY 130.

THIS CAN START AS IT MAY START AS EARLY AS THIS MAY.

MY NEIGHBORS ESPECIALLY THOSE WHO HAVE CHILDREN AT THE MIDDLE SCHOOL ARE VERY WORRIED ABOUT THE IMPLICATIONS OF HAVING SUCH BUSINESS SO CLOSE TO OUR MIDDLE SCHOOLERS WHO WILL BE TEMPTED TO GO BUY SNACKS AND, YOU KNOW, HANG OUT OR WHAT HAVE YOU.

I HAVE A FEW.

I HAVE SOME FACTS, SOME DATA ABOUT WHAT THAT KIND OF BUSINESS CAN CAN MEAN AND HOW IT CAN AFFECT TRAFFIC, PUBLIC SAFETY.

SO JUST BEAR WITH ME HERE FOR A SECOND.

SO AS FAR AS TRAFFIC SAFETY HAZARDS HEAVY TRUCKS ARE INVOLVED IN A HIGHLY DISPROPORTIONATE NUMBER OF FATAL CRASHES COMPARED TO OTHER VEHICLES, ACCORDING TO A 2020 STUDY CONDUCTED BY THE NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRATION.

PLACING TRUCKS IN CLOSE PROXIMITY TO RESIDENTIAL NEIGHBORHOODS HEIGHTENS THE RISK OF ACCIDENTS, INJURY AND DEATH FOR PEDESTRIANS, CYCLISTS AND MOTORISTS ALIKE.

AIR AND NOISE POLLUTION.

THIS FACILITY WILL INVOLVE A LARGE NUMBER OF HEAVY TRUCKS REFUELING OR IDLING AT ALL HOURS OF THE DAY.

CHRONIC EXPOSURE TO DIESEL EXHAUST IS A MAJOR RISK FACTOR FOR RESPIRATORY ILLNESSES, CARDIOVASCULAR DISEASE, AND ADVERSE BIRTH OUTCOMES. THE FACILITY WILL ALSO FILL OUR COMMUNITY WITH LOUD AND INTRUSIVE NOISES.

CHRONIC EXPOSURE TO NOISE POLLUTION INCREASES RISK OF HYPERTENSION AND COGNITIVE IMPAIRMENT, ACCORDING TO A 2011 STUDY BY THE WORLD HEALTH ORGANIZATION. LAST BUT NOT LEAST, CRIME AND SAFETY TRUCK STOPS ACT AS HUBS FOR TRANSIENT COMMERCIAL ACTIVITY, AS WELL AS SOLICITATION AND ILLEGAL DRUG DISTRIBUTION.

A 2018 STUDY BY THE US BUREAU OF JUSTICE STATISTICS IDENTIFIED A STRONG CORRELATION BETWEEN THE PRESENCE OF TRUCK STOPS AND ELEVATED RATES OF THEFT, DRUG TRAFFICKING, AND VIOLENT OFFENSES, PUTTING SUCH A FACILITY WITHIN SIGHT OF OUR MIDDLE SCHOOL.

THERE'S A SENIOR CENTER AND NEIGHBORHOOD PUTS OUR MOST VULNERABLE RESIDENTS UNDER HEIGHTENED RISK.

MY NEIGHBORS AND I ARE ASKING EVERYBODY TO COME AND SPEAK.

AT THE NEXT, WE'LL SPEAK STAND UP PROTEST AT THE NEXT CITY COUNCIL MEETING NEXT TUESDAY AT 630.

WE WON'T BE ON THE AGENDA, BUT WHOEVER WANTS TO SPEAK CAN SPEAK FOR THREE MINUTES.

AND SO, WE'RE HOPING TO GIVE THE MESSAGE TO CITY COUNCIL.

WE ARE NOT ON BOARD WITH THIS TYPE OF BUSINESS SO CLOSE TO OUR KIDS.

THANK YOU.

OKAY. THANK YOU, MISS MEZA.

APPRECIATE IT.

WE WILL NOW MOVE ON TO ITEM SEVEN CLOSED SESSION.

[CLOSED SESSION]

THE BOARD OF TRUSTEES ON MARCH 25TH, 2024, BEGINNING AT 7:25 P.M.

[00:55:06]

WILL CONVENE IN CLOSED SESSION AND IN ACCORDANCE WITH THE TEXAS OPEN MEETING ACT, FOR THE PURPOSE OF DISCUSSING ITEMS LISTED UNDER TEXAS GOVERNMENT CODE SECTION 51.072, 551.074 AND 551.076.

NO FINAL ACTION DECISIONS OR VOTES WILL BE TAKEN WHILE THE BOARD IS IN EXECUTIVE SESSION.

NO, YOU DIDN'T SHOOT THE BOARD.

ENDED CLOSED SESSION AT 8:18 P.M.

ON MARCH 25TH, 2024.

THAT WAS THAT. OKAY? WELL, WE WILL NOW MOVE TO ITEM NINE TO BUSINESS CONSENT AGENDA ITEMS A THROUGH F.

[Business: Consent Agenda]

DOES ANYBODY HAVE ANY QUESTIONS ABOUT ANY OF THESE? IF NOT, WE'LL ENTERTAIN A MOTION.

I'LL MAKE A MOTION THAT WE APPROVE THE CONSENT AGENDA AS WRITTEN.

SECOND, WE HAVE A MOTION.

WE HAVE A SECOND. ALL THOSE IN FAVOR SAY AYE.

AYE. ANY OPPOSED? PASSES 7 TO 0.

WE ARE NOW GOING TO MOVE TO ITEM.

[2024 TASB Pay and Stipend Report]

9.B COMMUNICATION.

WE'RE GOING TO START WITH B 2024 TASB PAY AND STAFFING REPORT.

WE LET THIS GUY GO HOME BEFORE MIDNIGHT.

GOOD EVENING, SCHOOL BOARD AND MR. ESTRADA. EACH YEAR WE PARTNER WITH TASB TO DO A STUDY ON ALL OF OUR SALARIES ACROSS THE WHOLE DISTRICT, NOT JUST TEACHERS.

THIS INCLUDES ALL OF OUR HOURLY EMPLOYEES, AUXILIARY AND OUR SALARY AND OUR TEACHERS.

SO, MR. ZACH HOBBS IS HERE FROM TASB TO PRESENT THE RESULTS OF THAT PAY STUDY.

THANK YOU. NICOLE.

APPRECIATE YOU GUYS ALLOWING ME THE TIME TO COME BACK AND VISIT WITH YOU.

GET TO DO THIS EVERY YEAR.

IT'S ALWAYS A PLEASURE TO COME HERE, BUT THIS IS THE TIME OF BOARD MEETINGS RIGHT NOW FOR US.

AND SO, I APPRECIATE YOU MOVING ME UP ON THE AGENDA.

I'VE BEEN ON THE ROAD A LOT LATELY AND I GOT MORE TO COME.

SO, I'M HERE TONIGHT TO SHARE THE DETAILS OF OUR MOST PREVIOUS REVIEW OF THE SALARIES AND TALK ABOUT SOME RECOMMENDATIONS FOR THE DISTRICT TO CONSIDER AS YOU'RE LOOKING AT YOUR BUDGET GOING FORWARD.

JUST A REMINDER ABOUT THE PROCESS.

WE GO THROUGH THE SIMILAR PRESENTATION, WHAT YOU GUYS HAVE SEEN FROM ME IN THE PAST, BUT WE START WITH A PLANNING MEETING AT THE BEGINNING OF THE PROJECT, AND THEN WE COLLECT DATA THAT THAT DATA IS USED TO DRIVE THE MARKET ANALYSIS AND OUR DECISION MAKING.

SO, AFTER WE GET THE DATA COLLECTED, WE DO CONDUCT OUR MARKET PAY REVIEW THAT'S MATCHING JOBS IN LOCKHART ISD TO LIKE JOBS OUT IN OTHER DISTRICTS AND OUT IN THE PRIVATE SECTOR.

WHEN THAT DOES APPLY.

FROM THERE, WE TAKE THAT DATA FROM THE MARKET ANALYSIS, AND WE BUILD MODELS FOR IMPROVEMENT.

THAT CAN BE ADJUSTING PAY STRUCTURES TO BE MORE COMPETITIVE, OR IT CAN BE LOOKING AT INDIVIDUAL PAY RATES AND PROVIDING GUIDANCE ON SOME SALARY ADJUSTMENTS TO ADDRESS ANY INEQUITIES THAT WE MIGHT SEE.

I ALWAYS LIKE TO TALK ABOUT OBJECTIVES OF A PAY SYSTEM.

I THINK THESE ARE FOUR STRONG OBJECTIVES FOR BOARD MEMBERS TO THINK ABOUT.

THESE ARE FOUR OBJECTIVES WE THINK ABOUT AS WE GO THROUGH THE PROCESS.

THE FIRST ONE TOP LEFT IS RETAINING EMPLOYEES.

SO THAT IS A GOAL OF THE PAY SYSTEM THAT THAT WE WORK WITH, WITH SCHOOL DISTRICTS AND WITH LOCKHART ISD IS WE HELP TO TRY TO BUILD A PAY SYSTEM THAT WILL HELP RETENTION OF EMPLOYEES.

THERE'S A LOT OF WAYS TO HELP RETAIN EMPLOYEES' CULTURE, LEADERSHIP MENTORSHIP.

BUT WHEN YOU'RE TALKING ABOUT PAY, ONE OF THE BEST THINGS YOU CAN DO TO RETAIN EMPLOYEES IS GIVING REGULAR GENERAL PAY INCREASES, ADVANCING PAY TO MARKET RATES FOR THOSE THAT ARE BELOW MARKET, AND GIVING REGULAR COMPETITIVE PAY INCREASES ON AN ANNUAL BASIS.

SO THAT'S IMPORTANT TO HELP RETAIN EMPLOYEES.

I'M MOVING TO THE TOP RIGHT.

CONTROLLING COST IS ANOTHER PAY SYSTEM OBJECTIVE.

OBVIOUSLY, YOU NEED TO CONTROL YOUR COSTS SO YOUR BUDGET CAN SUPPORT YOUR PERSONNEL COST AND SUPPORT ANY PAY INCREASES THAT YOU ADOPT.

YOU NEED TO MAKE SURE IT'S SUSTAINABLE.

OTHERWISE, YOU END UP WITH SOME OTHER ISSUES, AND YOU DON'T WANT TO GET INTO A SITUATION WHERE YOU HAVE TO LAY OFF EMPLOYEES.

SO, YOU ALWAYS WANT TO MAKE SURE THAT YOUR SALARY PLAN AND PAY INCREASES CAN BE DRIVEN BY YOUR BUDGET, AND YOUR BUDGET WILL SUPPORT THAT.

[01:00:02]

I'M MOVING TO THE BOTTOM LEFT.

PAYING FOR THE JOB VALUE IS ANOTHER OBJECTIVE.

WE RECOMMEND A MARKET-BASED PAY SYSTEM, WHICH MEANS THAT YOU ALIGN PAY RATES WITH WHAT THOSE JOBS ARE WORTH IN THE MARKETPLACE, AND THIS CAN HELP PREVENT OVERPAYMENT OR UNDERPAYMENT OF JOBS.

THAT'S VERY IMPORTANT.

UNDERPAYMENT WOULD LEAD TO MORE TURNOVER.

OVERPAYMENT IS NOT A GOOD USE OF FUNDS.

AND SINCE YOU'RE DEALING WITH PUBLIC FUNDS, YOU WANT TO MAKE SURE YOU'RE BEING GOOD STEWARDS OF FUNDS.

SO, THE STRUCTURES WE PROVIDE WILL HELP PREVENT OVERPAYMENT AND UNDERPAYMENT.

AND LAST IS RECRUITING EMPLOYEES.

THERE ARE GOING TO BE TIMES WHEN YOU HAVE VACANCIES AND TURNOVER.

WHEN THAT HAPPENS, YOU WANT TO MAKE SURE THAT YOU HAVE A COMPETITIVE PAY STRUCTURE IN PLACE THAT HELP RECRUIT EMPLOYEES.

WHAT THIS MEANS IS IF YOUR STRUCTURE IS STRONG AND SOUND, THEN WHEN YOU HAVE VACANCIES, YOU CAN OFFER COMPETITIVE ENTRY RATES AND ALSO COMPETITIVE RATES THAT ACCOUNT FOR EXPERIENCE THAT THOSE APPLICANTS ARE BRINGING TO THE TABLE.

THIS IS A SNAPSHOT OF THE PEER DISTRICTS THAT WE USED IN THE REVIEW.

THIS IS THE SAME PEER DISTRICTS WE'VE USED HISTORICALLY.

WE'VE KEPT THE SAME PEER DISTRICTS TO SEE PATTERNS AND TRENDS AND SEE HOW THE DISTRICT HAS PROGRESSED OVER TIME.

BUT THESE ARE THE 12 DISTRICTS THAT WE'VE USED IN THE REVIEW.

AND THEN I ALWAYS LIKE TO JUST NOTE THAT WE DO USE SOME PRIVATE SECTOR DATA FROM THE AUSTIN AREA FOR JOBS THAT COMPETE OUT IN THE PRIVATE SECTOR.

THE TWO ORGANIZATIONS WE WORK WITH TO PULL THAT DATA FROM ARE ECONOMIC RESEARCH INSTITUTE AND COMP ANALYST.

SO, IT GIVES US A BROAD AREA OF DATA COMING FROM BOTH OF THOSE SOURCES SO THAT WE CAN ENSURE THAT DATA IS ACCURATE.

THIS IS A PIE CHART OF YOUR CURRENT TEACHING EXPERIENCE.

SO, THIS IS THE CURRENT TEACHERS IN LOCKHART ISD AS OF THIS SCHOOL YEAR WHEN WE COLLECTED DATA.

SO, AT THE TIME THERE WERE 436 TEACHERS.

WHAT THIS PIE CHART SHOWS ME IS YOU HAVE A FAIRLY YOUNG TEACHING STAFF OVERALL, AND WHEN I'M SAYING YOUNG, I'M TALKING ABOUT THEIR EXPERIENCE LEVEL.

YOU HAVE A LARGE NUMBER OF TEACHERS IN THE 1-TO-5-YEAR RANGE, 34% OF YOUR STAFF AND A LARGE NUMBER IN THE 6 TO 10 RANGE, 23% OF YOUR STAFF THEY MAKE UP OVER HALF OF YOUR TEACHERS, THE 1 TO 2, TEN-YEAR RANGE.

AND THEN YOU'VE GOT 9% THAT ARE BRAND NEW TO THE TEACHING PROFESSION.

SO, YOU HAVE A YOUNG STAFF AND THAT CAN BE A BENEFIT IF YOU CAN MAINTAIN THEM AND RETAIN THEM AND GROW THEM INTO THE TEACHERS YOU WANT.

HOWEVER, A LOT OF STUDIES SHOW THAT THAT 1- TO 5-YEAR RANGE IS CRITICAL.

THAT'S WHEN TEACHERS ARE TRYING TO DECIDE IF THEY'RE GOING TO STAY IN THE PROFESSION OR NOT.

SO THAT'S AN IMPORTANT TIME.

AND SO ENSURING THAT THEY'RE GETTING THE SUPPORT THEY NEED, ALONG WITH COMPETITIVE SALARIES, CAN HELP PREVENT THEM FROM LEAVING THE PROFESSION OR LEAVING LOCKHART ISD.

SO IS THIS ARE WE FAIRLY TYPICAL TO OTHER DISTRICTS, OR ARE WE A LITTLE BIT DIFFERENT OR IN THIS REGARD? WELL, IT IT VARIES FROM DISTRICT TO DISTRICT AND GEOGRAPHICALLY.

AND I THINK A LOT OF THINGS WHAT I'VE SEEN THAT DRIVE IT IS THE.

THE LOCATION COMPARED TO A BIG METROPLEX.

SO WITH.

WHERE LOCKHART ISD IS CLOSE TO AUSTIN.

THIS IS NOT ENTIRELY UNUSUAL TO HAVE A FAIRLY YOUNG STAFF.

HERE, HERE'S WHAT DRIVES THAT.

SOME WHEN YOU HAVE A SUBURB OF A OF A METROPLEX, WE SEE THAT A LOT OF TIMES THE.

YOU KNOW, STUDENTS COMING OUT OF UNIVERSITIES WITHIN THE BIG METROPLEX ARE LOOKING FOR FOR JOBS.

THEY WANT TO TRY TO STAY CLOSE TO WHERE THEY GRADUATED FROM IN THOSE BIG DISTRICTS WILL FILL UP AND THEN THEY MOVE OUT TO THE SUBURBS. SO A LOT OF TIMES YOU WILL GET A LOT OF YOUNG STAFF COMING IN TO THOSE SUBURBS.

WHAT? WE END UP SEEING IS A LOT OF DISTRICTS DON'T MAINTAIN THOSE STAFF.

THEY END UP LEAVING AND GOING BACK TO THE BIGGER DISTRICTS WHEN THE OPPORTUNITY PRESENTS ITSELF.

SO YOU END UP HAVING A TURNOVER IN THESE EARLY YEARS.

AND YOU END UP WITH YOUNG STAFF COMING BACK IN OVER AND OVER AND OVER, AND THEY LEAVE AND GO TO THE BIGGER DISTRICTS AND NEW STAFF COME IN THAT ARE BRAND NEW.

SO THIS IS NOT UNUSUAL.

WHAT YOU WANT TO TRY TO DO OVER TIME IS MOVE THOSE 1 TO 5 YEARS TO THAT 6 TO 10 AND TRY TO SHRINK THAT 1 TO 5.

THAT'S WHAT YOU OUGHT TO SEE HAPPEN OVER TIME.

THAT MEANS YOU'RE HAVING SOME OF THAT RETENTION AND THEY'RE NOT LEAVING TO GO BACK TO THE METROPLEX, TO THE CITY.

BUT THAT'S WHAT YOU WANT TO TRY TO ACCOMPLISH.

SO THAT'S KIND OF A LOADED QUESTION BECAUSE, YOU KNOW, I CAN SAY THAT, BUT THEN I CAN GO TO ANOTHER DISTRICT SIMILAR LOCKHART, AND IT CAN LOOK COMPLETELY DIFFERENT.

THERE'RE SO MANY VARIABLES INVOLVED.

BUT I WOULD SAY FOR A SUBURB OF A, OF A METROPOLITAN AREA, THIS IS NOT UNUSUAL.

[01:05:07]

MARK, YOU HAVE SOMETHING TO ADD? YES. THANK YOU.

THIS IS PART OF THE REASON WHY THE LAST COUPLE OF YEARS, WE'VE.

WE'VE IMPLEMENTED THE STRATEGY THAT WE HAVE SO THAT MR. HOBBS WAS MENTIONING, YOU KNOW, IN SMALLER DISTRICTS WE DON'T HAVE THE.

POWER OF SCALE THAT BIG DISTRICTS HAVE.

THEIR ABILITY AND FUNDING AND JUST THE RESOURCES THEY HAVE.

AND SO, IF WE CAN PAY TEACHERS AND HAVE A PAY STRUCTURE THAT.

YOU KNOW, WE'RE GOING TO BE MUCH MORE COMPETITIVE WITH THOSE LARGER DISTRICTS.

IT GIVES US A BETTER CHANCE TO KEEP THEM IN THOSE YEARS, 6 TO 30, BECAUSE, YOU KNOW, IN THE PAST THEY COULD GET PAID A LOT MORE IN BIGGER DISTRICTS BECAUSE OF THE PAY STRUCTURE.

SO THAT'S WHY WE KIND OF SHIFTED THAT.

AND WE'LL HAVE SOME DATA HERE COMING THAT I THINK WILL SHOW THAT THAT'S KIND OF WORKING.

OKAY. YEAH.

A GOOD POINT, MARK. AND YOU'LL SEE THAT HERE IN A MINUTE.

THE STRATEGIES THAT WERE IMPLEMENTED A COUPLE YEARS AGO.

OVER TIME SHOULD HELP THIS.

I MEAN THESE YOUNG TEACHERS ARE WOULD HOPEFULLY SEE THAT YOUR SALARIES ARE COMPETITIVE IF THEY'LL HANG ON HERE AT LOCKHART ISD.

AND SO, WE'LL SEE THAT HERE IN A MINUTE.

SO HERE HERE'S A I WANT TO POINT OUT THIS IS FROM THE 2122 SCHOOL YEAR.

BUT THIS IS A SNAPSHOT OF YOUR MARKET COMPARISON FOR THE 21-22 SCHOOL YEAR.

AND I WANT TO SHOW YOU THE PROGRESS THAT YOU'VE MADE OVER THE PAST COUPLE OF YEARS AND THE CHANGES THAT HAVE HAPPENED WITH YOUR SALARY STRUCTURE.

SO BACK IN 21-22, THIS ORANGE LINE IS LOCKHART ISD SALARY IN 21-22 AND THE BLUE LINE WAS THE LOCAL MARKET MEDIAN BACK IN 21-22.

SO THAT BLUE LINE, WHAT THAT MEANS IS HALF OF THE PEER DISTRICT, SIX OF THE DISTRICTS ARE PAYING ABOVE THAT LINE, SIX ARE PAYING BELOW.

SO, YOU CAN SEE THAT LOCKHART ISD WAS JUST BELOW THE MEDIAN.

IT PRETTY MUCH ALL SURVEYED POINTS ON OUR DATA.

YOU WERE MORE COMPETITIVE EARLY ON IN YEARS ZERO THROUGH FIVE.

AND THEN YOU STARTED TO FALL A LITTLE BIT AWAY FROM THE MEDIAN AT YEARS TEN, 15 AND 20.

BUT AGAIN, THIS WAS 21-22.

NOW I WANT TO SHOW YOU WHAT HAPPENED OVER THE PAST COUPLE OF YEARS.

SO GOING TO 22, 23 THE DISTRICT MADE A STRATEGIC EFFORT MOVING INTO 2223 TO INCREASE SALARIES FOR EXPERIENCED TEACHERS, TRYING TO DRIVE THOSE SALARIES UP FOR EXPERIENCED TEACHERS AND VALUE THAT EXPERIENCE.

AND YOU CAN SEE HOW THAT WORKED IN THIS SITUATION.

SO, IN 22-23, YOUR SALARIES WERE STILL A LITTLE BELOW MARKET MEDIAN AT 0 TO 5 YEARS.

YOU'RE SLIGHTLY BELOW THE BLUE LINE THERE.

BUT THEN STARTING AT YEAR TEN, YOU'RE ABOVE MARKET MEDIAN BY QUITE A BIT.

AND YOU STAYED ABOVE MARKET MEDIAN AT YEAR 15 AND UP TO YEAR 20.

SO THAT WAS A STRATEGIC EFFORT BY THE DISTRICT TO DO THAT.

AND I THINK IT'S WORKING.

IF WE START LOOKING AT THE DATA, I THINK IT'S WORKING.

BUT YOU GUYS ARE VERY COMPETITIVE.

WHEN YOU START CROSSING ABOUT THE EIGHT-YEAR MARK, YOU START BECOMING VERY COMPETITIVE IN YOUR SALARIES.

I THINK THE GOAL THERE AND THE HOPE FROM ADMINISTRATION IS THAT THOSE TEACHERS IN THAT 1-TO-10-YEAR RANGE, WHERE MOST OF YOUR STAFF ARE, ARE SEEING THIS.

AND WE'LL SEE IF I CAN HANG ON AT LOCKHART ISD.

I'M GOING TO I'M GOING TO SEE SOME BENEFITS IN MY SALARY DOWN THE ROAD.

AND I THINK THIS VISUAL IS THE MOST POWERFUL VISUAL TO SHOW YOU THAT, BECAUSE IF YOU CAN GO BACK TO THE 21 YEAR, YOU'LL SEE WE'RE BELOW AND EVERYTHING, RIGHT? AND YOU CLEARLY SEE THAT CHANGES.

SO, IT'S NOT LIKE WE WERE EVER AHEAD AT THE ZERO YEARS OF EXPERIENCE.

BUT YOU CAN CLEARLY SEE THE INVESTMENTS WE'VE MADE AND, AND I THINK YOU HAVE ONE MORE YEAR TO IT SHOWS THAT IT SPREADS OUT A LITTLE MORE AS WELL.

YES I DO. SO YEAH.

JUST TO KIND OF REITERATE WHAT MARK'S SAYING, YOU DIDN'T LOSE A WHOLE LOT OF GROUND IN 0 TO 5.

YOU KNOW, MAYBE IT MAY BE A LITTLE BIT, BUT YOU GAIN SIGNIFICANTLY AFTER YEAR FIVE.

SO, I THINK THAT'S SOMETHING TO POINT OUT.

BUT THEN IF WE MOVE TO 23-24, THIS IS THIS SCHOOL YEAR.

AND SO, FOR LAST YEAR, WHAT Y'ALL ADOPTED FOR THE 2324 SCHOOL YEAR, IT WAS ANOTHER STRATEGIC EFFORT TO TRY TO IMPROVE THOSE SALARIES.

AND SO WE KEPT THOSE SALARIES VERY COMPETITIVE BEYOND AROUND YEAR EIGHT OR SO.

WHAT WE'RE SEEING THOUGH IS YOU ARE STARTING TO FALL A LITTLE BIT FURTHER AWAY FROM MARKET EARLY ON FROM 0 TO 5 THERE.

SO THAT'S SOMETHING THAT WE WANT TO KEEP AN EYE ON.

YOU KNOW, THERE'S SOME STRATEGY THERE, BUT IT'S HOW FAR DO YOU WANT TO ALLOW THAT TO, TO FALL DOWN, TO CONTINUE TO INCREASE THOSE EXPERIENCED SALARIES.

[01:10:03]

AND SO THAT'S SOMETHING THAT WE WANT TO TALK ABOUT TONIGHT.

BUT AGAIN, IN 23-24, WE MADE MORE PROGRESS WITH THOSE EXPERIENCED TEACHERS.

SO, THIS IS JUST ANOTHER REPRESENTATION OF THE MARKET COMPARISON FOR THIS YEAR FOR THE 23-24 SCHOOL YEAR, JUST KIND OF SHOWS THE NUMBERS BEHIND IT.

SO, AT OUR FIVE SURVEYED POINTS AT ZERO YEARS.

LOCKHART ISD IS CURRENTLY AT 52 400.

THE LOCAL MARKET MEDIAN IS AT 54.9.

THAT IF YOU LOOK AT THAT AT A PERCENTAGE BASIS, YOU'RE 5% BELOW THE MEDIAN VALUE.

AT A DOLLAR AMOUNT, YOU'RE $2,500 BELOW.

I LIKE TO KIND OF LOOK AT THE DOLLAR AMOUNTS.

IT GIVES YOU AN IDEA.

YOU THINK ABOUT A TEACHER AND THEY'RE THINKING ABOUT, WELL, WHAT'S MY ANNUAL SALARY COMPARED TO PEERS.

KIND OF GIVES YOU AN IDEA.

SO, ZERO YOUR SALARY.

YOUR TEACHER SALARIES ARE $2,500 BELOW THE MEDIAN, THE MIDDLE VALUE OF THOSE 12 PEER DISTRICTS.

AT FIVE YEARS, YOU'RE ABOUT THE SAME PLACE, 2580 BELOW.

AT TEN YEARS, THIS IS WHERE YOU START BECOMING MORE COMPETITIVE.

SO SOMEWHERE AROUND THE EIGHT-YEAR MARK, YOU START CROSSING OVER.

SO, YOU'RE 1788 ABOVE THE MEDIAN AT TEN YEARS, AT 15 YEARS, OR 1513 ABOVE, AND THEN AT 20 YEARS, YOU'RE 2128 ABOVE.

SO AGAIN, VERY COMPETITIVE AS YOUR EXPERIENCE INCREASES ACROSS THE BOARD THERE.

ONE THING, ONE THING WE LOOK AT ALSO IS, YOU KNOW, HAVE THE NUMBER OF COLLEGE GRADUATES WITH ZERO YEARS OF EXPERIENCE.

ARE WE SEEING A DIFFERENCE THERE IN THEIR APPLYING OR ESPECIALLY LIKE STUDENT TEACHERS.

AND WE HAVEN'T. SO THAT'S SOMETHING WE'VE BEEN WATCHING CLOSELY TO SEE.

WELL, YOU KNOW, IF SOMEONE'S STUDENT TEACHERS HERE, ARE THEY GOING TO GO TO ANOTHER NEIGHBORING DISTRICT FOR AN EXTRA $1,000 STARTING PAY? AND THE ANSWER IS NO. IF THEY IF WE CAN GET THEM HERE, YOU KNOW, THEY LIKE THE CULTURE, LIKE THE, THE SCHOOL YOU KNOW, THEY WILL THEY, THEY WILL, THEY WILL WORK HERE.

SO, IF THAT WERE TO CHANGE, WELL, THEN MAYBE WE WOULD NEED TO SHARE THAT WITH THE BOARD OF LIKE, OKAY, I THINK WE STRETCHED THIS AS FAR AS YOU KNOW, WE CAN IT'S STARTING TO CAUSE AN ISSUE WITH APPLICANTS.

BUT WE HAVEN'T SEEN THAT.

YOU KNOW, OUR APPLICANT POOL IS THE SAME AS OTHERS.

YOU KNOW, I THINK STATEWIDE WE'VE SEEN LESS APPLICANTS.

BUT I THINK WHEN WE COMPARE OUR APPLICANT POOL TO OUR NEIGHBORS THERE'S NOT A DIFFERENCE IN THAT 0-TO-5-YEAR CATEGORY.

I THINK YEAR SIX FOR US IS WHERE YOU REALLY SEE THAT, THAT BIG JUMP.

AND I'LL TELL THE BOARD AS WELL, YOU KNOW, OUR TEACHERS KNOW THIS AND THEY, THEY ARE WAITING FOR THAT SIX YEAR TO, TO GET THE BIG BUMP. IF WE HIRE NEW TEACHERS AND THERE'S ANY DEBATE ABOUT THIS IS MY FIFTH OR SIXTH YEAR, THEY KNOW IT AND THEY'RE ASKING THOSE QUESTIONS, SO THEY RECOGNIZE IT.

YEAH, WELL, YOU'LL SEE THE YEAR SIX COME UP AGAIN IN THE RECOMMENDATIONS.

WE'LL TALK A LITTLE BIT ABOUT THAT.

A LITTLE SIDE NOTE, I DID A TRAINING SESSION BACK IN THE FALL WITH A COLLEAGUE OF MINE, AND WE WERE DOING A LOT OF RESEARCH ON, ON TEACHER CANDIDATES AND, YOU KNOW, THE RECRUITMENT ISSUES THERE.

ONE THING THAT WE FOUND THAT WAS PRETTY SURPRISING WAS THE LARGEST PERCENT OF TEACHERS THAT ARE COMING IN TO THE WORKFORCE RIGHT NOW ARE RETURNING TEACHERS.

SO, THEY LEFT FOR WHATEVER REASON A FEW YEARS AGO, PROBABLY HAD SOMETHING TO DO WITH THE PANDEMIC, I WOULD GUESS.

BUT WE'RE SEEING THAT THE LARGEST PERCENTAGE OF TEACHERS BEING HIRED RIGHT NOW ARE ACTUALLY RETURNING TEACHERS THEY HAD TAUGHT PREVIOUSLY.

GOTTEN OUT OF THE PROFESSION FOR WHATEVER REASON.

DON'T KNOW WHY, BUT THEY'RE COMING BACK.

AND I JUST THOUGHT THAT WAS INTERESTING.

SO, IF YOU KNOW OF ANY TEACHERS THAT HAVE LEFT AND ARE NOT IN THE WORKFORCE, THAT MIGHT BE A GOOD RECRUITING TOOL.

SO, SOMETHING TO THINK ABOUT THERE.

DO WE KNOW WHAT YEARS OF EXPERIENCE THEY TYPICALLY HAVE? THESE RETURNING TEACHERS LIKE THE AVERAGE I DO NOT KNOW THE ANSWER TO THAT ONE.

NO. MR. ESTRADA DO OTHER DISTRICTS LIKE US THAT DON'T HAVE THE RESOURCES TO GIVE THE SALARY FROM YEARS 1 TO 5? DO THEY GIVE LIKE EXTRA PERKS TO HELP THEM? WHAT DOES THAT? HOW DOES THAT WORK? WELL, I THINK OUR TOTAL COMPENSATION IS MUCH BETTER.

I MEAN, OUR INSURANCES ARE BETTER.

YOU KNOW, WHEN YOU LOOK AT CLIMATE AND CULTURE, I THINK IT'S BETTER YOU KNOW, AND, AND AGAIN, WE'RE STILL 95% OF THE MARKET. I MEAN, I THINK THAT THAT LAST SLIDE WHERE YOU KNOW, WE ARE STILL 95% OF THE MARKET AND WHICH MEANS THAT THERE ARE A LOT OF PLACES WHO PAY LESS THAN US, YOU KNOW.

BUT WHEN WE'RE LOOKING AT, YOU KNOW, THE SCHOOLS THAT WE'RE COMPARING, I MEAN, IT'S ALL LARGER.

WE'RE THE SECOND SMALLEST DISTRICT, I THINK, IN THE COMPARISON GROUP.

AND THAT MAKES A DIFFERENCE.

BUT I STILL THINK THAT YOU KNOW, WE ARE VERY COMPETITIVE.

AND I THINK IF WE WERE TO KEEP THAT OLD MODEL, WE KNOW WHAT WAS HAPPENING.

[01:15:01]

AND IT'S WHAT HAPPENED STATEWIDE.

TEACHERS GET EXPERIENCE AND THEN THEY GO SOMEWHERE ELSE WHERE THEY'RE GOING TO MAKE MORE MONEY.

AND IF WE CAN STOP THAT FROM HAPPENING, I THINK IT GIVES US A BETTER OPPORTUNITY TO RETAIN PEOPLE LONG TERM.

I'LL ADD A LITTLE BIT TO THAT.

YOU KIND OF SEE IT SOMEWHAT RIGHT HERE, AND IT'S WORSE IN SOME AREAS OF THE STATE.

BUT A FEW YEARS BACK THERE WAS THIS RACE TO TRY TO GET STARTING SALARIES UP.

IT WAS REALLY BAD IN THE HOUSTON AREA AND THE DFW METROPLEX, AND IT ENDED UP CREATING A VERY FLAT TEACHER SALARY SCHEDULE WHERE THERE WASN'T MUCH DIFFERENCE BETWEEN A STARTING TEACHER AND A 20-YEAR TEACHER.

AND SO, I HONESTLY.

LIKE WHERE YOU GUYS ARE GOING A LITTLE BIT, YOU KNOW, IT'S VALUING THE EXPERIENCE AND CREATING MORE OF A, YOU KNOW, A CAREER GROWTH FOR TEACHERS THAT STAY IN THE CLASSROOM.

YOU KNOW, BEFORE AND WE'RE CREATING THIS FLAT SALARY SCHEDULE, THE ONLY WAY TO GET YOUR SALARY UP WOULD BE TO MOVE INTO ANOTHER ROLE.

COUNSELOR. ASSISTANT. PRINCIPAL.

PRINCIPAL. OH.

THAT COULD PREVENT SOME GOOD TEACHERS FROM STAYING IN THE CLASSROOM.

SO, I THINK THIS IS A GOOD STRATEGY FOR THAT SENSE, TOO.

SO, SOMETHING TO THINK ABOUT THERE.

WELL, I THINK WE HEARD FROM A LOT OF TEACHERS THAT WERE EXPERIENCED, THAT THEY WERE LOOKING AROUND.

AND THE FACT THAT WHEN YOU'RE VALUED AND YOU'RE VALUED BY AN INCREASE, THEY REALLY FELT THAT THAT THAT SAID A LOT BECAUSE WE GOT A LOT OF PEOPLE, YOU KNOW, OUT ON THE STREET TELLING US, GREAT THAT YOU ALL THOUGHT ABOUT OUR EXPERIENCE BECAUSE, YOU KNOW, IN SOME AREAS.

INEXPERIENCED TEACHERS ARE GETTING MORE RECOGNITION THAN US.

WE'RE NOT BEING VALUED, SO WHY SHOULD WE STAY? SO, I THINK THAT'S SHOWING UP THOUGH, TOO, THAT THEY SEE THAT THEY'RE BEING VALUED.

AND THEN EARLIER, I MEAN INEXPERIENCED TEACHERS, THEY VALUE THE CULTURE, THE FACT THAT PEOPLE ARE SUPPORTING THEM, THE FACT THAT THEY'RE YOUNG AND INEXPERIENCED AND THEY'RE PEOPLE AT CENTRAL OFFICE THAT ARE ACTUALLY REACHING OUT TO THEM, AND THAT MAKES A BIG DIFFERENCE TO INEXPERIENCED TEACHERS, I AGREE.

THEY SAY PAY IS IMPORTANT, BUT REALLY, THE NUMBER ONE REASON THAT TEACHERS LEAVE IS BECAUSE OF LACK OF SUPPORT.

YOU KNOW, YOU KNOW, OR POOR LEADERSHIP OR HOWEVER YOU WANT TO CALL THAT.

BUT YES. SOME OTHER THINGS WE ALWAYS LOOK AT ARE JUST SOME COMMON TEACHING AREA STIPENDS.

THESE ARE A FEW COMMON ONES AMONG YOUR PEER DISTRICTS, AND WE SHOW WHAT LOCKHART IS PAYING HERE.

SO, YOUR MASTER'S DEGREE STOPPING IS AT 1200 COMPARED TO THE MEDIAN STOPPING VALUE AMONG THE PEER DISTRICTS OF 1500.

SECONDARY MATH AND SCIENCE.

LOCKHART IS CURRENTLY NOT PAYING THOSE.

YOU CAN SEE THAT SIX OF THE 12 DISTRICTS ARE PAYING THOSE 3000 FOR MATH AND 1007 50 FOR SCIENCE.

WE'LL TALK A LITTLE BIT MORE ABOUT SCIENCE COMING UP HERE IN A MINUTE TO TALKING WITH THE DISTRICT.

THAT'S AN AREA OF CONCERN.

AND SO, I'VE GOT A RECOMMENDATION TO, TO THINK ABOUT FOR THE SCIENCE THERE.

SO AGAIN, 6 TO 12 ARE PAYING A SCIENCE STOP IN AT 1750 FOR THE MEDIAN.

SAME THING WITH SPECIAL EDUCATION.

SPECIAL EDUCATION. THERE'RE TWO AREAS THERE.

THERE'S THE GENERAL RESOURCE WHICH SHOULD BE CO-TEACHING AND INCLUSION OR RESOURCE SETTING.

YOU'RE AT 2000 COMPARED TO THE MEDIAN VALUE OF 1500.

AND HIGH NEEDS WOULD BE A SELF-CONTAINED UNIT, HIGH SPECIAL NEEDS STUDENTS.

Y'ALL ARE PAYING 2500 COMPARED TO THE MEDIAN VALUE OF 3000.

THE HIGH NEED STIPEND HAS GROWN A LOT THE PAST COUPLE OF YEARS, AND IT'S STILL GETTING A LOT OF TALK FROM DISTRICTS I'M WORKING WITH, AND I HAVE WORKED WITH.

IF THEY HAVE THAT STOP AND THEY'RE LOOKING AT INCREASING IT, IF THEY DON'T HAVE IT, THEY'RE LOOKING AT ADDING THAT BECAUSE THEY'RE DEALING WITH A LOT OF TURNOVER IN THAT HIGH NEEDS AREA. SO, YOU'RE CURRENTLY BELOW THE MARKET JUST A LITTLE BIT THERE.

SO, YOUR BILINGUAL STIPENDS COMPETITIVE? I'VE SEEN THE BILINGUAL STOP AND START TO LEVEL OUT.

THERE HADN'T BEEN MUCH MOVEMENT IN THAT IN THE PAST COUPLE OF YEARS.

I THINK YOU'RE AT A PRETTY GOOD PLACE THERE BASED ON WHAT I'M HEARING.

HERE'S A SNAPSHOT OF THE MARKET ANALYSIS OF YOUR NON-TEACHING PAY GROUPS.

AND SO, I'VE GOT IT SPLIT UP INTO TO SOME SUBGROUPS HERE.

WE'VE GOT CENTRAL ADMINISTRATION WHICH IS GOING TO BE YOUR DIRECTORS.

AND ABOVE AT CENTRAL OFFICE.

YOUR CAMPUS ADMINISTRATION IS GOING TO BE YOUR PRINCIPALS, ASSISTANT PRINCIPALS, PROFESSIONAL STAFF WILL BE COUNSELORS YOUR SPECIAL EDUCATION SUPPORT STAFF, DIAGNOSTICIANS, LSPS, COORDINATORS, THOSE TYPE OF POSITIONS, CLERICAL AND TECHNICAL SUPPORT IS MAINLY CLERICAL SUPPORT, BUT COULD ALSO INCLUDE PAYROLL SPECIALISTS, SOME OF YOUR BUSINESS OFFICE SPECIALISTS, INSTRUCTIONAL SUPPORT OR CLASSROOM AIDES AND AUXILIARY IS GOING TO BE YOUR MAINTENANCE CHILD NUTRITION TRANSPORTATION CUSTODIAL THOSE TYPE OF EMPLOYEES.

WHAT I SEE HERE OVERALL, AND THIS IS BEEN TYPICAL OVER THE PAST COUPLE OF YEARS FOR, FOR LOCKHART, YOU ARE PAYING YOUR INSTRUCTIONAL

[01:20:02]

SUPPORT. VERY WELL, 103% ABOVE MARKET, THAT FIRST COLUMN AND THEN THE PAY GRADE MIDPOINT TO MARKET THIS MIDDLE COLUMN HERE.

THAT THAT IS SHOWING HOW COMPETITIVE YOUR PAY STRUCTURE IS.

SO, IF YOUR MIDPOINTS ARE COMPETITIVE WITH THE MARKET, THAT'S GOING TO ALLOW YOU TO GIVE COMPETITIVE RATES WHEN YOU'RE REPLACING AN EMPLOYEE, YOU'RE HIRING FOR A VACANCY.

SO AGAIN, INSTRUCTIONAL SUPPORT IS VERY STRONG THERE.

WHERE WE'RE FALLING BELOW THE MOST IS IN CENTRAL ADMINISTRATION.

SO, THERE'S GOING TO BE YOUR DIRECTOR LEVEL AND ABOVE POSITIONS.

PAY IS 9% BELOW IN THE PAY GRADE.

MIDPOINTS ARE 7% BELOW.

I WILL SAY THAT FOR THOSE CENTRAL ADMINISTRATION JOBS AND CAMPUS ADMINISTRATION, TO SOME EXTENT, EXPERIENCE CAN HAVE A BIG IMPACT ON THE COMPARISON TO MARKET BECAUSE THEY'RE SINGLE INCUMBENT POSITIONS.

SO, IF YOU HAVE A LOT OF INEXPERIENCED STAFF IN THERE THAT COULD DRIVE THE PAY DOWN COMPARED TO MARKET, VICE VERSA, IF YOU HAVE A LOT OF EXPERIENCED STAFF IN THERE, THEN YOUR PAY MAY BE ABOVE MARKET RATES, SO IT'S NOT UNUSUAL TO SEE THOSE RATES VARY FROM MARKET CONSIDERABLY AND CHANGE FROM YEAR TO YEAR BECAUSE OF TURNOVER.

BUT I THINK THE, THE POINT THAT I WOULD MAKE IS YOU ARE SUPPORTING YOUR INSTRUCTIONAL SUPPORT INDIVIDUALS.

WELL, YOUR CAMPUS ADMINISTRATION JOBS ARE IN A GOOD PLACE AS WELL AT 97% OF MARKET.

SO, HERE'S THE RECOMMENDATIONS THAT WE'RE BRINGING FORWARD THIS YEAR.

IT'S TO ADOPT THE PROPOSED PAY STRUCTURE.

AND SO, WE'VE MADE SOME MINOR TWEAKS TO THE PAY RANGES JUST TO ADDRESS MARKET ISSUES IN SOME AREAS AND GET YOU MORE COMPETITIVE, GET YOUR STRUCTURES MORE COMPETITIVE IN A FEW AREAS, AND THEN ENSURE THAT NO EMPLOYEES ARE LEFT BELOW THE MINIMUM FOR ANY ADJUSTMENTS TO THE STRUCTURE.

IF AN EMPLOYEE FALLS BELOW THE MINIMUM OF THE NEW STRUCTURE, WE WANT TO ENSURE THAT WE ADJUST THEM UP TO ABOVE THE MINIMUM.

THAT WAY WE KEEP THE INTEGRITY OF THE PAY SYSTEM FOR ONE.

BUT ALSO, IF YOU HAVE A NEW EMPLOYEE COME IN, AT THE MINIMUM, WE ADJUST YOUR RETURNING EMPLOYEE TO 1% ABOVE.

SO THAT WAY THE NEW EMPLOYEE COMING IN AT THE MINIMUM IS BELOW YOUR RETURNING EMPLOYEE.

SO THAT'S SOMETHING WE LOOK AT WHEN WE ADJUST STRUCTURES AND WE MAKE SURE THAT THOSE ADJUSTMENTS ARE MADE.

RECOMMENDATION TWO IS TO ADOPT A GENERAL PAY INCREASE.

SO THE FIRST ONE IS IS ADDRESSING YOUR STRUCTURE.

WE'RE IMPROVING YOUR STRUCTURE TO KEEP PACE WITH MARKET.

RECOMMENDATION TWO IS GIVING A GENERAL PAY INCREASE TO YOUR RETURNING EMPLOYEES.

WE ARE PROVIDING THREE PAY INCREASE MODELS FOR YOU TO CONSIDER AS PART OF YOUR BUDGET PLANNING.

FOR YOUR TEACHERS, JUST A REMINDER, FOR YOUR TEACHERS, WE CALCULATED GENERAL PAY INCREASE AS A PERCENTAGE OF THE MARKET MEDIAN TEACHER SALARY.

AND THEN FOR YOUR NON TEACHER STAFFS, THE GENERAL PAY INCREASE IS A PERCENTAGE OF THE EMPLOYEES PAY GRADE MIDPOINT.

SO THAT'S TREATING THEM THE SAME BECAUSE THE MARKET MEDIAN SALARY REPRESENTS THE MARKET MEDIAN RATE.

FOR TEACHERS. THE PAY GRADE MIDPOINT THEORETICALLY REPRESENTS THE MARKET RATE FOR THE JOBS IN THAT PAY GRADE.

SO, WE'RE TREATING THOSE THE SAME THAT WAY.

AND WE'LL LOOK AT THE DETAILS OF THE THREE MODELS HERE NEXT.

SO, MODEL ONE IS A 2% GENERAL PAY INCREASE FOR ALL STAFF, FOR YOUR TEACHERS, THAT GETS YOU TO A $53,400 STARTING SALARY. IT'S A $1,200 INCREASE FOR ALL CONTINUING TEACHERS.

SO, 2% OF THE MARKET MEDIAN SALARY EQUATES TOM$1,200.

SO, EVERY CONTINUING TEACHER WILL GET $1,200.

THERE'RE ADDITIONAL ADJUSTMENTS IN YEARS ONE THROUGH SEVEN ONE TO INCREASE THE EXPERIENCE DIFFERENTIALS BETWEEN THOSE YEARS.

AND THAT WAS NEEDED TO GET THAT STARTING SALARY UP A LITTLE BIT HIGHER.

SO, WE WERE TRYING TO GET THAT STARTING SALARY UP JUST A LITTLE BIT.

SO, WE HAD TO ADD THOSE ADJUSTMENTS TO SPREAD THE SALARIES BACK OUT FROM YEARS ONE THROUGH SEVEN.

AND THEN IN YEAR SIX IS WHERE WE HAVE THAT THAT JUMP THAT MARK WAS TALKING ABOUT.

SO, THERE IS A LARGE ADJUSTMENT IN YEAR SIX TO ENSURE THAT WE IMPROVE THAT SALARY FROM LAST YEAR TO THIS YEAR.

OR I GUESS FROM, FROM 23-24 TO 24-25, WE WANT TO ENSURE THAT THAT SALARY IS INCREASING FOR YEAR SIX.

SO, WE HAVE TO ADD THAT ADJUSTMENT IN THERE.

AND FOR YOUR OTHER PAY GROUPS, IT'S A 2% OF THE MIDPOINT OF THEIR PAY GRADE MIDPOINT.

SO, MODEL ONE AGAIN IS A 2% ACROSS THE BOARD WITH SOME MINOR ADJUSTMENTS IN YEARS ONE THROUGH SEVEN FOR THE TEACHERS.

HERE'S WHAT. IT JUST KIND OF GIVE YOU A VISUAL.

HERE'S WHAT IT WOULD LOOK LIKE.

THAT ESSENTIALLY THAT ORANGE LINE IS GOING TO MOVE UP BY 2% FOR THE MOST PART, OR $1,200 FOR YOUR TEACHERS.

[01:25:02]

YOU CAN SEE THEY'RE AT YEAR ZERO AND FIVE.

IT DOES MOVE UP A LITTLE BIT MORE THAN THE OTHER YEARS BECAUSE OF THOSE ADJUSTMENTS.

SO, WE ARE MAKING A LITTLE BIT OF HEADWAY IN THESE EARLY YEARS ON THIS MODEL WITH THOSE ADJUSTMENTS ABOVE AND BEYOND THAT 1200.

IT'S SLIGHT, BUT YOU CAN SEE THAT.

CAN YOU EXPLAIN FOR THE BOARD THE DIFFERENT DIFFERENCE BETWEEN OR WHAT A 2% GPA MEANS? VERSUS JUST 2% AT EVERY YEAR.

AND THE AND THE REASON FOR THE NARROWING OF THE DIFFERENCE AT THE MORE YEARS OF EXPERIENCE.

SURE. I THINK I KNOW WHAT YOU'RE GETTING AT, MARK.

SO, WHEN YOU GIVE A 2% GENERAL PAY INCREASE AS A PERCENT OF THE MARKET MEDIAN SALARY, EVERY TEACHER GETS THE SAME DOLLAR AMOUNT.

SO, EVERY TEACHER IN THIS CASE.

EVERY TEACHER IS GETTING A $1,200 INCREASE, SO THEY'RE ALL GETTING THE SAME INCREASE FOR THE YEAR OF EXPERIENCE THEY GAVE TO THE DISTRICT.

SO, YOU THINK BACK, WE'VE DONE A LOT OF WORK TO VALUE THEIR EXPERIENCE ALREADY.

WE'VE SPREAD THAT OUT TO VALUE THEIR EXPERIENCE.

YOUR EXPERIENCED TEACHERS ARE GETTING MUCH HIGHER SALARIES.

SO NOW WE'RE JUST GIVING A PAY INCREASE FOR THE ONE YEAR OF WORK THAT THEY GAVE TO THE DISTRICT.

THEY'RE ALL GOING TO GET THAT SAME INCREASE.

WHAT THAT DOES IS IT MOVES THE SALARIES UP IN UNISON TOGETHER INSTEAD OF ESCALATING YOUR SALARIES ON THE UPPER END SIGNIFICANTLY AND GETTING A SMALLER INCREASE FOR YOUR YOUNGER STAFF, IT'S MOVING EVERYBODY UP TOGETHER.

AND SO, IT KEEPS THAT STRUCTURE IN SYNC THAT WE'VE CREATED.

BY VALUING THOSE EXPERIENCED TEACHERS.

IT ALLOWS YOU TO CONTROL THAT STRUCTURE A LITTLE BIT BETTER BY GIVING THAT FLAT DOLLAR AMOUNT.

OKAY, THAT THE ADJUSTMENTS ALLOW US TO INCREASE THAT STARTING SALARY A LITTLE BIT, AND THEN SPREAD THOSE DIFFERENTIALS BACK OUT.

WITHOUT THE ADJUSTMENTS, YOUR YEAR ONE WOULD BE VERY CLOSE TO YEAR ZERO.

THERE WOULDN'T BE MUCH DIFFERENCE BETWEEN THOSE TWO SALARIES.

AND SO, WE NEEDED THAT ADJUSTMENT TO SPREAD YOUR ONE UP A LITTLE BIT AWAY FROM YOUR ZERO.

WELL THEN, WE NEED TO DO THE SAME THING AT YEAR TWO AND YEAR THREE.

AND THEN ONCE WE GOT UP TO YEAR SIX WHERE THAT JUMP IS, WE WERE ABLE TO BACK THAT OFF A LITTLE BIT.

SO THAT'S WHAT'S HAPPENING THERE.

IS THAT MARK DID THAT GET YEAR AFTER THEIR.

SO AGAIN, HERE'S JUST THE VISUAL OF THAT.

AND ONCE AGAIN YOU CAN SEE HERE ZERO THROUGH FIVE.

IT'S A LITTLE BIT I MEAN IT'S SLIGHT, BUT WE MADE IT A LITTLE BIT OF HEADWAY THERE.

BUT OF COURSE, IT DOESN'T TAKE INTO ACCOUNT WHAT OTHER DISTRICTS MIGHT BE DOING ALSO.

RIGHT? EXACTLY RIGHT.

THAT'S EXACTLY RIGHT. THAT THAT BLUE LINE IS THIS YEAR'S MARKET.

IT'S GOING TO MOVE. HOW MUCH? I DON'T KNOW. BUT I'LL TELL YOU WHAT I'M HEARING FROM DISTRICTS IS TIMES ARE TIGHT RIGHT NOW, AND I ANTICIPATE WE'RE GOING TO SEE A LOT OF 1% AND MAYBE SOME 2% PAY INCREASES.

AND NOT MUCH MORE THAN THAT.

THAT'S WHAT I'M HEARING FROM DISTRICTS YOU KNEW ANYTHING ABOUT.

SAY IT AGAIN. THAT WAS NOT GOING TO BE MY NEXT QUESTION.

IF YOU KNEW WHAT OTHER DISTRICTS WERE THINKING ABOUT DOING THIS.

YES, SIR. YES, SIR.

YOU KNOW, WHEN WE STARTED THE CONVERSATIONS WITH DISTRICTS AND STARTED THE WORK EARLIER THIS YEAR THERE WAS A LOT OF TALK ABOUT, WELL, LET'S LOOK AT THREE AND 4%, BUT NOW THEY'RE COMING BACK TO ME AND SAYING, ZACH, WE CAN'T DO IT.

CAN YOU RUN ME A 1% MODEL AND A 2% MODEL? WE'RE GOING TO SEE IF WE CAN GET THERE.

SO, I'M HEARING THAT A LOT FROM DISTRICTS NOT JUST IN THIS AREA BUT OTHER PARTS OF THE STATE.

TIMES ARE TOUGH RIGHT NOW.

AND SO, I DON'T, THEY DIDN'T DO MUCH FOR US THIS PAST YEAR.

YEAH, YEAH. I DON'T I DON'T ANTICIPATE BIG, BIG INCREASES FROM DISTRICTS.

A MODEL TWO IS A 3% GENERAL PAY INCREASE ACROSS THE BOARD.

THIS GETS YOUR TEACHERS UP TO A $54,000 STARTING SALARY.

SO, MODEL ONE WAS 53,400.

MODEL TWO IS A $54,000 STARTING SALARY.

THE INCREASE IN MODEL TWO IS A $1,775 INCREASE FOR TEACHERS.

SO, MODEL TWO THE 2% WAS 1200.

MODEL TWO THE 3% IS 1775.

THE ADJUSTMENTS LOOK VERY SIMILAR.

ONE IN YEARS ONE THROUGH SIX.

I DIDN'T NEED AN ADDITIONAL ONE IN YEAR SEVEN FOR THIS ONE.

THE GENERAL PAY INCREASE WAS HIGH ENOUGH TO NOT NEED THAT THERE, BUT VERY SIMILAR ADJUSTMENTS IN YEARS ONE THROUGH SIX TO SPREAD OUT THOSE EXPERIENCED DIFFERENTIALS AND ALLOW US TO GET THAT STARTING SALARY UP JUST A LITTLE BIT HIGHER FOR EITHER OTHER PAY GROUPS 3% OF THE MIDPOINT.

AND SO, HERE'S A VISUAL OF THAT.

AND YEAH, ONCE AGAIN THAT BLUE LINE IS GOING TO MOVE.

BUT WE'RE MAKING A LITTLE BIT OF HEADWAY THERE AGAIN IN YEAR ZERO THROUGH FIVE WITH THOSE ADJUSTMENTS.

JUST GETTING IT UP JUST A LITTLE BIT MORE.

BUT WE'RE STILL MAINTAINING THAT PROGRESS WE MADE WITH OUR EXPERIENCED TEACHERS.

OKAY. MODEL THREE.

THIS IS ONE FOR THE DISTRICT TO CONSIDER AND THINK ABOUT.

[01:30:02]

AND THIS IS MORE MODELING WHAT YOU GUYS HAVE DONE THE PAST COUPLE OF YEARS.

SO INSTEAD OF THE FLAT DOLLAR AMOUNT AND MOVING EVERYBODY UP BY THE SAME AMOUNT, THIS WOULD BE TAKING THE STRATEGY YOU GUYS HAVE DONE THE PAST COUPLE OF YEARS AND DOING SOMETHING VERY SIMILAR.

SO, WE CALLED IT UP TO 5% GENERAL PAY INCREASE BECAUSE IT DEPENDS ON THE EXPERIENCE LEVEL OF THE TEACHER, THE PAY INCREASE COULD RANGE ANYWHERE FROM ABOUT 2.5%, UP TO 5%.

AND IT STARTS ON THE LOW END WITH YOUR INEXPERIENCED TEACHERS AND THEN GROWS UP TO 5%.

AND SO JUST TO KIND OF GIVE YOU AN IDEA, SOMEWHERE AROUND THE 12-YEAR MARK WE START INCREASING THAT THE PAY INCREASE FOR THOSE TEACHERS BY $150, AND IT GROWS UP TO YEAR 22 AND IT MAXES OUT AT $3,000.

INCREASE TO $3,000 IS ROUGHLY 5% OF THE MARKET MEDIAN SALARY.

SO, YEAR 22, IT WOULD BE A $3,000 INCREASE.

AND THEN BEYOND EVERYONE BEYOND YEAR 22 WOULD BE $3,000.

SO, IT'S VERY SIMILAR TO WHAT WE'VE DONE IN THE PAST COUPLE OF YEARS.

SMALLER INCREASES DOWN BELOW.

AND THEN THOSE INCREASES START TO GROW WITH THE EXPERIENCE LEVEL.

FOR YOUR OTHER PAY GROUPS, THE MODEL, THE COST I'M GOING TO SHOW YOU IS GOING TO BE A 3% OF THE MIDPOINT FOR YOUR OTHER PAY GROUPS.

HERE'S WHAT THE VISUAL LOOKS LIKE FOR THIS ONE.

SO, YOU CAN SEE WE'RE NOT MAKING AS BIG OF AN INCREASE AWAY FROM THAT ORANGE LINE HERE IN THE MIDDLE AREA.

BUT IF YOU SEE JUST PAST YEAR TEN, YOU CAN SEE THAT LINE, THAT GREEN LINE STARTS TO SEPARATE FROM THE ORANGE LINE A LITTLE BIT MORE BECAUSE WE'RE STARTING TO INCREASE THOSE ADJUSTMENTS AT THAT POINT IN TIME AND THEIR TOTAL INCREASE STARTS TO GROW.

SO, YOU CAN SEE THERE AT YEAR 15 AND YEAR 20, WHERE THAT GREEN LINE IS A LITTLE BIT FURTHER AWAY FROM THE ORANGE LINE.

SO, IT'S AGAIN, IT'S GOING BACK TO THE STRATEGY THE DISTRICT HAS ADOPTED THE PAST COUPLE OF YEARS.

SO, IT GIVES YOU GUYS SOME THINGS TO THINK ABOUT THERE.

RECOMMENDATION THREE IS TO ADDRESS ANY INEQUITIES THAT WE SEE AFTER WE PROVIDE THE GENERAL PAY INCREASE.

ONE IS THE ADJUSTMENTS THAT I'VE ALREADY TALKED ABOUT, BUT WE DO TREAT THESE SEPARATELY FROM THE GENERAL PAY INCREASE.

AND SO WE JUST LIKE TO POINT THEM OUT.

SO, AFTER WE GIVE THE GENERAL PAY INCREASE THEN WE APPLY THOSE ADJUSTMENTS TO THAT TEACHER SALARIES.

AND SO, IN THE YEARS ONE THROUGH SEVEN ROUGHLY AND ONE THROUGH SIX IN MODEL TWO WHERE WE GAVE THOSE ADDITIONAL ADJUSTMENTS, THAT'S I'M JUST POINTING THAT OUT HERE THAT WE DID APPLY SOME ADDITIONAL ADJUSTMENTS TO THE TEACHER SALARIES.

AND THEN THE LAST ONE IS FOR YOUR NON-TEACHING PAY GROUPS.

IF WE HAD ANY INDIVIDUALS FALL BELOW THE MINIMUM AFTER ADJUSTING THE STRUCTURES, WE ENSURE THAT WE ADJUST THEM TO 1% ABOVE THE MINIMUM.

RECOMMENDATION FOR I MENTIONED THIS EARLIER WHEN WE WERE LOOKING AT THE MARKET.

THE RECOMMENDATION HERE IS TO CONSIDER INCREASING THE SPECIAL EDUCATION HIGH NEEDS STIPEND FROM 2500 TO $3000.

THE CURRENT MARKET MEDIAN IS 3000.

I ANTICIPATE THAT TO CONTINUE, TO GROW SOME IN THE FUTURE, BASED ON WHAT I'M HEARING FROM OTHER DISTRICTS.

SO, THIS WOULD KEEP YOU IN PACE WITH WHAT WE'RE HEARING OUT IN THE MARKETPLACE.

SO, INCREASING THAT FROM 2500 TO 3000 TO ALIGN WITH THE MARKET AND ASSIST WITH ANY RECRUITMENT AND RETENTION EFFORTS.

AND THEN RECOMMENDATION FIVE.

AND ON A SIMILAR NOTE, IS TO CONSIDER THE ADDITION OF A SECONDARY SCIENCE STIPEND IN THE AMOUNT OF $2,000 TO ASSIST WITH RECRUITMENT AND RETENTION OF STAFF IN THIS AREA.

SO, THIS IS SOMETHING THAT THE DISTRICT HAS LOOKED AT.

THEY'RE CONCERNED ABOUT THIS AREA.

THE MARKET MEDIAN RIGHT NOW IS 1750.

AND SO, THIS WOULD ALLOW YOU GUYS TO BE COMPETITIVE IN THIS AREA.

I THINK MORE SPECIFICALLY AS WELL.

LOCKHART JUNIOR HIGH SCIENCE.

WE'RE GOING TWO YEARS WITHOUT BEING FULLY STAFFED THERE, AND I THINK THAT PROVIDING SOME TYPE OF INCENTIVE IS WORTH A CONVERSATION.

YOU KNOW, WE'VE ADDED POSITIONS THERE, LIKE WE'VE, YOU KNOW, WE HAVE MORE KIDS, SO WE'VE ADDED BUT THEY'VE GONE VACANT.

AND I THINK THIS THIS POTENTIALLY COULD HELP FILL THOSE POSITIONS AT LOCKHART JUNIOR HIGH SCHOOL.

AND THE LAST PIECE OF THE PUZZLE WAS THE COST ESTIMATE.

SO, THIS FIRST ONE IS THE 2% MODEL ACROSS THE BOARD.

SO, I JUST BREAK IT DOWN BY THE DIFFERENT PAY GROUPS.

I HAVE A COLUMN FOR THE GENERAL PAY INCREASE IMPACT.

THAT'S $864,000 ROUGHLY.

AND THEN A COLUMN FOR THE ADJUSTMENTS.

THAT'S ALMOST $163,000.

IT'S A TOTAL IMPACT OF A LITTLE OVER A MILLION.

I DID INCLUDE WHAT THE COST IMPACT WOULD BE FOR THE SPECIAL EDUCATION AND THE SECONDARY SCIENCE STIPEND BASED ON STAFF COUNT.

SO, YOU CAN SEE THAT RIGHT HERE.

[01:35:03]

SO THAT'S INCLUDED IN THE ADJUSTMENT.

SO, IT'S $7,000 IMPACT TO INCREASE THE SPECIAL EDUCATION STIPEND AND BE A $48,000 IMPACT TO FOR THE $2,000 SECONDARY SCIENCE STIPEND.

SO AGAIN, TOTAL IMPACT UNDER THE 2% MODEL IS A LITTLE OVER $1 MILLION.

MODEL TWO IS 3% ACROSS THE BOARD.

YOU CAN SEE THE STOPPING CHANGES ARE NOT GOING TO CHANGE.

THEY'RE NOT IMPACTED BY THE GENERAL PAY INCREASE.

IT'S STILL SEVEN AND 48,000.

THE TOTAL COST IMPACT IS JUST A LITTLE OVER 1.4 MILLION.

FOR THIS ONE. AND THEN WHAT WE CALL AN UP TO 5% MODEL.

SO, THE MODEL THREE FOR YOUR NON TEACHERS IT'S 3%.

BUT FOR YOUR TEACHERS IT'S A VARIABLE AMOUNT.

BASED ON EXPERIENCE IT COMES OUT TO ALMOST $1.4 MILLION IN FACT OVERALL.

THAT GIVES THE DISTRICT SOME FLEXIBILITY WITH BUDGETING AND SOME OPTIONS TO THINK ABOUT FOR STRATEGY WITH YOUR TEACHERS AS WELL.

CAN YOU BACK UP TO MODEL TWO? AND THAT'S THE LAST OF THE PRESENTATION.

THAT'S ALL I GOT.

IF YOU GUYS HAVE QUESTIONS, HAPPY TO TRY TO ANSWER THOSE.

IF YOU THINK OF QUESTIONS AFTERWARDS, PLEASE GET WITH MR. ESTRADA AND NICOLE.

THEY KNOW HOW TO GET IN TOUCH WITH ME AND HAPPY TO HELP YOU OUT ANY WAY WE CAN.

SO, I THINK YOU WERE SHOWING EARLIER THAT A LOT OF DISTRICTS ARE PAYING STIPENDS TO SCIENCE AND MATH TEACHERS.

NOW, WE WERE APPARENTLY ADDRESSING THE SCIENCE, BUT WE DON'T FEEL THE NEED TO PAY A STIPEND TO OUR MATH TEACHERS OR MATCH.

YEAH. WHAT I GOT DISTRICTS TO DO IS LOOK AT TURNOVER DATA THERE AND VACANCIES AND ADDRESS THOSE NEEDS.

AND THAT'S WHAT DROVE THAT WAS, AS MARK SAID THERE, THERE'S BEEN SOME VACANCIES THERE AND SOME TURNOVER FELT THERE WAS A NEED THERE.

SO YEAH, THAT WAS THE REASON FOR THE SCIENCE.

THANK YOU, MR. HOBBS. WE APPRECIATE IT.

APPRECIATE YOU GUYS.

WE'LL GO BACK TO ITEM NINE, A LISD PARENT FORUM UPDATE MR.

[LISD Parent Forum Update]

ESTRADA.

THANK YOU, PRESIDENT WRIGHT. I JUST WANTED TO GRAB THE CLICKER, BUT I DID WANT TO PROVIDE A QUICK UPDATE TO THE BOARD, BUT ALSO TO THE PUBLIC.

I WANT TO THANK THE PARENTS THAT WERE ABLE TO ATTEND OUR PARENTS.

FEEDBACK FORM AND JUST WANT TO GO THROUGH A FEW THINGS.

BUT WE DID HAVE IT BACK ON MARCH 5TH.

WE HAD ABOUT 20 PARENTS WHO ATTENDED.

SOME OF THEM STAYED FOR THE ENTIRE TIME.

SOME OF THEM, YOU KNOW, HAD OTHER, YOU KNOW, OBLIGATIONS AND THINGS TO GET TO.

BUT I WOULD SAY THE VAST MAJORITY OF YOU STAYED FOR THE ENTIRE TIME, AND SOME KIND OF CAME AND MADE COMMENTS AND LISTENED AND THEN HAD TO GET TO SOME OTHER THINGS.

BUT SOME, SOME THEMES REALLY EMERGED, AND WE SEE THAT IT'S CALLED A WORDLE.

YOU KNOW, BASICALLY WHEN YOU TAKE ALL THE NOTES THAT MISS JONES DID A GREAT JOB OF TAKING FOR ME, WE TAKE ALL THE NOTES AND YOU AND YOU FIND THE MOST FREQUENTLY USED WORDS THAT THE PARENTS WERE, WERE SHARING WITH US.

THAT'S WHAT YOU SEE THERE.

YOU SEE THIS THEME OF SAFETY BATHROOM PHONE SUPERVISION, COMMUNICATION CHANGE, POLICE, SRO FUNDING, LISTENING, UNDERSTAFFED COUNSELORS, ATTENDANCE, HALLWAYS.

ALL OF THESE THINGS.

I'M GOING TO READ ALL OF THEM. VAPING OVERCROWDING.

THESE ARE THE THEMES THAT CONTINUE TO COME UP DURING THESE CONVERSATIONS.

THEY'RE THE THINGS THAT PARENTS WERE, YOU KNOW, ASKING QUESTIONS ABOUT.

AND I FELT LIKE THE MEETING WENT VERY WELL.

I'VE HAD SOME FEEDBACK FROM THE PARENTS THAT THAT WERE THERE.

THAT ARE LOOKING FORWARD TO THE NEXT FORUM ON APRIL 2ND.

THE STRUCTURE WILL BE A LITTLE BIT DIFFERENT BASED ON THE PARENTS' FEEDBACK.

YOU KNOW, THEY ASKED THAT KIND OF HAVE MORE OF AN AGENDA AND KIND OF SET THOSE THINGS.

YOU KNOW, SO THAT'S THEIR FOCUS.

SO, WHAT WE'LL DO NEXT TIME IS ACTUALLY AT THE BEGINNING OF THE MEETING.

WE'LL HAVE THE PARTICIPANTS WHO ARE PRESENT PARTICIPATE AT THAT EXCHANGE.

AND THEN, YOU KNOW, AFTER A FEW MINUTES, WE'LL GET THEM TO BUILD THE AGENDA THAT WAY AND THEN PRIORITIZE WHAT WE WANT TO TALK ABOUT INSTEAD OF WHO'S THE FIRST PERSON TO TALK.

AND THEN, YOU KNOW, MAYBE THEY TALK FOR 20 MINUTES AND OTHER PEOPLE.

[01:40:01]

MAYBE THEY DON'T GET TO TALK AS MUCH BECAUSE, YOU KNOW, THE CONVERSATION.

SO, WE'RE GOING TO STRUCTURE IT THAT WAY AND YOU START EXCHANGE TO HELP US KICK, KICK OFF THAT MEETING.

BUT I DID WANT TO GIVE AN UPDATE ON, YOU KNOW, WHAT'S BEEN DONE SINCE BECAUSE I THINK THAT'S THE IMPORTANT PIECE, THAT'S THE EXPECTATION OF OUR PARENTS IS WHEN THEY COME AND COMMUNICATE WITH US, WE NEED TO LISTEN.

OF COURSE. BUT WE ALSO NEED TO TAKE ACTION AND DO SOMETHING ABOUT IT.

YOU KNOW, WE'VE BEEN ABLE TO SINCE CORRECT THE ISSUES AND GAPS WITH OUR SRO SCHEDULING.

FOR EXAMPLE, ENSURING THAT WE HAVE COVERAGE AT ALL OF OUR SCHOOLS AND THAT YOU KNOW, IF THERE'S AN ISSUE WITH STAFFING THAT WE CLEARLY COMMUNICATE WITH LOCKHART PD AND LOCKHART HIGH SCHOOL STAFF SO THAT WE ALWAYS HAVE SOMEONE, SOMEONE THERE WITH INCREASE ADMIN PRESENCE.

AND WE HAVE ADDITIONAL SUPPORT AT LOCKHART HIGH SCHOOL IN PARTICULAR WITH A, A VETERAN ADMINISTRATOR WHO, WHO'S GOING TO PROVIDE THAT CAMPUS EXTRA SET OF HANDS TO HELP ADDRESS AND YOU KNOW, JUST TO BE THERE TO, TO GIVE THAT TEAM SOME EXTRA SUPPORT. WE'VE UPDATED AND IMPROVED SOME OF THE CAMERA SYSTEMS AS WELL, WHERE WE'VE EVALUATED AND FOUND THAT YOU KNOW, WE'VE HAD SOME, SOME THINGS THAT WE NEED TO ADDRESS AND FIX AND UPDATE WITH OUR SECURITY SYSTEM.

SO, WE'VE BEEN ABLE TO DO THAT.

OUR PRINCIPALS WILL ALSO SOME OF THE FEEDBACK THEY PARENTS GAVE US IS THAT IT WAS GREAT FOR THEM TO COME AND SPEAK TO THE SUPERINTENDENT, BUT THEY ALSO WANT TO BE ABLE TO SPEAK TO THEIR PRINCIPALS BECAUSE THEY FELT LIKE A LOT OF THE, THE THINGS THEY WANT TO TALK ABOUT WERE CAMPUS SPECIFIC.

SO OUR CAMPUS PRINCIPALS WILL BE HOSTING PARENT FORUMS. AND WE'RE VERY CLEAR THAT YOU KNOW, IT'S NOT OH, YOU'RE GOING TO HAVE YOUR FALL FESTIVAL.

GO AHEAD AND SAY YOU'RE GOING TO.

THAT'S AN OPPORTUNITY.

YOU KNOW, THAT'S NOT A REAL OPPORTUNITY.

WE WANT TO MAKE SURE THAT IN A WAY, SO THAT PARENTS CAN COME AND TALK WITH THEIR CAMPUS PRINCIPALS.

SO, WE'RE DOING THAT, AND THEY'LL BE THERE SHARING IF THEY HAVEN'T YET.

THE DAYS WITH THOSE CAMPUS-BASED PARENT FORUMS AS WELL.

OUR COMMUNICATIONS UPDATE WITH OUR COMMUNICATIONS TEAM SO THAT YOU KNOW, WE'RE ENSURING THAT WE'RE COMMUNICATING IN A TIMELY FASHION WITH, WITH OUR PARENTS AND GETTING THAT INFORMATION OUT TO THEM.

QUICKLY. WE MADE SOME ADJUSTMENTS THERE.

ALSO, YOU KNOW, LGMC PLACEMENTS AND ENSURING THAT YOU KNOW, WHEN, WHEN STUDENTS DO THINGS THAT ARE ILLEGAL ARE DANGEROUS, ARE CREATING AN ENVIRONMENT THAT'S NOT CONDUCIVE, THAT THERE ARE CONSEQUENCES FOR THAT.

AND KIDS ARE BEING SENT TO LGMC THAT WAS SOMETHING THAT A QUESTION THAT THE PARENTS HAD YOU KNOW SPECIFICALLY.

SO, I WANT TO REPORT BACK TO THE BOARD AND THE COMMUNITY ABOUT THAT.

AND THEN ALSO ONE THING THAT WE'RE WORKING ON FOR THE COMING WEEKS ARE ESPECIALLY LIKE OUR HIGH SCHOOL STUDENT GROUP FEEDBACK.

THERE'RE PARENTS WHO EXPRESSED YOU KNOW, AN INTEREST IN THAT.

AND SO THAT WILL BE GOING OUT NOT JUST FROM, YOU KNOW, THE CAMPUS, BUT ALSO MYSELF AS A SUPERINTENDENT AND ENGAGING WITH LOCKHART HIGH SCHOOL STUDENTS IN PARTICULAR. AND I HAVE A COUPLE DIFFERENT AVENUES THAT I'LL BE DOING THAT IN IN THE COMING DAYS.

BUT YOU KNOW, ALL THOSE THINGS I THINK WERE CAME FROM SITTING DOWN AND LISTENING TO, YOU KNOW, WHILE THERE WERE WE HAVE MUCH MORE THAN 20 PARENTS.

TO ME, I'M HAPPY THAT, YOU KNOW, THESE PARENTS SHOWED UP TO EXPRESS THEIR THOUGHTS, TO EXPRESS THEIR OPINIONS, TO HAVE OFTENTIMES SOLUTIONS, YOU KNOW, TO THE THINGS THAT THEY HAD CONCERNS FOR.

I FELT LIKE IT WAS A VERY PRODUCTIVE MEETING.

AS I MENTIONED, ON APRIL THE 2ND, WE'LL HAVE OUR NEXT FORUM.

AND I HOPE THAT, YOU KNOW, EVEN MORE PARENTS COME.

AND BUT IF 20 COME AGAIN, THEN WE'RE HAPPY TO SIT DOWN WITH 20 AND CONTINUE TO COMMUNICATE WITH THEM, BUT HAPPY TO ANSWER ANY QUESTIONS AS WELL.

FROM THE BOARD. I HAVE A QUESTION.

I MENTIONED THE STUDENT GROUP FEEDBACK.

DO YOU KNOW WHAT THAT'S GOING TO LOOK LIKE? SURE. IT'LL LOOK LIKE A PRINCIPAL'S ADVISORY COUNCIL.

YES, MA'AM. LOOK LIKE.

I JUST WANT TO THANK YOU FOR AT LEAST ACKNOWLEDGING WHAT'S BEEN TAKING PLACE SINCE.

THE COMMUNITY KNOWS WHAT.

YES, SIR. MOVING ON TO

[New Elementary School #6 Naming Process]

ITEM 9.C NEW ELEMENTARY SCHOOL NUMBER SIX NAMING PROCESS.

MR. ESTRADA. YES, SIR.

[01:45:03]

SO, THERE YOU HAVE ELEMENTARY SCHOOL NUMBER SIX.

I JUST WANT TO GIVE A QUICK UPDATE.

WE, WE SHARED WITH THE COMMUNITY THROUGH DIFFERENT COMMUNICATION CHANNELS THROUGH THE LION LIST, THROUGH SOCIAL MEDIA.

WE HAVE ADDED LOCKHART POST REGISTER ABOUT THE NOMINATION PROCESS.

SO WE PUT THAT OUT THERE AND WE'VE IMMEDIATELY STARTED GETTING RESPONSES.

YOU KNOW, WE'VE HAD OVER 100 RESPONSES, BUT NOT 100 NOMINATIONS.

SO I WANT TO BE CLEAR ABOUT THAT BECAUSE A LOT OF THEM ARE KIND OF REPEATS OF SIMILAR NOMINATIONS.

BUT I DID WANT TO JUST GIVE YOU SOME, SOME GENERAL FEEDBACK ON WHERE WE ARE TO, TO THIS POINT.

SO WHEN YOU LOOK AT THE TYPES BY OUR BOARD POLICY THERE ARE DIFFERENT TYPES OF NOMINATIONS AND YOU CAN SEE TO DATE, THE, THE MAJORITY OF THEM, 70, ALMOST 75% ARE A DECEASED PROMINENT PERSON WHO HAS MADE EXCEPTIONAL CONTRIBUTIONS TO PUBLIC EDUCATION IN THE DISTRICT.

AND THEN YOU HAVE 11% ON THE LOCAL GEOGRAPHIC AREA CRITERIA, 10% ON HISTORICAL GEOGRAPHICAL SITES AND THEN LOCAL, STATE, NATIONAL HISTORIC EVENT, A SMALL PERCENTAGE THERE.

BUT THAT'S KIND OF THE PIE CHART OF THE TYPES OF NOMINATIONS THAT, THAT WE'RE, WE'RE RECEIVING.

THOSE ARE THE NAMES THAT HAVE BEEN SUBMITTED SO FAR.

BUT YOU'LL SEE A WIDE RANGE OF DIFFERENT FOLKS YOU KNOW, WITHIN THOSE CATEGORIES.

I DID WANT TO SHARE JUST AN UPDATE TO THE BOARD OF THE OF THE NAMES THAT HAVE ALREADY BEEN SUBMITTED.

I KIND OF SEE WHERE WE ARE.

THE NOMINATIONS PROCESS WILL BE CLOSING.

SORRY. ON APRIL 5TH.

SO JUST WANTED TO GIVE AN UPDATE TO THE BOARD AND THE COMMUNITY SO THAT PEOPLE HAVE UNTIL APRIL 5TH IF THEY PLAN TO SUBMIT NOMINATIONS, AND THEN WE'LL WORK WITH THE BOARD ON THE BOARD.

I'M TAKING THAT UP FOR CONSIDERATION.

HAPPY TO ANSWER ANY QUESTIONS.

WELL, THAT'S A WIDE VARIETY OF NAMES THERE.

YEAH. AND I DID WANT TO MENTION, I FAILED TO MENTION WE DID HAVE ONE THAT WAS LIKE AN INAPPROPRIATE NAME.

SO, I JUST IT WAS A JOKE.

I HAD TO LOOK, IT WAS ACTUALLY KIND OF FUNNY FROM A, AS A QUOTE FROM ONE OF MY FAVORITE MOVIES.

ELF. BUT I'LL LEAVE IT TO THE IMAGINATION.

THE CLOCK CASTLE LOOKS KIND OF INTERESTING, TOO.

THAT SEEMS INTERESTING.

YEAH. AND IF YOU ADD ELEMENTARY SCHOOL TO ALL OF THESE, THAT WOULD BE.

HARTLEY. ANY OTHER QUESTIONS, BOARD? YOU MOVE ON TO ITEM 9.D PROGRESS MONITORING DATA ON DISTRICT ACHIEVEMENT TARGETS, MR.

[Progress Monitoring Data on District Achievement Targets]

DAVIDSON. GOOD EVENING AGAIN.

BOARD. BOARD PRESIDENT WRIGHT.

MEMBERS OF THE BOARD. SUPERINTENDENT ESTRADA I WILL GIVE AN UPDATE FOR OUR DISTRICT ACHIEVEMENT TARGETS FOR MARCH.

JUST A REMINDER WHAT OUR TARGETS ARE.

DURING THIS SCHOOL YEAR, 80% OF OUR STUDENTS IN GRADES PRE-K THROUGH FIVE AND 70% OF SIXTH THROUGH 10TH WILL MAKE 1.5 YEARS PROGRESS IN READING.

70% OF STUDENTS IN K THROUGH ALGEBRA ONE WILL MAKE 1.5 YEARS PROGRESS IN MATH.

HOW DO WE DO THIS? WE CONTINUE TO FOLLOW OUR STUDENT AND PARENT COMMUNICATION.

WE HAVE. AND I'LL TALK ABOUT THIS A LITTLE BIT LATER, BUT CAMPUS RESPONSE TO THE BENCHMARK DATA, WHICH I'LL BE PRESENTING TONIGHT.

CAMPUS SUPPORT VISITS COMING OFF OF THAT RESPONSE TO DATA.

ALIGN PROFESSIONAL DEVELOPMENT.

I'VE TALKED ABOUT SLM, THE LEVER LEADERS, APS PRINCIPALS GETTING AND TEACHERS GETTING PROFESSIONAL DEVELOPMENT THAT'S ALIGNED AND THREADED SO THAT THE INFORMATION GETS FROM THE BOARDROOM TO OUR LIVING ROOMS. SO, READING DATA I STATION AND RENAISSANCE LEARNING.

WHAT YOU SEE HERE IS TIER ONE REMAINS STAGNANT.

BUT TIER TWO DID GO UP 2% WITH A DROP IN TIER THREE.

GOOD NEWS IS TIER ONE, AS WE ARE A LITTLE OVER WE'RE CLOSE TO 2% ABOVE WHERE WE WERE LAST YEAR FOR TIER ONE, AND WE ARE UP 2% FROM THIS POINT LAST YEAR FOR TIER TWO.

WHEN WE LOOK AT ELEMENTARY READING, IF YOU LOOK AT ALL THE COMPREHENSIVE ELEMENTARIES, WE ARE UP ACROSS THE BOARD.

SO WHETHER IT'S 1 TO 2% DEPENDING ON WHICH ELEMENTARY YOU LOOK AT.

BUT I AM PROUD TO SAY THAT AT THIS POINT LAST YEAR AS A DISTRICT, WE ARE CLOSER TO THAT TARGET OF 80% THAN WE WERE LAST YEAR BY 4%.

WE HAVE ABS KUDOS, 8% UP FROM LAST YEAR.

BLUEBONNET, 5% UP FROM LAST YEAR.

CLAIRE 4 OR 5% UP FROM LAST YEAR.

NAVARRO 2%, UP FROM LAST YEAR, AND PLUM CREEK, 10%, UP FROM LAST YEAR.

[01:50:05]

SO, COMPARING YEAR TO YEAR, WE'RE DOING SOME GOOD WORK THROUGH MARCH.

SO, KUDOS TO THE ENTIRE COMPREHENSIVE ELEMENTARY TEAM.

WHEN WE LOOK AT THE COMPARISON BY PROGRAM, I'M A BROKEN RECORD WHEN IT COMES TO MERGING BILINGUAL.

IF YOU LOOK AT THAT YELLOW BAR GRAPH, IT CONTINUES TO RISE.

SO, OUR MERGING BILINGUALS EVERY MONTH ARE GROWING.

SO, KUDOS TO ALL OF OUR STUDENTS WORK ALL OF OUR TEACHERS AND STUDENTS WORKING WITH THE BILINGUAL STUDENTS.

SPED DID DROP ONE AFTER SHOWING SOME SIGNIFICANT GAINS BACK IN FEBRUARY AS COMPARED TO JANUARY.

AND SECONDARY, WE SEE A 3% GAIN FROM AS AN OVERALL DISTRICT, WHICH IS 2% HIGHER THAN WE WERE LAST YEAR.

THE HIGH SCHOOL 6% UP MONTH OVER MONTH AND THE JUNIOR HIGH 1% UP.

SO, GAINS AT BOTH OF OUR SECONDARY SCHOOLS.

I'LL PAUSE FOR ANY QUESTIONS ABOUT ELAR.

OKAY, SO FOR MATH, WE DID SEE A DIP IN DRAIN BOX IN FEBRUARY.

I DID WANT TO MENTION THAT FEBRUARY IS THE ONLY MONTH WHERE THERE ARE THREE ASSESSMENTS SCHEDULED.

SO NOT ONLY IS IT A SHORTENED MONTH, BUT IT'S THE ONLY MONTH WHERE THERE ARE THREE DISTRICT ASSESSMENTS THE CBA BENCHMARK AND [INAUDIBLE] GET STARTED.

SO, WE SAW USAGE GO DOWN ACROSS THE BOARD.

ONE OF THE REASONS, NOT THE ONLY REASON, BUT ONE OF THE REASONS, IS THE NUMBER OF ASSESSMENTS THAT HAPPENED IN THE MONTH OF FEBRUARY.

AN ELEMENTARY MATH DISTRICT IS 3% HIGHER THAN THE PREVIOUS MONTH.

4% WHERE WE WERE LAST YEAR.

ABS 6% INCREASE MONTH OVER MONTH.

BBD 4%, CFE 2% AND PLUM CREEK 5%.

NAVARRO'S DROP WAS AT ONE GRADE LEVEL, AND IT WAS AMONGST OUR SPANISH SPEAKERS.

SO, NAVARRO KNOWS WHICH GRADE LEVEL THAT IS.

WE HAVE DISCUSSED. BUT IT WAS A DROP THERE IN ONE GRADE LEVEL WITH OUR SPANISH SPEAKING STUDENTS.

I AM PROUD TO SAY THAT WE HAVE A REAL SHOT.

AND WHEN WE LOOK AT APRIL AND WE LOOK AT MAY, BUT WE HAVE A REAL SHOT TO HIT THAT TARGET OF 70%.

SO, OUR YEARLY GOAL IS WITHIN SIGHT.

SO, KUDOS TO THE ENTIRE TEAM.

SECONDARY MATH.

WE ARE UP ONE FOR THE ENTIRE DISTRICT.

JUNIOR HIGH STAYED IN LINE TO WHERE THEY WERE LAST YEAR, AND HIGH SCHOOL STAYED THE SAME MONTH OVER MONTH.

BENCHMARK. SO, THERE ARE A COUPLE OF THINGS I WANT TO SAY TO THE GROUP BEFORE I SHOW THE BENCHMARK DATA.

WHAT YOU'RE GOING TO SEE NEXT IS JUST READING LANGUAGE ARTS.

IT IS ELEMENTARY AND SECONDARY TO SEPARATE BY GRADE LEVEL.

BUT WHAT WE DID FOR THIS COMPARISON, COMPARATIVE ANALYSIS IS WE COMPARED LAST YEAR'S STAAR TEST BECAUSE THE BENCHMARK IN FEBRUARY ON THE BENCHMARKS HAPPENED MID-FEBRUARY.

WE USED THE RELEASE STAAR TEST.

SO, THIS IS THE FIRST COMMON ASSESSMENT FROM THE DISTRICT THAT USED A FULLY RELEASED TEST.

SO JUST A REMINDER, LAST YEAR'S BENCHMARK, WE WERE WE WERE TAKING THE INFORMATION WE GOT FROM LEAD FORWARD AND FROM TEA AND WE CREATED AN ASSESSMENT ON WHAT WE THOUGHT.

THIS YEAR'S CBA, WE USED RELEASE TESTS, WE CREATED OUR OWN NEW ITEM TYPES, AND WE DID OUR BEST.

BUT THIS BENCHMARK IN MID-FEBRUARY WAS ACTUALLY 2023 RELEASE TEST.

SO, IT'S AN ACTUAL TEST.

IT WAS RELEASED. IT WAS GIVEN TO THE STUDENTS BY TESTING IN MID-FEBRUARY.

ANOTHER COUPLE OF REMINDERS WE HAVE COVERED.

THAT MEANS WE HAVE AT LEAST TOUCHED ON 85 TO 90% OF THE TEKS AND ELA.

SO, THERE'S ROUGHLY 10 TO 15% OF STANDARDS THAT WE HAVE.

WE DID NOT TEACH BY FEBRUARY 15TH.

THEY'RE BEING TAUGHT BETWEEN FEBRUARY 15TH AND BY THE TIME STAAR ROLLS AROUND.

THE OTHER THING THAT DID NOT START WAS THERE WAS NO SPIRALED SKILLS OR RETEST.

I SHOULDN'T SAY NO.

THE RETEACHING OF STANDARDS STARTED AFTER THE BENCHMARK DATA.

SO, WE DO SPIRAL IN SKILLS, AND WE'VE DONE THAT THROUGH THE CBAS.

BUT TRUE RETEACHING BASED ON STANDARDS.

THEY DIDN'T START UNTIL AFTER THE BENCHMARK.

AND ONE OTHER TIDBIT IS 90% OF STUDENTS WHO SHOW ZEROS ON WRITING WILL HIT DID NOT MEETS ON HIT DID NOT MEETS ON LAST YEAR'S STAAR TEST.

SO WITH THAT BEING SAID ACROSS THIRD GRADE WHEN YOU LOOK AT THE BLUE LINES ARE LAST YEAR'S STAAR, THE ORANGE ARE THIS YEAR'S BENCHMARK.

YOU'LL SEE THAT THIRD GRADE IS LAGGING BEHIND IN BOTH APPROACHES.

MEETS AND MASTERS ON AVERAGE.

I DO WANT TO SAY, AND THIS IS GOING TO COME UP A LITTLE BIT LATER WITH FOURTH GRADE AND THE JUNIOR HIGH.

IS THAT THE CAMPUSES WITH THE THREE CAMPUSES WITH THE LARGEST GAPS HERE.

SO WHEN YOU LOOK AT AN OVERALL AVERAGE, THE THREE CAMPUSES WITH THE LARGEST GAPS FROM STAR LAST YEAR TO THIS YEAR HAVE A 15 TO 20% DIFFERENCE IN THE PERCENTAGE OF KIDS THAT GOT ZEROS.

[01:55:03]

SO WHAT THAT MEANS IS THREE OF THE THREE CAMPUSES WITH THE LARGEST GAPS GAVE MORE ZEROS ON KIDS IN THIS GRADE LEVEL THAN THEY RECEIVED IN STAR LAST YEAR.

SO DIFFERENT SETS OF KIDS.

BUT I JUST WANTED TO, I WANT TO TELL YOU THAT WE ARE STILL, AND YOU'LL SEE THIS IN SOME OTHER DATA.

WE ARE STILL CALIBRATING TO TRY TO MAKE SURE THAT THE WRITING SCORES THAT WE'RE GIVING KIDS, WHETHER IT'S A COMMON ASSESSMENT, IT'S A WEEKLY ASSESSMENT OR A BENCHMARK, AND WE'RE STILL WORKING THROUGH THAT PROCESS.

BUT IT'S INTERESTING THAT YOU'LL SEE THAT THE GRADE LEVELS THAT ARE CLOSEST TO LAST YEAR'S STAR, AND I'M PROUD TO SAY, EVEN SURPASSED LAST YEAR'S STAR BY THE MID BY MID FEBRUARY HAD THE MOST CALIBRATED WRITING.

THIRD GRADE IS NOT ONE OF THEM.

THIRD GRADE. THE THREE CAMPUSES HAVE SOME DISCREPANCIES ON HOW MANY KIDS ARE GETTING ZEROS.

NOW A FOURTH GRADE.

THE GAP. BASICALLY IT CLOSED IN MANY CASES.

SO I WANT TO HIGHLIGHT THAT AT ABS.

AND WE SAW THIS IN THEIR FOURTH GRADE TEAM IN ON CBA ONE, AS WELL AS THIS BENCHMARK AND SOME COMMON ASSESSMENTS THAT THEIR FOURTH GRADE HAS BEEN DOING WELL ALL YEAR. SO WHEN YOU LOOK AT THIS, WHAT I AM SAYING IS AT THE BENCHMARK ON IN MID-FEBRUARY AT ABS, THOSE KIDS SURPASSED THE SCORES FROM STAR LAST YEAR.

THAT'S EIGHT, SIX, 8 TO 10 WEEKS OF OF KNOWLEDGE THAT THE KIDS DID NOT HAVE IN THIS GRADE LEVEL, THAT ABS HAS SHOWN SOME INCREASES AT BEEBE, THEIR MEETS AND MASTERS ARE ALREADY ABOVE STAR AND NAVARRO.

THEY ARE ALMOST AT WHERE THEY WERE AT APPROACHES AND THEY'RE HIGHER IN MEETS AND AT PCE THE SAME THING.

THEY'RE ALMOST AT APPROACHES AND THEY ARE CLOSE AND MASTERS.

WHEN I WAS TALKING ABOUT THE DISCREPANCIES AND CALIBRATING WRITING THE NUMBER OF THE PERCENTAGE OF ZEROS COMPARED TO STAR, THIS IS THE GRADE LEVEL THAT HAS THE THE MOST CALIBRATED SCORES IN THE ENTIRE DISTRICT.

SO WHEN YOU LOOK AT FOURTH GRADE, I LOOKED AT WE LOOKED AT LAST YEAR'S STAR, THIS YEAR'S BENCHMARK AND THE PERCENTAGES OF KIDS WHO ARE GETTING ZEROS WAS ALMOST IDENTICAL AT EACH SCHOOL. SO OUR FOURTH GRADE TEAMS ARE ROCKING AND ROLLING.

FIFTH GRADE, WE SEE THE SAME DISCREPANCY THAT WE WE SAW IN THIRD.

THE DISCREPANCIES IN THE AMOUNT OF KIDS THAT GOT ZEROS WAS NOT 15 TO 20%.

IT WAS CLOSER TO 10%.

BUT THE THREE CAMPUSES WITH THE LARGEST GAPS HAVE THAT DISCREPANCY IN THE NUMBER OF KIDS GET ZEROS.

BUT THERE ARE SOME HIGHLIGHTS.

BLUEBONNET AND ABS HAVE ALREADY SURPASSED THE AMOUNT OF PERCENTAGE OF KIDS WHO GOT MASTERS AS COMPARED TO STAR, AND CLEARFORK HAS THE SAME AT APPROACHES AND MASTERS ALREADY, SO I KNOW I CONTINUE TO TO REPEAT THIS, BUT THIS WAS MID FEBRUARY WHEN IT WAS TAKEN.

AT THE JUNIOR HIGH.

KUDOS TO THE GROUP SIXTH GRADERS ALMOST THERE WHEN IT COMES TO COMPARING APPROACHES, MEETS AND MASTERS.

BUT IF YOU LOOK AT SEVENTH AND EIGHTH GRADE, THEY ARE AT OR ABOVE WHERE THEY WERE AT STAR LAST YEAR.

SO REALLY PROUD OF THE WORK THAT'S GOING ON WITH THE ELA GROUP.

I KNOW I'VE COME UP HERE PLENTY OF TIMES TALKING ABOUT NOT ONLY THE RSP WORK AROUND WRITING, BUT THERE WAS A HUGE FOCUS FOCUS ON WRITING ACROSS THE CONTENT.

YOU'RE STARTING TO SEE THE FRUITS OF THIS LABOR OR THEIR LABOR FROM THE SIXTH, SEVENTH, AND I'M SORRY, SIXTH GRADE, BUT IN PARTICULAR SEVENTH AND EIGHTH.

THE HIGH SCHOOL.

WE'RE ALMOST THERE IN BOTH ENGLISH ONE AND ENGLISH TWO.

I DID WANT TO MENTION THAT THIS DOES NOT DOES NOT INCLUDE ANY RETEST OR DATA.

SO THIS IS FIRST TIME ENGLISH ONE TESTERS AND ENGLISH TWO TESTERS.

I DID WANT TO SHARE ONE PIECE OF INTERESTING DATA, AND I WANT TO THANK MR. MCBRIDE FOR RUNNING THESE DIFFERENT DATA PIECES.

BUT IF IF YOU LOOK AT THE FIRST COLUMN.

IF WE CAN JUST GET KIDS TO ANSWER THE PROMPT AND NOT GET A ZERO.

WE CAN EVEN JUST GET THEM TO A ONE.

BUT IF WE CAN REALLY JUST GET THEM TO A TWO MEMBER, TWO SCORES, SOME OF THOSE, IF NOT ALL, ARE GOING TO BE COMPUTERIZED.

BUT IF WE CAN JUST GET THEM TO TWOS, WE WILL SEE A FOUR, POTENTIALLY A 40% INCREASE IN THE NUMBER OF KIDS WHO PASS THE THE STAR EXAM.

SO THIS IS WHY THE I MEAN WE'RE FOCUSING ON EVERYTHING TEAM, BUT WRITING JUST THIS BAR GRAPH ALONE WILL SHOW YOU THAT JUST ANSWERING THE PROMPT WHICH WE ARE WORKING ON

[02:00:04]

CAN GET, YOU KNOW, WE CAN GET SOME, SOME REALLY GOOD PUSH ON OVERALL ACHIEVEMENT FOR OUR STUDENTS WHO ARE WORKING HARD ALONG WITH OUR STAFF.

MR. DAVIDSON. YES.

SO IF A STUDENT HAS GREAT GRAMMAR, GREAT PUNCTUATION GREAT SENTENCE STRUCTURE, GREAT IDEA, AND IS ABLE TO WRITE IN THAT WAY, BUT MAYBE ISN'T ALIGNED TO WHAT THE QUESTIONS ASKED, WHAT SCORE WOULD THEY GET? THEY RECEIVE A ZERO, SIR.

I'LL DO A DRAMATIC PAUSE.

INTENTIONALLY. YES, THAT IS A ZERO.

AND WE SEE IT.

SAY THAT AGAIN, SIR.

DOES THAT MAKE SENSE? NO IT DOESN'T, BUT THEY DIDN'T ANSWER THE PROMPT.

AND THE QUESTION IS NOW TO IS USING AI TECHNOLOGY TO GRADE ALL THE PAPERS.

SO THERE'S SOME CONCERNS AROUND THE ACCURACY OF THAT.

AS YOU KNOW.

SO. WHEN WE GET THE RESULTS BACK, WE'LL WE'LL GO AND LOOK AT, YOU KNOW, THE STUDENTS THAT RECEIVE THOSE SCORES AND SEE IF WE WOULD SCORE IT THE SAME WAY, BECAUSE OTHER DISTRICTS THAT HAVE DONE THAT HAVE FOUND PRETTY HAVE FOUND SOME ISSUES WITH IT.

SO ACTION PLANS.

EACH CAMPUS HAS CREATED A RESPONSE TO BENCHMARK PLAN THAT IS MONITORED, REVIEWED, AS WELL AS SUPPORTED THROUGH THE CURRICULUM AND INSTRUCTION DEPARTMENT. SO WE HAVE THE PLANS AND WE HAVE SO THEY RESPOND TO THEIR DATA.

WE'VE GONE OUT SEVERAL TIMES, AND NOW ON A WEEKLY BASIS, MEMBERS OF THE CNI TEAM ARE MONITORING THOSE PLANS.

SO WE MEET WITH PRINCIPALS TO DISCUSS NOT ONLY HOW IS IT GOING, BUT WE'RE TALKING ABOUT NUMBER OF WALKS AND WE'RE ACTUALLY LOOKING AT ASSESSMENT DATA.

HOW DO YOU KNOW THAT THE INTERVENTIONS THAT YOU ARE CREATING, BY THE WAY THE MAJORITY OF THEM ARE SMALL GROUP PULL OUT, PUSH IN.

WE HAVE STARTED TO WE PROVIDED SOME RESOURCES, PURCHASED SOME RESOURCES FOR SOME CAMPUSES.

WE HAVE SOME INDIVIDUAL CAMPUSES THAT ARE USING TUTORS TO DO THE SMALL GROUP OR PUSH IN.

BUT WHAT WE'RE DOING ON A WEEKLY BASIS IS GOING INTO CAMPUSES AND MONITORING THAT THEIR, THE PLAN IS BEING MEASURED, THAT WE'RE LOOKING AT SPECIFIC DATA, NOT ONLY WALKS OBSERVATIONS, BUT ANY ASSESSMENT DATA THAT IS DONE WITHIN THE SMALL GROUPS FOR CHILDREN WE ARE DISCUSSING WITH THE PRINCIPALS.

THOSE ARE THOSE CAMPUS SUPPORT VISITS I WAS JUST TALKING ABOUT.

ANY QUESTIONS? THE ADDITIONAL QUESTIONS. OKAY.

THANK YOU. YOU MOVE ON TO NINE E 2022 BOND CONSTRUCTION UPDATE JEREMIAH.

[2022 Bond Construction Update ]

GOOD EVENING, BOARD PRESIDENT WRIGHT AND BOARD MEMBERS AND SUPERINTENDENT ESTRADA.

AND I GET TO BRING TO YOU A LITTLE BOND UPDATE ON THE CONSTRUCTION WE HAVE GOING.

AS YOU CAN SEE ON YOUR PRESENTATION WE'RE GOING TO GO TO THE NEXT ONE.

EXCUSE ME. LOCKHART HIGH SCHOOL SCHEDULE UPDATES AS OF RIGHT NOW IN THE NEW CLASSROOM WING, WE ACTUALLY HAVE COMPLETED THE EXCAVATION BUILDING PIERS ARE COMPLETED ALONG WITH THE START OF THE GRADE.

BEAMS HAVE ALREADY STARTED AS WELL.

WE ACTUALLY MAKE OUR FIRST POUR MONDAY ON THE GRADE BEAMS. CAFETERIA EDITION, BUILDING PAD EXCAVATIONS COMPLETE.

BUILDING PIERS DRILLED AND COMPLETED AS WELL.

WE HAVE ALREADY COMPLETED SOME MOVING, SOME UTILITY LINES, WHICH WAS SOME FIBER LINES AND STUFF LIKE THAT AS WELL.

AND AS YOU CAN SEE IN THE FINE ARTS EDITION, WE'VE DONE THE EXCAVATION, AS YOU CAN SEE IN THAT PICTURE, THAT'S PART OF THAT EXCAVATION, THE FINE ARTS.

WE'VE RELOCATED THE UNDERGROUND UTILITIES FROM SANITARY WASTE AND SOME WATER LINES THAT ARE RUNNING UNDERNEATH THERE.

OVER THE WEEKEND TO MAKE SURE WE DIDN'T DISRUPT ANY CLASSES OR ANYTHING.

BLESS YOU. BUILDING PEER.

DRILLING IS COMPLETE IN THAT AREA AS WELL.

SO WE'VE ACTUALLY DONE WITH ALL THE PEER DRILLING AND THE ACTUAL FOUNDATION AREAS.

WE ARE GOING TO DO A COUPLE OTHER ONES THAT WE HAVE FOR SOME PORCH AREAS.

BUT THAT'S THAT'S ALL THE PEER DRILLING IS DONE.

UPCOMING MILESTONES.

I'D LIKE TO JUST POINT THAT OUT.

WE THESE ARE PRETTY CLOSE DATES.

WE'RE GOING TO DEFINITELY TRY TO HIT AS CLOSE AS POSSIBLE.

STRUCTURAL STEEL ERECTED WILL BE FOR 2524 BUILDING DRY END, WHICH IS YOUR WATERPROOFING WINDOWS AND ROOFING INSTALLED.

THAT IS 826 2024.

THIS PROJECT RIGHT NOW IS STILL TRACKING TO FINISH IN THE FALL OF 2024.

IT'S ACTUALLY. WRIGHT GOING TO BE TOWARDS THE END OF NOVEMBER.

LOCKHART HEIST-GOOR EXCAVATION.

HERE'S A COUPLE OF PICTURES SHOWING THE CAFETERIA AND THE NEW CLASSROOM WING.

HERE ARE SOME OF THE PIER DRILLING.

[02:05:02]

AS YOU CAN TELL, WE GOT SOME PRETTY BIG PIERS IN THIS AREA THAT IS ACTUALLY MR. ESTRADA IN THAT FAR RIGHT PICTURE, STANDING THERE BY THAT PIER CAGE.

THAT'S HOW BIG THOSE PIERS ARE.

THE MUD THAT WAS AFTER THAT WAS BEFORE THE MUD, ACTUALLY WE GOT A LITTLE DIRTY THAT DAY.

THAT ACTUAL RIG IN THE MIDDLE PICTURE, THAT'S THE 72 INCH PIER BIT DRILLING BIT.

SO WE HAD SOME WE HAD SOME PRETTY STOUT PIERS UNDERNEATH THIS BUILDING TO MAKE SURE IT'S STURDY AND STRONG.

HERE'S SOME PICTURES OF THE GREAT BEAMFORMING.

WE'RE USING SOME WALL FORMS FOR THE GREAT BEAMS AS THE SUSPENDED SLAB.

THESE WILL MAKE THE PROCESS A LITTLE QUICKER BECAUSE ALL YOU DO IS UNBOLT, PICK THEM UP, MOVE TO THE NEXT SECTION AND SET THEM BACK DOWN SO THEY'LL ACTUALLY MOVE THE PROJECT ALONG A LITTLE FASTER. ELEMENTARY SCHOOL NUMBER SIX.

RIGHT NOW WE'VE STARTED THE MOBILIZATION OF THE SITE AND STRIPPING ON THE PROJECT SITE.

WE HAVE STARTED THE EXCAVATION OF THE BUILDING PAD, AS WELL AS A GROUNDBREAKING CEREMONY WAS ON 319, 20, 24.

CITY PERMITS COMPLETE AND READY TO BE PICKED UP.

UPCOMING MILESTONES ON THIS PROJECT.

CONCRETE FOUNDATION COMPLETE ON SIX, SEVEN, 20, 24 HOUR STRUCTURAL STEEL ERECTION IS 1118 2024 BUILDING DRY END CONSISTING OF THE WATER PROOFING INSTALLED WINDOWS IN YOUR ROOFING WILL BE 12 2720, 24.

AND WE'RE LOOKING TO TRY TO START THE HVAC SYSTEMS UP BY TWO, THREE, 20, 25, WHICH WILL ALLOW US TO FINISH UP PAINTING, SHEETROCK AND ALL THAT GOOD STUFF TO KEEP THE MOISTURE OUT OF THE BUILDING. WE'RE STILL TRACKING TO FINISH MAY OF 2025.

THERE'S SOME PICTURES OF THE STRIPPING OF THE SITE.

WE WENT IN AND REMOVED ALL THE VEGETATION IN THE AREAS WHERE WE NEED TO.

WITH ANY NEW STUFF COMING IN.

THERE'S YOUR THE BUILDING PAD RIGHT THERE.

YOU CAN ACTUALLY SEE THE COURTYARD IN THAT PICTURE.

IF YOU LOOK CLOSELY, YOU CAN SEE WHERE THE WING CLOSEST AND THE CAFETERIA AND STUFF IN THE BACKGROUND OF THAT ON THE LEFT PICTURE.

AND ON THE FRONT, YOU CAN SEE THE ACTUAL WING AND THE COURTYARD.

BOND OVERSIGHT COMMITTEE IS SOMEONE.

WE'VE BEEN DOING THIS A MEETING DATES, THEIR ITEMS. WE DISCUSSED.

WE VOTED. WE BOND CONSTRUCTION BUDGETS.

WE DISCUSSED. WE VOTED IN THE CHAIRMAN.

CO CHAIRMAN AS YOU CAN SEE IS MR. ALFREDO MUNOZ AND MISS CASEY BROWN.

WE DISCUSSED THE SCHEDULE OF EACH BOND CONSTRUCTION PROJECT.

WE DO WE LOOK AT WAYS TO SHARE THE PROJECT AND UPDATES WITH THE COMMUNITY.

ONE OF THOSE WAYS THAT THEY CAME UP WITH IS THEY ACTUALLY STARTED A NEW FACEBOOK PAGE FOR BOND OVERSIGHT TO BE ABLE TO SHARE THAT WITH THE COMMUNITY.

SO EVERYBODY KNOWS WHAT'S GOING ON.

WE WANT TO BE TRANSPARENT, LET EVERYBODY KNOW EXACTLY WHAT'S GOING ON THESE PROJECTS WITH THE MONEY AND EVERYTHING.

BOND BUDGET UPDATES.

THIS IS WHAT YOU GET ON THE ELEMENTARY SCHOOL RIGHT NOW.

OUR ACTUAL GNP WAS AT WITH THE GNP ONE AND TWO WAS AT 33 MILLION 768.

AND WE'VE ACTUALLY STARTED ACTIVITIES WITH THOSE WAS FINISHED TODAY WOULD HAVE BEEN ABOUT 2,000,508, 82,580,000. WE'VE ACTUALLY ONLY PAID OUT 80, ABOUT 88, $888,000 TO THAT RIGHT NOW.

SO WE ARE ACTUALLY TRACKING UNDER AND STAYING PRETTY CLOSE TO ON BUDGET.

THERE'S NOT A WHOLE LOT THERE THAT I CAN SHOW YOU THAT'S ALREADY HAPPENED.

SO THIS IS KIND OF SHOWING YOU WE'RE ACTUALLY TRACKING REALLY GOOD RIGHT NOW.

AND THEN THE ELEMENTARY SCHOOL.

SO AS YOU CAN LOOK IN THAT, THAT DIAGRAM THERE, THAT THE BASELINE IS THAT BLACK LINE ON TOP.

THE BLUE LINE IS THE CURRENT PROJECT COST IS KIND OF WHERE WE SHOULD BE TRACKING.

WE'RE ACTUALLY ACTUALLY THE ACTUAL COST IS BELOW THAT RIGHT NOW.

SO WE'RE ACTUALLY TRACKING A LITTLE UNDER ON CERTAIN THINGS.

SO WE'RE LOOKING PRETTY GOOD FOR THAT BUDGET THERE.

MAYBE EVEN COMING IN UNDER A LITTLE.

SO THAT'S ACTUALLY LOOKING VERY PROMISING AT THE HIGH SCHOOL.

AND THEN NEXT WE HAVE INTEREST DATES.

AND I MEAN SOME INTEREST.

INTEREST TO DATE RIGHT NOW.

SO WE'VE COLLECTED 3,000,544 ZERO 48 INTEREST EARNED ON FEBRUARY 29TH.

WE'RE ESTIMATING ABOUT 998,009 63 TO BE PAID OUT OF THAT INTEREST.

AND SO THAT REMAINING WOULD BE 2,545,000 085.

ALL RIGHT. WHAT'S THAT? AND SO JUST AND ONE THING REAL QUICK WITH THAT IS WE GOT TO REMEMBER THAT NOW WE'RE STARTING THE, THE CONSTRUCTION.

WE'RE NOT GOING TO BE GETTING AS MUCH INTEREST, YOU KNOW, GOING FORWARD.

IT'S ACTUALLY GOING TO SLOW DOWN.

IT'S A LITTLE BIT AS WE START PAYING OUT OF THAT MONEY.

SO. WANT TO MAKE SURE I POINTED THAT OUT.

WHAT? WE'RE GOING TO USE A LOT OF THAT INTEREST MONEY TO PAY FOR FURNISHINGS AND WHATNOT.

OR I'M THINKING ABOUT THAT.

[02:10:03]

WE HAVE FFA MONEY IN THE BUDGET ACTUALLY, SO WE ACTUALLY HAVE THE MONEY ALLOTTED FOR THAT.

SO THAT'S OUR BONUS. MICHAEL.

YEAH. SO WHAT, ARE WE GOING TO GIVE IT AWAY? OKAY, SO THAT THE PLAN, YOU KNOW, AS WE CONTINUE TO LOOK FOR LAND PART OF THE, THE ASK FOR DURING THE ELECTION WAS TO, YOU KNOW APPROVE FOR PURCHASING OF LAND.

SO WE HAVE LAND THAT WE'RE SCOUTING THAT WE BELIEVE COULD BE A WISE INVESTMENT OF THOSE FUNDS.

AND THEN OBVIOUSLY, WE WANT TO HAVE SOME IF, YOU KNOW, EVERYTHING'S GOING TO GO PERFECTLY, BUT YOU NEVER KNOW.

SO I THINK YOU KNOW, IT'S JUST WISE WITH ANY CONSTRUCTION PROJECT TO BE CONSERVATIVE WITH HOW YOU'RE SPENDING THOSE FUNDS.

ANY OTHER QUESTIONS? THANK YOU, SIR. THANK YOU.

WE MOVE ON TO ITEM TEN.

[Consider and/or Approve Purchase of Regional Day School Program for the Deaf Contracted Services (RDSPD)]

AGENDA ITEM TEN A CONSIDER AND OR APPROVE PURCHASE OF REGIONAL DAY SCHOOL PROGRAM FOR THE DEAF CONTRACTED SERVICES.

DSPD MISTER DAVIDSON.

SO YES. LOCKHART ISD PARTNERS WITH REGION 13 REGIONAL DAY SCHOOL PROGRAM FOR THE DEAF DSPD TO PROVIDE SERVICES TO OUR SPECIAL EDUCATION STUDENTS. PER LOCAL POLICY, ANY PURCHASES MADE OVER ITEMS OVER 100,000 REQUIRES BOARD APPROVAL.

THE DISTRICT PLANS TO SPEND 209,000 FOR CONTRACTED SERVICES PROVIDED BY REGION 13 DSPD.

ANY QUESTION BOARD.

I MOVE THAT THE BOARD APPROVE THE PURCHASE OF THE RECOMMENDED ESK REGION CONTRACTED SERVICES BY THE ADMINISTRATION IN THE AMOUNT OF 209,000.

I SECOND. WE HAVE A MOTION.

WE HAVE A SECOND. ALL THOSE IN FAVOR SAY AYE.

AYE. ANY OPPOSED? PASSES 7 TO 0.

[Consider and/or Approve Election of Place 4, Region 13 Board of Directors]

BE CONSIDER AND OR APPROVE ELECTION.

A PLACE FOR REGION 13 BOARD OF DIRECTORS.

I GUESS I HAVE A LITTLE QUESTION. YOU KNOW, WE HAVE SOME BALLOTS HERE.

I'M NOT. WE EVER DONE BALLOTS BEFORE? I DON'T KIND OF REMEMBER. IT SEEMS LIKE WE JUST PUT IT IN NOMINATION AND.

WE EACH.

OKAY, WE ALL VOTED INDIVIDUALLY.

I MAKE A MOTION THAT THE BOARD INDIVIDUALLY SELECTS A CANDIDATE TO FILL THE PLACE FOR POSITION ON THE REGION 13 BOARD OF DIRECTORS.

I'LL SECOND. OKAY.

WE HAVE A MOTION. WE HAVE A SECOND.

IS THIS GOING TO ALLOW US TO USE THE BALLOTS? OKAY. SO OKAY.

SO YOU DON'T HAVE TO TOTAL HOW MANY VOTED FOR THE MOTION HAS GIVEN YOU THE AUTHORITY TO EACH INDIVIDUALLY DO THAT.

AND THEN WE'LL SUBMIT.

OKAY. SO WE HAVE A MOTION.

WE HAVE A SECOND. ALL THOSE IN FAVOR SAY AYE.

AYE. ANY OPPOSED.

PASSES 7 TO 0.

WE HAVE. OFFICIALLY YOU'RE.

[Consider and/or Approve a Bid for Replacement Computers for Students and Staff]

ITEM TEN C CONSIDER AND OR APPROVE A BID FOR REPLACEMENT COMPUTERS FOR STUDENTS AND STAFF.

GOOD EVENING, BOARD AND MR. ESTRADA. AS I CAME LAST MONTH, WE TALKED ABOUT REPLACING COMPUTERS, INCLUDING STUDENT CHROMEBOOKS AND IPADS, ALONG WITH STAFF, LAPTOPS AND ACCESSORIES.

WE DID RELEASE AN RFP, AN RFP FOR THE REPLACEMENT COMPUTERS.

AND AS YOU CAN SEE WE DID REQUEST A PROPOSAL INCLUDING THESE ITEMS THE LAPTOPS, CHROMEBOOKS, CHROMEBOOK CARTS, IPADS AND CASES AND ACCESSORIES.

WE HAD 12 VENDORS ACTUALLY SUBMIT PROPOSALS.

AFTER EVALUATING THE BIDS FROM THE TECHNOLOGY DEPARTMENT AND THE PURCHASING DEPARTMENT, WE RECOMMEND ACTUALLY AWARDING MULTIPLE VENDORS IN THE BID TABULATION THAT YOU ALL HAD IN YOUR BOARD BOOK.

THE THE ITEMS THAT WERE HIGHLIGHTED IN GREEN WERE WHAT WE WOULD LIKE TO AWARD.

I HAD THE LIST DOWN HERE TO BY VENDOR AND THE COST THAT THEY WOULD BE AWARDED AWARDING THE MULTIPLE AWARDING THE BID TO MULTIPLE VENDORS ALLOWS THE DISTRICT TO WORK WITH NEW AND CURRENT VENDORS.

THAT CAN PROVIDE THE PRODUCTS THAT WE NEED THAT MEET OUR SPECIFICATIONS AND HAVE LOWER PRICES.

SO THAT WAS THE THE IDEA OF DOING THE MIX VERSUS ACTUALLY AWARDING TO ONE VENDOR.

SO OUR TOTAL COST FOR THE REPLACEMENT COMPUTERS, ALL THE THINGS INCLUDED, ALONG WITH THE IPADS FROM APPLE, WHICH WILL WE WOULD BE PURCHASING THROUGH A PURCHASING COOPERATIVE. THEY WEREN'T ON THE BID SINCE APPLE PRETTY MUCH CAN GIVE US THE LOWEST PRICE EVER.

SO OUR TOTAL COST WOULD BE ABOUT TWO $2,250,000.

[02:15:03]

SO WE WOULD LIKE TO REQUEST THAT THE BOARD APPROVE THAT PURCHASE OR THOSE PURCHASES.

I'LL MOVE THAT THE BOARD APPROVE THE PURCHASE OF THE EQUIPMENT AND THE RFP 24-001 FOR REPLACEMENT COMPUTERS AS PRESENTED.

SECOND. WE HAVE A MOTION.

WE HAVE A SECOND. ALL THOSE IN FAVOR SAY AYE.

AYE. ANY OPPOSED? PASSES 7 TO 0.

[Consider and/or Approve a Bid for Leasing IT Equipment]

TEND CONSIDER AND OR APPROVE A BID FOR LEASING IT EQUIPMENT.

SO DEALING WITH THE EQUIPMENT THAT WE ALL JUST APPROVED.

WE ARE LOOKING AT ACTUALLY LEASING THAT EQUIPMENT VERSUS PAYING IT OUTRIGHT.

TO ALLOW THE DISTRICT TO SPREAD THOSE FUNDS ACROSS MULTIPLE YEARS INSTEAD OF DOING IT AT ONE TIME.

SO AGAIN, WE CURRENTLY HAVE A LEASE.

THAT FIVE YEAR LEASE IS UP COME THE END OF THIS FISCAL YEAR.

AND SO ALL THAT, ALL THOSE ITEMS WILL BE RETURNING.

AND SO WE BASICALLY NEED TO REPLACE THEM.

SO THEREFORE WE RELEASED A REQUEST FOR PROPOSAL FOR THE IT LEASING.

WE ONLY HAD ONE PROPOSAL THAT WAS RECEIVED FROM INSIDE INVESTMENTS.

AND SO WITH THAT BEING SAID, THE ADMINISTRATION LOOKED AT DIFFERENT OPTIONS.

AND A THREE OR A FOUR YEAR LEASE.

THIS IS ALSO IN Y'ALL'S BOARD BOOK AS WELL.

SO IN THIS LAST COLUMN IS THE 48 MONTH ANNUAL PAYMENT FOR THE FOUR YEAR LEASE.

AND THE ITEMS IN BLUE ARE WHAT WE WOULD LIKE TO ACTUALLY PUT ON THE LEASING PROGRAM.

THE ITEMS IN YELLOW.

UNDER THE COLUMN OF TOTAL COST OF EQUIPMENT FOR THE BID, WE WOULD ACTUALLY LIKE TO PURCHASE OUTRIGHT.

WE FILL THOSE ARE CONSUMABLES THAT YOU KNOW EITHER THEY WILL LAST LONGER THAN THE FOUR YEAR LEASE OR IF SOMETHING WERE TO HAPPEN TO THEM, THEY ARE EASY TO REPLACE AT LITTLE COST.

SO WE WOULD BE LOOKING AT ACTUALLY PAYING OUT OF THE GENERAL FUND AND DOING A BUDGET AMENDMENT FOR THE $88,113.90.

AND THEN WE WOULD LOOK AT ACTUALLY DOING THE FOUR YEAR LEASE OF ALL THE OTHER, AGAIN, THE ITEMS IN BLUE AND OUR FOR YOUR LEASE COSTS FOR EACH YEAR WOULD RIGHT NOW BE $576,012.85.

SO I'D LIKE TO ADD TO, JUST SO Y'ALL KNOW OVER THE COST OF THE FOUR YEARS THE DIFFERENCE BETWEEN THE ACTUAL COST OF THE EQUIPMENT, LEASING IT FOR FOUR YEARS WOULD ACTUALLY COST US FOR THE LOAN, $146,934.

SO THAT'S THE THAT'S THE COST TO ACTUALLY LEASE IT FOR FOUR YEARS.

THAT'S WHAT WE WOULD BE PAYING OVER THE COST OF THE ACTUAL EQUIPMENT ITSELF.

IT WAS CHEAPER TO BUY IT VERSUS IT IS TECHNICALLY CHEAPER TO BUY IT.

I MEAN, BUT YOU KNOW, WHEN YOU DO A LEASE OR A LOAN, RIGHT, YOU'RE GOING TO PAY SOME INTEREST COSTS.

CORRECT? SO THAT'S THE COST OF IT FOR THE FOUR YEARS.

OKAY. THE TOTAL FOUR YEARS.

SO THE THE ADDITIONAL COST, I SHOULD SAY THE LEASE ALLOWS US TO SPREAD THE COST OUT OVER MULTIPLE YEARS.

YES. SO IT DOESN'T HIT US SO HARD IN ONE YEAR.

CORRECT. SO WE INSTEAD OF PAYING THE 2.250 MILLION OR 200 AND 252 MILLION, $250,000, NOW WE'RE SPREADING IT ACROSS FOUR YEARS, PAYING $576,112.

BUT THE INTEREST COST WOULD THAT WOULD TOTAL ABOUT 146,009 34.

OVER THE COST OF THAT THAT PERIOD.

OKAY. OKAY.

ANY OTHER QUESTIONS FOR.

I THINK THAT'S A GOOD EXPLANATION.

I UNDERSTAND IT IS I MOVE TO APPROVE THE LEASING THE REPLACEMENT COMPUTERS FROM THE RFP 20 4-001 WITH INSIGHT INVESTMENTS, LLC, AND AMEND THE GENERAL FUND BUDGET IN THE AMOUNT OF $88,113.90 TO PURCHASE THE CONSUMABLES AS PRESENTED.

A SECOND. WE HAVE A MOTION.

WE HAVE A SECOND. ALL THOSE IN FAVOR SAY AYE.

AYE, AYE.

ANY OPPOSED? MOTION PASSES 7 TO 0.

THANK YOU. BOARD. WE WILL NOW MOVE ON TO ITEM 11.

AND I WANT TO SINGLE OUT MISS HEATHER SMITH FOR CONTINUING THE FINE WORK OF THE COMMUNICATIONS DEPARTMENT.

YOU KNOW, WE'RE. YOU KNOW, WE'RE WE'RE SERVED VERY WELL BY HER.

AND WE DO APPRECIATE THAT.

YES. ECHO EVERYONE'S COMMENTS.

I MEAN, WE SPENT ALMOST AN HOUR TONIGHT ON CELEBRATIONS, AND I THINK THAT'S A THAT'S A GREAT THING WHEN WE'RE HAVING TO HAVE DISCUSSIONS ABOUT MAN WHO CAN MAKE THE AGENDA THIS MONTH BECAUSE THERE ARE SO MANY GREAT THINGS THAT OUR KIDS ARE ACCOMPLISHING.

I JUST WANT TO THANK ALL OF OUR TEACHERS AND STAFF FOR ALL THE WORK THEY DO ON A DAILY BASIS.

AND AS WELL, OUR LABOR LEADERS WHO HAVE DONE A GREAT JOB.

I THINK THE THE SUPPORT THAT THEY'RE PROVIDING IS, IS PART OF THE REASON WHY YOU'RE SEEING US AT A PLACE WHERE, YOU KNOW, WHERE WE WERE AT THE END OF THE YEAR LAST YEAR.

SO I'M VERY ENCOURAGED TO CONTINUE TO SEE THAT PROGRESS AND THAT GROWTH.
