INDEPENDENT SCHOOL DISTRICT BOARD OF TRUSTEES TO ORDER ON JUNE 24TH, 2024 AT 6:30 PM.

THAT THE RECORDS SHOW THAT A QUORUM OF BOARD MEMBERS IS PRESENT, THAT THIS MEETING HAS BEEN DULY CALLED, AND THAT NOTICE OF THIS MEETING HAS BEEN POSTED IN ACCORDANCE WITH THE TEXAS OPENS METING ACT, TEXAS GOVERNMENT CODE CHAPTER 551.

THAT THE RECORDS SHOW THAT TRUSTEE HONCHE, RAYOS, LOCKHART, BURNETT, WRIGHT ARE PRESENT.

TRUSTEES GUYTON AND PULLIAM WILL NOT BE JOINING US TONIGHT.

PUBLIC MEETING, A, PUBLIC MEETING FOR 2024-2025 BUDGET AND PROPOSED TAX RATE.

THIS INFORMATION HAS BEEN POSTED? WE NOW OPEN THE MEETING UP TO ANYBODY WHO WOULD LIKE TO MAKE.

>> GOOD EVENING. SCHOOL BOARD AND MR. ESTRADA.

EVERY YEAR, WE ARE REQUIRED TO HAVE A PUBLIC MEETING ON THE PROPOSED BUDGET AND TAX RATE THAT WE ARE BRINGING THIS EVENING.

WE'RE NOT BRINGING THE TAX RATE, BUT WE ARE BRINGING A PROPOSED BUDGET FOR '24-'25 YEAR.

AT THIS TIME, I JUST WANT TO TAKE A FEW MINUTES TO GO THROUGH THE BUDGET AND TALK ABOUT HOW WE GOT WHERE WE ARE THIS EVENING TO ADOPT OUR BUDGET FOR THE '24-'25 FISCAL YEAR.

THE LEGAL REQUIREMENTS FOR SCHOOL DISTRICTS FOR THEIR BUDGETS IS IN CHAPTER 44 OF THE TEXAS EDUCATION CODE.

IN THAT, IT DOES STATE WHERE WE ARE TO HAVE THIS MEETING THIS EVENING.

WE ARE A JULY 1ST FISCAL YEAR START DATE, WHICH MEANS THAT WE MUST ADOPT A BUDGET BEFORE JUNE 30TH, WHICH IS WHY WE ARE PROPOSING A BUDGET THIS EVENING.

WHAT I LIKE TO DO IS I'D LIKE TO JUST TALK ABOUT A LITTLE BIT OF THE BASICS ON WHAT THE BUDGET CONSISTS OF THAT WE'RE BRINGING THIS EVENING.

HOW ARE SCHOOL DISTRICTS FUNDED? THEY'RE FUNDED THROUGH A STATE ALLOCATION, LOCAL TAXES, AND A SMALL FEDERAL ALLOCATION.

THEN WE ALSO RECEIVE OTHER SOURCES LIKE COMPETITIVE GRANTS, AND OTHER TYPES OF GRANTS AS WELL.

THE SCHOOL BOARD IS REQUIRED TO ADOPT THE BUDGET FOR THE GENERAL FUND, THE DEBT SERVICE FUND, AND THE CHILD NUTRITION FUND.

THOSE OTHER SOURCES, THE COMPETITIVE GRANTS AND STUFF, THAT'S NOT REQUIRED TO BE ADOPTED BY THE BOARD.

HOWEVER, THOSE OTHER THREE BUDGETS ARE REQUIRED, AND THAT'S WHAT WE'RE BRINGING THIS EVENING.

JUST AS AN OVERVIEW OF HOW WE RUN OUR MAINTENANCE AND OPERATIONS BUDGET AT EVERY SCHOOL DISTRICT, REALLY, BUT PARTICULARLY A LOCKHART ISD IS HERE,

THE BUCKET REPRESENTS THE TOTAL COST TO EDUCATE THE STUDENTS THAT ATTEND LOCKHART ISD.

WHAT HAPPENS IS THAT THE STATE DETERMINES THE SIZE OF THAT BUCKET, AND THEN WE FILL THAT BUCKET UP TO BE ABLE TO FUND HOW MUCH IT COSTS TO EDUCATE OUR STUDENTS FIRST THROUGH OUR LOCAL COLLECTION, AND THEN THE STATE COMES IN AND THEY'LL FILL UP THE REST OF THAT BUCKET IN ORDER FOR US TO FUND FOR OUR STUDENTS TO BE EDUCATED.

AFTER THAT LOCAL TAX COLLECTION, THE STATE REVENUE AMOUNT, THAT'S HOW THE STATE REVENUE AMOUNT IS DETERMINED, AND THEN THAT IS WHAT MAKES UP THE TOTAL COST TO EDUCATE THE STUDENTS AT LOCKHART ISD.

WHAT DETERMINES THE SIZE OF THAT BUCKET? EVERY SINGLE DISTRICT HAS A BUCKET.

EVERY BUCKET IS A DIFFERENT SIZE.

IT DEPENDS ON THE NUMBER OF STUDENTS IN THAT DISTRICT, THE NEEDS OF THOSE STUDENTS, AND THE ATTENDANCE OF THOSE STUDENTS.

THE BUCKET CHANGES FOR EACH DISTRICT ACCORDING TO THOSE THINGS.

THE STATE OF TEXAS GETS THAT INFORMATION.

THEY TELL US HOW BIG OUR BUCKET SHOULD BE, AND THEN WE RECONCILE FROM THERE.

HOW CAN LOCKHART ISD'S BUCKET GET BIGGER? IT CAN GET BIGGER THROUGH ENROLLMENT GROWTH, WHICH WE DO HAVE.

IT CAN GET BIGGER THROUGH A VATRE, WHICH WE DID PASS, AND IT CAN GET BIGGER THROUGH INCREASED INSTRUCTIONAL TIME THROUGH ATTENDANCE.

DON'T THINK THAT THE STATE DOESN'T CHECK AND MAKE SURE THAT THEIR PORTION OF THE BUCKET IS RIGHT AND TRUE.

THE WAY THAT THEY DO THAT, THE WAY THAT THEY MAKE SURE THAT OUR LOCAL TAX COLLECTION IS WHAT IT SHOULD BE IS THEY DO AN ANNUAL PROPERTY VALUE STUDY.

THAT IS REALLY IMPORTANT IN LOCKHART ISD BECAUSE WE HAVE BEEN IMPACTED BY THE ANNUAL PROPERTY VALUE STUDY IN THE PAST SEVERAL YEARS.

WHAT THEY DO IS THE STATE COMPARES OUR LOCAL TAX RULE WITH THEIR PROPERTY VALUE STUDY, WHAT THEY SAY THE VALUE SHOULD BE.

WHAT THEY'RE DOING IS THEY'RE WANTING TO MAKE SURE THAT THE COUNTIES ARE COLLECTING ENOUGH FUNDS IN THEIR TAX RULES THAT THEY SHOULD BE ACCORDING TO WHAT THEY SAY THE VALUES OF OUR PROPERTY SHOULD BE IN OUR COUNTY.

THE PROPERTY VALUE STUDY ENSURES THAT THOSE APPRAISERS ARE TAXING ACCORDING TO HOW THEY SHOULD BE AND THAT THEY'RE WITHIN RANGE OF THE STATE VALUES.

THAT PROPERTY VALUE STUDY IS RELEASED EVERY YEAR AT THE END OF JANUARY BY THE TEXAS CONTROLLER'S OFFICE.

THE BUDGET THAT WE ARE PROPOSING THIS EVENING IS BASED ON VALUES IN CALDWELL COUNTY THAT ARE FOR 2024, THAT WILL NOT BE STUDIED BY THE STATE UNTIL JANUARY OF 2025.

THAT'S JUST IMPORTANT AS WE ARE PLANNING FOR THE YEAR. YES, SIR.

>> I WANT TO MAKE A COMMENT JUST TO ENSURE WE'RE CLEAR, ESPECIALLY TO OUR COMMUNITY MEMBERS WHO ARE HERE AND ALSO WHO MAY BE WATCHING.

THE SCHOOL DISTRICT BOARD, AS YOU'RE AWARE, THE SCHOOL DISTRICT HAS NO PART IN THIS IS DONE AT THE COUNTY APPRAISAL DISTRICT, AND THE SCHOOL DISTRICT HAS NO SAY AND HOW THE PROPERTIES ARE APPRAISED.

CERTAINLY AS THE SUPERINTENDENT, I DON'T HAVE ANY AUTHORITY OVER THAT, EITHER, BUT THAT'S DONE AT THE COUNTY APPRAISAL DISTRICT.

THEY DO THE SAME FOR EVERYONE IN THE COUNTY, INCLUDING LOCKHART ISD AND PAR LE ISD.

>> I THINK IT'S IMPORTANT THAT YOU CLARIFY THAT BECAUSE I THINK THERE IS MISCOMMUNICATION OUT IN THE COMMUNITY ABOUT THE INVOLVEMENT THAT THE DISTRICT HAS IN ACTUALLY HAVING A PART IN HAVING THEIR VALUE.

>> ABSOLUTELY. IT'S SOMETHING THAT I LIKE TO TEACH OFTEN.

THE LOCAL PROPERTY VALUES MUST BE WITHIN 95% IN SOME OF THE AREAS OF THE STATE PROPERTY VALUE IN ORDER TO BE A PAST PROPERTY VALUE STUDY.

IF THE LOCAL PROPERTY VALUES ARE LOWER THAN THAT AND EVEN HIGHER, IF THEY'RE TOO FAR OVER, A DISTRICT GOES INTO WHAT'S CALLED A GRACE PERIOD.

A SCHOOL DISTRICT IS ALLOWED THREE YEARS OF GRACE.

AFTER THOSE THREE YEARS, THERE'S WHAT'S CALLED A FAILED PROPERTY STUDY VALUE AGAIN.

AT THAT POINT, THE DISTRICT IS ASSIGNED STATE PROPERTY VALUES.

WHEN I SAY THAT THE DISTRICT FAILED, IT DOESN'T MEAN THAT THE DISTRICT FAILED, IT MEANS THAT THE PROPERTY VALUE STUDY OF THE APPRAISED VALUES THAT THE COUNTY DOES WITH THE STATE VALUES.

THAT'S REALLY WHAT FAILED, BUT THIS IS WHAT THEY USED TO RECONCILE OUR PAYMENT.

THAT'S WHY THE SCHOOL DISTRICT THAT'S EITHER IN A GRACE OR FAILED STATUS.

LOCKHART ISD WENT OUT OF A GRACE PERIOD AFTER THREE FAILED PROPERTY VALUE STUDIES IN TAX YEAR OF 2020 AND WAS ASSIGNED STATE PROPERTY VALUES IN JANUARY OF 2021.

THAT WAS THE FIRST YEAR THAT THE DISTRICT WENT OUT OF GRACE.

ONCE A SCHOOL DISTRICT IS OUT OF GRACE, THERE HAS TO BE THREE PAST PROPERTY VALUE STUDIES IN A ROW BEFORE A DISTRICT CAN GAIN BACK THREE MORE YEARS OF GRACE.

IN 2021 PROPERTY VALUES STUDY.

IT WAS A PAST PROPERTY VALUE STUDY.

IN JANUARY OF 2022, WE LEARNED THAT THAT WAS A PAST PROPERTY VALUE STUDY OF 2021, WHICH IF YOU REMEMBER, THERE WAS SOME MAJOR INCREASES IN PROPERTY VALUES THAT YEAR.

THE PAST PROPERTY VALUE STUDY WAS QUITE SIGNIFICANT.

WE HAD A 40% INCREASE THAT YEAR IN OVERALL PROPERTY VALUES.

LOCKHART ISD CALDWELL COUNTY APPRAISAL DISTRICT, PROPERTY VALUES FAILED SURPRISINGLY IN 2022 AFTER THAT LARGE JUMP IN 2021, WHICH RESULTED IN ESTATE PROPERTY VALUE ASSIGNMENT, AND I'M GOING TO GO OVER THE DETAILS OF WHAT HAPPENED AS QUICKLY AS I CAN JUST TO REVIEW WHAT HAPPENED AS A RESULT OF THAT.

WE FOUND THAT OUT IN JANUARY OF 2023.

ABOUT A YEAR AND A HALF AGO FROM NOW, LOCKHART ISD HAD A PAST PROPERTY VALUE STUDY IN 2023, WHICH RESULTED IN A LOCAL PROPERTY VALUE ASSIGNMENT FOR THIS '23-'24 CURRENT FISCAL YEAR THAT WE'RE IN RIGHT NOW THAT CLOSES IN JUST A FEW DAYS AT THE END OF THIS MONTH.

WE DID HAVE A PAST PROPERTY VALUE STUDY WITH TWO MORE OF THOSE, THEN WE'LL BE BACK IN THE ABILITY TO GO INTO GRACE AGAIN.

I WANT TO HAVE A REFRESHER ON THE 2022 PROPERTY VALUE STUDY, AND THE REASON FOR THAT IS BECAUSE I JUST WANT TO SHOW THE IMPACT OF WHAT HAPPENS WHEN WE DO HAVE STATE PROPERTY VALUE ASSIGNMENTS.

WHAT HAPPENS IS, THIS IS RIGHT OFF THE PROPERTY STUDY VALUE FROM THE COMPTROLLER'S OFFICE IS OUR LOCAL TAX ALL VALUE THAT YEAR WAS ALMOST $2.8 BILLION.

THE STATE SAID THAT THEIR VALUES WERE 3.1 BILLION, THAT THEY SAID THAT THE PROPERTIES IN LOCKHART ISD OF CALDWELL COUNTY WERE APPRAISED AT.

AS YOU CAN SEE IN THAT FAR RIGHT COLUMN, IT SAYS THE 2022 VALUE ASSIGNED WAS 3.1 BILLION, WHICH MEANS THAT THE STATE WE DID RECEIVE STATE PROPERTY VALUE ASSIGNMENT THAT YEAR.

WHEN THAT HAPPENS, THEY SAY, WELL, YOU FILLED YOUR BUCKET UP TO HERE THROUGH YOUR LOCAL TAX COLLECTION ON THE 2.7 BILLION THAT YOU ACTUALLY COLLECTED ON BECAUSE THAT'S WHAT OUR LOCAL VALUES ARE.

THEN THEY SAY, BUT WE'RE ONLY GOING TO FILL YOUR BUCKET UP TO HERE BECAUSE YOU SHOULD HAVE COLLECTED ON WHAT WE BELIEVE THE VALUE OF 3.1 BILLION MEANING THE STATE.

WE'RE GOING TO REDUCE YOUR STATE AMOUNT THAT WE'RE GOING TO FILL THE REST OF YOUR BUCKET UP BY $3.1 MILLION.

WE HAD A $3.1 MILLION STATE REVENUE LOSS THAT YEAR DUE TO THE DIFFERENCE IN THE PROPERTY VALUES FROM OUR LOCAL CARD AND THE STATE PROPERTY VALUES. YES, SIR.

>> [NOISE] THE STATE PROPERTY VALUES. WHEN DO THEY DO?

>> THEY DO THAT EVERY YEAR AND IT COMES OUT IN THE FOLLOWING JANUARY.

WE RECEIVE CERTIFIED VALUES IN JULY OF THE YEAR. WE'LL GET IT NEXT MONTH.

JULY 25TH IS THE DEADLINE THAT WE GET CERTIFIED VALUES.

THE STATE TAKES ALL THAT TIME TO COMPARE THOSE VALUES TO WHAT THEY SHOULD BE AND THEN THE STUDY COMES OUT IN JANUARY.

>> WE DON'T KNOW WHAT THE STATE VALUE IS GOING TO BE WHEN WE DO ALL OF THIS PLANNING BUSINESS AND EVERYTHING ELSE THAT WE HAVE TO DO.

>> WE DON'T KNOW WHAT THEY'RE GOING TO COME UP WITH.

>> DURING THE TIME FROM JULY UNTIL JANUARY, SOMETHING CHANGES AS FAR AS VALUES OF A PROPERTY, WHAT DOES THAT DO TO US?

DOES THAT AFFECT, LET'S SAY THEY STARTED THAT AFTER WE HAD DONE IT, PROPERTY WASN'T SOLD AND IN SIX MONTHS, THEY CAN COMPLETE A PROJECT IF THEY WANT TO.

WHEN DOES THE STATE COME OUT AND LOOK AT THE VALUES, OR DO THEY JUST WHAT DO THEY DO HOW DO THEY DO THAT?

>> THE VALUE IS ON JANUARY 1ST OF THIS YEAR WOULD BE JANUARY 1ST OF 2024.

WHAT THE PROPERTY WAS ON THAT DATE.

IF THE STATE HAS MORE INFORMATION THAN THE COUNTY MIGHT HAVE, THAT'S WHERE THERE MIGHT BE A DIFFERENCE.

IF THE STATE, IN THEIR POOL THAT THEY'RE CHECKING IN A CERTAIN CATEGORY, IF THEY PULL CERTAIN THINGS THAT EITHER INVOLVE THAT TYPE OF TRANSACTION OR DON'T AND THEY KNOW MORE INFORMATION THAN THE CAT, THEN THAT CAN CREATE A DISCREPANCY.

WE DO HAVE ATTORNEYS THAT HELP IN THOSE SITUATIONS WHEN THERE IS A DISCREPANCY, AND THEY'LL TRY TO BRING THOSE STATE VALUES DOWN, EVEN IN A YEAR THAT WE POTENTIALLY HAVE A PASS.

VALUE STUDY. THEY STILL ARE GOING AND HELPING WITH THOSE SITUATIONS. DOES THAT HELP YOUR QUESTION?

BUT AS [LAUGHTER], AS THE SUPERINTENDENT SAID, YOU KNOW, WE KIND OF DO THE BEST WE CAN, BUT WE ARE NOT THE ONES THAT SET THE VALUES.

>> NOBODY EXCEPT APPRAISAL DISTRICT AND THE STATE ARE THE ONES THAT ARE INVOLVED IN THAT BECAUSE UNDER THE COMPTROLLER'S OFFICE PROBABLY GET ORDERS FROM THE GOVERNOR ABOUT WHAT TO DO WITH APPRAISALS, AND THEY ALWAYS GO UP.

[NOISE] BUT WHAT I'M TRYING TO SAY IS THE SCHOOL DISTRICT GETS PUNISHED IF SOMETHING'S NOT RIGHT, EVEN THOUGH WE HAVE NOTHING TO DO WITH ANY OF THAT.

>> WE'RE BASICALLY THE ONLY ENTITY THAT GETS PUNISHED IN THE COUNTY, RIGHT?

THE APPRAISAL DISTRICT REALLY DOESN'T GET PUNISHED.

I MEAN, THEY KEEP RUNNING BUSINESS AS USUAL, AS FAR AS I UNDERSTAND.

I THINK THE REASON WHY WE THINK IT'S IMPORTANT TO ALWAYS REVIEW THIS, IS BECAUSE, WHAT MS. WEISER WAS MENTIONING, WE HAVE TO BY LAW APPROVE A BUDGET THIS MONTH.

BUT WE WILL NEVER FIND OUT HOW THE APPRAISAL STUDY CAME BACK UNTIL THE END OF JANUARY.

ALL OF THESE NUMBERS ARE ATTEMPTS TO ESTIMATE WHAT'S GOING TO HAPPEN AND PROJECT CONSERVATIVELY, WHAT WE THINK IS A RESPONSIBLE BUDGET.

TONIGHT WE HAVE A BALANCED BUDGET, BUT YOU ARE RIGHT THAT, JANUARY NEXT YEAR, IT COULD COME BACK AND THE STATE COULD TAKE AWAY MONEY FROM US.

THAT'S SOMETHING THAT WE ALWAYS HAVE TO CONSIDER AND THE REASON WHY WE THINK IT'S SO IMPORTANT TO GO THROUGH THIS PROCESS BECAUSE IT IS SO IMPORTANT AND IS A BIG PART OF OUR BUDGET PLANNING PROCESS.

>> THAT'S WHY BOARD MEMBERS SPEND TIME AT EXTRA BOARD MEETINGS EVERY MONTH PRIOR TO THE BUDGET SO THAT WE CAN UNDERSTAND THIS AS BEST WE CAN.

IF WE HAVE TROUBLE, SOMETIMES GETTING A GRASP ON THIS, I CAN JUST IMAGINE SOMEBODY THAT NEVER DEALS WITH IT HAS AN ISSUE WITH IT.

>> ANYWAY, I JUST WANTED TO CLARIFY THAT THERE'S A LOT OF THINGS WE DON'T HAVE CONTROL OVER HERE, AND IT IS ESTIMATE WHAT WE NEED TO DO.

>> YOU'RE EXACTLY RIGHT. WE DON'T HAVE ANY CONTROL OVER IT, BUT WE DO HAVE TO TRY TO PREDICT WHAT MIGHT, COULD HAPPEN IN SEVEN MONTHS FROM NOW.

>> THE PREVIOUS YEAR PROPERTY VALUE STUDY THAT WE DID THAT THE DISTRICT DID PASS WAS SUCH AN INCREASE AND THE VALUES WERE SO CLOSE THAT THERE WAS NO INDICATION THAT WE THAT WE WOULD RUN BACK INTO WHAT HAD BEEN IN THE PREVIOUS YEARS WHEN WE FELL OUT OF GRACE, THE THREE YEARS THAT WE WERE IN GRACE.

IT CONTINUES TO GROW.

THERE ARE OVER 150 SCHOOL DISTRICTS IN THE STATE.

JUST A FEW YEARS AGO IT WAS LESS THAN 50.

THEY ARE SEEING MORE AND MORE DISTRICTS BEING AFFECTED.

OBVIOUSLY, THE MORE SCHOOL DISTRICTS AFFECTED, THE MORE LOCAL, ESPECIALLY ON THE HOUSE OF REPRESENTATIVES SIDE, THERE SEEMS TO BE MORE ATTENTION TO THIS ISSUE.

>> MY POINT THOUGH, THIS DISCUSSION IS IMPORTANT BECAUSE, THERE ARE COMMUNITY MEMBERS OUT THERE THAT ARE VERY CONFUSED AND REALLY BLAME THE SCHOOL DISTRICT, AND WHEN A BOND COMES AROUND, THEY ARE ADAMANT ABOUT THE FACT THAT THE DISTRICT IS CONTINUING TO WANT TO RAISE THEIR TAXES, WHEN THE DISTRICT HAS NOTHING TO DO WITH RAISING THEIR PROPERTY VALUES.

BUT THERE ARE INDIVIDUALS OUT THERE THAT TRULY BELIEVE THAT, SO THEREFORE, THEY ARE ADAMANT ABOUT SAYING, YOU ALL WANT TO HAVE ANOTHER BOND.

WELL, IF YOU LOOK AT THE COMMUNITY, THERE ARE NUMEROUS RESIDENTIAL AREAS, HOMES BEING BUILT, AND YET WE HAVE MORE AND MORE STUDENTS AND THERE IS A NEED FOR MORE AND MORE SCHOOLS.

AS MR. ESTRADA HAD LAID OUT A PROPOSAL FOR IN THE NEXT COUPLE OF YEARS, WE'RE GOING TO HAVE TO COME BACK WITH ANOTHER BOND, BUT THIS IS CRITICAL FOR PEOPLE TO HEAR WHAT IS REALLY THE NECESSARY INFORMATION ABOUT WHO IS RESPONSIBLE FOR PUTTING US IN THIS SITUATION, THE DISTRICT IS NOT.

THE DISTRICT HAS NOTHING TO DO WITH THE VALUE AND THE APPRAISALS.

>> I KNOW THE DISTRICT HAS DONE A GREAT JOB GETTING THE WORD OUT OF HOW IT'S NOT OUR MESS UP.

I JUST THINK THAT WE JUST NEED TO TRY HARDER TO GET ACROSS TO THE COMMUNITY.

>> WELL, THIS IS AN IMPORTANT DISCUSSION IS MY POINT BECAUSE PEOPLE OUT THERE NEED TO UNDERSTAND SO PEOPLE CAN HAVE MORE INFORMATION.

>> BUT YOU'RE RIGHT, WE NEED TO GET ACROSS MORE TO PEOPLE ALSO.

>> THERE'S NOTHING THAT WE CAN DO ABOUT HOW THE STATE FUNDING SYSTEM WORKS IN TEXAS, BUT WE DID FEEL THAT IT'S IMPORTANT TO DISCUSS THIS WITH THE BOARD.

THAT'S JUST A SHORT HISTORY LESSON, BECAUSE WE LIVED THROUGH IT.

IT CONTINUES TO BE A THREAT AND SOMETHING AT THE END OF JANUARY EVERY YEAR MOVING FORWARD IN A DISTRICT THAT CONTINUES TO GROW.

AN EXAMPLE OF THAT TRUSTEE LOCKHART MENTIONED, WE HAVE A LOT OF ARG LAND BEING TURNED INTO DEVELOPMENT, AND THAT'S WHERE YOU SEE THESE MASSIVE SPIKES THAT MAKES IT DIFFICULT.

BUT RIGHT NOW, WE'RE IN A GOOD SITUATION, SO WE'LL GO AND TRANSITION TO PRESENTATION.

>> THIS IS THE 2023 PROPERTY VALUE STUDY THAT WE JUST GOT IN JANUARY, AND IT WAS A LOCAL VALUE ASSIGNMENT OF $3.1.

YOU CAN SEE HOW CLOSE OUR VALUES WERE TO THE STATE VALUES.

THE PROPERTY VALUE STUDY WAS FOUND TO BE VALID, AND LOCAL VALUES WERE CERTIFIED.

WE DID RECEIVE LOCAL VALUE ASSIGNMENT ON THAT.

WHAT HAPPENS IS, THAT THE BUCKET IS FILLED UP WITH OUR LOCAL TAX COLLECTION AND THE STATE COMES IN AND FILLS THE BUCKET UP WITH THE REST.

THE BUDGET ASSUMPTIONS FOR 24, 25 ARE THAT WE WILL HAVE AN ENROLLMENT OF 6,845 STUDENTS WITH A 93% ATTENDANCE RATE.

OUR ESTIMATED TAXABLE VALUE RIGHT NOW IS $3.6 BILLION AND WE'LL GET A FINAL CERTIFIED VALUE OF THAT FROM THE CAD NO LATER THAN JULY 25TH.

WE ARE ASSUMING LOCAL PROPERTY VALUE ASSIGNMENT WITH THAT LOCAL ASSIGNMENT IN 2023 AND WHERE THE PERCENTAGES OF VALUE AGAINST THE STATE WE FEEL CONFIDENT ENOUGH THAT WE CAN PLAN FOR A LOCAL PROPERTY VALUE ASSIGNMENT.

THEN IN OUR M&O TAX RATE, IS PROPOSED TO BE 0.6969 PENNIES, AND AGAIN, WE WON'T GET THAT RATE FROM TEA UNTIL AUGUST 5TH.

OUR I&S RATE WILL BE HELD THE SAME AT 25.77 PENNIES.

THEN WE ALSO REALLY HAVE TO TAKE IN OUR TAX COLLECTION RATE WHEN WE'RE LOOKING INTO THIS FOR MULTIPLE REASONS.

ONE IS CASH FLOW, BUT ONE IS ALSO TO MAKE SURE THAT THIS COLLECTION ON THE

$3.6 BILLION IS HAPPENING IN THE FISCAL YEAR THAT WE'RE PLANNING FOR.

THAT DEFINITELY WENT INTO PLAY WITH OUR COLLECTION THIS YEAR.

THESE ARE OUR PROPOSED.

BUT THEY ALSO SAW A LACK OF GROWTH WITH STUDENTS WHO ARE 8, 9, AND 10 LAST YEAR DROP A FEW IN SIX OR SEVEN.

THAT APPROACHES AND MEETS WOULD HAVE INCREASED IF THE KIDS IN THE PREVIOUS YEAR HAD SHOWN IN THEIR BENCHMARKS THAT THEY, WERE ABLE TO MAINTAIN THAT HIGH SCORE IN THE WRITING.

FOR NAVARRO, THEIR APPROACHES ARE UP IN MATH.

THERE WAS A DECREASE IN MEETS AND ABOVE.

THEY ARE DOWN IN ELA.

THEY ALSO SAW THE SAME CORRELATION AS ABS, WHEN IT COMES TO WRITING, THERE'S ZERO TO TWO AS COMPARED TO LAST YEAR'S STAAR GRADERS INCREASED 3-5% DEPENDING ON THE SCORE.

FOR PLUM CREEK, THEIR MEETS WAS ABOVE 50% IN ELA R, SO THAT'S A KUDOS TO PCE, AND THEY ARE UP IN 95% OF THEIR CATEGORIES, WHEN YOU LOOK AT BOTH ENGLISH AND MATH AND APPROACHES MEATS AND MASTERS FOR THE CAMPUS.

ALTHOUGH THEIR MATH PROGRESS OR THEIR GROWTH DID GO DOWN FOR THIRD GRADE.

THE SIXTH GRADE, SEVENTH AND EIGHTH GRADE HAD LESS KIDS SCORING ZERO TO TWO IN WRITING, WHICH IS WHY YOU SEE THAT BUMP OVERALL IN ELAR.

THEIR TELL-PASS PROGRESS WAS DOWN, SO IT'S ANOTHER FOCUS AREA FOR THE JUNIOR HIGH.

THAT IS SOMETHING THAT WE NEED TO FOCUS ON, AGAIN, THAT TRANSITION YEAR.

ALTHOUGH I GAVE KUDOS TO THE WORK THAT RSSP AND THE JUNIOR HIGH DID BECAUSE THEY DID FOCUS A LOT ON SIXTH GRADE.

THE SCORES ARE BETTER WHEN YOU COMPARE SIXTH-GRADE LAST YEAR TO SIXTH GRADE THIS YEAR, BUT THERE WAS STILL A SIGNIFICANT DIP WHEN IT'S THE COHORTS.

FIFTH GRADER IS LAST YEAR, THIS SUMMER, THAT TRANSITION GETTING STARTED EARLY WITH THE SIXTH GRADERS COMING IN IS GOING TO BE EXTREMELY IMPORTANT.

WITH EIGHTH GRADE LAST YEAR, SEVENTH GRADERS AT COHORT IS BOTH UP IN MATH AND ELA.

ENGLISH 2 WENT UP, BUT ENGLISH 1 WE SAW A DECLINE.

WE SAW A 25% INCREASE IN THE NUMBER OF KIDS WHO GOT 0-2 IN WRITING IN ELA 1.

SO ONCE AGAIN, THAT CORRELATION OF A TRANSITION YEAR.

SO WE HAVE TO FOCUS IN WHEN THE KIDS FIRST GET THERE COMING OUT OF THE SUMMER IN 6TH GRADE AND 9TH GRADE IN THE WRITING SO THAT WE CAN MAKE SURE THAT THEY SHOW THE GROWTH THAT WE SAW NOT ONLY LAST YEAR, BUT WE KNOW THAT THEY CAN RECEIVE.

LAST YEAR WAS VERY DIFFERENT THAN THIS YEAR, BUT FIFTH GRADE IN PARTICULAR, NINTH GRADE IN SECOND PLACE, IS THAT WE'VE SEEN DOUBLE DIGIT DISCREPANCIES BETWEEN WHAT KIDS WERE SCORED LAST YEAR AND WHAT THEY GOT THIS YEAR, NON COHORT.

THIS YEAR IN LOCKHART, THERE WERE 68%.

THERE'S A 25-30% CHANGE IN THE NUMBER OF KIDS WHO GOT ZEROS IN FIFTH GRADE. THE 9TH GRADE IS 10-15%.

CONTINUING THE EXPANSION OF OUR CLUBS AND LEADERSHIP OPPORTUNITIES, WE'VE HAD OVER 45 FAMILY ENGAGEMENT NIGHTS IN THE DISTRICT AND THAT CONTINUES TO INCREASE EACH YEAR.

FOR UNLOCKING POTENTIAL AS WE CONTINUE RETAINING RECRUITING, HIRING, AND DEVELOPING OUR STAFF, WE WERE EXCITED THAT WE CONTINUE PROVIDING THAT SUPPORT SYSTEM FOR OUR NEW TO PROFESSION TEACHERS, AND WE HAD EIGHT OF THOSE SESSIONS THIS YEAR.

WE ALSO HAD 75 TEACHERS THAT CAME IN ON SATURDAY DURING EDCAMP TO CONTINUE INCREASING THEIR SKILL ON SATURDAYS, WHICH IS A DAY THAT THEY'RE NOT PAID FOR.

WE HAD 11 SHARED LEADERSHIP MODEL SITE VISITS.

NINE OF THEM WERE FROM HERE IN TEXAS, AS YOU CAN SEE THE SCHOOL DISTRICTS THAT HAVE LISTED THERE.

WE'VE HAD ONE FROM NEW MEXICO AND WE HAD ONE FROM NEW ZEALAND THAT JUST CAME TO WATCH AND LEARN MORE ABOUT THE SHARED LEADERSHIP MODEL THAT WE HAVE HERE IN LOCKHART.

WE HAD SIX TEXAS STATE RESIDENT TEACHERS THAT WERE HIRED THAT COME IN DURING THE YEAR AND WE WERE ABLE TO KEEP SIX OF THEM THAT WE FELT WERE HIGH QUALITY TEACHERS THAT WE HAVE NOW GET TO CALL THEM OUR STAFF MEMBERS.

THE ADMINISTRATION RELEASED A BID FOR THE STRONG FOUNDATIONS PLANNING GRANT.

WE SOUGHT APPROVAL FROM TEA PARTNERS TO COLLABORATE WITH THE DISTRICT TO IMPLEMENT REQUIREMENTS OF THE GRANT, WHICH INCLUDES, BUT IS NOT LIMITED TO SUPPORT OF AN INSTRUCTIONAL FRAMEWORK AND LITERACY STRATEGIES.

THE DISTRICT RECEIVED 15 BIDS FROM APPROVED TEA VENDORS AND THEY WERE EVALUATED BY THE CURRICULUM AND INSTRUCTION DEPARTMENT.

BASED ON THEIR EVALUATION, THE ADMINISTRATION WOULD LIKE TO AWARD T&TP IN THE AMOUNTS OF $100,000.

THE ADMINISTRATION PLANS TO REPLACE 81 EXISTING CAMERAS AND ADDITIONAL 69 CAMERAS ACROSS THE DISTRICT.

IT IS HIGHLIGHTED IN GREEN AND IN THE BID TABULATIONS.

THE COST DOES INCLUDE A $30,000 IN CONTINGENCY.

THE PROJECT WILL BE FUNDED THROUGH THE 2023, 2025 SAFETY AND FACILITIES GRANT CYCLE 1.

HOWEVER, ONE BID WAS DISQUALIFIED BECAUSE THE VENDOR DID NOT PROVIDE ALL THE PAPERWORK.

THE CAFETERIA TABLES WILL BE PAID FOR OUT OF FOOD SERVICE FUNDS SINCE THE FOOD SERVICE FUNDS HAS THE LARGE BALANCE THAT NEEDS TO BE USED.

THE DISTRICT WILL USE THE CHOICE PARTNERS PURCHASING COOP TO MEET THE BID REQUIREMENTS.

THE COST OF THE TABLES WILL BE APPROXIMATELY $400,000, AND THE 2024/2025 FOOD SERVICE BUDGET WILL NEED TO BE AMENDED TO INCLUDE THIS COST.
